Councilmen present: L. R. Diemond, R. L. Greenlee, Ed Hendler, H. C. James, Charles D. Kilbury and A. D. Stanley. Councilman Carter arrived at 8:15 P.M. George R. Fisher, City Engineer/Supervisor and D. Wayne Campbell, City Attorney were also present. 1964 BUDGET -- PUBLIC HEARING: Mayor declared the Public Hearing open. (No comment at,this time.) Public hearing declared closed. Motion made by Kilbury, seconded by James, that Ordinance No. 1126 be read, using the totals by department in the reading. Motion carried. Ordinance No. 1126 was read as follows: AN ORDINANCE ADOPTING THE BUDGET FOR THE YEAR 1964. THE CITY COUNCIL OF THE CITY OF PASCO DO ORDAIN AS FOLLOWS: The items were then read by total for each department. Motion made by Kilbury, seconded by James, that Ordinance No. 1126 has been read. Motion carried. Discussion was held on.the Civil Defense portion of the Budget, which read: i County -City Program 1,750.00 Rescue Truck 2,500:00 -- Total $4,250.00 It was learned today that the County had not allocated money in their budget for a portion of the cost of this rescue truck. Discussion relative to the State's proposal on this item, and the City by virtue of their Civil Defense Department being eligible for this purchase under the State program proposed. Motion made by Greenlee, seconded by Kilbury, to move the $2,500.00 allowance for the rescue truck under the Civil Defense Program Budget to Current Expense, Miscellaneous: Public Works Building, Capital Outlay and Rescue Truck (making the Civil Defense tmtal $1,750 and the Miscellaneous category $124,283.63) (previously Miscellaneous had been $121,783.63) I Motion made by Kilbury, seconded by James to adopt Ordinance No. 1126. Discussion followed: Mayor requested comments from department heads in the audience: COONEY (Fire Department) There has been $5,000 dropped from the Fire Budget from the recommended figure. Requested that his budget be read. This was done item by item. Cooney pointed out that he would like to see a raise in each of the salary catagories wii.thin his department -- Fire Departments in adjoining towns being raised, this. is. going to be very difficult to explain to his men. If Kennewick adopts their budget.as recommended their firemen will be from $10.00 to $20.00 higher than Pasco, per month. (further discussion relative to fringe benefits etc) Cooney recommends that the wording "Assistant Chief's Salary" be changed to read "Battalion Chief's Salary" to conform more to Civil Service wording and wording of the Firemen's Pension laws. It was the understanding of the Council that $20. per month raise had been requested on each salary item. They had deducted the raise or ($240.00). This salary is a sliding scale in consideration of the time in office and raises appropriately. This was re -figured according to'the scale and recommendation was made to adjust the salary for Matron Clerk and Meter Maid taking the necessary amount from the item of "Telephone, Gas, Oil, Repairs & Teletype" which had been $8,830.00. Matron Clerk to be adjusted from $4,215.00 to $4,320.00 Meter Maid to be adjusted from 3,270.00 to 3,510.00 Tel, Gas, Oil Reprs & TType from 8,830.00 to 8,485.00 WHETSLER (Water Department) requested that his portion of the budget be read: This was done, and the following differences were noted: Reeomnended: Final Figure: Item: 80.00 8,580.00 Salary, Superintendent .•6,000.00 5,670.00 Salary, Office Manager 4,400.00 4,200.00 Salary, Bookkeeper 4,080.00 3,840.00 Salary, Billing Clerk 4,080.00 3,840.00 Selary, Clerk 4,080.00 3,800.00 Salary, Clert typist, Hr. (these two combined) Whetsler was asked about the starting wage for the clerk -typist and others in the office, when the advance in pay was effective and on what basis etc. Mr. Whetsler issued protest in the 21,000 transfer to Current Expense for the various departmental figures, He does not feel this is a fair figure. He maintains that because of his occupation tax paid, no fire hydrant rental etc. this transfer is out of line. He feels more of this money should be spent on capital outlay for the "utility": Water Department. The questionsof salaries within his department was also objected to by Mr. Whetsler. He said all he asked for was a token wage, he felt he owed this to his men who had stayed with the City of Pasco another year. Whetsler said the cost of living was raising and all other employment in the area was being raised in their rates. Motion made by Stanley, seconded by Greenlee to amend the motion to read: (in addition'to transferring the rescue truck to the miscellaneous capital outlay item) "change the classification under the Fire Department from Assistant -Chief's salary to read: Battalion Chief's Salary; Under the Police Department: Item Salary Matron Clerk change that to read $4,320.00; and Under the item Salary Meter Maid change that to read $3,510.00 and under item: Tel, Gas, Oil, Repairs & Teletype change that item to read $8,485.00. Under the Street Department: under Salary, Labor change this to read one at $2.30 and one at $2.25 changing the total for this item to $9,641.60; and change the last item in the Street Dept (Street Signs, sidewalks etc.).to $30,152.49. Motion carried. On the Original Motion to adopt Ordinance No. 1126 (as now amended). Motion carried by roll call vote of seven (7). Motion made by Stanley, seconded by James, to adjourn.
