Meeting called to order at 8:00 P.M., by the Honorable T. R. Van Hoy, Mayor.

COMMUNICATIONS:
JOE WALKER, RESIGNATION -- PASCO HOUSING AUTHORITY BOARD:
Letter addressed to the Honorable T. R. VanHoy, Mayor and the City Council, Pasco, Washington -
dated September 26, 1963. "Gentlemen: This is my resignation as a member of the Board of the Pasco
Housing Authority. Due to conditions, it is impossible for me to attend all the meetings of the
Board, and I feel that the City.and the Board should have members who have the time to be at each
and every meeting- Thanking you very much for past favors, I am Sincerely, /s/Joseph H. Walker"
Motion made by Hendler, seconded by James, that we accept Mr. Walker's resignation, and that the
Mayor send him a letter of commendation and regret, Motion carried unanimously.
TOM MORRISON APPOINTMENT - PASCO HOUSING AUTHORITY BOARD:
At this time, the Mayor stated he would like to appoint Tan Morrison, 729 W. Nixon to fill the unexpired
term of Mr. Walker. Motion made by James, seconded'by Stanley, that the council concur with the Mayor's
appointment. Motion carried unanimous.
STATE HIGHWAY COMMISSION:
To Mayor VanHoy, dated September 26, 1963 and signed by David P. Swanson for W. M. Foster: .Advising
of public hearing in connection with interstate route number 83: Prosser Heights Elementary School
in Prosser, Washington October 15, 1963.at 2:00 P.M. POST. There will be informal pre -hearings at the
Washington School in Sunnyside, October 11th and October 14th from 9:00 A.M. to noon each day. N/A

Letter to the Mayor and City Council dated September 21, 1963. Subject: Lot 5 and 6 Block 11, Riverside
Addition: Mr. Preston is interested in buying the above mentioned property, which is now owned by the
City. He requests that the city set a minimum price. W he is successful in obtaining this property
he will wish to rezone from Residential to -conform with his business now located at 1124 West Ainsworth.
Plans for property: machinery lot.. Motion made by Kil-bury, seconded by Carter, that this matter be turned
to the Property Committee for study and report at next regular meeting. Motion carried.
H. W. RARKINSON, AIRPORT MANAGER -- STREET DEPARTMENT LEASE:
Letter dated September 26, 1963 and signed by H. W. Parkinson enclosing the new lease with the Port of
Pasco in triplicate requesting signature on all 3 copies - one will be returned to us. This was author-
ized at previous meeting, and the Mayor has executed these copies of lease and returned them to Mr.
Parkinson.
VICTOR LOUIS WULFF. ARCHITECT PEDESTRIAN OVERPASS. NEW ELEMENTARY SCHOOL PROPERTY -- ROAD 22:
Letter addressed to Mr. Fisher, dated September 20, 1963 relative to the proposed pedestrian overpass
in the southeast corner of the school property for the Road 22 new elementary school - sketch was
enclosed. Motion made by Hendler, seconded -by Carter, to turn to Street committee. Motion made by
Kilbury, seconded by Greenlee, to include the City Attorney for this meeting. Motion carried. Original
motion carried. (with amendment)
NORTHERN PACIFIC RAILWAY -- DRAINAGE ON TACOMA STREET:
Letter dated September 18, 1963 signed by R: C. Webb. Mr. Webb registers complaint relative to a low
spot on Tacoma Avenue which Greats a drainage problem - requests correction of this and a!kso of chuck
hole in the street. Motion made by Kilbury; seconded by Hendler, to turn to Street Committee for study
and report back at next regular meeting. Motion carried.
ANONYMOUS LETTER -- COMPLAINT: SIGNAL LIGHTS, TIME OF OPERATION:
The writer states that the signal lights in town are turned off 2:00 A.M. on Wednesday S Thursday,
but on Friday and Saturday night at 9:30 P.M. making it difficult and dangerous at the intersections
concerned. A copy of this -letter has been furnished the Highway.Department and also to the Police
Department.
C. F. WHETSLER, Water- Superintendent REQUESTS RESOLUTION TO TRANSFER FUNDS FROM
SKILLED LABOR $2,161.50
EXTRA LABOR & OVERTIME 2,161.50 to:
BOND REDEMPTION & RESERVE FUND $4,323.00.
This request comes about because of miscalculation of interest and the 1957 Revenue Bond Issue sale and
refinancing: (Will come up under Resolution 557).
D. WAYNE CAMPBELL, City Attorney REQUESTS TRANSFER $20.00;_
"I request permission -to transfer $20.00 from Court Costs to Books & Periodicals under the Legal Depart-
ment's -Budget. Both items are under the•Mtnce, & Oper, classification. This money is to be used to main-
tain the work: McQuillan "Municipal Corporations".
Motion made by James, seconded by Carter, that the transfer be allowed. Motion carried unanimously;.
DEAN WITTKOPF -- REQUEST FOR SIDEWALK WAIVER AGREEMENT:
Mr.•Wittkopf requests a sidewalk waiver agreement for property at 1320 West "A" Street, where he plans to
construct a building to -wit: SE corner of"A" Street and Ship.Avenue (Lots 18, 19 and 20 Block 7,
Riverside Addition.) Submitted on routine mimeographed city.form. Motion made by Hendler, seconded by
Diemond; that this request be granted. Motion carried, unanimous.
MOTION MADE BY STANLEY SECONDED BY CARTER -TO SET ASIDE THE REGULAR ORDER OF BUSINESS TO HEAR FROM
ROGER JAMES, STATE DEPARTMENT OF HEALTH. - Motion carried.
ROGER JAMES addressed the council and read letter dated September 3, 1963 to the Mayor and Members of the
City Council: ."I.t is with pleasure that the Board of Certification for the State of Washington of the
Pacific Northwest Pollution Control Association announces that a Certificate of Competency is being issued
to Mr. IRVIN UNRUH.*** signed by Edwin R. Henken•, Secretary. The aims of the program were explained
to the group, and Mr. James presented the certificate to Mr. UNRUH personally.
MOTION MADE BY STANLEY, SECONDED BY KILBURY, THAT REGULAR ORDER OF BUSINESS BE RESUMED: Motion carried.
Motion -made by Hendler, seconded by James, that a letter over the signature of the Mayor be sent to
Mr. Unruh as our token of appreciation. Motion carried.
PET IT IONS:
Petition dated September 30, 1963 presented by Mr: and Mrs. C. F. Fredvi-ckson, 707 West Octave Street;
bearing 23 additional signatures. Petition for the establishment of a Park at the intersection of
Arthur and Octave Streets at the site where•the water tank is located. Motion made by Hendler, seconded
by Kilbury, that this be -turned to the Park Committee to use funds allocated in the Water Department
Budget, 1963 to beautify this property. Motion carried.
APPEALS:
ROBERT W. PRICE-- Appeals decision of the Planning Commission:
Dated September 20, 1963 to Secretary of Planning Commission, City of Pasco, Pasco, Washington:
"Notice is hereby given that the undersigned Robert W. Price, through his attorneys, Peterson, Taylor
and Day, does hereby appeal to the City Council of the City of Pasco from the determination of the City
Planning Commission made on September 10, 1963 ruling that Robert W. Price in his operation of a

Mayor VanHoy invited questions or comments from the audience:
MR. DEWITT: Raised the question as to the amount of fee for "Master License". He was of the opinion
it was $2,000. a year. Carter informed him the correct fee was $500. DeWitt then wanted to know
in the case of -.the Ace -Music Co. if that payment has-been made. Carter informed him it had been made.

CLAIMS AGAINST THE CITY:
the audience and the Council publicly thanked them
and vicinity of the hospital.. Mayor has written
RALPH G. BRITTON,•1707 West Shoshone Street; Pasco, Washington: ,
Submitted claim on city form, which was read at this time. On September 30, he has had damage in
following manner: "automobile was hit and damaged by City of Pasco Street Department Hough Pay Loader
which was working at Lucas and Shoshone Streets. There were no barricades and no flagman in
the area. The loader swung out from the curb into the street and as I was driving by the front
end of the bucket caught the right side of the car causing damage to the right front fender, door
and bumper -- estimated damages in amount of $109.36." Motion made by Kilbury, seconded by Carter,
to put this to the City'.s Lnsurance Company for action. Motion carried unanimous.
COMMITTEE REPORTS:
KILBURY: (Claims, Finance) No report.
JAMES: (Planning, Legislative, Building): A.W.C. DIST. MEETING, RICHLAND:
Mr. James states he has contacted the host -mayor and indicated that approximately nine (9) will
attend from Pasco. This is not a firm figure and any who decide they can go should do so.
Mr. James requested Mr. Hendler to report:
Street Names & Numbers: There being a problem in the City as to properly named.and numbering of
streets. Motion made by Hendler, seconded by Kilbury, that this matter be sent to the Planning
Commission to study the proper naming and numbering of streets and report back no later than the
first of February, •1964, with their recommendation. Motion carried unanimous.
ABATEMENT: Several meetings previous, the City Attorney had been requested to write letters to certain
property owners in the City relative to clean-up of -property. These individuals were given until
September 3, 1963 to do the necessary clean up before farther action was taken. Mr. Campbell b
Mr. Hendler have toured this group of streets (previous spot check7-F, photographed areas),approximately
two weeks previous to this meeting (10-1-63) and find that about three have complied. Mr. Hendler
went out again on Saturday -(9-28-63) nothing further has been done. (discussion was held at this
point) Motion made by Hendler, seconded by Carter that the matter be given to the City Attorney
to abate the nuisance, and that our City Attorney be instructed to take whatever legal action is
necessary'and proper. Motion carried.unanimous.

STREET LIGHTS: The P.U.D. is preparing a survey study to be brought back to the Light Committee on
their recommendations forthe 1964 street light program. This will itinclude the underpass lights.
STANLEY: '!Water & Sewer): HAVSTAD REFUND: Meeting has been held with the Water Committee, P.U.D.
personnel and attorneys for the two groups. Letter read from H. H. Hudlow to C. F. Whetsler, Water
Superintendent as follows: "In order to have no misunderatanding on the problems agreed to Friday,
September 27, 1963 we offer the following as our interpretation of the agreements made:
1. Frank Edger, corner of Road 32 and Agate, 3 lots running west on Agate from Road 32 on
the south side; where we .pay the city 1205.92 for assessment on these three lots.
2. H. R. Twehus, 4009 West Irving, south half of lot 1, block 3, Riverhaven subdivision on
which we pay $220 as i the total assessment on this lot.
3. Joe Baumpons, 16 lots in Hull -Lee Addition at a total of $411.84, as these lots are
served. We now serve 5 lots and owe $25.74 each or $128.70 total. At this time, we
owe $205.92 +$220.00 + $128.70 or a total of $554.62 with a balance ultimately due on
Hull -Lee Addition of ;283.14 as lots are signed up.
If this fits your understanding on these lots, please sign the enclosed duplicate of this letter and
we will present a voucher for you to sign for payment as designated. If not/agreement, please let

POLICE DEPARTMENT ---.-..CHAIR, ADDING MACHINE: It is the opinion of the Police Committee that this item
which is in the budget be granted. Motion made by Carter, seco nded by Stanley that this request be
granted. Motion.carried by roll call vote of seven (7).
POLICE DEPARTMENT -- TIME EARNED/VACAT-ION TIME: The Chief had requested confirmation of the program
to allow time off to his personnel to use up time earned. Also, to pay at the regular rate at the end
of.Jthe year to those who had time earned -- to bring it down to the 6 days carry over where possible for
the 1964 year. Police Committee is of the opinion that this can be done, bringing the time down to
approximately 30 days total accumulated time to three men. Motion made by Carter, seconded by James, that
this request be granted, w.it.h.time,not to exceed 30.days accumulated time for three men to be paid
at the end of the year in lieu of time earned. Motion carried.
Police Committee: The City has been told in no..uncertain terms, that we have a condition existing and
we have been told that it is going to be cleaned up whether it be north, east, south or west. So for
those that are in error in circumuemting the law - just want to make the statement that there will be
some.changes made and let this be a word to the wise .. whether it be east side, west side, north side
or south side .. whether it be gambling, prostitution; whether it be the illegal sale of liquor :.
whereever it may occur.
DIEMOND:: (Streets, Enginee.ring). GRAY & OSBORNE: There will be a meeting with Don Gray on October 3rd,
7:30 P.M. City Hall.to go over the street program. Request all to be there (please advise)
Hendler; There will also be a meeting October 2nd, at 7:30 P.M. 6n the 1964 Budget. (please advise)
STREET SIGNS & POSTS:, City Supervisor has requested the purchase of some intersection street signs to
post some intersections. (173) estimated cost $1,500.00 Motion made by Diemond, seconded by James, that
the City Supervisor be authorized to order the necessary signs and place them. Motion carried, by
roll call vote of seven(7).
HENDLER: (Parks,,Library, Cemetery): No report under the committee heading, under h. "other":
COUNCIL SECRETARY: Motion made by Hendler, seconded by Carter, that the council secretary's rate of
pay for evening hours at the council meetings be time and one half. Motion carried.

AN-ORD'INANCE ORDERING THE CONSTRUCTION OF CERTAIN SANITARY
SEWERS, TOGETHER WITH MANHOLES AND OTHER APPURTENANCES, WITHIN
A CERTAIN AREA OF THE CITY IN ACCORDANCE WITH RESOLUTION NO. `5.52

TO THE STATE OF WASHINGTON DEPARTMENT OF HIGHWAYS, FOR THE IMPROVEMENT
OF PRIMARY STATE HIGHWAY NO. 3, AND REPEALING RESOLUTION NO. 554.
Motion made by James, seconded by Diemond that Resolution No. 556 be read. Motion carried.

RESOLUTION NO. 557:
A RESOLUTION TRANSFERRING THE SUM OF $2,161.50 FROM SALARY, SKILLED LABOR AND $2,161.50
FROM SALARY, EXTRA LABOR AND OVERTIME TO BOND REDEMPTION UNDER THE WATER
DEPARTMENT OF THE 1963 BUDGET OF THE CITY OF PASCO.

UNFINISHED BUSINESS:
1964 BUDGET: Question was asked of the City Attorney, whether the Monday Night meeting on
October 7, 1963 needed any special notices, etc. City Attorney advises, that this is set out by state
law, and is a regular meeting under the budget laws and with the publication of the Resolution,
there need not be any special notices of meeting.
ADJOURNMENT:
Motion made by Kilbury, seconded by Diemond, that the meeting be adjourned. Next meeting date
October 7, 1963. Motion carried.
