APPROVAL OF MINUTES:
present were G.E. Carter, J.G. Bailey, C.F. Griggs,
P. Stork and Russell Wiseman. Councilman Greenlee
Also present at this meeting were Horace Menasco,
Fisher, City Engineer and D. Wayne Campbell, City
Motion made by Griggs, seconded by Stork that the minutes of the April 6,
1965 regular Council Meeting be approved. Motion Carried.
CORRESPONDENCE:
PETITION TO ADD TO PREVIOUS PETITION FOR AN L.I.D. "We, the undersigned,
request that the preliminary cost estimate o t e proposed new street
LID (of the Sylvester second addition) be extended to include the following
streets:
Arthur (and the termination of 5th) between Sylvester and Octave
Park between 4th and Arthur
Margaret between 4th and Arthur."
This petition was signed by /Ray V. Rose, Sister Anthony Marie, Paul E. McMains,
Glen V. Axford, A.M. Putra, Albert V. Mills, V.R. Thompson, Cleve Henriques,
Ted Galbraith, John Gatton, Albert B. Kurbitz and Robert J. Kramer.
NORTHERN PACIFIC LEASE -95829 COVERING THE CITY'S CONSTRUCTING AND MAINTAINING
A CATCH BASIN 6 DRAINAGE DITCH, ALONG RIGHT OF WAY IN THE VICINITY OF QUEEN
STREET.
Motion made by Stork, seconded by Wiseman that the City Manager be authorized
to sign this lease for the City of Pasco.
ASSOCIATION OF WASHINGTON CITIES: requesting the City to designate two voting
delegates for the conference to be held June 16, 17 6 18.
Motion made by Greenlee, seconded by Griggs that the Mayor and t r pro -tem
be the voting delegates for the City of Pasco, if in attendance$ Motion Carried.
Motion made by Greenlee, seconded by Bailoy that in the event the Mayor and Mayor
Pro -Tem not being able to attend that the Mayor appoint two voting delegates to
the assembly. Motion Carried.
CITY CLERK - TRANSFER FROM WATER TO CURRENT EXPENSE: Clerk requests permission
to issue trans er or er in the amount o 21,000. 0 from Water Department Fund
to Current Expense Fund' as provided for in the 1965 Budget.
Motion made by Griggs, seconded by Greenlee that permission be granted. Motion
Carried.
PROCLAMATION: A Proclamation signed by Mayor Lawrence Scott of Kennewick,
Mayor on Sullivan of Richland and Mayor G.E. Carter of Pasco was read pro-
claiming April 23rd through April 28th as "Tri City Atom Week."
PUBLIC HEARING:
The City Manager read the Notice of Public Hearing on Final Assessment Roll as
was published in the Tri City Herald for a period of five (5) consecutive days
commencing on the 29th day of March and ending on the 2nd day of April, 19659
notifying the Public that there would be a Public Hearing on the Final Assessment
Roll of L.I.D. No. 70 at 8:00 P.M. (PST) on the 20th day of April, 1965 in the
Council Chambers of the City Hall of the City of Pasco, Washington.
THE MAYOR DECLARED THE PUBLIC HEARING OPEN.

At this time, the written protests were read as follows:
Roy Halligan, 1704 N. Chase Street, Lot 9, Block 3, Sprouse Addn., $450.00
assessment - objected to the assessment.
Mrs. -Roy Halligan was in the audience and had the opportunity to speak.
Motion made by Stork, seconded by Wiseman that no reduction of assessment be
t grantedin this case as the property has been benefitted as assessed. Motion Carried.
L.R. Diemond, 1232 S. 10th, Lot 7 6 8, Block 4, Pettit's Addn., protested the
assessment on this property because of the fact that no building can be constructed
thereon nor is there access or egress.
Following discussion, motion made by Stork, seconded by Griggs that this property
be assessed at the rate of SO%. Motion Carried by roll call vote of seven (7).
Mrs. Ronald J. Passage, 1408 N. Lucas, Lots 5 & 7, Block 24, $137.50 for each lot.
Mrs. Passage object -ed to the assessment --claiming that some adjustment should be
made, because of the previous L.I.D. on West Brown Street.
Motion made by Greenlee, seconded by Bailey that claim for adjustment be overruled
and that a letter of explanation be mailed to her, stating that this property has
been benefitted in the amount assessed. Motion Carried.
Nora Vannett , 1514 W. Sylvester, Lot 2, Block 1, Pasco Improvement First Addn.,
assessment 7375.00 and Lot 25, Block 26, Helm's Second Addn. Mrs. Vannett
indicated that the Pasco Improvement Co. First Addition property had been sold
to Mr. 6 Mrs. Victor Semler. In the case of the Helm's Second Addition, Block
26, Lot 25 and 1/2 alley adjacent, Mrs. Vannett states that Floyd Whitwer should
be billed for the East half of the vacated alley adjacent to Lot 25 in the amount
of $60.00. Mrs. Vannett's assessment for Lot 25, Block 26, Helm's 2nd Addn.,
$150.00; Floyd Whitwer's assessment for East half of vacated alley adjacent to
Lot 25 (101) $60.00.
Motion made by Griggs, seconded by Stork that the City Manager contact the
individual parties and take care of this by letter. Motion Carried.
Mary K. Buck an, 244 E. 106th Street, Tacoma, Washington (East half, SE1/4,
SE 4, S1;1/4, 24-9-29 except the South 461' thereof) $1,200.00, objected to the
assessment as being excessive.
Motion made by Greenlee, seconded by Griggs that this objection be overruled
for the reason that the property has been benefitted as assessed. Motion Carried.
Basil Maib, 1424 N. Lucas, Lots 17, 19, 21, 23, 25, Block 24, Pasco Improvement
Company s Firdt Addition, objected to the amount which had been assessed to him.
Following discussion, motion made by Greenlee, seconded by Bailey that this
request for adjustment be denied in that the property has been benefitted in
proportion to the assessment. Motion Carried.
Emmett 6 Ruth Stuckey, Road 40, Lot 21, Block6, Pettit's 2nd Addn. to Pasco. Mr.
Mrs. S- tucKey objected to the final assessment for L.I.D. #70 in respect to this
particular lot and block for the following reason --that the Local Improvement District,
as proposed, does not benefit the said lot and block, that the Local Improvement
District, as proposed, takes the property of these petitioners without their con-
sent and without due process of law..
Following an explanation aided by a diagram at the blackboard with respect to property
description report from the Title Company, etc., Mr. Stuckey being in the audience
for questioning and comment, motion made by Griggs, seconded by Greenlee that upon
the recommendation of the City Engineer, Lot 21, Block 6, Pettit's 2nd Addition to
Pasco be deleted from the assessment rolls. Motion Carried.
Lucille H. Cox, P.O. Box 184, Pasco, Washington. Mrs. Cox objected to her assess-
ment as indicated on the Final Assessment Roll (She had been -assessed for Lot 7,
Block D, Pettit's 2nd Addn. in the amount of $231.00 and also for an unnumbered lot
in Plat of Block D. Pettit's Addition, lying between Bot 7, Block D, Pettit's

Addition and Lots 1 6 2, Block 9, Pettit's 2nd Addition, having a frontage on
10th Avenue of 42.2 feet, assessment $232.10.
Following a discussion of title report and additional information procured
by the City Engineer's Office, motion made by Griggs, seconded by Stork
that the unnumbered lot in the Plat of Block D, Pettit's Addition be sub-
tracted from the assessment of Lucille H. Cox --leaving her assessment corrected
to a total of $231.00. Motion Carried.
Helen (Mrs. Donald C.) Davis 5106 Englewood, Yakima, Washington, Block A,
Pettit's Addition, assessment $1,157.20. Following discussion, motion made
by Griggs, seconded by Greenlee that this property be assessed at the rate of
75%. Motion Carried. (This adjustment for Block A, Pettit's Addition, down
$289.30 for a corrected figure of $867.90.)
Ethel Miller, 517 N. 10th, Lots 21, 2211 239 24 and the North half of Lot 25,
Blo`=l, Keystone Addn, objected to the assessment because of the triangular
piece of land unuseful.
Following discussion, motion made by Wiseman, seconded by Bailey that Lot 21
be assessed at 20% of the abutting footage. Motion carried by roll call vote
of seven (7). (The assessment on Lot 21, Block 1 of Keystone Addn. was $877.80,
the corrected assessment would be $175.56.) Motion made by Griggs, seconded by
Greenlee that the other mentioned lots be assessed at the regular rate. Motion
Carried.
Wesley 6 Beatrice DelaneZ, 939 Sylvester requested a correction on the L.I.D.
assessment for Tract G of Block 1, Brewery Park Addition. Following discussion,
and upon recommendation of the City Engineer, motion made by Griggs, seconded
by Greenlee that there be an adjustment in the case of Tract G. Block 1, Brewery
Park because of faulty report from the Title Company on footage to assess that
particular property in the amount of $275.00, a reduction of $44.00 -. $5.50 rate.
Motion Carried.
Mr. & Mrs. N. C. Llo d, 1219 W. Clark, lot 24, Block 7, Pettit's 2nd Addn. Mr.
&rs. Lloyd o j cted to the assessment on their property.
Following discussion, motion made by Bailey, seconded by Griggs that this objection
be overruled because of the fact that the property has been benefitted as assessed.
Motion Carried.
Dr. Karl Trebitsch.L 1220 Boren Avenue, Seattle, Washington, submitted a letter
relative to the assessment on Lot 16, Block 6, O'Keefe's Addition, requesting
information,method of payment, etc. and his answer from the Clerk was read also
at this time. There was no objection in this letter.

Della De Muth, Box 600, Seaview, Washington, returned her Notice of Assessment
on which she stated that she would not be in Pasco for the Public Hearing and that
EarleChurchman has Power of Attorney on her lots in Columbia Addition. Lots 1 6 22
Block 1, Columbia Addition. This was not a protest and the letter to Earle Church-
man showing a copy of this correspondence being mailed to him was also read at this
time.
THE Terteling Land Company, P.O. Box 2730, Boise, Idaho, Attn: W.W. .Gartin,
relative to Lots3 6 4, Block 139, Pasco Land Company's First Addition. Mr. Gartin
requested copies of Ordinances No. 1131 and 1182 together with explanation of the
improvement. The answer from the City Clerk was also read at this time. There
was no protest indicated in this letter.
Mrs. Aretha Dillon, Lot 9, 10, 11 L 12, Block 128, Pasco Land Company's First
Addition to Pasco. Mrs. Dillon requested consideration of a modification of the
assessment because of this property being vacant, no improvements thereon. Mrs.
Dillon was in the audience and had an opportunity to speak.
Following discussion, motion made by Greenlee, seconded by Griggs that this request
be rejected because of the fact that the property has been.benefitted as assessed.
Motion Carried.

John C. Wornock (Helen E.) 3241 W. Opal Street, Torrence, California. Mrs.
Wornock prgtests an assessment on Lots 6, 7 & 8, Block 137, Pasco Land Company
First Addition to Pasco.
Following discussion, motion made by Stork, seconded by Wiseman that this request
be denied in that the property concerned has been benefitted as assessed. Motion
Carried.
Mr. James F. Whitish 120 S. Oregon Street, Lot 17, 18, 19, 209 21 and.22, Block 120,
Pasco Lan Company First Addition to Pasco, protested assessments on the above
mentioned property --feeling his land was not valuable enough for this assessment.
Following discussion, motion made by Stork, seconded by Bailey that this protest
be overruled in that the property has been benefitted as assessed. Motion Carried.
Mrs. Gladys Saxton, W. 35 -3rd, Apt. D, Spokane, Washington, Lots 3,4,5 6 6, Block 13,
Frey ss Addition to Pasco. Mrs. Saxton felt that because she had paid an excess
amount of money for the lots, she believed her land was not worthy of this
assessment.
Following discussion, motion made by Griggs, seconded by Stork that this request
for adjustment be denied in that the property affected has been benefitted as
assessed. Motion Carried.
General Sdrvices Administration Region 10, Auburn,lW}shington, signed by W.R.
Barrick, ie Building Management Division, Public Buildings Service (This concerns
the property now occupied by the Post Office Building) 3rd & Lewis. He states that,
"It has been concluded that GSA may not spend money for repairs or improvements
outside its property lines in the absence of specific Congressional authorization
and that improvements to streets and sidewalks so located would be unlawful."
Following discussion, motion made by Griggs, seconded by Stork, upon recommendation
of the City Attorney , this assessment be left on the roll as this is a lien on the
property. Motion Carried.
Catharine P. Riggs. 19105 74th Avenue West, Lynwood, Washington, Lots 9, 10 6 11, 12,
Block 9, Pettit's Addition to Pasco ($275.00 each). Mrs. Riggs objected to the
assessment for the above mentioned property.
Following discussion, motion made by Griggs, seconded by Bailey that this objection
be overruled in that the property has been benefitted as assessed. Motion Carried.
John E. g Betty Wickham, 1324 N. Lucas, Lot 21 (N. 12.51)Lot 23 6 25, Block 17,
Pasco Improvement Company First Addition to Pasco. Mr. 6 Mrs. Wickham protested
the assessment on the above mentioned property --claiming that credit should have
been allowed for the amount they paid on a previous L.I.D. (#64). This mis-
understanding had previously been covered as an explanation to Mrs. Passage..
Following discussion, motion made by Stork, seconded by Bailey that this request
be denied in that the property concerned has been benefitted as assessed.
Motion Carried.
Donovan E. 6 Verna Wisehart 1518 Mahan, Richland, Washington, Lots 1, 2 6 3 of
Block 1, Perry's Addition to Pasco, $272.96, $275.00 and $275.00 respectively.
Mr. 6 Mrs. Wisehart requested an adjustment in assessment in that they had on
this property a four-plex apartment house.
Following discussion, motion made by Griggs, seconded by Bailey that this request
for adjustment be denied in that the property as above mentioned has been
benefitted as assessed. Motion Carried.
William E. White, (c/o Metropolitan Mortgage 6 Securities) Lots 11, 12 6 13,
Block .3�� 3, Pasco Land Company First Addition to Pasco ($180.00, $150.00 6 $150.00).
This assessment notice had been sent to William E. White, 602 N. 65th Avenue,
Seattle, Washington as this was the address furnished to the Engineering Dept.
by the County. After notification from Alma White (also a Mrs. William E. White)
to the effect that this was not her property, a search was made through the Assessor's
Office and Treasurer's Office at the Courthouse and the rightful owner of the above
mentioned property was found to be William E. White, c/o Metropolitan Mortgage and

Securities, Spokane, Washington. The firm, Metropolitan Mortgage.& Securities
was n6tified by telephone on the 19th of April of the assessment on this
property and also on the 19th of April were mailed the appropriate notification.
Following discussion, motion made by Griggs, seconded by Stork that the propert
owners be notified of this assessment and that a letter be written to Mrs.
Alma White. Motion Carried.
J.C. & Josephine Wade, 302 N. 10th, refer back to the Lucille Cox protest -
it being established that the unnumbered lot in plat of Block D, Pettit's
Addition, lying between 7, Block D, Pettit's Addition and Lots 1 & 2, Block 9,
Pettit's 2nd Addition, having a frontage of 42.2 on 10th Avenue which had
originally been listed on the Lucille Cox assessment was actually a property
of J.C. & Josephine Wade.
Following discussion, motion made by Griggs, seconded by Bailey that -the City
Manager notify Mr. & Mrs. Wade of this assessment and request them to sign a
waiver of any necessity of a further public hearing. Motion Carried.
The City Manager stated that there were a few other letters in the file which
were not protests but change of address, etc. and that these had been noted.
All persons having had an opportunity to speak or ask questions, motion made
by Griggs, seconded by Bailey that the public hearing be closed, and at the
next regular meeting, the Ordinance be considered on the Final Assessment Roll.
Motion Carried.
THE MAYOR DECLARED THE PUBLIC HEARING CLOSED.
PAYMENT OF BILLS:
Right of Way Acquisition, Arterial Street Program, Parcel #20: A voucher
was presented y George F. & Frances M. Adkins in the amount of $1,500.00
for the South 10' of the West Half of Lot 1, Block 1, Pasco Improvement
Company's First Addition, according to the official plat thereof, recorded
in the office of the County Auditor, Franklin County, Washington. Attached
to this voucher was an authorization signed by George F. & Frances M. Adkins
authorizing the City of Pasco to make its warrant in the amount of $1,500.00
payable to the Veteran's Administration and to mail same directly to the Veteran's
Administration Regional Office in Seattle, Washington.
Motion made by Greenlee, seconded by Stork that this voucher be approved for
payment in the amount of $1,500.00. Motion carried by roll call vote of
seven (7).
CLAIMS AGAINST THE CITY:
Joan M. Brickey - A claim was read from Joan Brickey against the City of
Pasco in t5e amount of $250.00, resulting from an accident between her car
and a street department vehicle.
Motion made by Greenlee, seconded by Stork that this be turned to the insurance
carrier. Motion Carried.
Inez Lichenwalter - submitted a.claim in the amount of $47.33 resulting from -
the front wheel of her vehicle being stuck in a hole in the street at,4th
& Columbia.
Motion made by Stork, seconded by Greenlee that a claim be turned to the
insurance carrier of the City and that the appropriate contractor be also
advised. Motion Carried.
Nancy Knapp - a claim was read which was presented by Nancy Knapp against the
1ty of Pasco in the amount of $50,240.05.

PETITIONS, APPEALS, COMPLAINTS, VISITORS:
Lydia Sisk spoke from the floor and commended the City on some work at Poplar
6 Pearl at which location the City has installed "Yield" signs. She stated
they had done a very fine job and she wished to publically compliment the Street
Department.
Dr. Smith spoke from the floor requesting that in the location around his office
in baa sof Dr. Greenwell's that in places where the curb is excessively high,
something be done to make it easier for pedestrians to step from the street to
the curb.
ORDINANCES:
ORDINANCE NO. 1179 (This number had been .designated to the sign ordinance
several meetings previous).
AN ORDINANCE REGULATING THE ERECTION, ALTERING AND MAINTAINING
OF ALL SIGNS; PROVIDING FOR ISSUANCE OF PERMITS AND THE
FIXING OF FEES THEREFOR; PROVIDING A PENALTY FOR THE VIOLATION
THEREOF; AND REPEALING ALL ORDINANCES OR PARTS OF ORDINANCES
IN CONFLICT HEREWITH:
Motion made by Stork, seconded by Bailey to read Ordinance No. 1179 by
title only. Motion Carried. Ordinance No. 1179 was read by title. Motion
made by Wiseman, seconded by Greenlee that Ordinance No. 1179 has been read
by title only. Motion Carried. Motion made by Stork, seconded by Bailey to
adopt Ordinance No. 1179. Motion carried by roll call vote of seven ('7).
REGULAR ORDER OF BUSINESS SET ASIDE BY UNANIMOUS CONSENT.

Under the existing contract, it the responsibility of Murphy Brothers to re-
surface the trench cut in the above mentioned streets. Subsequently to the
filling of these trenches, the blacktop has broken away -- making the actual
amount of resurfacing necessary, almost double of the cut. It was suggested
that because there is so little blacktop remaining, that the entire. remaining
blacktop be removed and the entire curb to curb street be paved with two inch
cover. This would necessitate action of the Council for an issue of Change
Order in amount of $4,500.00.
Following discussion pertaining to the fact that the additional charge to
Murphy Brothers for surfacing the cut would be added to the breakout which
occurred subsequent to the filling thereof,would be in the neighborhood of
$9,000.00; and that Murphy Brothers have offered to do the curb to curb job
for an added charge of $4,500.00.
Motion made by Stork, seconded by Bailey that the City of Pasco grant this
additional cost of $4,500.00 through authorization of a Change Order to this
effect. Motion carried by roll call vote of seven (7).
Amendment of Six -Year Street Improvement Program - The Proposed changes for
the six-year comprehensive street program were read and discussed.
Following discussion, motion made by Griggs, seconded by Stork that the six-
year comprehensive street program be revised by adding, "The reconstruction
of Clark Street from Lucas to Illinois; "A" Street from Oregon to Chase;
Chase street from "A" to Lewis" and that a Public Hearing be set for 8:00
P.M., May 4, 1965 and that this public hearing be advertised accordingly.
Motion Carried.
REGULAR ORDER OF BUSINESS RESUMED.
OLD BUSINESS
Rescue Truck: Word has been received from the State Civil Defense Department
tib rougher Karl Casey that the State has approved matching funds in the amount of
$6,425.00 for the purchase of a Rescue Truck for the City of Pasco.
