ROLL CALL: By Clerk. Councilmen present were G.E. Carter, R.L. Greenlee, Fred'Robinson, George P. Stork and Russell Wiseman. Councilmen Bailey and Griggs were absent. City Manager, City Engineer and City Attorney were present. -Also present in the audience was Don Gray of Gray and Osborne. APPROVAL OF MINUTES: Motion made by Greenlee, seconded by Stork to approve the minutes of the regular meeting of December 1, 1964. Motion made by Wiseman, seconded by Greenlee to amend that motion by making a change in the figure under "Old Business", Section of the Minutes, under SANITARY SEWER CONSTRUCTION, that the figure $59,488.000 be changed to read, $70,408.00 (alternates were omitted). Motion for amendment carried; original motion, as amended, carried. PAYMENT OF BILLS: Bills against the City were presented as follows: Current Expense Street Dept. Arterial St. Cemetery Park Dept. Golf Dept. Water Dept. TOTAL $ 8, 597.55 929.44 14, 782.00 54.43 628.37 2, 601.50 3, 207.49 $ 30, 800.78 Motion made by Wiseman, seconded by Stork that a W vouchers presented properly signed be paid. Motion carried by roll call vote of five (5). PETITIONS, APPEALS, COMPLAINTS, VISITORS: VISITORS: The Mayor recognized HAROLD JAMES in the audience and invited comments. Mr. James said that he wished to commend the Council that they were doing a fine job. The Mayor also recognized one student from Mr. Mills History Class at Isaac Stevens Junior High School. He thanked him for his attendance and requested that he introduce himself (JACK FITZPATRICK, 808 Rd. 47 North, Pasco, Washington). ORDINANCES: ORDINANCE NO. 1170: AN ORDINANCE AMENDING SECTIONS 41, 42, 43, 44, 45, 46, 48 and 49, OF ORDINANCE NO. 962, AND PASCO CITY CODE SECTIONS 4-3. 82, 4-3. 84, 4-3. 86, 4-3. 88, 4-3.90, 4-3.94 AND 4-3.96 BY ESTABLISHING NEW SEWER RATES, AND BEING AN ORDINANCE RELATING TO THE CITY WATER AND SEWER SYSTEM, ESTABLISHING RULES AND REGULATIONS FOR THE USE AND OPERATION OF THE WATER AND SEWER SYSTEM, ESTABLISHING WATER AND SEWER RATES, ESTABLISHING THE PROCEDURE AND CHARGES FOR EXTENSIONS OF WATER AND SEWER MAINS, DEFINING OFFENSES, AND PROVIDING PENALTIES. RESOLUTIONS: RESOLUTION N0. 623: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PASCO, WASHINGTON DECLARING ITS INTENTION TO IMPROVE SOUTH ELM STREET'FROM ALTON STREET TO "A" STREET BY THE CONSTRUCTION AND INSTALLATION OF CURBS AND SIDEWALKS, AND TO CREATE A LOCAL IMPROVEMENT DISTRICT TO ASSESS THE COST AND EXPENSE OF SAID IMPROVEMENT AGAINST PROPERTIES IN SUCH DISTRICT SPECIALLY BENEFITED THEREBY; AND NOT- IFYING ALL PERSONS:.WHO MAY DESIRE TO OBJECT TO SAID IMPROVEMENT TO APPEAR :..ANDI:PRESENT THEIR OBJECTIONS AT A MEETING OF THE CITY COUNCIL TO BE HELD ON JANUARY 19th. , 1965. Motion made by Greenlee, seconded by Wiseman that Resolution No. 623 be read. Motion carried. Resolution No. 623 was read in its entirety. Motion made by Greenlee, seconded by Robinson that Resolution No. 623 has been read. Motion carried. Motion made by Stork, seconded by Greenlee to adopt Resolution No. 623. Motion carried by roll call vote of five (5). OLD BUSINESS: RESCUE TRUCK: The Manager reported that bids had been solicited on a van truck for purposes of'rescue truck operations and that three (3) bids had been pres- ented on December 11, 1964. A letter was received on December 15th. from the Civil Defense Department at Olympia, addressed to Karl Casey, the Civil Defense Director, in which the State Civil Defense Department indicates that it appears our request for rescue truck through that department will be favored. A Project Application Form No. 233 issued with an original and six carbon copies was submitted with the letter; total amount of estimated cost of the truck $10, 572.00; cost of freight, $350.00 for a toal cost of $10,922.00 (includ- ing rescue vehicle, set of heavy rescue tools and freight and procurement). At this point, it was a matter of deciding whether to go ahead on this Rescue Truck along the line of Civil Defense suggestion or whether to go the route of the bids submitted December 11, 1964. Motion made by Greenlee, seconded by Stork that the City Manager be directed to sign the application and required forms and Mr. Casey return these to the Civil Defense Headquarters and that we hold the local bids we received on December 11th. until the thirty day limit for further study and for the necessary time to hear bask from Civil Defense Headquarters. Motion carried. NEW BUSINESS: i GROUP INSURANCE PROPOSAL: The City Manager reported on recommendations of the Insurance Committee (Whetsler, Modesky, Cooney, Wyman and McKibbins). The Ins- urance Committee sent copies of specifications on insurance for the City Employees; received seven responses, however, only four companies met specifications. The Committee.studied the different proposals and recommended that Dunning -Ray Insur- ance Company be awarded the medical insurance program on the basis of most coverage for the lowest rates. The Committee further recommended that the City pay 1.3% of the Employees cost for medical insurance which would amount to $10.50 per month per employee. For the purposes of setting up a reserve fund to offset the increas negotiations for the next two to three years, Dunning -Ray submitted the following proposals based on the data and.specifications provided by the City. 1 PASCO,WASHINGTON REGULAR MEETING COUNCIL CHAMBERS GROUP INSURANCE PROPOSAL(continued) Employee only Additional for one dependant Additional for two or more dependants Total Monthly Cost Options under this program were discussed. DECEMBER 15, 1964 i li 9.58 13.95 $ 1,808.27 (This bid contained no deviations from specif- ications and it is based on 106 employees, of which 28 cover one dependant and 49 cover two or more dep- endants). Motion made by Greenlee, seconded by Stork that the recommendations of the Insurance Committee be adopted contingent upon the approval of the contract by the City Attorney and that no reserve fund provision be provided and that the City Manager be instructed to enter into contract with Dunning -Ray Company, Insurance Brokers, and Great West Life Assurance and Mutual of New York. Motion carried. 4 REGULAR MEETING MISCELLANEOUS: PASCO,WASHINGTON COUNCIL CHAMBERS DECEMBER 15, 1964 At the request of Mr. Wiseman, a short progress report on the sewer construction was presented by the City Engineer giving locations where the contractor was working at the present time. AINSWORTH CROSSING: Mr. Wiseman questioned and discussion was hell on possible safety precautions which could be utilized at the railraod crossing at Ainsworth Avenue, discussiong was entered into and the Manager reported that signs had been borrowed for installation at the crossing (Stop Signs) and that the P.U.D. had been instructed to install 21,000 lumen lights at that crossing. REGUONAL PLANNING: Mr. Carter announced the Planning Commission and that Clarence place with that group.
