Mayor Carter introduced Mr. Horace E. Menasco to the audience, September 1 was Mr. Menasco's first day as City Manager for the City of Pasco. ROLL CALL: (By City Clerk) Councilmen present were: G. E. Carter, C. F. Griggs, R. L. Greenlee, Fred .Robinson, George P. Stork and Russell Wiseman. Mr. Bailey was absent. Also present were D. Wayne Campbell, City Attorney and Horace E. Menasco City Manager. Mr. Fisher, the City Engineer was present in the audience. APPROVAL OF MINUTES -- AUGUST 18, 1964 Meeting: Motion made by Greenlee, seconded by Robinson, that the minutes of August 18th be approved. Motion carried. PAYMENT OF BILLS: Bills were presented to the Council for payment: Current Expense $ 32,328.01 Street Department 14,738.62 Park Department 89706.67 Golf Department 4,023.95 Yacht Basin 16.10 Cemetery Department 1,277.28 Library Department 3,164.29 L.I, D. #67 14.47 Water Department 37,578,16 Total All Departments $101,847.55 Fn. Co. Regional Planning 507.69 Motion made by Greenlee, seconded by Stork, that bills properly signed be paid. Motion carried by roll call vote of six (6). COMMUNICATIONS: ADAH M. PERRY: (Dated August 29, 1964) "Honorable Mayor and City Council Gentlemen: Your very kind expression through Resolution No. 604 adopted August 18, 1964 was re- ceived and greatly appreciated. A pat on the back, makes one feel as though some good has been achieved by the long and tireless effort to help and please. Thank you, Sincerely, (Signed:) Adah M. Perry." - RUBY STREET SEWER JOB (George R. Fisher) [dated September 1, 19641 "The contract for the construction of 275 lineal feet of sanitary sewer and one manhole in the 2100 Block, West Ruby by WARREN EXCAVATION COMPANY, has been completed in accordance with the plans and specifications. I wish to recommend that this work be accepted." Motion made by Greenlee, seconded by Stork, that this work be accepted as recommended by the City Engineer. Motion carried. PARKS CURBING AND SIDEWALKS -- MANSFIELD CONCRETE 6 WILLIE VAUGHN (George R. Fisher) [9-1-64] "The contracts for the construction of curbing and sidewalk at Richardson, Sylvester 6 Memorial Parks by MANSFIELD CONCRETE CO., and the contract for the construction of curbing and sidewalk at Kurtzman Park by WILLIE VAUGHN have been completed in accordance with the plans and specifications. I wish to recommend that the work performed under these four contracts be accepted." Motion made by Greenlee, seconded by Stork that this work be accepted. Motion carried. - WATER MAIN INSTALLATION - 3rd Avenue 6 Columbia Street (George R. Fisher) [9-1-64] "The contract with Lester N. Johnson Company for the installation of a 16" ductile iron water main in it 3rd Avenue and Columbia Street has been completed in accordance with the plans and specifications. I wish to recommend that this work be accepted and that the State Tax Commission and the Department of Labor and Industries be so advised," I Motion made by Greenlee, seconded by Stork, that this work be accepted and that the Tax Commission and i the Department of Labor 6 Industries be so advised. Motion carried. 1 L.I.D. #68: CITY'S ASSESSMENT UNDER THIS L.I.D. (OLD LIBRARY PROPERTY): +' The City of Pasco has been notified that it's assessment on the final assessment roll of L.I.D. No. 68 P is as follows: Lot 17 Block 7 Gerry's Addition: $360.00 Lot 18 Block 7 Gerry's Addition: 360.00 W8' of 19 Block 7 Gerry's Addn.: 115.20 LEASE RENEWAL - AIRPORT BUILDING FOR STREET DEPARTMENT: it Original and two copies of the lease for the building at the airport submitted for the Mayor's signa- ture. This is a renewal of the lease expiring. Motion made by Greenlee, seconded by Wiseman authoriz-�I ing the Mayor to sign ALease for the City of Pasco. Motion carried. PASCO, WASHINGTON I REGULAR MEETING COUNCIL CHAMBERS SEPTEMBER 1. 1964 PETITIONS, COMPLAINTS, APPEALS, VISITORS: PETITION: Submitted requesting a four-way stop at the corner of Poplar and Agate Streets stating in the petition that four wrecks have occurred at this corner in the past year. (Petition signed by 15 signers Motion made by Stork, seconded by Greenlee, That this be turned to the Council Committee as whole, together with the Manager, Chief of Police for study, and discussion. Motion carried. PETITION: Submitted by G. W. Johnston, Trust Officer, Spokane 6 Eastern Br. Seattle 1st Nat'l Bank Spokane 10, (Edgar M, Brown Estate) for the vacation of the North/South alley between lots 24 and 25 Helm's Second Addition,. Motion made by Griggs, seconded by Wiseman that the date of Public Hearing on this request for vacation be held October 6, 1964 at 8:00 P.M. Motion carried. VISITOR: Mr. Chas. D. Kilbury, former councilman who was sitting in audience, and he said he would be "nudging" the council to carry out programs as contemplated by the preceding council. REPORTS, COMMENTS OR DISCUSSION OF COUNCILMEN: GREENLEE'== CIVIL DEFENSE: Councilman Greenlee advises that in the year 1962 an agreement was signed by the City and the County whereby the civil defense would be a joint -operation. This was for the one year (1963). It is requested that a continuation of the contract be executed or dropped. At this point there is no agreement. ORDINANCES: -/-ORDINANCE NO. 1153: AN ORDINANCE APPROVING AND CONFIRMING THE ASSESSMENTS AND ASSESSMENT ROLL OF LOCAL IMPROVEMENT DISTRICT NO. 67, WHICH HAS BEEN CREATED AND ESTABLISHED FOR THE PURPOSE OF CONSTRUCTING CERTAIN SANITARY SEWERS, TOGETHER WITH MAN- HOLES,,,WITHIN A CERTAIN AREA OF THE CITY, AS PROVIDED BY ORDINANCE NO, 1125, AND LEBYING AND ASSESSING THE AMOUNT THEREOF AGAINST THE SEVERAL LOTS, TRACTS, PARCELS OF LAND AND OTHER PROPERTY SHOWN ON SAID ROLL. Motion made by Storm, seconded by Griggs, to read Ordinance No. 1153 by title only. Motion carried. Ordinance No. 1153 was read by title. Motion made by Greenlee, seconded by Stork that Ordinance No. 1153 has been read by title only. Motion carried. Motion made by Griggs, seconded by Wiseman, to adopt Ordinance No. 1153. Motion carried by roll call vote of six (6). RESOLUTIONS: UN -NUMBERED RESOLUTION: Relative to the Building Permit fee waiver (Housing Authority). Motion made by Greenlee, seconded by Stork, that this be held in abeyance until further information may be gathered on this. Motion carried. UNFINISHED BUSINESS: RESCUE TRUCK: Councilman Greenlee informed the council that this request, submitted to the State Civil Defense has been processed from Olympia to Everett, then back to Olympia, now it is at a stand still. If it goes through, the City of Pasco should be calling for bids in approximately 30 days. ASSOC. WASHINGTON CITIES: Meeting at Kennewick,September 16th,7:00 P.M. Mayor Carter requests that everyone who has received a return -notice card mark their calendar and make a special effort to attend. STREET AND SEWER PROGRAM: Councilman Wiseman asked relative to the status of this program. Mr, Fisher states t at at t is point everything is held back awaiting word from the HHFA, On the storm sewer portion of the program, the plans are expected together with a draft of specifications the last part of this week. NEW BUSINESS: Mayor Carter informs the Council -and audience that the City has taken an option on 10 acres of land south of the 10 acres which the Schools purchased in Northeast Pasco (West of Wehe between Adelia and Broadway.) BUSINESS LICENSES: License applications were presented for approval by the following: Schell Concrete Co. (Arnold Schell) 1804 Rd 44 Cement Contractor G.K.'s (G. K. Epley) 821 S. 10th Artificial flowers Royal Cab Co. (Del Bunch) 115 N. Second Taxi cabs (4) Motion made by Stork, seconded by Greenlee that these applications be accepted. Motion Carried. RESOLUTION 606: A RESOLUTION FIXING A TIME FOR PUBLIC HEARING ON A PETITION TO VACATE THE NORTH/SOUTH ALLEY BETWEEN LOTS 24 and 25, BLOCK 25, HELM'S SECOND ADDITION TO PASCO AS RECORDED ON PAGE 259 VOLUME "B" OF PLATS, RECORDS OF FRANKLIN COUNTY AUDITOR. Motion made by Greenlee, seconded by Stork, to read Resolution 606. Motion carried. Resolution 606 was read in its entirety. Motion made by Greenlee, seconded by Stork that Resolution 606 has been read. Motion carried. Motion made by Griggs, seconded by Stork to adopt Resolution 606.
