CALL TO ORDER:
PASCO, WASHINGTON
COUNCIL CHAMBERS
MAY 5, 1964
Meeting called to order at 8:00 P. M., DST, by the Honorable T. R. Van Hoy, Mayor,
ROLL CALL:
By Clerk's representative: Councilmen present were G. E. Carter, L. R.-Diemond, R. L. Greenlee, Ed
Hendler, H. C. James, Charles D. Kilbury, Allen D. Stanley and Mayor T. R. Van Hoy. Also present
were City Supervisor, George Fisher and City Attorney, D. Wayne Campbell.
APPROVAL OF MINUTES:
Motion made by James, seconded by Greenlee to approve the minutes of the regular meeting of April 7,
1964. Motion carried.

eOMMUNICATION FROM GEORGE FISHER; Reporting for the record, completion of street surfacing
replacement and L. I. D. 67 in accordance with the plans and specifications and that the final
assessment roll is being prepared. Mr. Fisher requested that a public hearing on the final ass-
assmemtt roll for L. I. D. 67 be set.
Motion was made by Kilbury, seconded by James to set a public hearing on the final assessment roll
for L.I.D. 67 on June 16, 1964, at 8:00 P. M. DST. Motion carried.
COMMUNICATION FROM POST OFFICE DEPARTMENT: In regard to recently completed investigation which
resulted in the apprehension of a postal employee in Pasco, for theft of letters addressed to
the Pasco Police Department containing currency in payment for parking tickets. This letter signed by
M. L. DeVere and L. J. Peterson, Postal inspectors.
LETTER FROM INTERNATIONAL ASSOCIATION OF CHIEF OF POLICE, INC: Advising that a representative of the
Field Service Division will be in Pasco on August 3, 1964, to commence a study of the Pasco Police
Department, unless otherwise notified.
LETTER FROM NORTHERN PACIFIC RAILWAY COMPANY: Regarding the pending sale of land to the City,
correcting a property description. This letter has been answered from Mr. Fisher's office April 23,
1964, approving their requested change of description.
LETTER FROM WASHINGTON STATE HIGHWAY COMMISSION, W. M. FOSTER, DIST. ENGINEER: Regarding misunder-
standing that has arisen relative to sweeping and cleaning those city streets that form a part of
the State Highway system in other parts of the state.
LETTER FROM THE URBAN- RENEWAL;AMaNISTRATION. KENNETH V. JAMES, SR. FIELD REPRESENTATIVE: To advise
of the arrival of Merrell Watts, Field Representative, from San Francisco to discuss urban renewal in
Pasco, May 7, 1964.
LETTER FROM THE DEPARTMENT OF HEALTH: Stating the Engineer study of the interceptor sewer and pump
station for the City of Pasco has been reviewed and approved.
LETTER FROM WASHINGTON STATE POLLUTION CONTROL COMMISSION: Giving approval to the Engineering study
of interceptor sewer and pump station.
LETTER FROM JOHN OWSLEY, DESERT MARINE, INC.: Contained check for $375.61, payment for 1963 1% gross
sales, over and above $500.00 paid previously. Mr. Owsley requests change of date for payment from j
December 31, to September 30.' Motion made by Kilbury, seconded by Greenlee to refer this matter to {
Vhoc',�;kt y�.�torney and the Park committee of the City Council (Hendler suggests Finance Committee) for l
study and recommendation at the next meeting. Motion carried.
AGREEMENT FROM THE DEPARTMENT OF HIGHWAYS: Regarding the sale of land from the Northern Pacific Railway
Company to the City of Pasco. Question arose regarding provision No. 6. Motion made by Hendler, j
seconded by James, to table the matter of the agreement with the Northern Pacific Railway Company it
until the next council meeting. Motion carried.

PETITIONS, APPEALS, COMPLAINTS.', VISITORS:

PETITION REGARDING ALLEY GRADING, BLOCK 1, REPLAT LEWIS ADDITION: Petition signed by eight property
owners requesting grading and graveling of the utility right-ofway. Motion made by Stanley, seconded
by James to turn this matter to the Street Committee. Motion carried.
DAVID ROOT: Requests use of the Old Library Building for a Boys Club, when established in the
future. David Root was advised that the Council would be happy to discuss the matter in the future. �I

Letter from City Clerk's office stating that due to election, payroll and council meeting all falling
on the same date, the budget scheduled to be handed to the council tonight is not ready.
Letter from Adah M. Perry: Census Budget shows a deficit of $395.43 as of this date, without retaking
Precinct 20. A transfer should be made in balancing this item. Mr. Kilbury requested all records of
the census be provided for a committee meeting Monday May 11, 1964, at 7:30 P. M., DST. After
discussion, motion was made by Kilbury, seconded by Stanley to hold up vouchers for payment of those
hired to take census until after the meeting Monday May 11, 1964. Motion carried.
JAMES: (Planning, Legislative, & Building)
1. Advised to hold up advertising of sale of property until the people who ask for it contact me
further. No further contact on this.
2. Zoning ordinance study --Thursday, May 7, 1964 at 7:30 P. M., DST, meeting for further study of the
zoning ordinance by the Council as a whole.
3. Association of Washington Cities Convention, May 13, 14, and 15, 1964 in Spokane, Washingtin.
GREENLEE: (Fire & Light)
Water Department purchases total of $684.84. Motion made by Greenlee, seconded by Stanley to approve
purchases by the Water Department. Motion carried by roll call vote of six (6). "Permission is
requested to purchase the following items for the Water and Sewer Dept." (Signed) C. F. Whetsler.

Letter from Ruth Modesky, City Treasurer, quoting prices for electric typewriter.
Motion made by Greenlee, seconded by Diemond that the matter of purchasing a new typewriter be re-
ferred to the Purchasing Agent and the City Administrator for their consideration and recommendation
back to the Council. Motion carried.
STANLEY: (Water & Sewer)
Report from the Water Superintendent regarding all the improvements which will have to be made along
with the Arterial Street program, changes in water and sewer lines has not been completed --but presumably
will be ready by the next meeting. Negotiations are being carried on with the Port of Pasco for the
purpose of trading land the City owns for land owned by the Port for the new site.
Motion was made by Stanley, seconded by Diemond to authorize the Mayor or the City. Supervisor, in the
absence of the Mayor, to sign the necessary application forms for matching 660 funds, when the forms
arrive from the engineering firm. Motion carried.
Motion made'by.Stanley, seconded by Kilbury that a meeting be set for May 18, 1964, at 7:30 P.M., DST,
with the various utility companies and the Council as a whole to go over the proposed Arterial Street
Program and any changes that will have to be made in the utility lines and its appurtenances, and '
that a list of notification should include the Franklin County PUD, Pacific Telephone and Telegraph
Company, Pacific Power and Light, Pasco Water Department, the Bonneville Power Administration, the
School District, and the Cascade Natural Gas Company, and if necessary in the opinion of the City
'Engineer, the Franklin County Irrigation District. Motion carried.

Motion made by Carter, seconded by Hendler to accept the seven solicitors. Motion carried.
Motion made by Hendler, seconded by James to approve license for Austin -Fox -Tiffany Studios, of
Seattle, Washington. Motion carried. ( Clerk to so notify)
Business license Harland Styling Studio Beauty Shop, operated in Pasco part of January and February.
An application for license was mailed to them February 25, they were out of business by the end of
February. City Attorney advises this party should not have done any business until they had filled
out the business license application, and got it properly back before the City Council. .
DIEMOND (Streets & Engineering)
Report on the Benton Franklin County Good Roads Association. Mr. Diemond has been elected Vice
Chairman of the group and a member of the Executive committee. Mr. Harold James is a member of the
Planning Committee of Franklin County and has also been elected a member of the Executive Committee.
REPORTS FROM OFFICERS:
Report of the Building Inspector for Month of April. 47 Total permits issued for Total valuation of
$101,602.00. Total fees collected $502.70.
Motion made by Hendler, seconded by Diemond that the budget for 1964 category under. page 12 according
to our official budget, under the Capital Outlay column, whichis headed "Playground equipmeent, hand -iii
ball court, furniture for community center, that the word "and rotary power mower" be added, and that
the expenditure for a rotary power mower by authorized from this budget, under that category for the
Park Department.
Motion carried by roll call vote of seven. (7).
