HomeMy WebLinkAbout11-20-1963 MinutesPASCO, WASHINGTON ADJOURNED MEETING COUNCIL CHAMBERS NOVEMBER 20 1963 CALL TO ORDER: Meeting called to order at 8:03 P.M. by the Honorable T. R. VanHoy, Mayor. ROLL CALL: By Clerk's representative. Members of the council present were: G. E. Carter, L, R. Diemond, R. L. Gree lee, Ed Hendler, H. C. James, C. D. Kilbury and A. D. Stanley (Stanley arrived at 8:25 P.M,). George R. Fisher, City Engineer/Supervisor and D. Wayne Campbell, City Attorney were absent. COMMUNICATIONS: FOR THE RECORD: Quit Claim Deeds and Title Insurance has been received on the following: On November 12, 1963 recorded on page 601 of book number 118 of Deeds from ROBERT F. POST•AND CHARLOTTE SHAFFER POST "Tract 'B' Block 1 Replat of City View Addition to Pasco, according to the official plat khereof in the office of the Audito of Franklin County, Washington, subject to existing easements, restrictions and convenants of record." and on November 12, 1963 recorded on page 600 Book number -118 of Deeds "Lots 1 to 6 inclusive, Block 1, Replat of Hillview Addition to the City of Pasco, according to the plat thereof recorded in Volume "C" of Plats, page 97, Except the East 30 feet of said Lot 6, in Franklin County, Washington; subject to ex- isting easements, restrictions and covenants of record" from JAMES T. JOHNSON AND HELEN JOHNSON. Both parcels to the City of Pasco. Partial Release of Mortgage (recorded on page 601 of Book Number 116 of Mortgages; and recorded on page 645 of Book 118 of Deeds from EUGENE B. CHAMBERLIN AND.AGNESS I. CHAMBERLIN to the City of Pasco Quit Claim Deed on the following: The east 40 feet of the North 100 feet of south 461 feet of East 217.8 feet of southeast quarter of southeast quarter of southeast quarter of Section 24, Township 9, North, Range 29, East, W.M., to be used for -street purposes. " UNFINISHED BUSINESS: PAYLESS DRUG STORE: On the Communication from Payless Drug Store, a proposed agreement is submitted for action at this meeting. Motion made by Kilbury, seconded by Greenlee that the word seven (7) be entered in the space for the size of the sidewalk. Motion carried. Motion made by Kilbury, seconded by James, that this agreement be -signed by the Mayor and approved by the council. Motion carried by roll call vote of six (6). Discussion relative to L.I.D. for 51' street was entered into. Hendler gave Mr. Bishop a form for initiating the L.I.D. for his convenience, and should be submitted at December 3rd meeting. Motion made by James, seconded by Diemond, that this agreement entered into by the Payless Drug Co. and the City of Pasco is in the best interest of the City of Pasco, Motion carried. VISITORS: Mayor asked for comments or questions from the audience. Recognizes Rev. Olaf Stobey, Pastor of the First Congregational Church: He wishes to read as follows: "Wishing to reaffirm our support of all influences and events which uphold law, order, and righteousness, we of the Pasco Ministerial Association hereby commend the members of the Pasco -City Council, the Mayor, and the Chief of Police for all they are doing at the present time, and have indicated they will do in the future, to bring under control the flagrant vice situation reported to exist in Pasco. We find en= couragement in the fact that members of our city council have come awake to the need and are pushing for its correction. We stand in support of our city officials and police, and we urge them to oppose with diligence all local efforts to circumvent state and city laws. ---signed by John M. Finney, President, Pasco Ministerial Association." Each one of the councilmen thanked Mr. Stobey for this communication. RESOLUTIONS: RESOLUTION NO. 566: A RESOLUTION AUTHORIZING THE CONVEYANCE OF A PORTION OF CITY STREETS AND ALLEYS TO THE STATE OF WASHINGTON, DEPARTMENT OF HIGHWAYS, FOR THE IMPROVEMENT OF PRIMARY STATE HIGHWAY NO. 3; COLUMBIA RIVER TO SNAKE RIVER. Motion made by James, seconded by Diemond, that Resolution No. 566 be read. Motion carried, Resolution No. 566 was read in its entirety. Motion made by James, seconded by Diemond, that Resolution No. 566 has been read. Motion carried. Motion made by James, seconded by Diemond, to adopt Resolution No. 566. Motion carried, by roll call vote of seven. CITY ELECTION: According to law, it is necessary to set up position numbers to go on the ballot for the next election - Postion No. 1 and Position No. 2 would have to be drawn for; and the member who is filling the unexpired term by appointment (Mr. Carter) would automatically be Postion No, 3. JAMES drew number 2 and KILBURY would then be number 1. CARTER: thanked the ministerial association for asking Mr. Greenlee and Mr. Carter to attend and ex- plain the council's position to the association, and publicly informed Mr. Stobey that any member of the council would be willing, time permitting, to meet with their group to discuss any subject. PASCO, WASHINGTON COUNCIL CHAMBERS KILBURY: During the next week there will be a meeting of the Finance Committee. OURNMENT: Motion made by Kilbury, seconded by James, to adjourn. Motion carried. T.
