REGULAR MEETING
CALL TO ORDER:
1145,
SEPTEMBER 21, 1965
Meeting was called to order by the Honorable G.E. Carter, Mayor at 8:00 P.M.
(PDST).
ROLL CALL:
By Secretary. Councilmen present were G.E. Carter, J.G. Bailey,.C.F. Griggs,,
Fred Robinson, George Stork and Russell Wiseman. Councilman Greenlee was
absent. Also present at this meeting were Harold A. Wyman, City Clerk; Horace
E..Menasco, City Manager; D. Wayne Campbell, City Attorney; George R. Fisher,
City Engineer; C.F. Whetsler, Director of Public Works and A.L. McKibbin,
Director of Public Safety.
APPROVAL OF MINUTES:
Motion made by Robinson, seconded by Stork that the minutes of the regular
City Council Meeting held September 7, 1965 be approved as written. Motion
Carried.

Following discussion, motion made by Griggs, seconded by Stork that the
action of the City Manager be approved and that the change take effect
January 1, 1966 on the season ticket and the change in green fees (other)
take effect October 1, 1965. Motion Carried.
C.F. WHETSLER: Utilities Superintendent
"Permission is requested to refund $55.00 to Bud Bailey Const. Co.,
P.O. Box 885, Pasco, Washington for salvage allowance on changing
temporary construction service to permanent installation for new post
office building located at 2828 W. Sylvester."

Motion made by Bailey, seconded by Griggs that this request be approved and
that the Treasurer be authorized to issue a refund check in the amount of
$55.00 to Bud Bailey Construction Co. Motion carried by roll call vote of
six (6).
MRS. VICTOR SEMLER:
"We are not satisfied with the sidewalk that was replaced by the City.
It has two cracks, the water meter box was set in lopsided. It has no
breakers. The retaining wall is cracked on one side, it is also 3/4"
higher on one side. The steps are not level. They are rough and pulled
away from wall. We would like to have this fixed before we pay for other
part of sidewalk.

This was read to advise the Council of a complaint. Appropriate action will be
taken.
KARL J. TREBITSCH, 1220 Boren Ave., Apt. 304, Seattle, Washington:
"With reference to the assessment of Local Improvement District No. 70
for certain improvements on Lot 16, Block 6, Addition O'Keefe's 2nd

of the amount of originally $632.50, I have sent you in April of this
year a claim form for damage having been done on my lot on the occasion
of the performance of the improvement work in the amount of $111.50. As
I have not heard since from you, and have no credit received for the
damage, I should ask you for a reply at your earliest convenience."

CONTINENTAL OIL COMPANY, J.E. BREINHOLT, DISTRICT SALES REPRESENTATIVE:
This letter was a request for variance of the Sign Ordinance for
permission to install a sign 5815" high at the service station located
at the intersection of Court & Chase Street.
Following discussion, motion made by Stork, seconded by Wiseman that this
request be denied to concur with the new Sign Ordinance recently adopted.
Motion carried by .five (5) "yes" votes and one (1) "no" vote. (C.F. Griggs
voting no.)
ASSOCIATION OF WASHINGTON CITIES:
This letter called attention to the October 20th, 16th Legislative
District Meeting to be held at Smitty's, 7:00 P.M., Mayor Carter
Host Mayor for this meeting.
PETITIONS, APPEALS, COMPLAINTS, VISITORS:
DR. OVERMAN, 810 S. 10TH: spoke from the floor stating that they had been
assured at that location that there would be provisions made for parking, and
since the painting of the stripe, there is no parking provided for his office
building at the above location. He requested that the City consider changing
the plan back to the "original plan" to allow parking at that location.
Mayor Carter indicated to Dr. Overman that his complaint was one of many with
regard to the striping and this matter will be taken up at the Workshop Meeting
for consideration.
W.H. BROGUE, 808 S. 10TH: spoke from the floor also protesting the striping as
it now stands.
MR. J.W. (Bill) ARMSTRONG, 928 S. 10TH: stated that the storm sewer drain at
that Location was not taking the water as he thought it should. He requested
that this he checked out.
MRS. CLAPPER, 21..1.. N. Loth: spoke from the floor - issuing complaint as to the
striping on .10th, not allowing any parking in front of her residence.
ORDINANCES:
Ordinance No. 1207:
AN ORDINANCE VACATING THE EAST -WEST ALLEY ADJOINING LOTS 4 AND 5 AND
LOTS 12 and 13 OF BLOCK 7, GANTENBEIN'S ADDITION TO PASCO, ACCORDING
TO THE PLAT THEREOF RECORDED IN VOLUME B, PAGE 17, RECORDS OF FRANKLIN
COUNTY, WASHINGTON, SUBJECT TO AN EASEMENT FOR THE CONSTRUCTION, REPAIR
AND MAINTENANCE OF PUBLIC UTILITIES AND SERVICES.
Motion made by Robinson, seconded by Stork that Ordinance No. 1207 be read
by title only. Motion Carried. Ordinance No. 1207 was read by title. Motion
made by Bailey, seconded -by Robinson that Ordinance No. 1207 has been read.
Motion Carried. Motion made by Griggs, seconded by Bailey to adopt Ordinance
No. 1207. Motion carried by roll call vote of six (6).

RESOLUTIONS:
RESOLUTION NO. 660:
A RESOLUTION DECLARING THE INTENT OF THE CITY COUNCIL
OF THE CITY OF PASCO TO VACATE THAT PORTION OF HENRY
STREET LYING BETWEEN ARTHUR AND N. FOURTH STREETS SUB-
JECT TO AN EASEMENT FOR THE CONSTRUCTION, REPAIR AND
MAINTENANCE OF PUBLIC UTILITIES AND SERVICES.
Motion made by Bailey, seconded by Robinson that Resolution No.
660 be read. Motion carried. Hes6lution No. 660 was iead in its
entirety. Motion made by Robinson, seconded by Stork, that Reso-
lution No. 660 has been read. Motion carried. Motion made by
Griggs, seconded by Robinson, to adopt Resolution No. 660.
Motion carried by roll call vote of six (6).
OLD BUSINESS:
APPOINTMENTS: Mayor Garter stated that he was not able to make the
necessary appointments at this time - this will come up at the next
regular meeting of the Council.
MISCELLANEOUS:
FEDERAL/STATE AID FOR PARKS: Application has been made to the proper
body for this state aid for recreation. It was necessary to send
them further, two (2) copies of comprehensive plan and capital
improvement plan supporting the documents. These have been
mailed this date.
SIDEWALKS ALONG ARTERIALS: Eouncilman Wiseman suggested a program
whereby sidewalks can be installed along all arterials. (Feasi-
bility and plan to be discussed at Workshop Meeting).
MANAGER'S REPORT:
The City Manager called to the Council's Attention that on October
11th, 7:30 P.M. there is a meeting with the County Commissioners.
On October 4th, there will be a meeting of the City Council as
provided in R.C.W. for the purpose of Public Hearing on the 1966
Budget and adoption thereof.
Neighborhood Improvement Committees will meet as follows:
October 13, East; October 21st, South; October 27, West;
October 28, Central Business District; and November 3, North.
ASSOCIATION OF WASHINGTON CITIES TELEGRAM: The State Legislature
at the last Session passed one law which required County Assessors
to increase their assessments up to 30% to true and reasonable
value of properties (in effect, in the case of Pasco, increasing
tangible valuation from 17,500,000.00 to 26,000,000.00). The
Legislature passed another law, at their extra session, limiting
any taxing District in the State whereby the District could not
receive anymore dollar-Qise taxes than at the last year's tax.
The City Budget for 1966 has been prepared within the legal limi-
tations of tax levy on the assessed vAluation as presented by the
Assessor. Depending upon the outcome of the Court case now in
progress, relative to the tax freeze it is o possible that, with
an adverse decision, the City Budget could be lacking $36,000.00.
It is recommended by the Association of Washington CitiEs that the
Council by motion, adopt an enabling provision whereby the pro-
position could be submitted to the public at the November 2nd
election to allow taxes, as computed, for the 1966 budget.

SEPTEMBER 21, 1965
Following discussion, and upon recommendation of the Assoc-
iation of Washington Cities and our City Attorney and with
the, understanding that this is an enabling motion so that
if this decision is favorable, motion made by Stork, seconded
by Bailey, that the City put this proposition on the Novem-
ber 2nd ballot for approval of the citizens of Pasco.
Motion carried.
ADJOURNMENT:
Motion made by Stork, seconded by Wiseman, to adjourn.
