HomeMy WebLinkAbout10-04-1965 Minutes1.19. PASCO, WASHINGTON COUNCIL CHAMBERS BUDGET MEETING CALL TO ORDER: OCTOBER 4, 1965 Meeting called to order at $:03 P.M. by the Honorable G. E. Carter, Mayor. ROLL CALL: By Secretary. Councilmen present to answer roll call were G. E. Carter, J. G. Bailey, C. F. Griggs, George P. Stork and Russell Wiseman. Councilman Robinson arrived at 8:04 and Councilman Greenlee at 8:05. Also present for this meeting were: City Manager Menasco, City Clerk Harold A. Wyman, City Engineer George R. Fisher, Director of Public Works C. F. Whetsler, Director of Public Safety A. L. McKibbin, City Attorney D. Wayne Campbell - one City employee in'l.a.ddition tb2n the above was present; Gladys Edden, Police Woman. There was one reporter present from the Tri -City Herald and there were no citizens present for this public -hearing on the 1966 budget. PUBLIC HEARING: Mayor Carter declared the public hearing open. Each person present wasegiven a copy of the agenda containing the agenda, copy of Resolution No. 659 (the preliminary budget notice with figures) and a copy of the changes proposed by the City Manager; together with a new sheet page no. 1 and page no. 1-A proposed to be inserted in the budget book (summary expenses and summary of revenues). Mayor Carter requested comments from the floor. City Manager requested the following changes: Page No. 1: Summary, Expense: c) General Administration, Maintenance and Operation be changed from $70,800 to $67,650.00 and the total from $137,800 to $134,650.00. d) Engineer/Inspector: Salaries and Wages be changed from $34,6$0.00 to $43,440; Maintenance and Operation be changed from $18,360.00 to $17,660.00 and the total be changed from $53,540.00 to $619600.00. f) Fire Division: Maintenance and Operation be chaned from $28 925.00 to $24,015.00 and the total from 141,425.00 to 136,515.00. The Totals for Current Expense be changed as follows: Salaries and Wages from $397,780.00 to $406,540.00; Maintenance and Operation from $175,505.00 to $166,745.00 (This does not change the total for Current Expense, it stays as $593,785.00) 2. Cemetery: Salaries and Wages be changed from $12,220.00 to $14,520.00; Maintenance and Operation be changed from $11,550.00 to $9,250.00. (This does not change the total for Cemetery Division, it stays as $29,630.00) TOTAL: A) Change the Salaries and Wages from $541,900.00 to 552,960.00; change Maintenance and Operation from 3509953.00to ,339,$93•n ? ( This does not change the total for Total A, it stays as $9779977.00). B): SELF SUPPORTING FUNDS: 3. Equipment: Change the Maintenance and Operation from M549625.00 to 45,415.00 and change the total from .025-00 to 184,815-00. TOTAL: B) Change Maintenance and Operation from $302,355.00 to P35,395-00 93,145.00 and change the total from $744,605.00 to Sub -Total A+B Change Salaries and Wages from $691,500.00 to702,566.00; Change Maintenance and Operation from 653,30$.00 to $933,038.00• change the total from $1,722,$82.00 to $1,713,37L OO . 120. r PASCO, WASHINGTON **1 COUNCIL CHAMBERS rr BUDGET MEETING OCTOBER -4. 1965 � Change the Grand Total as follows: Salaries and Wages from $691,500.00 to $702,560.00 Maintenance and Operation from $653,30$.00 to $633,03$.00 the total from $291629782.00 to $2,153,572.00. A New Summary Sheet has been prepared to take care of these changes and to be inserted into the Budget Book, if ap- proved. REVENUES: Summary: Under "Equipment" (Column one - 4th item) Change Item "Charges, Current Services" from $92,525.00 to $83,315.00; and change the total from $94,025.00 to $84 $15.00. Change the total for the Page from $2,162,782.00 to 2,153,572.00. A new summary sheet has been prepared to take care of these changes and to be inserted into the budget book, if approved. A list of changes to be made within the various sections of the budget book was presented. Not having any further comments or questions from the floor, Mayor declared the public hearing closed. ORDINANCE NO. 1208: AN ORDINANCE ADAPTING THE BUDGET FOR THE YEAR 1966. Motion made by Greenlee, seconded by Stork, to read Ordinance No. 1208. Motion carried. Ordinance No. 120$ was read in its entirety. (The corrected figures used in this ordinance). Motion made by Stork, seconded by Wiseman, that Ordinance No. 1208 has been read. Motion carried. Motion made by Bailey, seconded by Stork, to adopt Ordinance No. 1208. Motion carried by roll call vote of seven (7). ADJOURNMENT: Motion made by Stork, seconded by Carter, to adjourn.
