SPECIAL MEETING DECEMBER 22, 1964
CALL TO ORDER:
Meeting called to order at 10:08 A.M. by the Honorable G.E. Carter, Mayor.
ROLL CALL:
By Clerk. Councilmen present were G.E. Carter, J.G. Bailey, Fred Robinson
and Russell Wiseman. R.L. Greenlee, C.F. Griggs and George P. Stork
arrived before 10:15. '.'City Manager, City Engineer and City Attorney were
also present.,

NOTICE OF SPECIAL MEETING:
Mayor Carter read the Notice of Special Meeting as follows:
A special meeting of the,City Council of the City of Pasco
is hereby called by the Mayor for Tuesday, December 22, 1964,
10:00 A.M. (PST) for the purpose of approving specifications
authorizing call for bids on the Arterial Street Program.
The plans were studied by the Councilmen, and in answer to questions pre-
sented, explanations were given by Mr. Fisher, the City Engineer. Discussions
were entered into on several phases of the plan. The plan has been devised
to include the recommendations of the Council (widening Clark Street from 5th
to 10th). The question was raised as to traffic control in the spots where the
four -lanes meet the tweelanes of the State highway. Mr. Fisher stated that
temporary striping to turn over traffic to two -lanes would probably be the
solution, at least for the time being. Mr. Griggs stated that because there
was an Ordinance which required the property owners to maintain their side-
walks, he did not feel that the City should include the replacing of damaged
sidewalks. Mr. Stork said that indications of sidewalks damaged by tree roots
in the older section of town, it was his opinion that replacements should be
included in the construction cost to the City. In the matter of replacing
sidewalks:
The Manager states that in those cases where we take the sidewalks out,
this would be the City's problem. In the cases where we make changes
in grades, this would be the City's problem. In the cases where there
are no sidewalks at all and sidewalks are installed, this would be the
obligation of the property owner and in the cases of sidewalks that are
now broken and in poor condition and are replaced at the time of con-
struction, this would be the obligation of the property owner.
After completion of discussion on all phases, motion was made by Greenlee, seconded
by Stork that these plans and specifications be approved with changes as
noted (where the City removes a sidewalk and replaces same, it be the obligation
of the City). Where the City changes a grade and sidewalksreconstructed, this
be the obligation of the City. Where new sidewalks are installed where there
have been no sidewalks previously, this be the obligation of the property owner
and where sidewalks which are in poor condition at the present time are replaced,
this would be the obligation of the property owner).
Motion carried by roll call vote of seven (7). Motion made by Stork, sdconded
by Greenlee that we call for bids on the Arterial Street Project, bids to be
opened January 19, 1965 at the hour of 10:00 A.M. Motion carried.
Mr. Fisher notified the Council that there would be a pre-bid conference on
January 15th at 10:40 A.M.

Motion made by Greenlee, seconded by Carter that the meeting be adjourned.
Motion carried.
