ROLL CALL: By Clerk. Councilmen present were G. E. Carter, J. G. Bailey, C. F. Griggs, Fred Robinson, George Stork and Russell Wiseman. Councilman Greenlee arrived at 8:21 P.M. George R. Fisher, City Engineer; D. Wayne Campbell, City attorney and Horace E. Menasco, City Manager were also present. APPROVAL OF MINUTES: Motion made by Robinson, seconded by Stork, that the minutes of the regular meeting held July 20, 1965 be approved as writ- ten. Motion carried. BILLS: Bills were presented to the City Council for payment as fol- lows: FUND: BILLS Arterial Street $27,737.10 City Street 6,504.10 W/S Rev. Motion carried by roll call vote of six (6). EQUIPMENT RENTAL TRANSFER REQUEST: A request for permission to transfer: $ 121.00 from Current Expense 96.00 from Park and Recreation 72.41 from Cemetery 466.29 from Golf 227.25 from Water -Sewer 1,933.20 from City Street Funds to the Equipment Rental Fund for rental and use of equip- ment during the month of July was read. Motion made by Bailey, seconded by Stork, that the request for transfers be authorized as submitted. Motion carried by roll call vote of six (6). COMMUNICATIONS: C. F. WHETSLER WATER SUPT. - REFUND TO MAX BROWN: Letter dated August 2, 1965: "Permission is requested for the City Treasurer to refund $105.00 to Max Brown for stub -in service charges Block 2, Lot 30, 329 33 City View Addition." Motion rade by Robinson, seconded by Stork, that this refund be made. Motion carried by roll call vote of six (6). X C7 J 1 10t PASCO, WASHINGTON COUNCIL CHAMBERS REGULAR MEETING AUGUST 3, 1965 PETITIONS, COMPLAINTS, APPEALS, VISITORS: PETITION: vacate E/W Alley Block 7, Lots 4-5; 12- Gantenbein s Addition Louis Coats). Petition was read by City Manager, and the petition was signed by Louis Coats, Jean L. Beck and Lloyd Livermore. Motion made by Griggs, seconded by Bailey, that a public hearing be held at the hour of 8:00 P.M. September 7th, at the City Hall. Motion carried. CLAIM: Donald McArthur; 5401 Clacier Way; Yakima, Wn. City Manager reported to the Council that a Claim had been presented by Mr. McArthur to the City .of Pasco as a result of damage to his vehicle from a manhole cover adjacent to the parking lot of Payless Drug. ($62.05). This has been turned to Firemen's Fund Ins. Co., the City's Insurance Co. CLAIM: Elizabeth Raines; 119 East Pacific; Spokane, Wn. City Manager reported that Elizabeth Raines has sub- mitted a claim form to the City of Pasco in the amount of $15,000.00 -- automobile accident, North Oregon near its intersection with the new highway #395. This has been turned to the Firemen's Fund Ins. Co., the City's Insurance Company. It is most likely that this is a Claim for the State of Washington Department of Highways. REPORT ON CLAIM: Nancy Knapp: City Manager reported that a copy of this claim has been sent to Gregory Brothers Cement Co. the contractor in- volved in this case. REPORT ON CLAIM: George & Amelia Hall: A copy of this claim has been referred to Gregory Bro- thers, the contractor involved in this case. VISITOR: John Mitchell, 520 S. Sycamore; Pasco, Wash. Spoke from the floor relative to a letter he received from the City Attorney re: horses being kept by Mr. Mitchell within the City limits, and same horses being offensive to his neighbors -- complaint having been pre- sented under the nuisance ordinance of the City of Pasco. Mr. Mitchell states that .the Health Department has checked this location on two different occasions and that the Health Department would verify it's cleanliness':. City Attorney suggests a meeting between Mr. Mitchell, his neighbor, the City Attorney and any other necessary to try to come up with some conclusion on this matter. ORDINANCES: ORDINANCE NO. 1202: AN ORDINANCE AMENDING SECTION 24 of ORDINANCE NO. 10249 AS AMENDED BY ORDINANCE NO. io88 AND PASCO CITY CODE 8-14.12 BY INCREASING THE SPEED LIMIT IN CERTAIN ZONES WITHIN THE CITY OF PASCO AND BEING AN ORDINANCE RELATING TO AND REGULATING MOTOR VEHICLES, TRAFFIC, TRAVEL AND TRANSPORTATION AND THEIR INCIDENCE UPON PUBLIC STREETS, BICYCLE PATHS AND OTHER WKYS OPEN TO THE PUBLIC, PRESCRIB- ING THE POWERS AND DUTIES OF OFFICERS AND OTHERS IN RELA- TION THERETO DEFINING OFFENSES AND PROVIDING PENALTIES. Motion made by Bailey, seconded by Stork, that this Ordinance be tabled=until the next regular meeting of the City Council, August 17, 1965. Motion carried. 102 PASCO, WASHINGTON COUNCIL CHAMBERS REGULAR MEETING RESOLUTIONS: RESOLUTION NO. 653: AUGUST 3, 1965 A RESOLUTION PROVIDING FOR A TEMPORARY TRANSFER LOAN FROM THE WATER SEWER FUND TO MAKE WORK PROGRESS PAYMENTS DUE UNDER L.I.D. NO. 71. Motion made by Greenlee, seconded by Robinson, that Resolu- tion No. 653 be read. Motion carried. Resolution No. 653 was read in its entirety. Motion made by Stork, seconded by Bailey, that Resolution No. 653 has been read. Mbtion carried. Motion made by Griggs, seconded by Greenlee to adopt Resolution Nb. 653. Motion carried by roll call vote of seven (7). RESOLUTION NO. 654: A RESOLUTION FIXING A TIME FOR PUBLIC HEARING ON A PETITION TO VACATE HENRY STREET BETWEEN THE WEST RIGHT-OF-WAY LINE OF NORTH FOURTH AVENUE AND THE EAST RIGHT-OF-WAY LINE OF NORTH ARTHUR AVENUE. (September 7, 1965) Motion made by Greenlee, seconded by -Robinson that Resolution No. 654 be read. Motion carried. Re-bblutilon No. 654 was read in its entirety. Motion made by Bailey, seconded by Stork that Resolution No. 654 has been read. Motion carried. Motion made by Greenlee, seconded by Bailey, to adopt Resolu- tion No. 654. Motion carried by roll call vote of seven (7). RESOLUTION NO. 655: A RESOLUTION FIXING A TIME FOR PUBLIC HEARING ON A PETITION TO VACATE THE EAST -WEST ALLEY BETWEEN LOTS 4 and 5 AND 12 and 13 OF BLOCK 7, GANTENBEIN's ADDITION TO PASCO, Washington. Motion made by Stork, seconded by Bailey, to read Resolution No. 655. Motion carried. Resolution No. 655 was read in its entirety. Motion made by Robinson, seconded by Bailey that Resolution No. 655 has been read. Motion carried. Mo- tion made by Griggs, seconded by Greenlee, to adopt Resolu - tion 655. Motion carried by roll call vote of seven (7). OLD BUSINESS: Motion made by Griggs, seconded by Bailey, that the City a- ward the contract for the SHOP BUILDING to Hopkins Construc- tion Company and that the City Manager be authorized to sign the contract on behalf of the City; provided: that it meets the provisions of the City Building Code. Motion carried by roll call vote of seven (7). DISCUSSION ON STREET CONSTRUCTION: Councilman Wiseman in- vited discussion relative to the possibility of the City e- quipment and crews preparing the base portions of streets in preparation for black top; then contracting the instal- lation of blacktop from that point (particularly at this point on 13th and Bonneville adjacent to the P.U.D. build- ing now under construction.) Those streets are under L.I.D. Number 72, and it would not be possible at this point to so do; however, this is to be discussed in more detail pos- sibly at Workshop meetings. GOALS FOR THE CITY OF PASCO: Councilman Wiseman requested that the various Department Heads submit to the Council for their information a detailed proposal of their aims for a five-year (5) term; "Where are we presently? Where are we going? How to get there." (Administration Planning Com- mission, Park Board and Library Board as well as Neighbor- hood Committees) He requests this be done within the next two or three months (October or November) CJ J 1 1 r,. 1 1 PASCO, WASHINGTON COUNCIL CHAMBERS REGULAR MEETING AUGUST 3, 1965 L.I.D. NO. 69 --FINAL ASSESSMENT ROLL: The construction of L.I.D. No. 69 having been completed (sidewalk and curb on South Elm) and at the request of the City Engineer: Motion made by Griggs, seconded by Stork, that the date of September 7 be set as the date for public hearing on the final assessment roll for L.I.D. No. 69. Motion carried. MANAGER'S REPORT: STRIPING: Work on the striping of the streets should begin next week. The paint has been ordered and will arrive Friday, this week or Monday of next. Arrange- ments for the Striping Machine together with operator have been made with the County. The following items were discussed slightly: Street light installation; Oregon Street intersection; Lewis and by-pass; parking too close to corners; A Street and Clark Street improvements as extension of the Ar- terial Street program; and the problem with P.U.D and P.P.& L. relative to the poles on A Street.
