HomeMy WebLinkAbout06-15-1965 Minutes1 1 1 PASCO, WASHINGTON COUNCIL CHAMBERS REGULAR MEETING CALL TO ORDER: JUNE 15, 1965 Meeting was called to order at 8:08 P.M. by the Honorable G.E. Carter, Mayor. ROLL CALL: By Clerk. Councilmen present were G.E. Carter, C.F. Griggs, George Stork and Russell Wiseman. Also present were Mr. Menasco, City Manager; Mr. Campbell, City Attorney and Mr. Fisher, City Engineer, Councilman Greenlee arrived at 8:23 P.M. and Mr. Bailey and Mr. Robinson were absent. APPROVAL OF MINUTES: Motion made by Griggs, seconded by Stork that the minutes of the meeting held June 1, 1965 be approved. Motion Carried. PUBLIC HEARING: Mayor Carter read the Notice of Public Hearing on the appeal from a decision of the Planning Commission dated May 13, 1965denying a zone change from Residential R-2 to Commercial C-1 on the following described property: Lots 29, 30, 31 and 32, Block 26, Helm's Second Addition to Pasco, according to official plat thereof, recorded in Franklin County Auditor's records. THE MAYOR DECLARED THE PUBLIC HEARING OPEN: He requested comments from the floor favoring the rezoning. MR. BENWARD spoke from the floor stating that it was his desire to place a dairy mart type operation on this particular property and that he was desirous of having this property rezoned for that purpose. Discussion was entered into and Councilman Stork, Griggs and Wiseman spoke relative to the rezoning of that particular piece of property. Mayor Carter requested comments protesting the rezoning. There were none. There C� were no written protests on file. Mayor Carter declared the public hearing closed. Motion made by Griggs, seconded by Stork that this petition for rezoning be granted. Motion carried by five (5) "yes" votes, one (1) "no" vote - Councilman Carter voting no. COMMUNICATIONS: A.T..KING of Evergreen Shows requested a refund license fee for a 4 -day carnival because�he could not get the property site he had previously agreed upon. This license fee was $140.00. Motion made by Greenlee, seconded by Stork that this license fee be refunded. Motion carried by roll call vote of five (5). DON GRAY of Gray & Osborne. The City Manager introduced this as correspondence in that =it was extra ordinary: A voucher Water/Sewer Revenue Bond Fund, 1964 submitted by Gray & Osborne on May 15th, and through an oversight, had not been paid with the regular paid bills. He requested consideration of the Council to make this pay- ment at this time. Motion made by Griggs, seconded by Wiseman that this voucher, if properly signed, be paid. Motion Carried by roll call vote of five (5). PETITIONS, APPEALS, COMPLAINTS, VISITORS: HAROLD C.. JAMES questioned whether the Council was working on the egress on 4t e betwen the highway and Court Street intersection. Mayor Carter answered that the Council was working with the State Highway Department on this. CLAIMS AGAINST THE CITY: GLENN BROWN: This is not a new claim, but the City Manager reported to the Council for their information that the City has been named as party defendant in the suit and that the attorneys for Firemans Fund Insurance will undertake defense of this case for the City. Motion made by Stork, seconded by Wiseman that Ordinance No. 1194 be read by title only. Motion Carried. Ordinance No. 1194 was read by title. Motion carried by roll call vote of five (5). ORDINANCE NO. 1195. AN ORDINANCE CHANGING THE NAME OF THAT PORTION OF MURRAY STREET LYING BETWEEN YAKIMA STREET AND NIXON STREET TO TENTH AVENUE WITHIN THE CITY OF PASCO. Motion made by Wiseman, seconded by Griggs that Ordinance No. 1195 be read by title only. Motion Carried, Ordinance No. 1195 was read by title. Motion made by Stork, seconded by Wiseman that Ordinance No. 1195 has been read by title only. Motion Carried. Motion made by Wiseman, seconded by Stork to adopt Ordinance No. 1195. Motion carried by roll call vote of five (5). Motion made by Greenlee, seconded by Stork that a copy of this Ordinance together with a letter from the City Clerk's Office be mailed to each resident within the scopes of this Ordinance. Motion Carried. ORDINANCE N0. 1196_. AN ORDINANCE DECLARING AN EMERGENCY IN THE CEMETERY FUND APPROPRIATING THE SUM OF $11500.00 TO MEET THE EMERGENCY, AND PROVIDING THE FUNDS THEREFOR. Motion made by Greenlee, seconded by Griggs that Ordinance No. 1196 be read. by title only. Motion Carried. Ordinance No. 1196 was read by title. Motion made by Griggs, seconded by Greenlee that Ordinance No. 1196 has been read by title only. Motion made by Greenlee, seconded by Stork that the Council set July 6, 1965, 8:00 P.M. as Public Hearing date and time on this Ordinance.. Motion Carried. ORDINANCE NO. 1197 AN ORDINANCE ESTABLISHING ONE FIRE ZONE FOR THE CITY OF PASCO TO BE KNOWN AS FIRE ZONE NO. 1 AND REPEALING SECTIONS 3, 4 AND 5 OF ORDINANCE NO. 459 AND PASCO CITY CODE SECTIONS 5-11.12, 5-11.16 AND 5-11.20 AND AMENDMENTS THERETO. Motion made by Wiseman, seconded by Griggs that Ordinance No. 1197 be read by title only. Motion Carried. Ordinance No. 1197 was read by title only. ORDINANCE NO. 1198 AN ORDINANCE ESTABLISHING ONE WAY TRAFFIC ON YAKIMA STREET FROM SIXTH AVENUE TO FIFTH AVENUE AND AMENDING SECTION 111 OF ORDINANCE NO. 1024 AND PASCO CITY CODE 8-42.04. Motion made by Stork, seconded by Wiseman that Ordinance No. 1198 be read by title only. Motion Carried. Ordinance No. 1198 was read by title. TRAFFIC,SIGNALS:, Motion made by Wiseman, seconded by Stork that we call for bids on traffic signals contingent upon the study of the traffic pattern, July 6, 1965. Motion Carried. (Bids to be on a unit price). ZONING.ORDTNANCE: Motion made by Stork, seconded by Wiseman that a Public Hearing be held July 20, 1965 on the proposed new zoning ordinance. Motion Carried. Motion Carried. MANAGER'S REPORT: REPORT ON PUBLIC, HEARING (L.I.D..#72): The City Manager reported on results of M Public Hearing as follows: 55.5 of the cost of the L.I.D. was protested (137,781.14). This was without the school property - with school property in the amount of $31,005.06 added, it would be a protest totaling 68.01% or $168,786.20 against the proposed L.I.D. amounting to $248,167.64. Following discussion, motion made by Greenlee, seconded by Wiseman that Unit I of this proposal be removed from the Resolution as proposed. Motion Carried. MAHAFFEY.BID: The proposal presented by Mahaffey Excavation together withtax amountedto�7,926.49. Motion made by Greenlee, seconded by Stork that the contract be awarded to Mahaffey Excavation Company for this project. Motion carried by roll call vote - of five (5). TRACTOR LOADER BACKHOE: The Manager reports that J.B. Sales bid was low in the amount of $7,365.65 and that Smith Truck & Tractor was next low, $7,832.62. Motion made by Griggs, seconded by Stork that upon the recommendation of the City Manager, the low bid of J.B. Sales be accepted. Motion Carried. STATE GRANGE.: Mr. James spoke from the floor and thanked the City of Pasco, the City Manager and the Administration for their cooperation and -courtesies extended during the 76th Annual Convention of the State Grange. Signs were placed indicating location of headquarters, banners across the street were placed and all the signs were removed immediately after the convention. On behalf of the Grange, Mr. James extended their vote of thanks, ADJOURNMENT: Motion made by Greenlee, seconded by Stork to adjourn. Motion Carried.
