HomeMy WebLinkAbout01-04-1966 Minutes1.64 PASCO, WASHINGTON COUNCIL CHAMBERS REGULAR MEETING CALL TO ORDER: JANUARY 4, 1966 Meeting called to order at 8:02 P.M. by the Honorable G.E. Carter, Mayor, ROLL CALL: By Clerk. Councilmen present were: G.E. Carter, J.G. Bailey, C.F. Griggs, Fred Robinson, George Stork and Russell Wiseman. Councilman Greenlee was absent from the meeting. Also present were: Mr. Menasco, City Manager; Harold A. Wyman, City Clerk; George R. Fisher, Director of Community Development; D. Wayne Campbell, City Attorney; C.F. Whetsler, Director of Public Works and A.L. McKibbin, Director of Public Safety. APPROVING MINUTES: Motion made by Robinson, seconded by Stork that the minutes of the Regular Council Meeting held December 21, 1965 be approved as written. Motion Carried. PUBLIC HEARING: THE MAYOR DECLARED THE PUBLIC HEARING OPEN ON PROPOSED 6 -YEAR STREET IMPROVE- MENT PROGRAM FOR THE CITY OF PASCO, (1966-1971): Mayor Carter read the Notice of Public Hearing. Mayor declared the Public Hearing open, and called for comments from the floor either for or against the Street Program. There were no written objections nor objections from the floor. Following three calls from the Mayor for comments from the floor, Mayor declared the Public Hearing closed. Motion to accept will be made by Resolution No. 672. PUBLIC HEARING: PUBLIC HEARING - REZONING OF LOTS 1 THRU 4. BLOCK 12 SYLVESTER: Mayor Carter read the Notice of Public Hearing. Mayor declared the Public Hearing open, and called for comments from the floor either for or against the rezoning. M.R. DENNY stated he had looked at "weed patch" long enough and definitely favored the rezoning. He felt his property would have greater valuation and thought the Dental Clinic would be an asset. HARRY KEYES, D.D.S. stated they were going to build a nice building which definitely would be an asset to the area. Councilman Wiseman questioned the rezoning due to previous decisions. Mayor Carter defended action of previous Councils - stating their hesitancy in granting zone changes. HARRY KEYES, D.D.S. further stated that more professional men planned to move into the new building, if approved. No written protests were received. Following three calls from the Mayor for comments from the floor, Mayor declared the Public Hearing closed. Motion made by Griggs, seconded by Stork to instruct City Attorney to draw up necessary Ordinance. Motion Carried. BID: (SODA ASH) CJ Ono0 1 1 1 Report of Bids opened, 8:00 P.M., December 21, 1965 for this item. C.F. Whetsler reported that the low bid was submitted by Van Waters 6 Rogers, Portland, Oregon in the amount of $55.60 a ton, and recommended award of bid to that firm. rt. 165 PASCO, WASHINGTON COUNCIL CHAMBERS REGULAR MEETING BID - CONTINUED: (Soda Ash) JANUARY 4, 1966 Motion made by Stork, seconded by Bailey to award bid for Soda Ash to Van Waters 6 Rogers in the amount of $55.50 a ton. Motion carried by roll call vote of six (6). BID: (TIRES) Bid to be awarded January 18, 1966. (More time needed for tabulation). BID: (SCRAP METAL) The City advertised for bids for the sale of scrap metal and two (2) bids were received, opened and read as follows: Street as follows: Tri City Steel, Inc., 112 Gum Street Copper $ .36 pound Kennewick, Washington Brass $ .20 pound lin. BID OPENING: (BEECH STREET SIDEWALK, L.I.D. #74) Mr. Fisher and Mr. Whetsler to tabulate and report later in meeting. BID OPENING: (SIDEWALK, HICKORY 6 COURT - MYERS) Six (6) Bids were received for construction of sidewalk at Hickory 6 Court. A certified check or bid bond accompanied all bids with the exception of O.R. Mansfield and Willie Vaughn. Mayor Carter instructed Mr. Fisher to tabulate and report later in meeting. Motion carried by roll call vote of six (6). COMMUNICATIONS: A letter dated December 23, 1965 was received from the Washington State Highway Commission, Department of Highways, Olympia, Washington, as follows: "Under the provisions of Chapter 4. Laws of 1963, the portion of Primary State Highway No. 3 shown in red on the attached sketch, and more particularly described in the following description, is hereby certified to the City of Pasco as being no longer necessary to the State Highway System and to become a City Street as of this date. All that portion of the old right of way -of PSH No. 3(acquired as PSH No. 3, Pasco: Lewis St. Connection lying in the NE1/4, SW1/4, NW1/4, SE1/4, E1/2; SE1/4. All in Section 25, Township 9 North, Range 29 East, W.M., and in W1/2, SWI/4, Section 30, Township 9 North, Range 30 East, W.M., extending from HES 14+00 on the center line of said highway project southeasterly to Illinois St.. in the City of Pasco. TOGETHER with,;i'hose certain -service roads designated as "B" line Service Road and "C" Line Service Road of said highway project. You will note that the access rights of adjacent properties were purchased by the State to provide access control and protect the street from en- croachment that would be detrimental -to the movement of traffic. The limited access control is shown by hatch marks and outlined in yellow on the attached vicinity sketch. Reference is made to Chapter 13,1aws of 19619 RCW 47.52, which provides th authority for cities to regulate limited access facilities. It is believed desirable that the existing access control be maintained on this street." % /S/ James Gray Reference was made to a letter from S.P. 6 S. Railway whereby they waived any public hearing on L.I.D. #73. (On their assessment which was previously shown as Northern Pacific Railway Company). Motion made by Bailey, seconded by Stork Re: assessment amount of $690.00 for lock 1. Lot 32 to S.P. 6 S.. Railway Company. Motion Carried. Gray's Amended Addition) VISITORS: None CLAIMS AGAINST THE CITY:. OMAH EPPERLY submitted a claim in the amount of $388.85 as a result of sewage back up in her basement at 928 W. Court. This claim has been turned to the Insurance Company. RESOLUTIONS: RESOLUTION NO. 671: A RESOLUTION CLASSIFYING CITY STREETS OF THE CITY OF PASCO AND REPEALING RESOLUTION NO. 573. Motion made by Robinson, seconded by Wiseman to read Resolution No. 671. Motion Carried. Resolution No. 671 was read in its entirety. Motion made by Bailey, seconded by Stork that Resolution No. 671 has been read. Motion Carried. Motion made by Bailey, seconded by Griggs to adopt Resolution No. 671 with one change as follows: Chase Avenue from West Lewis Street to the Airport Terminal from secondary arterial to major arterial. Motion carried by roll call vote of six (6). .y, 167 PASCO, WASHINGTON COUNCIL CHAMBERS REGULAR MEETING JANUARY 4, 1966 RESOLUTIONS: RESOLUTION NO. 672: A RESOLUTION ADOPTING A REVISED AND EXTENDED COMPREHENSIVE STREET PROGRAM FOR THE CITY OF PASCO. Motion made by Robinson; seconded by Stork to read Resolution No. 672. Motion Carried.Resolution No. 672 was read in its entirety. Motion made by Stork, seconded by Robinson that Resolution No. 672 has been read. Motion Carried. Motion made by Stork, seconded by Bailey to adopt Resolution No. 672. Motion carried by roll call vote of six (6). OLD BUSINESS: Councilman Bailey asked ,what could be done about painting out stripes re- appearing on the new City streets. Mr. Menasco stated that weather conditions were the primary factor for this. The City is looking into various solvents to remove the paint, and at the same time, not damage the asphalt. Councilman Griggs suggested sandblasting as a possible solution. Councilman Bailey suggested restroom signs at two entrances of the City Hall for the public's convenience. Mr. Menasco assured him this would be done. BUSINESS LICENSE ROSTER: Motion made by Wiseman, seconded by Bailey to issue all licenses with the exception of Moon Security Police until clearance is received from Chief McKibbin. Motion Carried. MANAGER'S REPORT: Mr. Menasco briefly stated that upon recommendation of the City Attorney, the Ordinance to confirm Final Assessment Roll for L.I.D. #73 had been delayed until January 18, 1966. Richfield Oil Company has been given estimate for curb construction and were advised to solicit bids also. Traffic Signal Light - Power City Electric Discussion was held relative to various intersections in Pasco - whether or not traffic signals were needed. Motion made by Griggs, seconded by Stork to execute a Change Order and install traffic light at intersection of Chase & Lewis as soon as possible. Motion Carried. REPORT ON BID TABULATION: (SOUTH BEECH SIDEWALK AND HICKORY & COURT SIDEWALK) Mr. Fisher reported that two bids were submitted without bid bonds, thus dis- qualifying two bidders. Following discussion, motion made by Wiseman, seconded by Bailey to reject all bids on Beech Street Sidewalk and Hickory & Court Street Sidewalk, and that bids 1e called again for next earliest date. Motion Carried. Motion made by Bailey, seconded by Stork to re -advertise for bids, setting opening date as January 18, 1966. Motion Carried. The following business license applications were read: Moon Security Police Detective/Security Police 2216 W. Court Hugh P. Moon Pasco, Washington Ralph D. Hector Shoe Store 510 W. Clark Pasco, Washington Motion made by Wiseman, seconded by Bailey to issue all licenses with the exception of Moon Security Police until clearance is received from Chief McKibbin. Motion Carried.
