CALL TO ORDER:
Meeting called to order'at 8:00 P.M. by Honorable Mayor T. R. Van Hoy.
ROLL CALL:

By Clerk. Councilmen present were G. E. Carter, L. R. Diemond, R. L. Greenlee, Ed Hendler, H. C. James, j
C. D. Kilbury and A. D. Stanley. City Attorney R. G. Patrick and City.Supervisor G -R. Fisher were
present.
APPROVING OF MINUTES:
Minutes of Regular, Meeting held December 18, 1962.
Motion made by Hendler, seconded by Stanley, that in the 4th paragraph following Mayor Van Hoy's
signature on his veto letter of Ordinance No. 1072 and following the word "Mayor", the following
addition be made:
''The City Council, in overriding the Mayor's veto of Ordinance No. 1072,.does so for the following
reasons:
1. The added revenue, approximately $18,000.00, to the City, is needed to carry out the necessary
functions of City government.
2. There has been no expression as to ways and means of cutting expenses to avoid this increase.
3. There has been no expression as to ways and means of getting the needed extra revenue from
any other source.
4. The 49/o total Utility Tax will be well within the 'low' bracket of comparable utility taxes
charged by other cities.
It should be further noted that the City Council of Pasco finds this takk of raising the utility
taxes from 3% to 4% very distasteful but necessary for the proper and progressive good of our
community."
Motion carried, Kilbury voting "No".
Itemized corrections.were:
Under Park Board and Park Committee Procedure, following the first sentence, "It is understood that
John Severson in operating the Golf Course is under the supervision of Harry Wyman, Superkntendent of
Parks & Recreation." Delete the second sentence "He would like to be assisted by Harry Wyman."
Under City Property -- Block "C", The third paragraph to be deleted, with the exception of "Original
motion carried."
Motion made by Hendler, seconded by James, approving minutes as corrected. Motion carried, Kilbury
voting "No."

owner and contract owner of the property.

COUNCILMAN HENDLER reports new ordinances being formulated revising office procedure. City Attorney
requested to be present.
COUNCILMAN JAMES reports on traffic plan from highway report and planning consultant engineer's report
on Comprehensive Plan.
COUNCILMAN GREENLEE reports on P.U.D. light schedule 4-B which shows a lower rate on two items. Meeting
called for January 8, 1963 at 8:30 P.M.
COUNCILMAN DIEMOND reports a meeting to be held January 8, 1963 at 7:00 o'clock P.M.

seconded by James to accept the low bid of Cadet Electric of Richland. Motion carried. _

Turned to George Fisher, City Supervisor for checking and making extensions as per foregoing tabulation.
Grouting requirements by State was considered. Motion made by Stanley, seconded by Greenlee, to
accept the lowest and best bid of John M. Keltch, Inc. on 36" pipe for the amount of $7,046.00, with
grouting. Motion carried. (Two bids received eliminateq grouting requirements, these were not considered
as the State Highway Department will require grouting.) Addition 1-15-63

PASCO, WASHINGTON
CASCADE GAS COMPANY, DRIVE-IN COLLECTION STATION:
In alley between Lewis and Clark off Third Street. Motion made by Hendler, seconded by James, that
this request be denied. Motion carried.
STOP SIGNS ON COURT STREET:
Mayor Van Hoy and Councilman G.E. Carter will arrange a meeting with the School Board.
COUNCILMAN DIEMOND states that information will be available for 7:00 P.M. meeting on Tuesday,
January 8, 1963.
GOLF COURSE CLUB HOUSE:

Councilman Hendler reports that the Club House is all done. He .suggests that the City Supervisor and
Building Inspector make a thorough inspection. Councilman Stanley said this should be done at the
earliest -possible time so recommendation for acceptance can be made at the next regular meeting.
FURNITURE: No further recommendation made to date; this was turned back to Park Board.
AIRPORT TRANSFER awaits approval from the F.A.A.
BLOCK "C" QUIET TITLE ACTION: City Attorney is to request by letter an opportunity to discuss the
matter with Railroad authorities by January 31, 1963. (M.H. Nixon, Western Manager, Industrial Development

$211.28 be allowed. Motion carried by roll call vote of seven (7).
LOADING ZONE ORDINANCE:
Motion made by Hendler, seconded by James, that the loading zone ordinance be changed to comply with
the signs and turned to the City Attorney. Motion carried.
MAITLAND STREET CROSSING:
Motion made by Kilbury, seconded by James, that the Mayor write to J. L. Monahan inviting him to meet
with the City Council at his convenience to work out an agreement easement on Maitland Street crossing.
Motion carried.
BUILDING INSPECTOR'S REPORT for December, 1962 was read.
BUILDING CODE AND CITY ORDINANCES CONFLICT:
Councilman Stanley reports that in some instances our City ordinances conflict with the Building Code;
Building Inspector R.B. Lovelace is working on data for detailed information. Stanley recommends
that a study be made for ordinance revision.
TELEPHONE SYSTEM, CITY HALL:
Motion made by Kilbury, seconded by Carter, that the telephone system installation be turned to the
Building Committee. Motion carried.
READING OF ORDINANCES:

AN ORDINANCE CHANGING THE ZONE CLASSIFICATION FROM RESIDENTIAL R-2
TO COMMERCIAL C-1
Motion made by Kilbury, seconded by James, to read Ordinance No. 1074 by title only. Motion carried.
Ordinance No. 1074 was read by title. Motion made by Kilbury, seconded by James, that Ordinance No. 1074
has been read. Motion carried. Adoption of Ordinance No. 1074 to be held up pending correction of
property description.. Motion so made by Kilbury, seconded by Carter;; and carried.
UTILITY TAX ORDINANCE NO. 1072:
Motion made by Hendler, seconded by Stanley, that the Finance Committee study the Utility Tax Ordinance
No. 1072, bring it up to date and back to Council for recommendation. Motion made by Kilbury, seconded
by Greenlee, amending.motion to include Hendler, Mayor, City Attorney and City Supervisor. Motion
carried, Hendler voting "No". Original motion carried as amended. Kilbury voting "No".
