REGULAR MEETING DECEMBER 21, 1965 n CALL TO ORDER: Meeting was called to order at 8:00 P.M. by the Honorable G.E. Carter, Mayor. ROLL CALL By Secretary. Councilmen present were: G.E. Carter, J.G. Bailey,R.L. Greenlee, C.F. Griggs, Fred Robinson, George Stork and Russell Wiseman. Also present were Mr. Menasco, City Manager, George Fisher, City Engineer, Harold A. Wyman, City Clerk, D. Wayne Campbell, City Attorney, C.F. Whetsler, Director of Public Works, and A.L. McKibbin, Director of Public Safety. COMMUNICATIONS December 14, 1965 Honorable Mayor and City Councilmen City of Pasco, Washington Attention: Horace E. Menasco, City Manager Gentlemen: At the regular meeting of Pasco City Planning Commission held on December 9, 1965, a motion was passed to approve a zone change from R-1 to R-3, and to recommend its adoption to your honorable body for the following described property: Lots 1,2,3 and 4, Block 12, Sylvester's Addition to Pasco, Washington. The motion for approval was made subject to information being furnished by the petitioners concerning ingress -egress, parking, and location of buildings on the property. The Planning Commission indicated to the petitioners at its Public Hearing concerning the zone change, that the building should face Arthur Street with ingress -egress also from Arthur Street; that a buffer strip in the form of a woven wire fence and plantings be established along the west side of the property; and that the building be situated on the lot to conform with the setback established by existing homes facing Margaret Street. The petitioners indicated this information will be available for the Public Hearing to be held by the Council. Sincerely, Lyle E. Motion carried unanimous. APPROVAL OF MINUTES Motion made by Greenlee, seconded by Stork that the Minutes of the last Regular Council Meeting held December 7, 1965 be approved as written. Mayor Carter declared the Public Hearing open and requested comments from the audience. No comments were made at this time. Hestad (Represent-ing (Represent-inthe Northern Pacific Railway Company) - several pieces of property In answer to a question from the Mayor with•regard to the Livermore and Wattenburger-property, the Manager answered: 1.- The•adjusted designed plans are so that there is no•taking of add- itional property. 2. There is no substantial change in grade that would damage the prop- erty. 3. The State Highway Department has attained from them some property. By the time the drive is in at the property line i•t will be at the grade that it is now less approximately 1 foot at that point. In the case of Reed B. Jacob, etux -•Block 3: Lot 32: Grays Addition: Motion made by Griggs, seconded by Stork that the assessment for this particular piece of•property be revised from $690.00 to $632.50. Motion carried unanimous. In the matter of Robert G. Chalcraft, Lot 1, Block 1, College Addition (823 S. Vine) ; motion made by Wiseman, seconded by Robinson that it appears this calculation is correct; however, if this proves to be in error that the necessary adjustment•be made. Motion carried. In the case of the Northern Pacific Railway assessments; a triangular parcel of property was pointed out on the map as not being owned by•the Northern Pacific. Mr. Hestad stated he did not know the ownership., (on "A" St. behind the Roundhouse) The description of this land is as follows: Beg•. 100.2' E. and 40' N.k cor. sec. 30 & 31,T9N, R30E, th. NE'ly. direction alg. curve rt. with radius of 880.3', dist. of 255' to point which is 330'E. of N/S centerline of Sec. 30 and 108.1' N. of S. line sd. sec. 30; th. S. 68.1'; th.W.•to POB. PASCO, WASHINGTON REGULAR MEETING COUNCIL CHAMBERS DECEMBER 21, 1965 PUBLIC HEARINGS (Cont'd) Motion made by Griggs, seconded by Bailey that this piece of property be removed from the Northern Pacific assessment.pending clarification of owner- ship. Motion carried. Mr. Hestad representing the Northern Pacific also stated that there was a small portion of property showing assessment to the Northern Pacific and it has been determined that this assessment should be to the S.P.S. Rail- road Company. The legal description of this property is as follows: Lot 32, Block 1, Grays Amended Addition. Motion made by Griggs, seconded by.Stork that with reference to this piece of property the assessment be removed from the Ndrthern Pacific assessment and be assessed to the S.P. and S Railway Company in the amount of $690.00. The S.P. and S. Railway Company is to be so advised by letter. Motion carried. Mr. Hestad further commented that in the case of the various Railroad Crossings (seven (7) in number ) because of the fact that the Northern Pacific maintains these crossings that the assessment for those portions be removed from the roll. The legal description for these various crossings is as follows; East "A" St. Crossing between Queen and Maitland. Mainline Crossing between Gray and 1st. Stly. ,,, al,g sd 4. line to POB. -- Adjust $120.00 (reduction) Following discussion motion made by Griggs, seconded by Stork that on the basis that the Northern Pacific does maintain these various crossings that the assess- ment for the crossings be removed from the assessment roll for approximately 280' in the amount of $3240.00 and that the assessment roll be reduced accordingly. Motion carried. Mr. D.F. Rodkey spoke from the floor questioning the " vacation of a portion of Ainsworth " which had been mentioned. K With reference to the Northern Pacific Right -of -Way along "A" St., motion made by Griggs, seconded by Bailey that the City deny.any relief on this particular portion of "A" St. Right -of -Way at the present time (assessment being $7,220.00). Motion carried. Mr. Livermore speaking for Elsie Livermore asked the City Engineer what the proposed width of the City streets at Chase would be. Answered that 40 foot street had been dedicated in the replat existing f.enceline outside the edge of the barrow ditch was between 20 and 22 feet so that there would be s,14ghtly more than 60 feet. Mr. Livermore further questioned ; when was this replated - answered by Mr.,Fisher - 1949 or 1950. (To the best of his knowledge) Further comments from the floor were presented by Alma Archer, No. 3,West "A", Rachel Cole and Annie Longsdorff all along the theme that there were many widows with.children, pensioners and welfare recipients in this area that would be unable to pay for the improvement. Motion carried by roll call vote of seven (7). VISITOR: 15 MR. DAVIDSON, Richfield Oil Company, 10th. and Lewis, stated that he was to have quotations on curb around the Richfield Company property at that location. This to be at the expense of the Richfield Oil'Company. City Engineer and City Manager to contact the necessary contractor. BID OPENINGS The City had advertised for bids for furnishing to the City of Pasco for the year 1966 ; Soda Ash, Liquid Chlorine and Liquid Aluminum Sulphate. Five (5) bids were received, opened and read as follows: 1. General Chemical Division,P.O. Box 70.Morristown, New'Jersey: 120 net tons, more or less, of 2,000 lbs. each, Dry Basis, Liquid Aluminum Sulfate, during the year 1966, delivered to the water plant at Pasco, Washington, as required at per net ton of 2,000 lbs. basis 177, A1203 -----------------$47.95. 2. Pennsalt Chemicals Corn..'6400'N.W. Front Ave. Portland. Oreaon: Delivered to Pasco, the price is $0.125 a pound with the empty cylinder returned collect for Seller's account: FOB either Tacoma, Washington or Portland, Oregon, the price is $0.115 a pound. The average tare weight'of the empty cylinder is 90 pounds. 3. Cascade Chemical Company, 3231' 17th. Ave. West. Seattle 99. Wa'shinaton: Bid price on 60 tons of Soda Ash for 1966 is $55.55 per ton. Bid is based on minimum deliveries of 20 tons per delivery: request 10 days delivery time after receipt of order: deliveries made via auto freight: F.O.B.,Pasco, Wash. Terms are net 30 days. 4. ORDINANCES ORDINANCE NO. 1217: AN ORDINANCE APPROVING AND CONFIRMING THE ASSESSMENTS AND ASSESSMENT ROLL OF LOCAL IMPROVEMENT DISTRICT NO. 71 ,WHICH HAS BEEN CREATED AND ESTABLISHED FOR THE PURPOSE OF INSTALLING AN 8 INCH SANITARY LINE, TOGETHER WITH MANHOLES, ON THAT PORTION OF SYCAMORE STREET'COMMENCING AT A STREET LYING WITHIN KURTZMAN'S FIRST ADDITION TO PASCO ACCORDING TO THE PLAT THEREOF RECORDED IN VOL. RESOLUTION NO. 676: A RESOLUTION CREATING A GENERAL PETTY CASH FUND FOR THE CITY OF PASCO NOT TO EXCEED $200.00 TO BE ADMINISTERED BY THE CITY'S ADMINISTRATIVE FINANCE DIRECTOR AND 4ETT1NG4EORTH THE PROCEDURE TO BE FOLLOWED IN ADMINISTERING SAID FUND. 155 Motion made'by Robinson, seconded by Griggs to read Resolution No. 676. Motion carried by roll call vote of seven (7). 156 PASCO: WASHINGTON REGULAR MEETING COUNCIL CHAMBERS- DECEMBER 21, 1965 OLD BUSINESS: GROUP MEDICAL INSURANCE: Motion made by Stork, seconded by Greenlee that the insurance contract be awarded to Dunning Ray Insurance Agency for one (1) full year (1966) at the rate of $15.00 per employee. M@pion carried by roll call vote of seven (7).(To cover all eligble employees and their dependents effective January 1,1966 for the year 1966. Benefits will be in accordance with specifications and will include the. following options. Accident benefits, diagnostic X -Ray and Laboratory benefits, roam and board limited to $22.00 and the City agrees to pay $15.00 per employee per month. This includes $2,000.00 life insurance.) POLICE CARS: Motion made by Stork, seconded by Robinson that the bid for these cars be awarded to Webb Chrysler for three (3) Police cars at $2037.05. Motion carried by six (6) yes votes and one (1) no vote (Wiseman voting no) REPORT ON BIDS: Mr. Whetsler reported back on the bids for Soda Ash, Aluminum Sulphate, and Liquid Chlorine. It was.his.recommendation to award the Soda Ash bid on January 4th.- agreed. Upon his recommendation motion made by Greenlee, seconded by Stork to award the bid for Aluminum Sulphate to Allied General Chemical at Hedges. Motion carried by roll call vote of seven (7). Also on his recommendation -motion made by Griggs,sec- onded by Wiseman to award the bid for Chlorine in 150 lb. containers to Pennsalt , the low bidder. Motion carried.by roll call vote of seven (7). Mr. Fisher reported back on the Petroleum bids and upon his recommendation motion made by Griggs, seconded by Bailey that bids be awarded to the low bidders as follows: Gaso:l.l,hd!a-Regular and Premium to American Oil Co.-Reg.$.212: Prem.$.225 Furnace Diesel Oil to Standard Oil Co.-Furn. $.1161: Diesel $.1161 PS 300 - W.I.& A.Fuel Co. - $3.63 per 42 gallon barrel Motion carried by roll call vote of seven (7). Tires; Bid to be awarded January 4, 1966. NEW BUSINESS Councilman Wiseman stated he would like the staff to give some report or recommendation as to the program citywide'on sidewalks construction. At the request of Mayor Carter the City. Engineer reported his find,i-ngs from the State Highway Commission as to Traffic Lights and also certain portions of the streets being turned to the City by the State. The State will have traffic lights at 4th. and Court: 10th, and Lewis: 4th. and Clark: and the return of certain streets will be verified within a very short time.
