REGULAR MEETING COUNCIL CHAMBERS AUGUST 4. 1964
CALL TO ORDER:
Meeting called to order at 8:00 P.M. by the Honorable G. E. Carter, Mayor,
ROLL CALL:
By Clerk. Members of the Council present were: G. E. Carter; J, G. Bailey; C. F. Griggs; Fred

APPROVAL OF MINUTES:
Motion made by Bailey, seconded by Robinson, that the minutes of the meeting of July 21, 1964 be
approved. Motion carried.

COMMUNICATIONS:
STATE DEPARTMENT OF HIGHWAYS: Re: -_ Permits for Lewis Street Crossings - Trunk Interceptor
Sewer
(C.S. #1102 PSH No. 3 (SR 410) Pasco -Lewis St. Connection Permits No, U5-271 and U5-272)
"During its regular meeting on July 20, 19649)the State Highway CommissionXauthorized the issuance of
Permit No. U5-271 for a 15" sewer pipeline crossing at Road 28 and Permit No. U5-272 for a 30" sewer
pipeline under the Columbia River Bridge.
Enclosed are thOoriginal and three (3) copies of each permit for approval bf the City. Please return
the three signed copies of each permit and retain the originals forthe City's records.
Permit No. U5-271 was approved by the Commission providing the conduit is jacked or augered through
the highway grade, which is in accordance with Resolution No, 1432.
A copy of the State Highway Commission Resolution No, 1432 is enclosed.
Attached is our receipt No. E3478 for the $20.00 basic overhead fee for two permits received by the
City's check No. 5356. -- signed Herman N. Myron, Utilities Engineer,"
Motion made by Griggs, seconded by Wiseman, that we accept these permits and authorize the Mayor to
sign same. Motion carried.
PASCO CHAMBER OF COMMERCE: Re Free Parking August 7th and 8th:
(Dated July 21, 1964: "The Pasco Chamber's Trade Development Committee is sponsoring their "Back to ?I
School" promotion on August 7th and 8th and would greatly appreciate your affording them free parking
on these dates. 11
Also, at this time may we express our appreciateion for your consideration during Pasco Krazy Daze, f
There were many fine compliments received from customers because of the free parking that was ex= l
tended during the Water Follies and Pasco Krazy Daze. Your approval of the above request will once

Motion made by Robinson, seconded by Gr6gUxlee, that we approve this request for free parking on August 'I
7th and 8th. Motion carried. (Fisher to notify the Police Department.) '

MRS. DELBERT AVERY: '(proposed purchase of lampbase)
Dated July 27, 1964) "We are interested in purchasing a lamp base, that are being removed from the
Pasco Cit Park. Would you lease advise us as to the rice and where we can make this

At least two other verbal requests have been made - there are six that could be sold. I
Motion made by Carter, seconded by Robinson that the price of $10.00 be established for each of these `
old lamp bases, and that anyone wishing to purchase one can see the City Clerk and the price to be
as is and where is. Motion carried.

INTERNATIONAL ASSOCIATION OF CHIEFS OF POLICE: Mr. Leonard, Director of Field Service Division {
A change in scheduling has made it necessary to delay the arrival of our staff consultant Mr. Roy C.
McLarin until the second week in August. Mr. McLarin plans to arrive in Pasco on August 9th and will
remain for approximately one week. He should be able to meet with you and Chief McKibbin on Monday
August 10th at City Hall. In the mean time, would it be possible to reserve a room for him at c,nc,. a
the ShangriLa Motel for the week beginning August 9th." (letter addressed to Mayor T. R. VanHoy)
Fisher indicated that the reservation has been made. After discussion: Motion made by Griggs, seconded!
by Robinson, that we ask these people to delay any action on this matter providing it meets with the ;
approval of the City Attorney after he has studied the contract, Motion carried by 4 -yes and 3 -No
(Griggs, Robinson, Stork and Wiseman voting "yes" and Carter, Bailey and Greenlee voting "No".)
Wiseman qualifies his vote of "yes" - He is not apposed to the study, He voted "yes!' because at this
point he is not informed.,,--..... . , j'
GEORGE R. FISHER: Appointments
I herewi7h appoint Mr. Fred Staples Police Judge, subject to confirmation of the City Council. Mrs.
Esther Schlagel has been appointed'City Clerk. All other department heads are reappointed to fill their
respective positions."
Motion made by Carter, seconded by Bailey, that the council confirm Mr. Fisher's appointments. Motion
carried.
PASCO, WASHINGTON
CHAMBER OF COMMERCE RESOLUTION:
WHEREAS The City of Pasco presently has 30 -minute parking meter heads located on various street corners,
and,
WHEREAS the majority of these meters are so located as to be a hinderance to the promotion and maintenance of
a good business climate in our community, and
WHEREAS these meters create -ill -will amongst those customers who use them, and
WHEREAS the majority of the 30 -minute meters are poorly signed.
NOW THEREFORE BE IT RESOLVED, that the Pasco Chamber of Commerce endorses this resolution and request
the Citizen's Parking Authority and City Council of Pasco to utilize their utmost energy
in the removal of these 30 -minute meters.
Adopted this 6th day of July, 1964 (Respectfully submitted, signed, 0. Conway Adams, Pres.

Motion made by Griggs, seconded by Robinson, that they be changed back to regular heads one-hour
or whatever they are in that area (standard) in that particular area in which they are to be re -placed.
Motion carried.
PUBLIC HEARINGS:
PUBLIC HEARING -- VACATION OF North 8 feet of Cartmell Street abutting Lots 10-17, Block 1, Star
Addition, and portions of the alley and Cartmell Street abutting Loney's Addn.
and Lots 9 and 10, Block 1, Star Addition. (Resolution No. 596)
Mayor declared the Public Hearing open and asked for comments favoring the vacation -- none
asked for comments against the vacation -- none. There were no written protests. Motion made by
Griggs, seconded by Stork that this vacation be granted. Motion carried. (covered under ordinances
later in the meeting.)
PETITIONS, COMPLAINTS, APPEALS, VISITORS:
PETITION: signed by three families (100% of owners of property) petition that "B" Street be vacated.
(Resolution 601 is prepared, for date to be filled in) (B Street between 13th Avenue and Ship)
Mr, Fisher, City Engineer, recommends this vacation. Motion made by Griggs, seconded by Greenlee,
that the date of September 15, 1964 be set for public hearing. Motion carried.
PETITION: Returns a petition, which is the original, to be filed. This was acted on by the Council
previously (petition protests the use of Lots 7 and 8 Block 6, Gerry's Addition for a 24-hour parking
lot to serve the tenants of the Sacajawea Apartment.) N/A
VISITORS: Jerry Berry: Would like to submit a Solicitor's bond. Mayor instructed Mr. Berry to
submit same to City Clerk for regular order of business in the morning. N/A
VISITORS: Mel Polk: Representing the Pasco Boys Club. Requests permission to use the Library as
Temporary Boy's Club meeting place. Council advises Mr. Polk to submit a rough draft -of the proposal,
list liability insurance etc. to the Council Committee -as a whole for discussion. Mr. Polk to be
advised of the next committee meeting.
REPORTS FROM OFFICERS:
City Manager presented his report to each councilman.
Building Inspector presented his report and each councilman has a copy. (July)
APPOINTMENTS: Mayor Carter requests concurrence on the appointment of Councilman Bailey to the Finance
Committee, along with Mayor Carter and City Treasurer. Motion made by Greenlee, seconded by Wiseman
that the council concur. Motion carrbed.
REPORTS, COMMENTS OR DISCUSSION OF COUNCILMEN:
Bailey questions the operations of cafe at 132 West Lewis Street. Wiseman also questions the operations
of Welch.
ORDINANCES:
ORDINANCE NO. 1149: AN ORDINANCE ENACTED PURSUANT TO R.C.W. 35.18.060(9) AND AUTHORIZING THE CITY
MANAGER OF THE CITY OF PASCO TO SIGN ALL WARRANTS OF THE CITY OF PASCO ON BEHALF OF THE CITY OF
PASCO, AND PROVIDING THAT THE CITY CLERK SHALL ATTEST TO THE SIGNATURE OF THE CITY MANAGER THEREON.
Motion made by Greenlee, seconded by Bailey, that Ordinance No. 1149 be read by title only. Motion

ORDINANCE NO. 1150: AN ORDINANCE VACATING THE FOLLOWING PORTIONS OF AN ALLEY AND CARTMELL STREET
LOCATED IN STAR ADDITION AND LONEY'S ADDITION TO THE CITY OF PASCO, WASHINGTON (North 8' of Cartmell
Street) (Set forth in legal description.)
Motion made by Greenlee, seconded by Stork to read Ordinance No. 1150 by title only. Motion carried.

SECTION L16 OF ORDINANCE NO. 1024 AND PASCO CITY CODE 8-42.24 AND BEING AN ORDINANCE RELATING TO
AND REGULATING MOTOR VEHICLES, TRAFFIC, TRAVEL AND TRANSPORTATION AND THEIR INCIDENCE UPON THE PUBLIC
STREETS, BICYCLE PATHS AND OTHER WAYS OPEN TO THE PUBLIC, PRESCRIBING THE POWERS AND DUTIES OF OFFICERS
AND OTHERS IN RELATION THERETO, DEFINING OFFENSES AND PROVIDING PENALTIES.

ORDINANCE NO. 1152: AN ORDINANCE AMENDING SECTION 1 OF ORDINANCE N0, 1123 AND PASCO CITY CODE
1-2.04 AS IT NOW XISTS RELATING TO TEMPORARY REGISTRATION FACILITIES AND BEING AN ORDINANCE
ESTABLISHING TEMPORARY REGISTRATION FACILITIES PROVIDING FOR THE APPOINTMENT OF DEPUTY REGISTRARS
AND INSTRUCTIONS IN REGISTRATION PROCEDURE AND PROVIDING PENALTIES FOR FRAUDULENTLY REGISTERING
UNQUALIFIED PERSONS.

FUND TO MAKE WORK PROGRESS PAYMENTS DUE UNDER L.I.D. No, 68,
The Finance Committee having approved this transfer loan Motion made by'Carter, seconded by Greenlee
to read Resolution No. 599. Motion carried. Resolution 599 was read in its entirety. Motion made
by Greenlee, seconded by Robinson, that Resolution 599 has been read. Motion carried. Motion made

RESOLUTION NO. 600: A RESOLUTION TRANSFERRING THE SUM OF $500.00 FROM SALARY -EXTRA LABOR TO GAS,
OIE AND EQUIVRENREPAIR UNDER THE GOLF COURSE OF THE 1964 BUDGET OF THE CITY OF PASC 0.

RES LUTION NO. 601: A RESOLUTION FIXINGA TIME FOR PUBLIC HEARING ON A PETITION TO VACATE
RB" STREET BETWEEN SOUTH 13th AVENUE AND SHIP AVENUE, Pasco, Washington.
Motion made by Carter, seconded by Greenlee, that Resolution No. 601 be read, Motion carried,
Resolution 601 was read in its entirety, Motion made by Carter, seconded by Greenlee, that Resolution
601 has been read. Motion carried. Motion made by'Bailey, seconded by Greenlee to adopt Resolution
No. 601. Motion carried by roll call vote of seven (7).
OLD BUSINESS:
Fisher Reports: There will be a number of ordinances to be presented, these will be presented to
the Councilmen the Friday before the Tuesday Council meeting, so that they will have time to study
them prior to their introduction at the Council meeting. (bringing the code up to city -manager form
of government).
Parking on Bonneville, between 3rd and 4th -- taken care of by Ordinance No. 1151. !�
Traffic light: on Court Street (Mrs. John Shefcik petition) referred back to council for more study. !�

Mr. Vaughn"s Contract -- Kurtzman Park Sidewalk: People's National Bank said they would put up the
cash in lieu of the bond, so the agreement has been drawn for presentation to the council. Fisher
recommends accepting this in lieu of the bond. After discussion, Motion made by Griggs, seconded by
Bailey, that this be accepted.anMotiott carried. Motion made by Greenlee, seconded by Griggs, that
Mr. Fisher be authorized to sign for the City. Motion carried.
NEW BUSINESS:
A ointment: Mayor Carter appoints George P. Stork to'the*Franklin County Regional Planning Commission,!
and requests concurrence of the council Motion made by Bailey, seconded by Wiseman that the council i
concur with this appointment. Motion carried,
Appointment: Mayor Carter appoints Clarence Griggs and Mr. Russell Wiseman to'the Benton -Franklin
Good Roads Association. Motion made by Bailey, seconded by Greenlee, that the council concur. Motion
carried.
Vacancy: There'is a vacancy at the present time on the City -Planning Commission, this requires more
study, the appointment will be made later.
Overhead Crossing: Motion made by Wiseman, seconded by Griggs, that the City notify the people who
are living in this particular area;°install sidewalks (Pearl Street West to Chase and North on Chase
to the overpass). Motion carried. (Fisher to notify).
PURCHASES: Water Department requests permission to purchase itmes in the amount of $474,80.
(capital outlay expenditure) Motion made by Griggs, seconded by Bailey that the City Manager be
given authority to investigate this request and grant approval if it meets.his approval. Motion
carried by roll call vote of seven (7).
