REGULAR MEETING
CALL TO ORDER:
PASCO, WASHINGTON
COUNCIL CHAMBERS
Meeting called to order at 8:07.P.M. by the Honorable T. R. VanHoy, Mayor.
ROLL CALL:

By Clerk's Representative. Councilmen present were: G, E. Carter, L, R. Diemond, Ed Hendler,.H. C.
James, C. D. Kilbury and Allen D. Stanley. D. Wayne Campbell, City Attorney and George R. Fisher,
City Engineer/Supervisor were also present. Councilman R. L. Greenlee arrived at 9:52.
APPROVING MINUTES:
Motion made by James, seconded by Diemond, that the minutes of January 21, 1964 meeting be approved.
Motion carried.

Motion made by Hendler, seconded by James, that all the bills properly signed and vouched for be ap-
proved. Motion carried by roll call vote of six (6).
(Kilbury noted that he was holding out one bill for the purpose of checking.)
COMMUNICATIONS:
MRS. MORRIS CLARK -- 512 S. Hugo (HUGO/WALDEMAR)
Letter was read from Mrs. Clark in which she objected to the placing of a sign "Waldemar Street" on
S. Hugo. (this was done to conform with the official plat) By record on plat this is Waldemar but by
common usage it has been S. Hugo. Residents request that it be officially "Hugo".
Motion made by Kilbury, seconded by Diemond, to turn this to the Planning Commission for study and report.
Motion carried.
Mr. Morris Clark was in the audience and spoke in favor of changing the name of Waldemar to South Hugo.
MAX K. TYSOR, CORPS OF ENGINEERS: (dated January 20, 1964.) BOAT BASIN:
Letter was read 'Paragraph 4 of unnumbered license dated 14 December 1953 (Pasco Boat Basin) requires that
you render to this office an Annual Management Program, including but not limited to the following:
a. Plans for management activities to be undertaken by the licensee.
b. Budget -of the licensee for carrying out management activities.
c. Personnel to be used in the management area.
It would be appreciated if this Annual Management Program could be submitted so as to reach this office
before 1 March, 1964.
Motion made by Hendler, seconded by Kilbury, that this be turned to the Park Board and Superintendent for
response and report back to the council of their response to the Corps of Engineers. Motion carried.
UNION OIL COMPANY OF CALIFORNIA (dated January 29, 1964) OIL BIDS:
"We recently made a bid offer on your requirements of PS -300 in the amount of $3.34 F.O.B. East Pasco,
Washington. You have advised us that we were the apparent low bidder. Our quotation was based on incorr,:c,
rect price, inasmuch as offered price was that applicable to Industrial fuel. We ask your indulgence,
and would deem it a great favor if you would release us from this bid offer. Will you please give this
request your consideration? -- signed R. E. Robbins." (discussion was held in which Campbell asked if
Union had quoted a corrected price -- Fisher advised there was not such a correction in the letter.)
Motion made by Stanley, seconded-by-Kilbury, that this request from the Union Oil Company be denied.
That they be held to their contract price agreement they submitted. Motion carried.
AMERICAN ASSOCIATION OF UNIVERSITY WOMEN (Pasco -Kennewick Branch): TAX WAIVER REQUEST:
Letter dated January 25, 1964 from Doris J. Johnson, 737 Tacoma Place, Kennewick. They request license
and admission tax be waived on the lecture to be held lurch 19, 1964 to be presented by Mrs. Betty Friedan,;
author of Feminine Mystique. (this letter did not specify what the proceeds of this venture were to be
used for)
It being the policy to waive the admission tax only if it is to be used for some specific municipal bene-
fit -- Motion made by Carter, seconded by Stanley, that this be turned to the Police Committee for study
and report at next regular meeting. Motion carried.
WASHINGTON STATE BOARD AGAINST DISCRIMINATION:
Letter dated January 28, 1964 signed by Kenneth A. MacDonald, Chairman, thanking the City for its ap-
pointment of three persons for the Tri -City Advisory Council for this board. -- At the same time, a
letter was read from Princess N. Jackson, 1864 Jadwin; Richland, Washington on behalf of the Pasco Branch
of the Youth Council of the National Association for the Advancement of Colored People. (a copy of this
letter has been submitted to Mr. Glen E. Mansfield, Chief Investigator for the State Depart (Board
Against Discrimination), by the Mayor.

Two letters were read in'answer to Mr. Fisher's letter to the P.U.D. directing them to move this pole.
One letter: to Mr. Willoughby of Payless Drug from A. C. Northrup and One: to Mr. Fisher from A. C.
Northrup. A meeting is suggested between engineers from Payless, P.U.D. and the City Engineer. N/A.
LIBRARIAN CARTER -- REQUESTS TRANSFER IN BUDGET ITEM (1964):
Librarian requests permission to transfer $40.00 from budgeted item "Supplies" to budgeted item "Member-
ships" as recommended by the Board of Trustees.
Motion made by Kilbury, seconded by James, that request be granted. Motion carried.
WYMAN -- REQUESTS PERMISSION TO CALL FOR BIDS - GOLF COURSE:
"I wish to request permission to call for bids f6raall/2 ton pickup for the Golf Course. Bids to be
open February 13, 1964. Specifications to be written by the Park Board and the City Engineer."
Motion made by Hendler, seconded by Stanley, that request be granted as requested, other than the date
be moved to March 3, 1964 at 8:00 P.M. Motion carried.
H.H.F.A. -- URBAN RENEWAL PROJECT:
Advising their Field Representative Merrell L. Watts and Urban Planner Frank Ramisch will be in Pasco
February 17, 1964 - to confer with the Mayor and -possibly Mr. Plescher.
N.A. S.A.:
Mayor VanHoy reported that on January 17th he wrote to Francis B. Smith, Chairman, of Aerial Survey
Committee for N.A.S.A. and asked that they take an interest in this area (Hanford specifically) in their
relocation of NASA industries. Copies of this letter were also mailed to Catherine May, Congresswoman;
Warren G. Magnuson, Senator and Henry M. Jackson, Senator. Letters have been received in answer from all
of these.
PETITIONS:
PETITION --PORTION OF MEAD:., AVENUE AND PORTION OF HASSALO:
Petition was submitted by the Pasco School District (L. E. Bonnett, President); Catholic Church (Rev.
William Schmitz) and Stephen J. Jambor, 932 N. Oneonta .. for the vacation of the following described
street right-of-way:
"That portion of Mead Avenue lying between the North right-
of-way line of Sylvester, and south of the easterly produc-
tion of the South right-of-way line of West Henry Street (now
vacated) as platted in the Stadium Park Addition.
That portion of Hassalo Street lying between the northerly pro-
duction of the west right-of-way line of Oneonta Avenue and ly-
ing east of the east right-of-way line of North Mead Avenue, ex-
cept a strip of land 20 feet wide, extending 10 feet on both
sides of the center line of Hassalo Street from the northerly
production of the west right-of-way line of Oneonta Avenue to
the northerly production of the. -west -right-of-way line of the
alley, said alley lying in Block 2 of the Pasco Improvement
Company's 1st Addition, and except the northerly production of
said alley, extending to the center line of Hassalo Street."
After discussion, Motion made by Diemond, seconded by Stanley, that this be turned to the Street Committ
for next council meeting. Motion carried,
VISITORS: Mayor asked and invited comments from the audience. No one wished to speak.
REPORTS FROM COMMITTEES:
KILBURY -- CLAIMS, FINANCE:
WATER DEPARTMENT TRANSFERS: At the last meeting the matter of authority to make regular transfers in
water department in accordance with the schedule attached thereto for the year 1964: It is the committee'
recommendation and -- Motion made by Kilbury, seconded by James, that this be granted to the City Clerk.
Motion carried.
PASCO, WASHINGTON
REGULAR MEETING COUNCIL CHAMBERS FEBRUARY 4, 1964
GOLF COURSE TRANSFERS: Request from the City Treasurer that authority requested for the monthly transfer
from the Golf Course Revenue Fund to the Golf Club House Revenue Bond, Interest, and Reserve Fund in ac-
cordance with the schedule attached for the year 1964. This is recommended by the committee and:
Motion made by Kilbury, seconded by James, that this authority be granted. Motion carried.
TERRY THOMPSON: The Committee has received a copy of the proposal contract from Mr. Thompson. A meeting
of the Finance Committee of the Council is set for Thursday night, 7:30 P.M.
ORDINANCE 1123 (DEPUTY REGISTRARS): Through over -sight this ordinance does not provide for the pay scale
for the deputy registrars at the Masonic Temple nor the roving -registrars.) (discussion was held on
this. at length)
KILBURY YIELDS TO HENDLER: LIBRARY FUNDS LOW:
On the matter of the Library Department Funds low: discussion was held. It was suggested ih
that the City Attorney prepare the necessary Resolution be prepared for a Temporary Trans-
fer loan from the current Expense with the amounts blank - for presentation at the next
council meeting.
R.C.W. was referred to in the matter of COMPENSATION FOR DPUTY REGISTRARS . Motion made by Hendler,
seconded by Kilbury, to pay the deputy registrars at the Masonic Temple $1.25 per hour and the roving
registrars 20C per name and to allow 8C per mile whenever allowable by law. Motion carried.
The HOURS THAT ARE AVAILABLE to the citizens for the purpose of registration was discussed: Hendler
suggested that some evening hours be provided for this purpose if at all possible before registration dead
line.for those who cannot register at daytime hours.
JAMES -- PLANNING, LEGISLATIVE, BUILDING:
STATE HIGHWAY.DEPARTMENT -- BORROW PIT: (old dump grounds) Irrigation District has been consulted,
they were offered $200.00 per acre, and the Highway Department has offered us $100.00. The Irrigation
District has refused $200.00 and are going to court on this offer. Upon the recommendation of the com-
mittee: Motion made by James, seconded by Diemond, that we hold to the findings of the court (irriga-
tion district) setting a price for the borrow pit which has been requested from the City. Motion
carried.
TELEPHONE SYSTEM -- CITY HALL: This had been turned to committee (building). James reports that Stanley
and he met with the Mayor, and he stated that he preferred that as long as the council wishes to have
this, and by acts of the council, it was desirous of installing the telephone system, that he feels the
council should go ahead and install it. Upon recommendation of the committee(council as a whole in fact)
Motion made by James, seconded by Stanley., that the installation of the telephone system be turned to
the City Property Committee of the Council, with power to act to have the installation of this system.
Hendler: At this point, questioned the City Attorney as to the Council's responsibility in this act.
(discussion) Campbell asked the Mayor: "**Do you delegate your ability to carry this out as an adminis-
trative function to the Council?" (discussion) VanHoy answered: "No, I wouldn't do that."
Considering the Mayor's answer to the question Campbell advises Councilman Hendler:. "My, answer then,
Mr: Hendler, is that you do have a problem of usurping the Mayor's duties as the administrator; whether
that would result in a problem or not, I don't know." (discussion)
Carter: asked -the Attorney, if under the circumstances, the motion -was in order. Campbell advised that
there is nothing wrong with the motion, it's a proper motion. The motion was put to a roll call vote:
4 -"no" (Carter, Diemond, Hendler and Stanley) 2 -"yes" (James and Kilbury). (discussion followedrrela-
tive to the proper procedure from this point.)
Motion made by Hendler, seconded by Carter, that this subject be turned to Committee (Council as a whole)
and be reported back at next council meeting. Motion carried.
ASSOCIATION OF WASHINGTON CITIES - CONFERENCE: James reports that the AWC Convention will be held in
SPOKANE, May 13, 14 and 15 at the Ridpath Hotel. He has the reservation cards, and because of the con-
venience of staying at the same hotel which provides headquarters fortthe convention - all those who
wish to attend should indicate this so that reservations can be inade.-
GREENLEE -- FIRE AND LIGHT:
-- Reported by Carter in Greenlee's absence: REQUESTS TO PURCHASE were read as follows:
WATER DEPARTMENT: Tapping saddles, safety lights, chem zyme,
assorted meter repair parts, wrench, coupling $.19278.12
Motion made by Carter, seconded by Hendler, that these purchases be approved. Motion carried by roll ca
vote of six (6).
STANLEY -- WATER AND SEWER:
FRANKLIN COUNTY IRRIGATION DISTRICT: (FCID) Their proposal was referred to the Water Committee (relative
to Ordinance No. 1087) This is not ready to come out of committee, but it is the recommendation of the
committee that the Irrigation District be informed that we will continue working on the ordinance, but we
would do so by going back to the point where the original ordinance -was declared unacceptable by the
Irrigation District and not interjecting all the suggested additions and addendum in their letter of
January 17th. We will go right back to the point of question: Section 14 dealing with the liability
clause holding the city harmless against any possible contamination. Meeting will be held on this
Thursday, the same evening as the Finance Committee meeting.
DON GRAY: had been requested to submit a more detailed report of proposed engineering services and fees
therefor -- this is not ready for report. '
CORNELL', HOWLAND, HAYES & MERRYFIELD: Will have a report for next council meeting on the status condition'
of the sewer interceptor project. He is in close contact with the H.H..F.A. on this subject. This should
be all completed in time for the formal application to H.H.F.A. in June for the matching funds. This, too,
will be brought up at Thursday night's committee meeting.

SOLICITOR LICENSE ORDINANCE: which has been under study by the Committee is not ready for report at II

P POLICE SURVEY: As yet, no answer has been received from Berkley, California, as to their survey �I
proposition. We have had an answer from the International Association of Chiefs of Poliee (contract
blank). This will necessitate resolution authorizing the Mayor to sign and the City Clerk to attest
his signature. (Suggestion: that the City Attorney have resolution ready - name blank - for next
council meeting.)
DIEMOND -- STREETS, ENGINEERING: ;I
OREGON STREET INTERCHANGE: The Street Committee has been working on Oregon Street interchange problem. 1
Not -rea y for report at this time.
Fisher advises also that the State has requested that the City submit some form of
plan on how we plan to handle streets that iwould be coming into the "o" line location.
re: frontage roads; how far, how to tie in with Oregon street etc.
HENDLER -- PARKS, LIBRARY CEMETERY:
No report for this time.
PARKING AUTHORITY: Mayor reported that Wednesday night, February 5, 1964, at 7:30 there would be
a meeting of the Parking Authority at City Hall.
OTHER:
JAMES: Motion made by James, seconded by Kilbury, that the Mayor write a letter to the State Highway
Department, informing them of our action in regard to the "borrow pit", sending Wayne Campbell a copy
of this letter, Motion carried.

CARTER --PEDESTRIAN OVERPASS: Motion made by Carter, seconded by James, that if the School District, ;i
as they say they will, ence Chase Street from the overpass and fencing that the state will put in,
down the east side of their property to the overpass, and the south side of their property to the next ;i
entrance on the following street west - that the City find $7,200.00 as the school board has requested
for their portion of the overpass. Motinn carried: 4-11yes" (Carter, Hendler, James, Kilbury) it

Hendler requested that the School Board be advised of the Council's actions on this, by letter, i!
Motion made by Hendler, seconded by Carter, that the City Attorney prepare the neces-
sary ordinance transferring $7,200.00 from the Current Expense as emergency ordinance,
for an item that was not anticipated (to this fund) so that the monies are available
and can be paid when properly completed and vouchered. (During this discussion, Mr.
Greenlee arrived and was informed of background and motion.)

RESOLUTIONS:
(None read) Possession and use agreement -- this was discussed in length - the adviseability of having
this property appraised. The Railway advises-that'we should hear from them during the
month of February.
