REGULAR MEETING COUNCIL CHAMBERS JANUARY 7. 1964
CALL TO ORDER:
Meeting called to order at 8:00 P.M. by the Honorable T. R. VanHoy, Mayor.
ROLL CALL:
By Clerk's representative. Councilmen present were: G. E. Carter, L. R. Diemond, R. L. Greenlee,
Ed Hendler, H. C. James, Chas. D. Kilbury and Allen D. Stanley. City Attorney D. Wayne Campbell

This letter dated December 31, 1963 was read thanking the city for the assistance provided to
Howard B. Fletcher during his visit to Pasco. After review, they suggest the City of Pasco enter
into an agreement with the Field Service Division to conduct a formal survey and make recommenda- !I
timns for improvement in police practices where they seem appropriate. A contract was enclosed
and its maximum cost noted as $4,400.00.

Motion made by Kilbury, seconded by Stanley, that this matter be turned to the Police Committee
for study and report at next regular meeting. Motion carried.

From the floor: DAVE DAVIDSON spoke after being recognized by the Mayor. Mr. Davidson objects
to the tax -payers having to pay the $4,400.00 for such a survey, he feels there are capable people

t here that can determine for themselves any need within the department. He states he worked on the
Police Department for the City of Pasco for three and one half years, and he would swear that the de-
partment heads are honorable people.

He presents this as food for thought, there being quite a few other people beside himself who feel
this is a very bad thing.

This letter dated December 30, 1963 addressed to the Mayor asking him to O.K. the request to reinstate
Mr. Mills with the Water Department .. This letter bears the notation "Approved December 30, 1963 --
T. R. VanHoy."
Motion made by Stanley, seconded by Kilbury, that the council concur with the Mayor's action in this re-
quest of the Water Superintendent. Motion carried.
CHAS GRIGG (LIGHTS):
Mr. Grigg requests more light in the Street (South 7th, South 8th and Columbia): "We would like to have
your street lighting committee investigate the lighting on South 7th, 8th and Columbia as to the possi-
bility of having more street lights in these blocks."
W. M. FOSTER (HAUL ROAD):
C. S. 1102 P.S.H. No. 3 Pasco By -Pass - Jct P.S.H. No. 11, to Jct. P.S.H. No. 3 L-1397:
This letter read relative to the hauling of construction materials over the city streets: Arthur Avenue
from borrow pit to P.S.H. No. 3 and Oregon Street from P.S.H. No. 11 to P.S.H. No. 3 as shown on the map
attached to this letter. Informal agreement form provided on the base of this letter.
Motion made by Diemond, seconded by Stanley, that the Mayor be authorized to sign this agreement with the
Highway Department, subject to the Attorney's approval. Motion carried.
KIWANIS CLUB (ADMISSION TAX - "REVEEEN"):
This letter dated January 3, 1963 signed by Mr. Ivan Hastings requests the city to waive the admission
tax on their show REVEEN -- all of the proceeds accruing will be used for the further development of
Kurtzman Park.
Motion made by Kilbury, seconded by James, that the request of the Kiwanis Club be granted. Motion
carried. -- 6, yes; 1 abstain (Hendler abstains because he is a member of the Kiwanis Club.)
CITIZEN'S COMMITTEE ON STREETS -- S. S. JILEK, CHAIRMAN:
This committee submitted a report with four recommendations:
1. Storm Sewers: That the storm sewer system as proposed in the Engineering Study by Gray
a;a Os orne be adopted as proposed. We also recommend that Sewer Revenue Bonds.be utilized
as a means 6f financing the sewer system. (Refer to Chapter V, Gray and Osborne Engineering
Study of September, 1963).
2. Arterial Street Plan: That the first stage financing program as outlined on page 24 of the
Gray and Osborne Engineering Study be changed and amended as follows:

Right of Way Acquisition 70,000.00
Total Cost $ 10240,300.00
Items 2 and 4 and parts of 12 were deleted because of being outside the city limits. These
can be added to the 2nd phase if this area is annexed by that time. It was felt the size of
the program should not be reduced therefore the additions were made as indicated.
3. Financing: It is the opinion of the Citizen's Committee that the financing proposal as out-
lined in Chapter VI of the Gray and Osborne Engineering Study be adopted as is. We feel
that the combination of using the one-half cent gas tax fund the local improvement districts'
fbr th6-.arterials; and thengeneral obligation bonds to be fair and equitable to all citizens
of Pasco.
Some discussion was held on the assessment procedure to be used for the local improvement
portion with regard to the side of lot and front of lot in those cases where some property
will be assessed on both frontages. It is felt by the committee that some study of this
facet should be made by the council before the final determination is made as to the amount
per front foot to be charged or assessed.
4. The Citizens Committee recommends that if this program is endorsed and approved by the Mayor
and City Council, the pertinent portions of the plan should appear on the March 10, 1964
ballot.

the mean time that the City Attorney be authorized to work with the council between now and the next
council meeting in the drafting of an ordinance for the possible establishment of this bond issue.
Motion carried. (If the ordinance is ready by the next meeting there will be sufficient time to

This letter dated December 30th was read advising that the examiner's 9th examination of the Pasco
Water Sewer Utility has been mailed. (is now on file in the Mayor's Office, City Clerk's office and
Water Department.)

Letter dated December 30th, 1963 was read stating the examiner's 36th examination report is being mailed.

PUBLIC HEARINGS:
L. I. D. No. 68:
Notice of Public Hearing was read. This consists of Unit Number 1 and Unit Number 2.
Mayor stated Unit No. 1 would be heard first. Four letters of protest were received as follows:
(Mayor declared Public Hearing Open): 1. Mrs. W. H. Greenwood; 2. Esther W. Day; 3. Mrs. W. R. Cox;
4. W. S. Uhling. Mayor asked for comments favoring the L.I.D. (no answer from audience). Mayor asked
if anyone in the audience objected to the L.I.D. The following persons stood: W. W. Whiteside, Mary
Whiteside, Virginia Uhling, Mrs. W. H. Greenwood, Mrs. W. R. Cox, Esther W. Day and William Uhling.
(This represents 10 lots out of 32 lots).
The Mayor invited comments or questions. Each person wishing to do so presented comments and questions.
The questions presented were answered.

Motion made by Kilbury, seconded by Diemond, that this portion of the Public Hearing be closed. Motion
carried.
(Mayor declared the Public Hearing Open on Unit No. 2 of L.I.D. No. 68): No written protests were
presented. Mayor asked for comments favoring the L.I.D. (none) Asked for comments protesting the L.I.D
(none). Mr. Kilbury wondered whether the cost of Unit No. 2 would be greatly affected if Unit No. 1 was l
withdrawn from the L.I.D. (these were figured as separate units and the variance would be very small}
Mayor declared the public hearing closed. j
VISITORS:
JACK HAMANN: Requests sidewalk waiver agreement on the North side of Cartmell, the 1800 Block. (discus-
wion was held). Motion made by Diemond, seconded by Hendler, that the waiver be granted on the north
side of the 1800 block of Cartmell, subject to the approval of the City Engineer. Motion carried.
Motion made by Hendler, seconded by James, THAT THE REGULAR ORDER OF BUSINESS BE SET ASIDE to take up the,
matter of pedestrian over -passes, members of the School Board being in the audience. Motion carried.
(Under Street Committee:) (Diemond) Discussion was held relative to the pedestrian over -passes Chase
Street and the new proposed school. Figures were presented by the school board members. It was sug-
gested and agreed that a meeting should be held between the council as a whole and the school board as
a whole, Tuesday night, 8:00 P.M., January 14, 1964 at the Administration Building.

MR. L. E. BABCOCK (Philli s Petroleum Station): At the last meeting it was turned to the Planning Committ4,e
of the Council. James reports: The Committee has met, and it is the recommendation of that committee
to take no action at this time to change the existing ordinance on the matter of gasoline service stations
within the area of Fourth from Shoshone to Columbia and Lewis from Third to Fifth. Mr. Babcock spoke
relative to the matter of improvement suggested for this station (N. Fourth) and suggested that he con-
tact the Planning Commission because of the fact that he is on the very edge of the restricted area, and I�
that the new ordinance on zoning will not be ready for two or three months. Mr. Babcock was advised that
the Planning Commission meets on the 14th of January.
Motion made by Stanley, seconded by James, THAT WE REVERT BACK TO THE REGULAR ORDER OF BUSINESS. Motion

CLAIMS AGAINST THE CITY:

BESSIE MATEER: Presented a claim to the City of Pasco in the amount of $12,554.53 because of a fall on
West Columbia Street. (this has been presented to the insurance company).
Motion made by James, seconded by Kilbury, that this be turned.to the Insurance Company. Motion carried.
ELAINE LA FON: Presented a claim to the City of Pasco in the amount of $20.00 because of damages caused
by a main sewer stoppage. Motion made by Kilbury, seconded by Hendler, that this be turned to the In-
surance Committee of the Council. Motion carried.
REPORTS FROM COMMITTEES:
KILBURY (CLAIMS, FINANCE):
Report of FINANCE COMMITTEE: (City of Pasco):
At the Firemen's Board Meeting on December 11, 1963, a motion was passed to place $40,000.00 of the
PENSION FUND in savings accounts. The Finance Committee recommends as follows:
$109000.00 - Lincoln First Federal, Spokane (4-1/4%)
101000.00 - American Federal, Tacoma (4-1/4%)
10,000.00 - Commerce Federal, Tacoma (4-1/4%)

Motion made by Kilbury, seconded by Greenlee, that the council concur with the committee's recommendation
Motion carried. (Resolution No. 576).
L.I.D. NO. 67: Motion made by Kilbury, seconded by Stanley, that the matter of finding funds
paying for construction costs on L.I.D. No. 67 be turned to the Finance Committee and to subsequently
have the Attorney prepare the necessary resolution for an amount up to $17,000.00. Motion carried.
TELEPHONE:CITY .HALL: Kilbury asked the Mayor if he had done anything about the telephone syste
for City Hall. Mayor said nothing had been done ... said he could find no department in city hall that
wanted this phone system, and did not know from what budget catagory this money would come from .. this
would be for the system and personnel needed.
JAMES: (PLANNING, LEGISLATIVE, BUILDING):
Reported that the Association of Washington Cities is not going to present an initiative for additional
monies to cities (State Sales Tax or Liquor Tax).
GREENLEE: (FIRE AND LIGHT):
STREET LIGHT PROGRAM: Is still in committee.
PURCHASES: Requesta to purchase submitted as follows: Water Department: in the amount of
$753.86 (lab supplies, tools,•fittings, pipe and office stand). Motion made by Greenlee, seconded by
Carter, that these be approved.. Motion carried by roll call vote of six (6) (Diemond but of room)
STANLEY: (WATER AND SEWER):
Read the year-end summary into the fninutes as follows:
"By calling in 1957 Revenue Bonds the Water Department will save approximately $132,000.00 in
interest in 24 years. Purchased $57,000.00 worth cast iron pipe, a savings of $8,500.00 over
last years prices. One billion seven hundred sixty two million gallons of filtered water was
pumped from filter plant. 8,447 feet of new water main installed for a total of 70,3039 miles

for a total of 4,253 services to date. Total sewage pumped through sewer plant 377,150,000.

tem for a total of 457073 miles now in use. 122 new sewer connections for a total of 39567
connections in the city. 11.7 miles of sewer mains rodded and the whole system was flushed.
The P.U.D. installed over 9 miles of cast iron pipe west of Pasco and they have 300 customers.
The city has made 116 connections for this system. Water billing for 1963: $3239748.81

BOARD AGAINST DISCRIMINATION: Mayor reports that he has been able to find only one of the three re-
quired. Re requests the Council to give him some names.
VOLUNTEER FIREMEN'S PENSION BOARD: Each year it is necessary to have a committee set up to approve
t e list of volunteer firemen, and approve the $3.00 which goes to the Volunteer Firemen's Pension
Relief Fund. This committee consists of: Mayor, City Clerk, one Councilman and the Chief of the Fire
Department and one other member.of the Fire Department. At this time, the Mayor requested the Council
to select one mem-er from among them to serve on this committee.

UNFINISHED BUSINESS:
TELEPHONE:CITY HALL: (Verbatim -- at the request of Councilmen)
Carter: I still am perturbed a little bit about the last year and a half discussion about the phone
system; and I can't understand why that we discuss spending "x" number of dollars for new streets,
drywells, and everything in the thousands of.dollars, and we cannot up -date a system that has been
antiquated for years in the city -- where one number would answer most calls with the exception of
fire and police. We have up -dated I don't know how many ordinances, to bring them into 1963-64 thinking.1
We are contemplating tremendous programs in streets, all -public -works building - we've got all kinds of
money ear -marked for various things and there is a minor thing that would mean quite a bit, actually,
to the citizens of Pasco - to be able to call a number and get a pleasant voice, and get the party we
are attempting to get the first time around. Now, if we continued to operate as we did in the past,
we would still be driving horse and buggies and wearing guns . . . I mean, this is the jet -age and
I can't see why, when we have a seven -vote council, to ask that something be done, that we cannot have
the leader take over and get it done. I think we need to (instead of walking down the small paths i
that we've been trodding) I think we should find some new avenues, broad roads to follow and get some
things done, without a lot of bickering. This has gone on for a year and a half, over something that
is costing six to seven hundred dollars. We have got people in the city hall that can operate a punch
board, that's all it amounts to - it's a - it's not something where they are going to have to learn
a major operation, it's only - punching a button, it takes just long enough'to say "hello" and find i
who they want and punch a button, the other end takes care of it.. That's all I have.
Hendler: I would like to point out also, that there is hardly a business in this country that has a i
reasonable amount of employees, in different offices, that does not have centralized telephone system.
I know of very few communities of our size who are better who don't have a centralized system, and I i
would like to move at this time: i

that was recommended by the Finance Committee, and in addition to report back to this council, if he i
finds it necessary, the.amount of money for help to operate this system at salaries commensorate with
the salaries of other personnel at city hall, and commensorate with the job involved.
VanHoy: You just go square to hell will you. Hendler: Tell it out there (indicated audience)
VanHoy: I feel that I - I feel I was elected by the•people and I'm sure I don't have to take orders
from you or nobody else.. Hendler: Well, Mr. Mayor, I'm very sorry that you have to take this attitude,{
and I'm sorry that you take this approach.. VanHoy: You can just go square to hell. Kilbury: Mr. Mayor,
