Carter, Mayor. ROLL CALL: By Clerk. Councilmen present were G.E. Carter, J.G. Bailey, R.L. Greenlee, C.F. Griggs, Fred Robinson, George P. Stork and Russell Wiseman. Also present was Horace E. Menasco, City Manager; George Fisher, City Engineer and D. Wayne Campbell, City Attorney. APPROVAL OF MINUTES: Motion made by Greenlee, seconded by Stork that the minutes of the regular meeting held February 2nd be approved. Motion Carried. Motion Carried. COMMUNICATIONS: (1) Census Board State of Washington: Communication was read from Calvin F. ScTmid$ Executive Secretary of the Census Board requesting information as to whether the City would take a person by person count or if they would submit an estimate form (Form A). Following discussion, motion made by Bailey, seconded by Griggs that the City Clerk submit an estimate figure to the Census Board. Motion Carried. - a. 33 PASCO, WASHINGTON COUNCIL CHAMBERS REGULAR MEETING FEBRUARY 16, 1965 COMMUNICATIONS - CONTINUED (2) Public Utility District No. l of Franklin County: Wm. H. Anderson, Eng. A communication was read in connection with the street lighting program(Arterial) "Assuming the city .pays for all labor and materials for all lights on Oregon Avenue, and for all labor and material for steel pole units on the remaining arterials, the annual cost for these items would be $4,636.80 (184 units @ $2.10 each per month, all 21,000 lumen.) If the PUD furnishes and installs all the remaining lights on PUD poles, the annual cost would be $7,767.00 (94 21,000 lumen @ $4.00 per month and 35 55,000 lumen @ $7.75 per month). Allowing credit for existing street lights on the arterials, the total annual increase for this proposal would be $7,176.00. If the entire project was furnished and installed by the PUD, the annual increase would be $12,874.20. Therefore, the city could save $5,698.20 annually by making the initial investment as outlined above. H. ANDERSON This matter was referred to the Tuesday night Workshop Meeting with Mr. Ludlow and Mr. Anderson to be present representing the PUD. Proposed (3) Notice ofAImprovement and Hearing Thereon to the City of Pasco from The City of Pasco: It was reported by the City Manager that the City has received notices of proposed improvement with esti- mated assessments in the amount of $19,622.00 covering city -owned property within the proposed L.I.D. #70. (For information). (4) City of Kennewick - M.B. Winegar, Manager: A letter was admitted and read from the City Manager of the City of Kennewick to the City of Pasco with the proposed agreement for joint purchasing of chlorine by the cities of Kennewick, Richland 6 Pasco. Following discussion, motion made by Wiseman, seconded by Griggs that Mr. Menasco be authorized to sign the agreement for joint purchasing of chlorine. Motion Carried. (5) Valley Neon Electrical Advertisin : A communication was dated Fe ruary 16, 1965 and was signed by Robert Osland, Sales Manager. In this letter, he indicated that they had not read or heard of the public hearing of the Planning Commission with reference to "Signed Ordinance" and requested that Council delay action on the passage of this Ordinance until a later date. PETITIONS, APPEALS, COMPLAINTS, VISITORS: (1) A Sidewalk Waiver Agreement was presented by Lewis A. Hopkins, 1900 West "A" Street (1/2 of lots 10, 11, and 12 and 1/2 of lots 4, 5 and 6, Block 4, Oakley's Riverfront Addition.) Following discussion, motion made by Greenlee, seconded by Griggs that this sidewalk waiver be granted and the Mayor be authorized to sign. Motion Carried. 34ca PASCO, WASHINGTON COUNCIL CHAMBERS REGULAR MEETING FEBRUARY 108, 1965 (2) A Sidewalk Waiver A reement was presented to the City by Balqom & Moe, 115 W. Margaret, Pasco, Washington (Lot 7, Northern Pacific First Addition to Pasco.) Following discussion, motion made by Greenlee, seconded by Stork that the City grant this sidewalk waiver and that :i the Mayor be authorized to sign. Motion Carried. BID OPENINGS: (Continued) (1) Two 1965 Police Cars: At this time, Mr. Fisher having been in conference. with Captain Sickles, presented the recommendation to the Council that they accept the low bid of Jerry Horrobin Ford for the two Custom 500 4 door sedans in the net selling price (2 units) of $2,875.30. Motion carried by roll call vote of seven (7). PETITIONS, APPEALS, COMPLAINTS, VISITORS (Continued) Mayor Carter stated that, considering the fact there were five contractors and three? sub -contractors in process of work on the streets, that the citizens of Pasco were to be complimented on their cooperative attitude and indeed, their sense of humor. Harold Bux requested clarification of approved angle parking in the block nort si a of Sylvester between Murray and a west end of Campbells Food Market. Mr. Fisher is to confer with Mr. Bux and make necessary explanation. Vincent Rowley living on Illinois Street reported that the gravel in his alley.was being pushed to the edges and requested that the alley have some' attention. Bill Meehan of Plastic Displays Sign Company requested that he have some � time to speak at the time the sign ordinance comes up rather than under the visitor section of the meeting. CLAIMS AGAINST THE CITY: James Brown - The City Manager reported that we had received a claim from James Brown and that this had been turned to the City Attorney to handle. Mrs. Nalder - submitted a claim against 50.00. The City Attorney reported that correspondence from the Clerk's Office. ORDINANCES: Ordinance No. 1179 the City in the amount of approximately this could be handled through AN ORDINANCE REGULATING THE ERECTION, ALTERING AND MAINTAINING OF ALL SIGNS: PROVIDING FOR ISSUANCE OF PERMITS AND THE FIXING OF FEES THEREFOR; PROVIDING A PENALTY FOR THE VIOLATION THEREOF; AND REPEALING ORDINANCE NO. Motion made by Robinson, seconded by Wiseman that Ordinance No. 1179 be read by title only. Motion Carried. Ordinance No. 1179 was read by title. At this point, discussion was entered into in connection with Section 3-16 and Section 3-17 of the Ordinance and Mr. Meehan addressed the Council and audience stating generally that there were problems within the Ordinance that would be costly to him as a sign business; however, he would be willing to accept the Ordinance as is and as needs arise, he would contact the Council for variance to the Ordinance. 1 Motion made by Greenlee, seconded by Bailey that there be a discussion meeting at sometime between this date and March 16th with all interested parties notified (Sign Companies, Merchants through the Chamber of Commerce) that this Ordinance be brought back to the Council for vote on the adoption March 16, 1965. Motion carried by roll call vote of seven (7). 35 - PASCO, WASHINGTON COUNCIL CHAMBERS ,a REGULAR MEETING ORDINANCES: Ordinance No. 1180 FEBRUARY 16, 1965 AN ORDINANCE DECLARING CERTAIN CONDUCT, ACTS OR OMMISSIONS OCCURRING WITHIN THE CITY OF PASCO TO BE CRIMINAL, PRES- CRIBING PENALTIES THEREFORE AND REPEALING ORDINANCE NO. 101, ORDINANCE NO. 613 AND PASCO CITY CODE CHAPTER 10-5. r Motion made by Greenlee, seconded by Stork that Ordinance No. 1180 be read by title only. Motion made by Bailey, seconded by Stork to adopt Ordinance No. 1180. Motion carried by roll call vote of seven (7). OLD BUSINESS: Old Library Property: Following discussion, motion made by Bailey, seconded by Greenlee that the City advertise for bids for the sale of the old library property; that the bid opening be set as March 16, 1965; that the terms of financing be cash to the City and that the purchaser be required to pay off all necessary expense of the sale. Motion Carried. NEW BUSINESS: 1. Resolution No. 636: Motion made by Bailey, seconded by Robinson that Resolution No. 636 be read. Motion Carried. Resolution No. 636 was read in its entirety. Motion made by Greenlee, seconded by Robinson that Resolution No. 636 has been read. Motion Carried. Motion made by Greenlee, seconded by Griggs to adopt Resolution No. 636 with additions as read. Motion carried by roll call vote of seven (7). 2. Reorganization of Police Department: It was recommended by the City Manager that he be granted authority to prepare the necessary ordinances and reso- lutions for general reorganization of the Police Department as set forth in the report IACP; with approval of Council, the Department to be established with three divisions: (1) Patrol; (2) Investigation; (3) General Services. Following discussion, motion made by Wiseman, seconded by Stork to authorize the City Manager to prepare necessary ordinances and resolutions to accomplish the reorganization of the Police Department according to the IACP Report subject to budget provision. Motion Carried. 3. Ordinance No. 1181: AN ORDINANCE REPEALING ORDINANCE NOS. 989, 1034 and 1071, AND PASCO CITY CODE CHAPTER 3-2 RELATING TO TRADE STIMULATORS AND PRO- VIDING LICENSES THEREFORE. Motion made by Bailey, seconded by Stork that Ordinance No. 1181 be read by title only. Motion Carried. (Robinson voting no) Ordinance No. 1181 was read by title. Motion made by Stork, seconded by Wiseman that Ordinance No. 1181 has been read. Motion Carried. Motion made by Stork, seconded by Bailey to adopt Ordinance No. 1181. Motion carried by roll call vote of six "yes" and one "no" (Robinson voting no). 4. Police Civil Service. Commission: It is the recommendation of the City Manager that a special police Civil Service Commission be established for handling Police Department specifically and that the Civil Service Commission, now standing, devote their entire efforts to the Fire Department. Following discussion, motion made by Griggs, seconded by Bailey authorizing City Manager to prepare the necessary ordinance to establish a special Police Civil Service Commission. Motion Carried.
