LL CALL: By Clerk's representative. Councilmen present were G. E. Carter, L. R. Diemond, Ed Hendler, H• C. James, C. D. Kilbury and Allen D. Stanley. Councilman Greenlee was absent. City Engineer/Supervisor George R. Fisher and City Attorney D. Wayne Campbell were present. COMMUNICATIONS: P.U.D. UNDERPASS LIGHTING (W. H. Anderson, Engr. Dated 11-13-63: Recommend the following: For the Underpass, proper: 68 single -tube flourescent fixtures, 34 on each side near the junction with the ceiling. For the East and West approaches: all existing metal light posts be replaced with 25' steel poles with the exception of the post on the southwest corner of Main and Lewis and the one above the pump house just west of the tracks. These two should be eliminated. There would be a total of 14 of these new poles, and each should have a 7000 lumen mercury-vapor lumin- aire for illumination of the upper roadways and the sidewalks. In addition 8 of these poles should have 219000 lumen mercury-vapor luminaires for illumination of the approach roadways, 4 on the east end and 4 on the west end. Finally, 2 additional 21,000 lumen units should be installed just west of Main Avenue, one on the north side and one on the south side of Lewis Street. These two units would replace the existing two lights on the northeast and southwest corners of this intersection. Wood poles for thes two units just inside the curb are recommended. Underpass, proper: all new conduit and wiring would be installed to serve the new flourescent fixtures, and the underpass sidewalk fixtures would be connec- ted to this new circuit. The lighting on the approaches would be fed by conventional overhead wiring. The warning beacons and ceiling light in the pump house would then be the only remaining single-phase load on the existing switchboard. The three-phase service to the sump pump would remain as is. The grand total for underpass and approaches is then approximately $3,506.90 per year, subject to actual cost of underpass installation. It is estimated that the annual bill on the existing metered service will be reduced by about $230.00. Motion made by Hendler, seconded by James, that this be turned to the Light Committee for study and re- commendation. Motion carried. Motion made by Kilbury, seconded by Stanley, that this be turned to the Police Committee of the Council for recommendation at next regular council meeting. Motion carried. GEORGE R. AL GREEN, PASCO CHAMBER OF COMMERCE: (PARKING AUTHORITY): Mr. Green read this communication in the form of proposed resolution. This would establish a parking authority to help the business men and the business district of Pasco. He also presented nine names with alternates in most cases who would be willing to be of help. (discussion follows on.item #3-e: "Manner in which the City should operate such sites.) Mr. Green said this resolution was aimed at ob- taining the peestige of the Mayor and Council behind this movement. Motion made by Stanley, seconded by Kilbury, that this proposed resolution be placed on the agenda for consideration under that section for resolutions. Motion carried. VISITORS: Mayor invited comments from the audience (none.) REPORTS FROM COMMITTEES: KILBURY: (Claims, Finance): Resolution will be presented this meeting for a temporary transfer loan from Current Expense Fund to the Cemetery Fund. Announces: Finance Committee meeting at 7:30 P.M., November 20, 1963. JAMES: (Planning, Legislative, Building): Police Parking Lot Light: This had been turned to the Building Committee, in regard to the proper place- ment, etc. It is the recommendation of the committee that this be placed on the corner (east) of parking lot as proposed by the P.U.D. Discussion was held as to the number of lumens. Motion made by James, seconded by Hendler, that the 21,000 lumen light be installed on the S.E. corner of the parking lot. Motion carried. Kilbury voting "No". Phillips Petroleum request: Phillips had requested that Ordinance 672 as amended by Ordinance 886 be reconsidered, allowing reconstruction of service station at 325 N. Fourth Avenue. Motion made by James, seconded by Diemond, that this request be denied, as required by these two ordin- ances. Motion carried. Motion made by Stanley, seconded by Hendler, that the Planning Commission and Regional Planner be re- quested to make a thorough review of Ordinance 886 and have a written xrgport back to Council by December 17, 1963 meeting, with their recommendation. STANLEY: (Water E Sewer): From the Water Department Superintendent: A letter dated November 19, 1963: "For the new Grade School between Chase and Road 22, north of Pearl, water and sewer front footage assessments were figured to in- clude all of Block 15, Lots 1 thru 10 and 23 thru 32 of Block 18, and 80' of vacated Ella Street in the Headlight Addition, water assessment will be $2,360.00 Sewer Assessment will be $4,720. * * * I request permission to advertise for bids to install sewer line from Chase west along Pearl to Road 22 and Notth on Road 22 to approximately Ella Street when the assessment moeny has been received. The estimated cost of the sewer installation is $7,000.00. , Motion made by Stanley, seconded by James, that the City Water Superintendent be -granted permission to advertise for bids to install the sewer line in this area when the assessment money has been paid. Under Ordinance 858,.there is one application: EL SULINDA TRAILER COURT Dick Norman (new owner) 2103 N. Arthur Trailer Court Discussion was held on this change of ownership being so close to the next license year, waiting period of application, etc. Motion made by Hendler, seconded by Carter, to postpone action on this application for 30 days, in ac- cordance with the ordinance. Motion carried. Civil Defense: The Director of Civil Defense for Franklin Co. has written to the State Civil Defense office, requesting someone from Olympia check into the basement of City Hall regarding the up -grading same for meeting specifications and requirements for emergency center. The Civil Defense meeting at the P.U.D. was a very successful meeting. (more on this later) St. Patrick School Board Request: The"Mound of dirt" being on private property, nothing was done on this -- there was a 'dirt sidewalk" graded around the entire corner, to correspond to the Christian Church sidewalk position. Requesting a sidewalk at this time, would be out of order. Clark Street: Upon recommendation of the committee, Motion made by James, seconded by Carter, that th Clark Street be made a thru street from -Lucas Street thru to Illinois, with a stop at Lucas ST, and at Illinois on Clark; and that the streets north and south be stop streets into Clark. Motion carried. Garbage Containers: The container in question on Columbia Street, has been removed and placed in the north alley coming in from Lewis Street to conform with the ordinance realtive to items on streets. James and Hendler both pointed out that Mr. Dietrich has been most cooperative in all matters pertaining to their operation, and that.he is to be commended. (At this point Mr. Stanley passed a letter to the councilmen so they could read it individually, rela- tive to the status of the HHFA and our application for planning for sewer interceptor.) International Association of Chiefs of Police: Mr. Carter asked the Mayor if we had received an answer from Mr. Tamm. Mayor said we have not. DIEMOND: (Streets, Engineering): School District Sidewalk Request: This will be taken care of in the proposed street program. On Court Street between Rd 22 and Chase Street, the south side is "county" but the north side is City, and these people are going to be doing something about sidewalks and curbs very soon. Citizen's Committee Report is expected to be ready for December 17, 1963 meeting. Motion made by Die= mond, seconded by Stanley, to hold a Public Hearing December 17, 1963 at 8:00 P.M. for the six-year street improvement program. Motion carried. PASCO, WASHINGTON REGULAR MEETING COUNCIL CHAMBERS NOVEMBER 19. 1963 HENDLER: (Parks, Cemetery, Library): Arthur & Octave: properties have been graded, and some other work is slated to go on to ready it for seeding in the spring. N.Lucas Park: The optionhas been picked up for the property at N. Lucas for park purposes. STANLEY: WATER DEPARTMENT PICK-UP BIDS: Mr. Whetsler has tabulated the bids submitted earlier in the meeting on pick-ups for the Water Department. Upon his recommendation, -motion made.by Stanley, seconded by Diemond, that the low bid of OSBORNE CHEVROLET 'in the amount of $49998.64.be accepted. Motion carried by roll call vote of six (6). GOLF COURSE REPORT: October receipts $3,262.55 and to date $54,249.14.
