ROLL CALL: By Clerk. Councilmen present were G.E. Carter, J.G. Bailey, C.F. Griggs, Fred Robinson, George Stork and Russell Wiseman. Councilman Greenlee was absent by permission (vacationing). Mayor Carter indicated that Councilman Greenlee would probably be absent the next meeting also. Also present at the meeting were Horace E. Menasco, City Manager; D. Wayne Campbell, City Attorney and George R. Fisher, City Engineer. APPROVING MINUTES: SPECIAL MEETING - JUNE 14, 1965: Motion made by Robinson, seconded by Wise- man that the minutes of the Special Meeting held June 14, 1965 be approved. Motion Carried. REGULAR MEETING - JUNE 15, 1196-5; Motion made by Wiseman, seconded by Robinson that the minutes of the Regular Meeting of the City Council held June 15, 1965, be approved. Motion Carried. CORRESPONDENCE: CITY TREASURER - L,I.D. #70 PREPAY REPORT: A letter dated June 22, 1965 from the City Treasurer was read as follows: 'The thirty, day period for the pay- ment of interest free assessments on L.I.D. #70 has expired and I submit the following report. Total Assessments, $346,182.12; Collections, $88,716.74; Balance, $257,465.38." Following discussion, motion made by Griggs, seconded by Stork that this com- pleted job be accepted. Motion Carried. Motion made by Bailey, seconded by Stork that the Tax Commission and Department of Labor 6 Industries be advised. Motion Carried. GEORGE R. FISHER - L.I.D. was read as follows: #69: a work A letter dated June 29, 1965 from Mr. Fisher under contract of Herman Lapp on L.I.D. #69 has been completed in accordance with plans and specifications, and I wish to recommend the acceptance of the job and that the Department of Labor and Industries and Washington State Tax Commission be so notified." Following discussion, motion made by Griggs, seconded by Stork that this com- pleted job be accepted. Motion Carried. Motion made by Bailey, seconded by Stork that the Tax Commission and Department of Labor 6 Industries be advised. Motion Carried. PASCO, WASHINGTON COUNCIL CHAMBERS REGULAR MEETING CORRESPONDENCE - CONTINUED: JULY 6, 1965 GEORGE R. FISHER - GOLF COURSE PUMP:, A letter dated July 1, 1965 was read as follows: Installation of the pump at the Golf Course by Western Materials, Inc., has been completed in accordance with plans and specifications. I wish to recommend the work be accepted and payment made." Motion made by Griggs, seconded by Bailey that this work be accepted as complete and that the proper State Departments be so notified. PASCO PUBLIC LIBRARY - BUDGET ITEM'TRANSFER - $250.00: A letter dated June 28, 1965 was read as follows: 'At the June 21st regular meeting of the Pasco Library Board, the Board took the following action: Mr. Olson moved we transfer from Budget Item Light, Heat, Water, Phone to Budget Item Building Maintenance, $250.00 to operate the next 6 months. Seconded by Mrs. Allstrom. Carried." Motion made by Robinson, seconded by Stork that the request to transfer $250.00 from the Maintenance 6 Operation item, Light, Heat, Water 6 Phone to the Maintenance 6 Operation, Building Maintenance be approved. Motion Carried. WILBUR E. WRIGHT - 728 S. Beech: A letter dated July 2, 1965 requested that his name and property be added to the petition for L.I.D. for curb and sidewalk installation (South Beech Street Project). So noted. WASHINGTON STATE HIGHWAY COMMISSION - RETURNING STREETS TO THE CITY: A letter dated July 1, 1965 was read as follows: 11p7rsuant to the provisions of RCW 47.24.010, the undersigned, the Chairman of the Washington State High- way Commission and the Director of Highways, hereby certify the following deletions to the State Highway System as being no longer necessary to the State Highway System and the routes as below described are hereby returned to the affected cities and towns effective this date. TO CITY OF PASCO Primary State Highway No. 3 (Sign'Route'No:'410) All that portion of the old route of Primary State Highway No. 3 (Sign Route No. 410) described as follows: From Illinois Avenue southeasterly to Indiana Street at Dakota Avenue; thence via Indiana Street, West Lewis Street and East Lewis Street to East Corporate* Limits. BID OPENINGS: CALL FOR BIDS - STEEL PIPE, CAST IRON'PIPE;'FITTINGS'&'VALVES: 1. Hinds Supply Co., Beaverton, Oregon -Total Bid on (4) Units - $29,338.64 However, there was a telegram also requesting the amount of $450.00 be deducted from Item No. 1"making a total bid of: $28,888.64 2. Waterworks Industrial Supply - Total Bid on (4) Units - $53,544.20 3. Waterworks Supplies, Portland, Oregon - Total Bid on (4) Units - $22,490.78 4. United Concrete Pipe Corp. - Total Bid on (4) Units - $28,458.00 Motion made by Griggs, seconded by Stork to close the bidding and instruct the City Engineer to tabulate the bids for report later in the meeting. COUNCIL CHAMBERS REGULAR MEETING 89 JULY 6, 1965 CALL FOR BIDS - WATER TRANSMISSION'LINE: Akes Backhoe Co., Milton=Freewater, Oregon - Total Bid on (10) Items $11,790.34 4.2% Wash. State Sales Tax 495.20 $12,285.54 Mahaffey Excavation, Pasco, Wash. - Total Bid on (10) Items $23,515.00 ' 4.2% Wash. State Sales Tax 987.63 24,502.63 Bid bonds in the amount of 5% of the bids were enclosed in each of the above bids. Motion made by Bailey, seconded by Stork that the bidding be closed and the City Engineer tabulate these bids and report back to the Council later. Motion Carried. TOOLS 6 EQUIPMENT FOR RESCUE TRUCK: Inland Tool Supply -Bid on items, but no total. Minnell 6 Sherrill returned their proposals blank. Cascade Fire Equipment bid a total of: $2,632.39 Nordby Supply submitted a bid with no total. Givens Company submitted a bid with no total. Seagraves submitted a bid with a total of: $3,334.40 Motion made by Griggs, seconded by Wiseman that these bids be studied by the City Manager and that he report at the next Regular Council Meeting. Motion Carried. EQUIPMENT SHOP BUILDING: There was one bid submitted by Hopkins Construction Company in the amount of $12,250.00 plus tax. Motion made by Bailey, seconded by Stork that this bid be submitted to the Council for further study. Motion Carried. PETITIONS, APPEALS, COMPLAINTS, VISITORS: VISITORS - Mr. Wiseman, at this time, greeted MR. MILLS and his Government Class from Isaac Stevens Junior High and Mayor Carter requested questions or comments from the visitors. DOUG BROWN requested further information relative to the procedure of bids after they have been submitted. CHARLES KILBURY, 507 W. Shoshone, representing the Railroad Labor Council, commented on the difficulty encountered by the Railroad Employees going to and from work as a result of the By -Pass Highway and requested cooperation of the City for any improvement that can be made at that point. PETITION TO VACATE PARK STREET: A proper petition was received from Our Lady of Lourdes Hospital requesting that Park Street between North 4th and North Arthur be vacated of public use. Motion made by Wiseman, seconded by Bailey that a Public Hearing be held at 8:00 P.M., August 3rd. Motion Carried. PUBLIC HEARING: Ordinance No. 1196 AN ORDINANCE DECLARING AN EMERGENCY IN THE CEMETERY FUND, APPROPRIATING THE SUM OF $1,500.00 TO MEET THE EMERGENCY, AND PROVIDING THE FUNDS THEREFOR. Mayor Carter read the Notice of Public Hearing for Ordinance No. 1196 and declared the Public Hearing Open.. There were no comments nor were there any written protests. Mayor Carter declared the Public Hearing closed. Motion carried by roll call vote of six (6). ORDINANCE NO. 1199: AN ORDINANCE CHANGING THE ZONE CLASSIFICATION OF CERTAIN REAL PROPERTY WITHIN THE CITY OF PASCO FROM RESIDENTIAL R2 TO COMMERCIAL Cl. Motion made by Stork, seconded by Wiseman that Ordinance No. 1199 be read by title only. Motion Carried. Ordinance No. 1199 was read by title. Motion carried by roll call vote of six (6). RESOLUTIONS: RESOLUTION NO. 650: A RESOLUTION AUTHORIZING THE CITY TREASURER TO WITHDRAW FUNDS FROM THE FIDELITY SAVINGS 6 LOAN ASSOCIATION, PASCO BRANCH. Motion made by Stork, seconded by Wiseman to read Resolution No. 650. Motion Carried. Resolution No. 650 was read in its entirety. Motion made by Wiseman, seconded by Stork that Resolution No. 650 has been read. Motion Carried. Motion made by Bailey, seconded by Wiseman to adopt Resolution No. 650. Motion Carried by roll call vote of six (6) OLD BUSINESS: Association of Washin ton'Cities Cdnfdrdhde: Councilman Wiseman reported that Councilman Bailey, Councilman seman, Payor Carter, City Treasurer Modesky, City Clerk Schlagel and the City Manager attended the Association Meeting in Tacoma June 16 through 18th and reported that this -was beneficial and recommended that next year, more of the Council attend. Benton -Franklin Good Roads Association, Tri Cities: Councilman Wiseman requested that a letter be written relative to proper signedfor point of entry into the City of Pasco - more specifically designating street entrances, etc. This letter to be prepared so that the Councilmen can present it at the next Good Roads Association Meeting. NEW BUSINESS: CITY PARKING LOT: The City Manager presented a proposal for black topping approximately five lots in Block 13, Pasco Plat. The City of Pasco owns this property south of Clark Street, 1 1/2 blocks from City Hall. The purpose for recommending the black top is to provide parking for City Hall employees; by providing this lot, remove the City Hall employees parking from the parking lot adjacent to City Hall and thereby, provide more downtown parking area for customers of the down town area merchants. The approximate cost of this would be $1,100.00 and would provide parking spaces for twenty-two vehicles. This was slightly discussed by the Council. Councilman Griggs commenting that employees should park in the lot at the City Hall and Mayor Carter recommending the new lot. This is to be discussed at a Workshop Meeting and report at the next regular Council Meeting. Motion Carried. MANAGER'S REPORT: RECEPTION FOR FORMER CITY CLERK ADAH M. PERRY: This afternoon, the City Council and City employees held a reception in honor of Mrs. Adah M. Perry, who was the former City Clerk from 1939 - 1964. The purpose of the reception was to present to her a plaque awarded by the Association of Washington Cities at the convention in Tacoma for her services to the community and to municipalities. In addition, the Council and City employees had a small reception, refreshments were served; it was very pleasant and a wonderful experience for a lady who has devoted many hours and many long years of dedicated service to the City of Pasco - 25 years of extremely dedicated service. NEIGHBORHOOD IMPROVEMENT COUNCIL MEETINGS - JULY 1 1965: A schedule of meetings, dates and places has been prepared for the various Neighborhood Councils as follows: PROPOSED SCHEDULE REGULAR MEETINGS - NEIGHBORHOOD IMPROVEMENT COUNCILS (Special Meetings May be Called At Any Time) EAST: 2nd Wednesday of alternate months, beginning July 14, 1965, meeting place - Kurtzman Park. NORTH: 4th Wednesday of alternate months, beginning July 28, 1965, meeting place - Community Center. J PASCO, WASHINGTON COUNCIL CHAMBERS REGULAR MEETING JULY 6, 1965 NEIGHBORHOOD IMPROVEMENT COUNCILS - CONTINUED: WEST: 2nd Wednesday of alternate months, beginning August 11, 1965, meeting place - Library. SOUTH: 4th Wednesday of alternate months beginning August 25, 1965, meeting place - City of Pasco - Port of Pasco. CENTRAL BUSINESS DISTRICT: 2nd Monday of alternate months beginning July 12, 1965, meeting place - City Hall. ALSO PROPOSED: Second Workshop Meeting of each month would be a joint meeting with the Council and the Neighborhood Improvement Councils - beginning July 27, 1965. The first joint meeting with the Council in workshop sessions will be July 27, 1965. MR. MILLS thanked the Council for allowing his Government Class to attend and askquestions. REPORT ON BID TABULATION: PIPE: The low bid was submitted by Water Works Supply Co. of Spokane in the amount of $22,490.78. Motion made by Griggs, seconded by Bailey that the low bid of Water Works Supply be accepted and they be awarded the contract for pipe. Motion carried by rolld call vote of six (6). TRANSMISSION LINE: The low bidder for.relocation of watertransmission line was Akes Backhoe Service, Milton-Freewater, Oregon in the amount of $12,285.54. Motion made by Griggs, seconded by Bailey that the City accept the low bid and award the contract to Akes Backhoe Service. Motion carried by roll call vote of six (6). She was honored by t h e c i t y at a special reception yesterday attended by city officials and employes. At the presentation were Mayor Ed Carter, left and Mrs. Perry's son, Stanley L. Perry. Mr s. Perry was city clerk from 1939 to 1964. One plaque is from the Washington Association of Cities and the other .from Pasco. -Born in Spo- kane, Mrs. Perry has lived in Pasco s i n c e 1915.
