Councilmen present were: G.E.Carter, L.R.Diemond, R.L. Greenlee, Ed Hendler, H.C. James, Chas.D. Kilbury and Allen D. Stanley. Also present were D.Wayne Campbell City Attorney and George R. Fisher, City Engineer -Supervisor. APPROVAL OF MINUTES: Motion was made by James, seconded by Diemond, to approve the minutes of the regular meeting of June 16th. Motion carried. PAYMENT OF BILLS: Motion made by Hendler, seconded by James that all properly signed and vouched for be approved. Motion carried by roll call vote of seven. OF PARKS & RECREATION: Asking the Council to refund the $6.15 on a child's season swim ticket to Mrs. Y. Wright, due to the illness of the child. LETTER FROM BENTON FRANKLIN GOOD ROADS ASSOCIATION: Memo to all members of the Benton Franklin Good Roads Association that a very important meeting would be held July 8,1964 at 6:30 P.M. at the Tri -City Country Club,Kennewick. Mr. Diemond indicated -he would attend. Motion made by Hendler, seconded by Greenlee, to refund the $6.15 to Mrs. Y. Wright. Motion carried by roll call vote of seven. (7) M LETTER FROM RICHARD HUSK, CHIEF EXAMINER, DIVISION OF MUNICIPAL CORPORATIONS: A copy of the Manual of Instruction governing the new accounting and reporting procedure for street expenditures has been prepared by the State Auditor. The system and procedure set forth in this manual has been formally adopted by the Division of Municipal Corporations and is hereby i prescribed for us in all cities and towns of the State, effective January 1, 1965. This new system will not only affect your accounting and reporting procedures but will also have a direct effect upon the preparation of your annual budget for, as stated in the law(R.C.W. 35.76) street expen- ditures must henceforth be budgeted on a functional basis rather than merely by objects of exp- ense as in the past. Therefore in order to lend some assistance and possibly prevent varying interpretations the Division of Municipal Corporations will conduct a series of Street Cost Accounting Seminars throughout the State. As soon as dates and locations can be arranged pa;pper notices will be mailed to all cities and towns. We urge you and all other officials'or employees who amy be responsible for carrying out this program to attend one of these meetings and part- ticipate in the discussion; the results should be beneficial to all concerned. The recently released Manual of Instructions foe -,L the new Street Cost Accounting System,will become effective on January 1,1965, in all cities and towns of the state, and should be self explanatory. However, the Division of Municipal Cor- porations has arranged for a meeting to be held at Pasco City Hall from 1 to 5 P.M.,July 15, 1964, to further explain the requirements of the system. LETTER FROM MR. LOVELACE,BUILDING INSPECTOR: Requesting a.sidewalk refund for Mr. Leon Coutee of 620 S. Beech, who took out a sidewalk permit for that address in May, 1964 in the amount of $11.00. It was found that a permit had been issued February 25,1953 for that sidewalk but was never put in. Motion made by Hendler, seconded by James to refund the $11.00 to Mr. Coutee. Motion carried by roll call vote of seven. (7) LETTER FROM WASHINGTON STATE LIQUOR CONTROL BOARD: Stating that our letter had been discussed with the Liquor Board Members. After reviewing the late hour closing, or until 12:00 P.M. midnight, at the Pasco Liquor Store No. 35, they felt it would be very costly and felt that out request could not be justified. They realize the bad situation regardin g bootlegging act- ivities in the Tri -Cities area and felt that keeping the liquor store open until midnight would not change the picture too much. In large cities where the stores are open to a late hour bootlegging prevails anyway. In spite of the constant observance and arrests made by plice departments that particular type of business seems to still cntinue. LETTER FROM HBUSING AND HOME FINANCING AGENCY:Concerning the Sewer System for the City of Pasco Washington, Project No. P-Wash.3232. The planning of this project is due to be completed July 31, 1964. It is extremely important that this deadline be met, as an extension probably would not be approved. In order that we may claim the amount of this advance when the planning is compoeted, we must execute the three copied of Form CFA -430, Request for Review and Approval of Planning Documents, and a copy of your -consultant's billing. They need evidence of approval of the completed planning documents by the Washington State Department of Health and the Washington State Pollution Control Commission. The forms were sent on December 13,1963 for certifying of the extablishment of a seperate planning account. They must have our cert- ification before any disbursment can be made.. The Forms are filled out and Resolution 597 will cover. LETTER FROM CORNELL, HOWLAND, HAYES & MERRYFIELD-CONSULTING ENGINEERS:Enclosing four copies of Federal form CFA 430. The oform is a request to the Housing and Home Finance Agency for review and approval of the Planning Documents prepared under the Planning Advance which was received by the City under an agreement dated October 11, 1963 and accepted by the City on October 15,1963.. In order to receive the money involved in this advance, the Plans and Spec- ifications must be approved by the City in accordance with the Reselution shown on the last page of the attached form, and then submitted to the Housing and H me Finance Agency for approval. After this approval and the approval of the necessary State and Federal Agencies have been received, hhe advance wil-Fibe issued to the City. The City can then reimburse the other City departments and the engineers who have performed work on this project. Under our contract with the City for this work, the fact that these plans are approved in their present state does not mean they cannot be revised if circumstances indicate this is desirable. In executing the form CFA 4 99 it will be necessary for the City Clerk to date, sign and impress the seal of 0 City on the Certificate for the Recording Officer on page 3 and for you, as the authorized representative oo sign the application at the bottom of page 2. If you will return the form directly to us, we will attach the necessary copies of the Plans and Specifications and deliver them to HHFA. LETTER FROM C.F. W'HETSLER, WATER SUPERINTENDENT: Recommending that an adjustment in the amount of $25.00 be given to Mr. Wilbur Wright. The property in question was within 100 feet of a Sewer Line in "A" Street. However since last September he has had no trailers parked on his property. Motion made by Hendler, seconded by Diemond to adjust Mr. Wright's account in the amount of $25.00. Motion carried by roll vote of seven. (7) LETTER FROM GEORGE R. FISHER, CITY SUPERVISOR: Stating that L.W.Vail Co. has completed their portion of L.I.D. #68 in accordance with the Contrace Plans and Specifications. He recommends that this work be accepted and that the State Tax Commission and Department of Laboe and Industries be so notified. Motion made by Hendler, seconded by Greenlee to accept the work and that the Tax Commission and Department of Labor and Industries be so notified. Motion carried. LETTER FROM C.F. WHETSLER, WATER SUPERINTENDENT: Requesting the City Treasurer to refund $172.50 to Mr. Joe Bumpaous, 5401,W, Argent Road. Mr. Bu4ap6s paid to have the water line extended North on Road 32 to seve all the lots on Opal in blocks 1 and 2 Hull -Lee Addition. Motion made by Stanley, seconded by James to refund the $172.50 to Mr. Bumpaous. Motion carried by roll call vote of seven. (7) PETITION: LETTER FROM MRS. JOHN SHEFCIK, JR.2115 Meridian St. Pasco, VJVshington. Enclosed are signatures representing over 300 adults who are in favor of the installation of a traffic light at -the intersection of Court and Lucas Streets. Many living west of Illinois street said we wbould be petitioning for a traffice light for the corner of Chase and Court Streets. A far.greater number of people said we should have included in the petition the corner of Sylvester and Lucas. Court is becoming a busier street every day and seems to be used more than Sylvester. 333. REGULAR MEETING PASCO,WASHINGTON COUNCIL CHAMBERS July 7, 1964 We the undersigned, all being residents of the City of Pasco, do hereby petition for the inst- allation of an automatic traffice control light to be installed at the earliest possible date at the intersection of Court and Lucas Streets. Reason for this petition is the fact that both the Pasco Library and the Municipal swimming pool are located on Lucas Street south of Court. The great numbers of children living north of Court do not have adequate crossing which is safe esp- ecially for pre-schoolers going to the wading pool or to the pre-school story hour held at the library. Motion made by Hendler, seconded by Diemond, to table the matter of the Traffice light at the intersection of Court & Lucas Street for the next Council. Motion carried. REPORT OF COMMITTEES: KILBURY (CLAIMS,FINANCE) Kilbury moved that we dispense with reports from Committees. In effect the best we can do is offer our successors any comments on matters which we feel have bearing on their decisions in future. I would exempt from this any items which the Councilmen might possibly feel should be taken care of tonight. Mr. Wiseman asked that any material the out -going Council might have, be turned over to the new Council. Mr. Kilbury assured Mr. Wiseman that any member of the Council would gladly give any information to them, orlal or written, for their work in the future. He stated that any of the Councilmen would be glad to appear and cooperate with them in every way. Mr. Hendler stated that the Pasco City Code Books and a book of Laws of Cities & Towns Wash- bngton State would be turned over to each new councilmen. STANLEY (SEWER & WATER) We have Resolution 597 which will be read later. We have some communications from Cornell, Howland, Hayes & Merryfield regarding the Sewer Intercepter Project. They have included a sta- tement for their services to date which will be honored when a proper voucher is signed. Based on the estimated cost of the project, no action will be taken until the voucher is in. He pointed out that the detailed construction estimates for that particular project is consid- erably under what the prelimanary estimates were in February. They are about $100,00.00 under what was ahticapated, which is very gratifying to see. LETTER FROM CORNELL, HOWLAND, HAYES & MERRYFIELD TO MR. GAY: With the descripitions of the Intercepter Sewer to be incorporated into the Ordinance. Also a stetter frmm the Engineering firm to the Northern Pacific Railway regarding the construction of the intercepter line along their spur track. Motion carried. GREENLEE (FIRE & LIGHT) : From the minutes of May 5, 1964 a letter was read from the City Treasurer,quoting the price of an electric typewriter. The motion was made and seconded that the matter of purchasing a new typewriter be referred to the purchasing agent for consideration and recommendation. The motion carried. After careful consideration, we find that the City Treasurer has been using a borrowed typewriter. There being no money in the budget for this item, it is sugg- ested that the next Council take up the matter. Motion made by Carter, seconded by Kilbury, to let the matter of the purchasing of a type- writer be taken up by the new Council. Motion carried. HENDLER (LIBRARY, PARKS & CEMETRY) There are possibly 30 applications for City Manager on file which have not been reviewed. It is suggested that members of both the old and new Council, get together with Mr. Fisher and -the City Attorney and start reviewing the applications.
