Meeting called to order by the Honorable T. R. Van Hoy, Mayor, at 8:00 P. M., DST.
ROLL CALL:

Hendler, H. C. James, C. D. Kilbury and Allen D. Stanley. D. Wayne Campbell, City Attorney and
George R. Fisher, City Engineer -Supervisor were also present.
APPROVAL OF MINUTES
Motion was made by Kilbury and seconded by Stanley to approve the minutes of the regular May 19th
meeting as corrected. Motion carried.

Carter, and carried by roll call vote of seven. (7)
COMMUNICATIONS:
LETTER FROM LYLE E. BALDERSON, SECRETARY OF THE PLANNING COMMISSION: Stating that "At a special meeting
of the City Planning Commission held on June 1, 1964, a motion was passed to table the matter of Urban
Renewal." Hendler expressed for 'the public that the request here is not to start an Urban Renewal Project
but to investigate the feasibility of Urban Renewal as we do not know the needs of our community. The
government has offered us the grant of funds for this survey without any recourse, and Pasco should go
ahead with such'a survey.
Motion made by Hendler, seconded by Kilbury, that the Mayor be authorized to sign the necessary papers
for the application for the feasibility study of Urban Renewal. Motion carried.
LETTER FROM STATE HIGHWAY COMMISSION: Concerning the matter of a Common Barrow Pit Site for use in
the construction of the section of the Pasco By -Pass between the Northern Pacific Railway Hump Yard
and the Kahlotus Road. The letter advises that adjustments have been made in the above mentioned project
to the extent that this source of common barrow is not required and the Department of Highways,
therefore, has no further interest in this source for the construction of this project.
LETTER FROM THE OFFICE OF CITY TREASURER: Requesting permission to made a refund on a Cemetery Lot. On
May 21, 1964, Mrs. Mary H. Haylett requested a refund on Cemetery Lot 72, Block 3, Grave 8, which she
paid for on July 16, 1942 in the amount of $20.00 and had reserved for her father. This is no longer
needed since her father has been interred in California.
Motion made by Kilbury, seconded by James, to refund the $20.00 -to Mrs. Haylett. Discussion followed
and D. Wayne campbell directed that a deed be sent to her for proper signature and release before the
money is refunded. Motion carried. D. Wayne Campbell will confer with Ruth Modesky on the proper
procedure of this matter.
LETTER FROM PUBLIC UTILITY DISTRICT NO. 1. OF FRANKLIN COUNTY: Advising that two of the most important
criteria a utility must bear in mind when :-gervfmg the public are the cost of serving its customers
and safety to the public. Cost of constructing the facilities will have a 'direct bearing on the cost
to the customers for their service. Metal poles cost four times more than wooden pole distribution,
and to place the system underground would cost about ten times as much as the wood pole line. An
estimate of the portion of the customers bill that goes toward this distribution expense is 5%. For
every dollar a customer pays now he would have to pay.$1.15 for steel pole lines and $1.45 for underground,
lines. They do not object to steel poles for street lighting and the City may have any 'amount it so
desires installed at a cost of $2.00 per month per pole. However, they feel that steel poles for high
voltage facilities are a safety hazard, both to their crews and to the general public. Imagine the
hazard if a pedestrian were leaning against a steel pole and a conductor would break loose from its
insulator and come in contact with the pole. It is costly and hazardous to perform maintenance work on
metal poles as they are not readily climbed and require special mobile equipment to allow linemen to
approach the conductors. The same hazards apply to the lineman as to the pedestrian. The following
comments were made concerning the arterial streets.
1. Chase Avenue - P.U.D. line North of Sprouse Addition will be removed except for any
i street lighting the City may wish to retain. The line between Court and Pearl cannot
reasonably be routed elsewhere, and is already back of the future sidewalk and
concealed by trees, for the most part.
2. Court Street - Except for the :portion between Lucas and Chase, we have street lighting
only. All poles on Court are owned by the Telephone Company and any dealing will have
to be through them.

3. Lucas Avenue - This is another line that has no other reasonable routing.
Perhaps the poles could be located in back of the sidewalk instead of at the
curb, it this is desirable.
4. Tenth Avenue - Except for one-half blocks of Ainsworth, we have street lighting
only on this arterial.
5. Third Avenue - We'have a line from Yakima to the North end of Volunteer Park.
A portion of this could possibly be rerouted.
6. Sylvester Street and Yakima Street - We have street lighting only on this
arterial.
7. Clark Street - We have a distribution line between Seventh and Lucas. The
only possible alternative is to rebuild on Bonneville Street. One or two
spans on Clark would still be necessary.
8. Oregon Avenue - We have street lighting only on Oregon Avenue.
In closing, we realize that other utilities, such as gas and water, place their facilities
underground, we are sure that this is also a case of economics. It just so happens that
high voltage electric facilities are more economically installed overhead on wood poles.
They look forward to cooperating with the City on these arterials. They do not object to
the expense of necessary relocations, but ask that unnecessary burdens not be placed on them.
Motion made by Hendler to turn the letter over to the street committee for study. Seconded by
Carter, Motion carried.
LETTER FROM MILLIMAN & ROBERTSON, INC: Stating that they would be pleased to prepare another e-
valuation of the Firemen's Pension Fund for the City of Pasco, at a fee of $315.00, and enclosing
forms for completion of the evaluation. Upon the receipt of these forms they will be able to
send a report within thirty days.
LETTER FROM N. P. RAILWAY COMPANY: Concerning Deed RW -6756 (W-15091) covering the land we desire
for cemetery reserve adjoining the City View Cemetery. Upon receipt of our voucher for $5875.00
they will secure release of the mortgages on the property.
Motion made by Hendler, seconded by James, to accept the deed and the terms and have the deed
recorded as soon as the voucher is issued. Motion carried.
Motion made by Hendler, seconded by Diemond, that a letter be sent to Mr. Jenner thanking him
for his cooperation and consideration for the past negotiations we have had. Motion carried.
LETTER FROM LUTHERAN CHURCH OF THE MASTER: Asking us to re -affirm our conviction that
discrimination in education, public accommodation, employment, and housing be abolished.
LETTER FROM GEORGE R. FISHER, CITY SUPERVISOR: Referring to the Permit issued for the
improvement of off street parking facilities for the Sacajawea Apartments and the subsequent
protest to this ig►p.rovement. The permit was issued as a result of the interpretation of
Pasco Code 5-14.20 and 5-14.36 found on page 168-2 as adopted by Ordinance 827. The permit has
been granted and a stop order along with it.
Motion was made by Hendler, seconded by James, that no further action be taken at this time.
Motion carried.
Motion made by Stanley, seconded by Kilbury, that the interested parties of the parking lot be
notified of their rights to appeal to the Planning Commission, and the date of the next
Planning Commission meeting. Motion carried.
COMMUNICATION FROM THE HIGHWAY DEPARTMENT: Authorizing the Mayor to sign the Warrenty Deed for
the Highway Right -of -Way through the cemetery property, and to sign the voucher for the payment
by the State for the Right -of -Way. The voucher being for the amount of $6,200.00
Motion made by Hendler, seconded by Carter, giving the Mayor the Authorization to sign the
necessary papers. Motion carried.
Three bids were opened and read by City Supervisor, George Fisher, for bids on Schedule I of
L.I.D. # 68 for 920 lineal feet of sidewalks and curb in the 600 block along S. Douglas Avenue.

Motion made by Stanley to accept the bid of Herman Lapp, in the amount of $2,223.52, for
construction of sidewalks and curbs on the portion of South Douglas be accepted. Motion
seconded by James, and carried by roll call vote of seven. (7)

The Mayor asked for any comments from the audience at this time.
MR. C. P. CRANE, from the College View Baptist Church asked for Irrigation Water and Sewer facilities
for the College View Baptist -Church property at Road 21 & 22, Agate to Ruby. The Council asked
that the F.C.I.D. make formal application for the extension of the franchise. BOB DOUGHERTY also
spoke in behalf of the Church indicating that $1,895.40 had been quoted to them for water and sewer
facilities. Mr. Hendler suggested that Mr. Crane meet with Mr. Whetsler and work out an agreement.
The Mayor reverted back to the regular order of business.

Resolution 595 on repayment covers two of these loans. The Library Department to Street Department
and the Library to Library Construction and Acquisition are budgeted for on page 15 of budget.
Motion made by Kilbury, seconded by James, that these two repayments, Library Department to Street
Department of $2,500.00 with $112.50 interest and Library Department to Library Construction and
Acquisition Fund $1,988.08 with interest of $92.82 be repaid. Motion carried.
JAMES (PLANNING, BUILDING)
The Regional Planner is on vacation and another meeting will be set up when he returns at which time
they will resume their study of the zoning ordinance.

Mr. Greenlee read two requests for Purchases as follows:

STANLEY (WATER & SEWER)
We have received notification of our matching grant for the sewer receptor lines. The plans and
specifications are almost completed. Fisher stated that they are still working on the Right -of -Way.
Permits from the Corps of Engineers or Department of Highways or the Railroad Company have not
been received.
CARTER (POLICE & CIVIL DEFENSE)
BUSINESS LICENSES: Six business applications were read which are properly signed and accompanied by the
proper fee.

It has been determined that application for license does not mean approval. People buying from
solicitors should see the license and if they do not have same the :people should call the Police
Department. No one should be soliciting business unless a license has been issued. An application fo
license does not give them permission to go out and solicit business. It was noted that Mr. Welch is
still operating a Wrecking & Pulling Service.
Motion was made by Hendler, seconded by Greenlee to write Welch a letter asking him to appear before
this Council. Motion carried.
It was also noted that some cleanup has been done by Irene. Fisher was instructed to find out if the
2 cars were on city or private property.
DIEMOND (STREETS, ENGINEERING)'
Mr. Diemond reported that he has attended two meetings with the Benton Franklin Good Roads Association
to try to get the Inter -State Highway to reroute Highway 82 to run closer to the Tri -Cities.
The street committee has been asked to put up a street sign on the N. E. Corner of Road 28 and
Sylvester to route west going traffic going left on to the Highway saying Richland & Kennewick at
Road 28 so people will turn south on Road 28 then West again on Lewis, possibly minimizing some of the
accidents that have been occurring there. This would stop crossing of the North bound lane. Fisher
and the Police Chief are to investigate.
Motion made by Hendler, seconded by Carter to refund the $5.00 to Mr. Mann for the grave marker not
placed.
The Owsley request was reported on by Fisher to change the agreement to pay on the basis of physical
year instead of calender year, which would be September 30 to September 30. This would require an
amendment to the agreement to be approved by Phillips Petroleum and the Corps of Engineers.
Motion made by Hendler, seconded by James, to grant the request to Phillips 66, Corps of Engineers,
and approval of the Council. Motion carried.
Motion made by Hendler, seconded by Carter to change the Holiday Ordinance to allow for city employees
to have the Friday proceeding the holiday to be allowed as an automatic day if the holiday falls on
Saturday. This is to be turned over to the Personnel Committee for study and recommendation. Motion
carried.
Mr. C. P. CRANE returned with the request for Irrigation water extension for the College View Baptist
Church Property on Road 21 & 22, Agate to Ruby. The F.C.I.D. No. 1 requested to install an extension
of the present lines to serve,ithis property, conforming with the recent ordinance concerning the
extension of irrigation lines in the replat of Lewis Addition.
Motion made by Stanley, seconded by Diemond to return this item to the Water Committee for further
study. Motion carried.
REPORTS FROM OFFICERS
The following is the report of the Building Inspector's Office for the month of May, 1964.
Permits issued total Valuation $222,295.00 Total fees collected $799.75. All inspections made and
corrections made when necessary.

ORDINANCE 1141
AN ORDINANCE AMENDING SECTION 10 OF ORDINANCE NO. 555 AND PASCO CITY CODE
10-7.44 AS IT NOW EXISTS RELATING TO VIOLATIONS OF THE WASHINGTON STATE
LIQUOR ACT WITHIN THE CITY LIMITS OF THE CITY OF PASCO, AND BEING AN ORDINANCE
RELATING TO INTOXICATING LIQUORS AND PROVIDING FOR THE CONTROL AND REGULATION
THEREOF.
Motion made by James, seconded by Diemond that Ordinance 1141 be read by title only. Motion carried.

Motion made by James, seconded by Stanley to adopt Ordinance 1141.
Chief McKibbin, Campbell, and Rabideau met and recommend that the City of Pasco adopt by reference the
State Liquor Act. A conviction in Police Court will not only be a conviction against the City
Ordinance but also the State Liquor Code.
Motion carried by roll call vote of seven. (7).
