COUNCIL CHAMBERS
REGULAR MEETING NOVEMBER 16, 1965
CALL TO ORDER:
Meeting called to order at 8:00 P. M. by the Honorable J. G. Bailey,
Mayor Pro -Tem.
ROLL CALL:,

By Secretary. Councilmen present were: J. G. Bailey, C. F. Griggs,
Fred Robinson and George Stork. Councilmen absent were Mayor G. E.
Carter, R. L. Greenlee and Russell Wiseman. Present at this meet-
ing also were D. Wayne Campbell, City Attorney; Harold A. Wyman;,;
City Clerk; George R. Fisher, City Engineer - Horace E. Menasco
City Manager was absent.
APPROVAL OF MINUTES:
Motion made by Robinson, seconded by Stork, that the minutes of the
regular meeting held November 2nd, be approved as written. Motion
carried.
BID OPENINGS:
Four (4) bids were received for the construction of a WARNING POINT
as follows:

OPENING OF BIDS -- WARNING POINT (Continued):
Motion made by Griggs, seconded by Robinson, that these bids be taken
under advisement, for a report from the staff, and that :the award be made
at the next regular meeting: December 7, 1965. Motion carried.
STEEL BUILDING: PUBLIC WORKS:
One bid was received, opened and read as follows:
Redmond Steel Building: P. O. Box 1033; Yakima, Washington
Bid complete for construction: $3, 158. 00

Motion made by Griggs, seconded by Stork, that this matter be taken under
advisement for report at December 7th regular meeting. Motion carried.
COMMUNICATIONS:
Communications were read to the members of the Council as follows:
MRS. MONA HOFFMAN: 516 Rd. 45, Pasco, Washington
"I protest the paving of "A" Street as proposed by L. I. D. I do think "A"
Street needs improving, but not the extent proposed. I own 11-16-17-20-
22-23-24-25-26 & 27. " This letter was received November 8, 1965.
GEORGE R. BALL: 801 S. 12th; Pasco, Washington .
"I am against Resolution No. 661. I own Lot 20 Block 5 Riverside Addition.
The property is listed as 805 South 12th Avenue. " This letter was received
November 9th, 1965.
NORTHERN PACIFIC RAILWAY CO: 600 Central Building; Seattle, Wn.
"We have reviewed the improvements proposed in Resolution No. 661 with
the various Departments of the Railway Company and our lessee's along
"A" Street. We have readhed the conclusion that it W* ould. be in the best
interest of all concerned to withdraw our objection submitted on Novem-
ber 2nd, 1965.
This letter will serve as the official Notice of Withdrawal of our protest
and we hereby request you to return it to our office for: cancellation.
We will appreciate the opportunity to appear before your Board at the
time the hearing is held on the final assessment roll. -'Signed C. E.
Gallagher" This letter was received November 8, 1965.
Mr. Bailey reported that this letter has been answered by the
City Manager and the protest returned to the Northern Pacific.
Mr. Griggs: Requests that the Clerk write to Mrs. Hoffman and
Mr. Ball and inform them that their letters have been received and pro-
perly noted as protests against the L. I. D.
Mr. Bailey: Reported that the protest now stands as 22. 71% --
far from the 60% which is needed to halt the procedure:of the L. I. D. No. 73.
DUANE E. TABER for CONOCO:
have been requested to formally request a variance. to Section 3. 16
(a) of the City of Pasco Ordinance #1179 to .allow and permit the installa-
tion of a free standing sign by Conoco at their service station at the south-
east corner of Chase Street and Court Avenue in Pasco-;_ Washington to a
height of 58 feet 7-1/2 inches. *"
Following discussion, Motion made'by .Stork, seconded by Robinson, that
the request for variance be denied. Motion carried

LYLE E. BALDERSON, PLANNING DIRECTOR:
"At the regular meeting of the City of Pasco Planning Commission held on
November 4, 1965, a motion was passed to amend Section 2-2 of the City
of Pasco Zoning Ordinance to read as follows: and to recommend its adoption
to your honorable body: Section 2-2 Site Area: The following lot area re-
quirement shall apply in the R-1 Suburban Zone, ex-
cept where a lot has less area than required in this
section as shown by any official plat on file in the
official plat on file in the office of the County Auditor
or shown by the last conveyance of record at the
time of the passage of this title, these regulations
shall not prohibit one (1) private dwelling and its
accessory building on such lot, provided 70% of the
area of the site, excluding easements, be left in
open spaces free from structures.
Motion made by Robinson, seconded by Stork, that there be a Public Hearing
on this proposed change on the date of December 7th, 1965 at 8:00 P. -M.
Motion carried.
MR. S. L. CURTISS, 712 Walnut, Yakima,: Washington:
Re: Graves 3, 5 and 6 Lot 12; Block 1 - Cemetery: "We wish to sell those
three graves; any reasonable price will be acceptable. "
Motion made by Griggs, seconded by Robinson, That the City purchase these
lots from Mr. Curtiss and that the price be $100. 00 for the three. Motion
carried by roll call vote of four (4).
C. F. WHETSLER, Director of Public Works:
"I request your permission to sell the following scrap material:
Copper and brass - estimated amount: $600. 00
Cast Iron - estimated amount: $244. 00":
Motion made by Griggs, seconded by Stork, that according to this letter,
it has been established that this material is not needed for public use; and
that the minimum price for the copper and brass is $600. 00 and the mini-
mum price for Cast iron is $244. 00 -- that the City sell these on bid to be
submitted and opened December 21 st, at 8:00 P. M. Motion carried.
SECRETARY TO CITY MANAGER; "requesting the council to select a. -'date
to meet with the Board of Commissioners for the P. U. D. to discuss the
matter of street lights. "
Motion made by Robinson, seconded by Stork, that the Council meet with
the Board of Commissioners on December 15th at 1:3.0 P.M. Motion carried.
PASCO CHAMBER OF COMMERCE, WOMEN'S COMMITTEE: Florence
Haner read the letter recommending a uniform for Meter Maid -- in blue
at the same time Gladys Edden commented on the uniform, price and material
and Mrs. John. (Beverly) Freeman modeled the uniform for the Council.
The Mayor Pro -tem and councilmen thanked the women for their interest and
for showing the uniforms.
Also recommended in the letter was the purchase of a Cushman Scooter for
efficient policing of the meters.

Motion made by.Stork, seconded by Griggs, that all bills properly vouchered
be paid. Motion carried by roll call vote of four (4).

REGULAR MEETING NOVEMBER 16, 1965
VISITORS:
Mr. John Ellers, from Moses Lake, was in the audience (a guest of Mr.
Griggs). He stated that he had sat in on a lot of City Council meetings
and he would like to compliment the Pasco City Council on their smooth
meeting; it is very evident that the councilmen are well prepared for the
meeting the smoothness and simplicity of the meeting with so much business
transacted at the meeting in such a short time was commendable.
CLAIMS AGAINST THE CITY:
DONALD BUSHEY submitted a claim against -the City in the amount of
$200. 00 to cover damage from water.
Motion made by Griggs, seconded by Robinson, that this be turned to the
City's insurance carrier. Motion- carried.
OLD BUSINESS:
Motion made by Robinson, seconded by Stork, that the date of December
21st, 1965 (8:00 p. m. ) be set for Public Hearing on Final Assessment
Roll for L. I. D. No. 73. Motion carried.
BUSINESS LICENSE ROSTER:
Business license applications were read as follows:,

Motion made by Stork, seconded by Robinson, that these applications be ap-
proved and licenses issued. Motion carried.
DELINQUENTS: Mr. Griggs requested that a list of delinquent licenses
be presented at the next regular,),_ meeting of the Council Dec. 7th:
MANAGER'S REPORT:
St. Louis: Mr. Bailey reported that Mr. Menasco, Mayor Carter
and Councilmen Wiseman were in. St. Louis to present the Pasco Story.
Councilmen present were presented with a copy of the speech and a brochure
as presented at St. Louis. The following telegram was read at- this time:
"November 16, 11:43 A. M. Our Esteem Colleagues: Our presentations
were made 9:30 A. M. Ed did_ a commendable job, we are optomistic-.
Heading home soon." -- Russ (Wiseman)
Group Medical Insurance: Call for bids has --.been advertised for
opening: 12:00 Noon December 2nd.
Police Cars: jointly with Kennewick and Richland, has been ad-
,ertised for opening at 3:00 P. M. December 3rd, at Richland.
ADJOURNMENT: Motion made by Griggs, seconded by Robinson, that
