Meeting called to order by the Honorable G. E. Carter,
Mayor. Time: 8:00 P.M. (pdst)
ROLL CALL:
By Steno. Councilmen present were G. E. Carter, J. G.
Bailey, R. L. Greenlee, C. F. Griggs, Fred Robinson,
George P. Stork, and Russell Wiseman. Also present were
Harold Wyman, City Clerk; George R. Fisher, City Engineer;
D. Wayne Campbell, City Attorney and A. L. McKibbin, Police
Chief. Mr. Menasco, City Manager was absent (vacation).
APPROVAL OF MINUTES:
Motion made byGriggs, seconded by Stork, that the minutes
of August 3, 1965 be approved. Motion carried.

Library Fund:
$20.00 from Group Insurance (acct #115) (M/0) to
Insurance & Bonds (acct #116) (M/0). This
has been approved, and requested by the Library
Board.
Equipment Rental:
$145.24 from account number 137 "Mtnce Equipment" (rapie
t.al Optlay:).c. to account #134 "2 -dump" (Capital
Outlay).
$370.74 from account number 135 112 Police Cars" (Capital
Outlay) to account number #136 "3 -pick up) (Capi-
tal Outlay).
These requests are all within the same catagories of
the budget and transfers concern the same funds.
Motion made by Wiseman, seconded by Stork, that these
transfers from one line -item of the budget to another
within the budget be approved. Motion carried by roll
call vote of seven (7).
PUBLIC HEARING: APPEAL OF PLANNING COMMISSION DECISION
ON REQUEST TO REZONE HAMILTON PROPERTY
1st & Nixon R-2 to C-1:
Notice of Public Hearing was read. Mayor declared the
Public Hearing open. Mr. Hamilton spoke from the floor
and indicated that this property had been used commercial
for at least the last fifteen years. He now wishes to
rent this building to a sign company. Discussion was
entered into. Bailey pointed to the fact that this was
very close to the Telephone Company garage; 1,9ay'_Old'.Stock
Bakery; and felt the request was in order. Wiseman stated
CHAMBER OF COMMERCE: "Interstate 82"
Letter dated August 3, 195 signed by R. A. Leith,
Secretary stated that Don Pugnetti asked that the City
draft a letter supporting the Interstate 82 Resolution
which the Chamber will submit to the Washington State
Good Roads Association.
Mr. Griggs stated that he too had received such a re-
quest and that he as a Member of the Benton -Franklin
Good Roads Association will write a supporting letter.
Mayor Carter requested that a letter be drafted and
mailed as per the request in this letter.
FRANKLIN CO. IRRIGATION DIST. NO. ONE:
Enclosed is a deed from the Franklin Co. Irrigation
District No. 1, to the City of Pasco, which can be
recorded when you can remit a check in the sum of
$1500.00 to the Franklin Co. Irrigation Dist. No. 1".
Voucher to be prepared for sinature. (Funds provided
for this purchase under Ord. 1196.)
PUBLIC HEARINGS:
PUBLIC HEARING: REQUEST TO VACATE PARK STREET BE-
TWEEN 4th & Arthur as set by Res. 652.
The Notice of Public Hearing was read. Mayor declared
the Public Hearing open. Mr. Talbert presented a writ-
ten resume' of the reasons the hospital felt this vaca-
tion was justified. Also spoke from the floor. There
was a letter from the City Planning Commission setting
forth the following: 1. No real justification for va-
cating the streets was put forth by the applicants. -2.
A lack of access to Fourth Avenue would be created from
the residential area to the west. 3. An increased fire
hazard would be encountered with the access for fire
trucks substantially reduced. and 4. A traffic problem
would be created with additional traffic being funneled
through the intersection of Sylvester Street and Arthur
Street. Mayor declared the Public Hearing closed.
Motion made by Griggs, seconded by Stork, that the request
to vacate Park Street between Fourth and Arthur be denied.
Motion carried by roll call vote of seven.:;(7)

that he was against spot -zoning; that he is in favor of the
comprehensive plan. Greenlee cautioned that although at .
the present time it is planned to have a sign shop at that
location, once it is zoned C-1 other types of businesses
subsequently could be operated at that same address. At
another location, out of zone, the individual had been al-
lowed to operate with the understanding that restrictions
were placed on the license, and that should he not keep the
business neat his license would be picked up -- he has
kept his promise to the City. Griggs stated that in the
same neighborhood - the same distance from the home for the
,elderly, there are businesses operating: the Telephone
garage; bread store, etc.
The letter from Planning Commission was read, setting out
these reasons for the Commission not granting the request
to rezone:
The proposed zone change would be in conflict with
the comprehensive plan for the City of Pasco.
The Planning Commission proposed the area in
question to be zoned as High Density Residential
in the new_ proposed zoning ordinance for the City
of Pasco.
That the general characteristic of the neighborhood
is tending toward high density residential use, due
in particular to the new home for the aged being
built directly north of this area, and of the
court apartments that exist presently on the west
side.
Mayor declared the public hearing closed.
Motion made by Bailey, seconded by Stork, that this re est
be granted. Motion carried: 5 -yes votes; 2 -no votes (Carter
and Wiseman voting "No") (Bailey, Greenlee, Griggs, Robinson
and Stork voting "Yes").
VISITORS:
JERRY COWLES from the Standard Station at 10th and Lewis
requests that the City reconsider the placement of the
lane divider strips on 10th; that they hinder access to
his service station at that location.
ORDINANCES:
ORDINANCE NO. 1202: AN ORDINANCE AMENDING SECTION 24 OF
ORDINANCE NO. 10249 AS AMENDED BY ORDINANCE NO. 10$$ and
PASCO CITY CODE 8-14.12 BY INCREASING THE SPEED LIMIT IN
CERTAIN ZONES WITHIN THE CITY OF PASCO AND BEING AN
ORDINANCE RELATING TO AND REGULATING MOTOR VEHICLES,
TRAFFIC, TRAVEL AND TRANSPORTATION AND THEIR INCIDENCE
UPON PUBLIC STREETS, BICYCLE PATHS AND OTHER WAYS OPEN
TO THE PUBLIC, PRESCRIBING THE POWERS AND DUTIES OF OFFICERS
AND OTHERS IN RELATION THERETO, DEFINING OFFENSES AND
PROVIDING PENALTIES.
Motion made:btrvGreenlee, seconded by Robinson, that Ordin-
ance No. 1202 be read. Motion carried. Ordinance No.
1202 was read in its entirety. Motion made by Robinson
seconded by Bailey, that Ordinance No. 1202 has been read.
Motion carried. Motion made by Greenlee, seconded by Stork,
that item #3 from the bottom of the list be stricken
"Lucas (Lewis St. to Court St.) 35 m.p.h. at all times"
Motion carried by roll call vote of seven (7). Motion
made by Griggs, seconded by Bailey that Ordinance No.
1202 as amended be adopted. Motion carried by roll call
vote of seven (7) .
ORDINANCE NO. 1203: (The ZONING ORDINANCE FOR THE CITY OF PASCO)
AN ORDINANCE ESTABLISHING COMPREHENSIVE ZONING REGULATIONS
FOR THE CITY OF PASCO, AND PROVIDING FOR THE ADMINISTRA-
TION, ENFORCEMENT, AND AMENDMENT THEREOF IN ACCORDANCE
WITH THE PROVISIONS OF R.C.W. 35-63, AND FOR THE REPEAL OF
ALL ORDINANCES IN CONFLICT HEREWITH.

Motion made by Greenlee, seconded by Stork, to read Ordin-
ance No. 1203 by title only. Motion carried. Ordinance
No. 1203 was read by title. Motion made by Greenlee,
seconded by Wiseman that Ordinance No. 1203 has been read
by title. Motion carried. Motion made by Greenlee,
seconded by Stork:
That the Zoning Ordinance presented to the City Council
by the City Planning Commission and considered by the
Council following a Public Hearing held on July 20, 1965s
be adopted with the following changes, additions, and
deletions:
ON THE PROPOSED ZONING MAP:
a) Change the proposed zoning from Residential R-1
to Industrial I-1 in that area lying between the
east right-of-way line of the Northern Pacific
Railway property and the west right-of-way line of
US 395 and extending from the north right-of-way
line of PSH 3 to the north line of the south-
west quarter of Section 17, Township 9, Range.29
east of the Willamette Meridian; and
b) Change from Commercial C-3 to Industrial I-1 that
area lying north of "A" Street and south of the
south right-of-way line of Columbia Street and
west of the west right-of-way line of First Avenue,
and east of the east right-of-way line of Tenth
Avenue, except that area lying within Fann's
Addition; and
c) Change from Residential R-4 to Commercial C-1 the
East 19 feet of Lot 15 and.all of Lot 16, Block 3,
Northern Pacific First Addition.
Under Section 5-3-08 CENTRAL BUSINESS DISTRICT ZONE (C-2)
Change item 2 under "Permitted Uses" to read as follows"
All uses permitted in the C-1 Retail Business District
except service stations, provided however, any ser-
vice station existing as of the effective date of
this ordinance shall remain as a permitted use.
Under Section 5-4-00 INDUSTRIAL ZONES
Change item 1 under "Permitted Uses" to read as follows:
All uses permitted in the C-3 District provided however,
that no residential buildings shall be allowed, pro-
vided further however, that any residential dwelling
existing as of the effective date of this ordinance
shall remain as a permitted use.
Under Section 5-4-08 HEAVY INDUSTRIAL ZONE (I-2)
Change item 1 under "Permitted Uses" to read as follows:
All uses otherwise prohibited by law, but no resi-
dential buildings shall be built in an industrial
area, provided however, that any residential dwel-
ling existing as of the effective date of this or-
dinance shall remain as a permitted use.
Under Section 5-6-00 SUPPLEMENTARY REGULATIONS
Change item 3 under "Uses" to read as follows:
Garages and Filling Stations: In a C-1. C-2, or
C^1D Business Zone or in an I-1 Light Industrial
Zone, plans for the erection or structural altera-
tion of any garages for more than Five (5) motor ve-
hicles, or of a service station shall be approved
by the Planning Commission. Said Planning Commission
may require such changes relative to yards, location
of pumps, buildings, and constAruction of buildings as
may be deemed best suited to insure the health, safety
and general welfare, and to minimize traffic diffi-

culties and to safeguard adjacent properties.
Motion carried by roll call of 6 -yes votes and 1 -no
vote (Carter, Bailey, Greenlee, Robinson, Stork and
Wiseman voting "yes" and Griggs voting "No")
RESOLUTIONS:
RESOLUTION NO. 656: A RESOLUTION RELATIVE TO ENCROACH-
MENTS ON A PORTION OF THE GLADE ROAD NORTH WHICH LIES
WITHIN THE CITY LIMITS OF THE CITY OF PASCO.
Motion made by Greenlee, seconded by Stork, to read Reso-
lution No. 656. Motion carried. Resolution No.656 was
read in its entirety. Motion made by Greenlee, seconded
by Robinson, that Resolution No. 656 has been read. Motion
carried. Motion made by Griggs, seconded by Robinson,
to adopt Resolution No. 656. Motion carried by roll call
vote of seven (7).
RESOLUTION NO. 657: A RESOLUTION AUTHORIZING TRANSFERS
UNDER THE GOLF COURSE DEPARTMENT OF THE 1965 BUDGET OF THE
CITY OF PASCO.
Motion made by Stork, seconded by Wiseman, to read Resolu-
tion No. 657. Motion carried. Resolution No. 657 was read
in its entirety. Motion made by Stork, seconded by Greenlee,
that Resolution No. 657 has been read. Motion carried.
Motion made by Greenlee, seconded by Griggs, to adopt
Resolution No. 657. Motion carried by roll call vote of
seven (7).
NEW BUSINESS:
ORDINANCE NO. 1204: (PRESENTED WITHOUT A NUMBER FOR CON-
SIDERATION OF THE COUNCIL - RELATIVE TO DANGEROUS BUILD-
INGS) I.
AN ORDINANCE ENACTED PURSUANT TO CHAPTER 82 OF THE
1959 LAWS OF THE STATE OF WASHINGTON RELATING TO
DANGEROUS BUILDINGS; DEFINING TERMS; PROVIDING FOR
THE REPAIR, CLOSING AND DEMOLITION OF BUILDINGS un -
FIT FOR HUMAN HABITATION, AND BUILDINGS AND STRUC-
TURES UNFIT FOR USE; PRESCRIBING MINIMUM STANDARDS
FOR THE USE AND OCCUPANCY OF DWELLINGS, BUILDINGS AND
STRUCTURES WITHIN THE CITY OF PASCO; PROVIDING FOR
THE ADMINISTRATION AND ENFORCEMENT THEREOF; AMEND-
ING CONFLICTING PROVISIONS OF THE UNIFORM HOUSING
CODE AND UNIFORM BUILDING CODE.
Motion made by Greenlee, seconded by Bailey that this
Ordinance be given a number (1204) at this time and that
it be read by title only. Motion carried. :Ordinance No.
1204 was read by title only. Motion made by Bailey,
seconded by Stork, that Ordinance No. 1204 has been
read by title. Motion carried. Following discussion
Motion made by Stork, seconded by Bailey to adopt Ordin-
ance No. 1204. Motion carried by roll call vote of
seven (7).
APPOINTMENTS:
There are vacancies on various Boards as follows:
Recreation Board, 1; Library Board, 1; Board
against discrimination, 1; and Gas Examiners'
Board, 2.
At this time, Mayor Carter announced the appointment
of Carl Perry to the Library Board to fill the un-
expired term of Louis Spadafore, deceased. Motion
made by Greenlee, seconded by Bailey, to concur with
the Mayor on this appointment. Motion carried.

Mayor Carter also appointed Burl Snoden to the Gas
Examiners' Board to extend his term to August 21,
1967. Motion made by Greenlee, seconded by Stork,
that the Council concur with the Mayor's appointment.
Motion carried.
CALL FOR BIDS: City Engineer requested that the Council
set a date for opening bids for sewer line to serve the
new Pott Office Building. Motion made by Wiseman, seconded
°by Greenlee to open bids September 7, 1965 at 8:00 P.M.
on the necessary sewer line extension. Motion carried.

MISCELLANEOUS:
Motion made by Wiseman, seconded by Greenlee, that the
City of Pasco write commendation letters to the Port of
Kennewick and the City of Richland relative to their co-
operation in the Airport project. Motion carried.
