REGULAR MEETING COUNCIL CHAMBERS FEBRUARY 18. 1964
CALL TO ORDER:
Meeting called to order at 8:00 P.M. by the Honorable T. R. VanHoy, Mayor.
ROLL CALL:
By Clerk's representative. Councilmen present were: G. E. Carter, L. R. Diemond, R. L. Greenlee,
E Ed Hendler, H. C. James, Chas. D. Kilbury and Allen D. Stanley. City Attorney D. Wayne Campbell and
City Engineer/Supervisor George R. Fisher were also present.
APPROVING MINUTES:
Motion made by James, seconded by Diemond, that the minutes of the meeting of February 4, 1964 be
approved. Motion carried.
BID OPENING: (POLICE CARS):
The Call for Bids was read. There were two bids submitted, opened and read as follows:

"Osborne Chevrolet Co., Inc. wishes to present the following prices to furnish two 1964
Chevrolet, 4 -door sedans with automatic transmissions, V-8 engine, 195 H.P., oil filter,!
air cleaner, fresh air heater and defroster and a 119 inch wheelbase.

If the City wishes to purchase automobiles specially built for police car work, there

police cars and we would like to have the two police specials ordered soon as possible.
Motion made by Carter, seconded by Hendler, that the bid of Jerry Horrobin Ford, in the amount of $2,791.
be accepted. Motion carried by roll call vote of seven (7).
ATTORNEY ADVISES CORRECTION IN ORDINANCE NO. all 6 TO COME UP LATER:
The last wording of Section one: Strike "further public use whatsoever" and replace with "its current
use as a public street".

VICTOR LOUIS WULFF: (to George Fisher) Re: NEW ELEMENTARY SCHOOL ROAD 22 (PEDESTRIAN OVER -PASS):
Portion of plot plan enclosed. Wulff has been advised that the School District and the City are going
to share the cost of the pedestrian overpass, on Chase. For advise on location of this over -Pass
should the City Engineer wish to move it one way or the other.
Copy of Letter from Wulff to ADSCO CONSTRUCTION CO. Re: PEDESTRIAN OVERPASS:
"You may proceed at any time with the construction of this structure, and I am sure you will find the Ci
cooperative in working with you on this." (letters dated February 10 and February 17th)
It was suggested that a meeting be set between the School Board, members of School Administration; City
of Pasco and the architect to resolve some of the small issues (height of fence, type of construction
etc.)
BERKELEY POLICE DEPARTMENT -- POLICE DEPARTMENT STUDY: (Dated February 6, 1964 to Chief A. L. McKibbin)
"We do not conduct police surveys as a -departmental activity. However, over a period of many years we
have made officers available to other jurisdictions for this purpose on a leave of absence basis."***
Because of promotional exams within the Berkeley Police Department they cannot consider detaching a man
prior to April, and whether they could do so at that time, is indefinite. The cost of such anticipated
study is also indefinite but probably between $3,000.00 and $4,000.00.
The Berkeley Chief suggests that if Pasco wishes more detail, a man from the Berkeley Police Department
visit Pasco at our expense, they feel that by correspondence, they cannot settle a matter of this sort.
LEAVY 6 TABER (signed by D. E. Taber) dated February 13, 1964 LEWIS ADDITION - WATER EXTENSION (F.C.I.D.
Mayor's letter to F.C.I.D. dated February 11, 1964 turned to the F.C.I.D. for their March Meeting (first
Tuesday). ***"If it is the City's firm and immovable position that the Irrigation District is going to
have to be held responsible as in Section 10 provided, I feel legally they cannot obligate themselves to
such a position of exposure."***
Stanley advises: A meeting has been proposed for Thursday, some of the Council, some of the Irrigation
District, together with each of the attorneys to discuss this a little further.
BENTON REGIONAL PLANNING COMMISSION (dated 2-12-64 signed R. V. Hogan, Dir.)
PROPOSED MEETING - MARCH 9, 1964 for 1:00 P.M. URGAN TRANSPORTATION STUDY:
"A conference between local officials, the State Highway Department and the State Department of Commerce
and Economic Development has been set for 1:00 P..M. March 9, 1964 in the Council Chambers of the Richland
City Hall to discuss the Urban Transportation Study which will be conducted in this area in 1965. ***
In addition, part of the study cost will come from local funds, consequently it is important that local
agencies participate;in the development of the study from the outset.*** Please inform us of the number
of people we can expect from your- city."
Richland to be advised that.there will be approximately 10 from Pasco.
CENSUS BOARD: 1964 CENSUS: COUNT/ESTIMATE:
Dated February 10, 1964 from Calvin Schmid - a form letter urging the census be taken by actual count.
(discussion)
Motion made by Hendler, seconded by Kilbury, that we take the census this year. Motion carried. (the
problem of annexation was discussed briefly).
NORTHERN PACIFIC RAILWAY COMPANY (dated 2-7-64 signed by L. M. Jenner, Ind. Agt. Re: CEMETERY PROPERTY:
***"We are willing to recommend to our other officers, sale of the approximate triangular portion north-
easterly of the road, comprising about five (5) acres, for $10,000.00.""
Consensus of opinion, that the city needs 10 acres, Kilbury pointed out that the amount referred to in
the letter is 1/2 of what was requested, and the price is well over twice the amount asked for other lan
in the same generala.area. VanHoy stated that Mr. Jenner indicated they will NOT sell land west of what
is known as Oregon Street. Attorney advises: waiting for appraisal report and writing letter to the
railroad company.
Motion made by Hendler, seconded by James, that this be turned to the Council as a whole in committee, f
stu=y and recommendation at.the next meeting. Motion carried.
GEORGE PLESCHER: FRANKLIN COUNTY REGIONAL PLANNING COMMISSION: HASSALO/MEAD VACATION: (Public Hearing
March 17, 1964 - 8:00 .M.:
"The Commission recommends to the Council, the vacation of Hassalo Street and Mead as described in the
petition. -- with such changes as may be determined by the City Engineer for the Northern Perimeter:
Motion made by Kilbury, seconded by Hendler, that a Public Hearing on the vacation of Mead from Sylves-
ter to Henry and certain portions of Hassalo Street, be set for 8:00 P.M. the 17th day of March, 1964.
Motion carried.
CITY ENGINEER; REQUESTS PERMISSION TO CALL FOR BIDS -- STREET DEPARTMENT TRUCK:
"Permission is requested for the Street Department to call for bids for one dump truck and one pick-up
with trade-in of one 1954 dump truck and the 1950 Studebaker pickup. Bids to be opened March 17, at 8:00
P.M., and specifications to be furnished by the City Engineer."
Motion made by Hendler, seconded by James, that permission as requested be granted. Motion carried.
PUBLIC HEARINGS:
RUBLIC HEARING -- VACATING N. LUCAS STREET:
The Notice of Public Hearing Resolution No. 578) was read. Mayor declared the Public Hearing open.
Asked for comments favoring the vacation - none. Asked for comments against the vacation - none.
Mayor declared the Public Hearing closed. (No written protests were on record.)

PETITIONS, APPEALS, COMPLAINTS, VISITORS:
PETITION: REQUEST FOR SIDEWALK WAIVER AGREEMENT: (2807 West Lewis - K.E.P.R.)
This form request for sidewalk waiver was presented signed by Thomas C. Bostic, for the site of the new
Cascade Broadcasting Studio (bounded on the east by Road 28 and north by Irving and on the south by Lewis)
(access was discussed.)
Motion made by Hendler, seconded by James, that this waiver be granted and that the Mayor be authorized
to sign and the City Clerk to attest. Motion carried.
P.U.D. EASEMENT (NORTH LUCAS PLAYGROUND):
P.U.D. easement for poles carrying lines thru the park (crossing the by-pass highway) presented and read.
(taller poles were discussed)
Motion made by Greenlee, seconded by Hendler, that this agreement be approved, subject to the approval
of the City Attorney. Motion carried.
MAYOR INVITED COMMENTS FROM THE AUDIENCE: None.
REPORTS FROM COMMITTEES:
KILBURY -- CLAIMS, FINANCE:
FINANCIAL ADVISOR FOR THE CITY: There will be a meeting with the Financial Advisor and the Finance
Commit ee during the next week at the convenience of the Advisor.
TEMPORARY LOAN TRANSFER - LIBRARY: Upon the recommendation of the Committee, Motion made by Kilbury,
seconded by Hendler, that the Attorney be instructed to draw up resolution transferring $2,500.00
as temporary transfer loan from Current Expense to the Library Fund, providing that no interest will
be payable, if paid within the currenv-,year, and requiring 4%, interest if paid in subsequent years
to be paid back within two years. Motion carried.
TEMPORARY REGISTRARS: Kilbury read the results of Ordinance No. 1129 (Temporary Registrars):
79 registered at the Masonic Temple; the Four Roving Registrars registered: Mary Clark: 12;
Alice Brown: 74; Willie Avery, Jr.: 81; Pauline McGuire: 111 -- a total of 278 registered by
the registrars. Kilbury stated he felt the roving crew could have registered more had they had the
full fifteen (15) days to work.
JAMES:-- PLANNING, LEGISLATIVE, BUILDING:
MRS. MORRIS CLARK: HUGO? WALDEMAR?: This was turned to the Planning Commission "The Planning Com-
mission at its regular meeting February 11, moved to recommend to the Council to change the name of
that portion of Waldemar Street lying within Kurtzman's First Addition and Elliott's Addition to
"Hugo" Street and to, change the name of that portion of Laurel in these two additions to "Waldemar"
Street. Ordinance No. 1135 will be presented to take care of this change.
NEW ZONING ORDINANCE: The Council has met in committee and went through the Residential portion and
started into the commercial portion. James sets MONDAY, February 24, 1964 at 7:30 for committee
meeting to continue this study.
1 GREENLEE -- FIRE AND LIGHT:
PURCHASES: Requests to purchase were read by Greenlee as follows:
Cemetery: Snow blade, elec. starters, 20 gal. sprayer
freight and tax $ 413.72
Police Judge: typewriter less discount, plus tax 223.60
Street Department: 1 #640 Mac 26" saw, less discount,
less trade in parts, saw, plus tax 200.00
Water Department: Meter yokes, pipe cutter and

A letter from Mr. Wyman consisting of two parts, part two of this letter requests permission to buy
fertilizer shredder, two greens mowers and one five -gang mower (these §reenlee added to the list of
purchases.) Motion made by Greenlee, seconded by Carter, that these requests to purchase be ap-
proved. Motion carried by roll call vote of seven (7).
CALL FOR BIDS -- TRACTOR (GOLF COURSE): Part one of Mr. Wyman's letter reads: "Request permission
to call for bids for a tractor for the Golf Course -- specifications to be drawn up by the Pasco Park
Board and the Golf Pro". Motion made by Greenlee, seconded by Kilbury, that we set a date for call
for bids on this tractor for March 17, 1964 at 8:00 P.M. for opening bids. Motion carried.
STANLEY -- WATER AND SEWER:
GRAY 6 OSBORNE CONTRACT: This had been turned to committee, and some questions were raised. Having
received answers to these, Stanley requests this stay in committee for the time being, will be ready
for next meeting.
CORNELL, HOWLAND, HAYES 8 MERRYFIELD: Some figures used in the preliminary report were questioned.
Mr. Thompson also requested clarification on parts of this - not ready for report at this time. This
too, should be ready for next council meeting.

DIEMOND -- STREETS, ENGINEERING:
MEAD STREET VACATION: On the matter of the Mead Street Vacation -- Diemond pointed out that we need
ten 10 feet of right-of-way on Sylvester, east.
PARKING AUTHORITY: (BONNEVILLE STREET): Letter from Planning Commission: It is the recommendation
of the Parking Authority and the Planning Commission,concurs that the curbs be moved back to allow
angle parking on Bonneville from Third to Sixth Avenue (as shown on accompanying sketch).
Motion made by Diemond, seconded by Stanley, that this be turned to committee for discussion and
recommendation at next council meeting. Motion carried. (it was pointed out by Kilbury, that two
sections of an L.I.D. are being held in abeyance until this is settled.)
PASCO BY-PASS RIGHT-OF-WAY -- HIGHWAY DEPARTMENT: The City of Pasco has been dealing with a Mr..
Schussler, right-of-way agent for the State 1g way Department, Mr. Schussler has had a heart
attack and Mr..Densley and Mr. Foster wish to meet with the council to go over what has been done.
Fisher to contact. the Highway Department personnel and set up the meeting, all the councilmen to be
advised of time place and date.
HENDLER -- PARKS, LIBRARY, CEMETERY:
CURBING -- PARKS AND PLAYGROUNDS: Letter dated February 18, 1964 from the Park Board read as fol-
lows: 'The Pasco Park Board in their meeting of February 17, 1964 recommends to the City Council
that all parks and playgrounds in the City should have curbing around their permimeters. As this
represents a large capital outlay and some of these areas are being considered in the street pro-
gram, the board recommends these areas to be considered first; 1. Sylvester Park; 2. New Play-
ground (Lucas& Lincoln Drive); 3. Memorial Park; 4. Kurtzman Park; 5. Volunteer Park;
6. Richardson Park." Motion made by Hendler, seconded by Carter, that this be turned to the
Street Committee for consideration. Motion carried.
OTHER:
PARKING METERS -- POST OFFICE: Motion made by Hendler, seconded by Kilbury, that the matter of
removing tethree parking -meters, replacing them with "10 -Minute Only" parking signs (with a sign
providing for the time excluded for purpose of street sweeping) be taken care of at the convenience
of the City Supervisor -- for the three spots on Third Avenue adjacent to the Post office. Motion
carried.
CITY HALL TELEPHONE: Hendler reported that the matter is still under advisment, still trying to
find ways and means.
APPOINTMENT: (CIVIL SERVICE COMMISSION): At this time, the Mayor re -appointed David Zier to the
Civil Service Commission, his term having expired February 17, 1964. Motion made by James, seconded
by Diemond, that the council concur with the Mayor's appointment. Moho'- n carried.
ACCIDENT INVOLVING CITY VEHICLE: (City of Pasco vs. Arthur Newland):
City ttorney D. Wayne Campbell reported that several weeks ago, a r. Arthur Newland struck a city
owned vehicle. .(Mr. Newland is from Colville). It appears he was at fault, driving too fast for
conditions, street construction in process. The repairs amounted to $170.38 -- his insurance com-
pany does not want to pay. Problem: Do we pursue this further? Attorney requested it be turned
to him, so he would write to Mr. Newland. Motion made by Hendler, seconded by Carter, that we pur-
sue this matter further. Motion carried.

GOLF COURSE REPORT (January): Daily play: 1212 players for $1,294.25; Season tickets sold: 10 for
$679:50. Total receipts including tax $2,031.40.
