Meeting called to order at 8:00 P.M. by Honorable Mayor T. R. Van Hoy.

Minutes of October 1, 1962: Motion made by Kilbury, seconded by Carter approving minutes as written.
Motion carried.
Minutes of October 2, 1962: Utility Tax Increase to read "the Cascade Gas Co. has no objection to the
1% increase."; Bob Noonan, last sentence "Action by Council held up at this time" be deleted;
Trade Stimulators, "Ordinance be changed and that this be turned to Committee for report."
Motion made by Kilbury, seconded by Carter, approving minutes as amended. Motion carried.

to formulate a policy."; Fire Department Operation, Councilman Hendler's statement, add " for and in

CHAS., C, GRIGG, REQUEST FOR ACCESS:
A letter was read from C. F, Griggsin behalf of C.C. Grigg's request for access across a narrow strip
of land on the Street Department site, just South of Columbia Ave., South of Seventh St. This access
would serve a proposed building and outside storage located on property leased from the railroad.
C.C. Grigg will bear all expense for the necessary grading or surfacing of the.proposed access area.
A map attached shows area involved. Motion made by Hendler, seconded by Kilbury, that this be turned
to the property committee. Motion carried.
"NO PARKING" RESTRICTION IN THE 100 BLOCK ON CLARK ST:
A letter to the Mayor was read from R.C. Webb stating several N.P. employees that are required to park
their autos --in the vicinity of the depot each night, have requested that "I contact you and determine
if it would be possible to remove the night "No Parking" restriction. We would appreciate the considera-

PARKING VIOLATION TICKET:
A letter with a ticket attached was read from R. E. Maiers, Moses Lake, Washington. He was unaware of
regulation against parking between 3:00 to 5:00 A.M. and requests that violation be altered to warning.

MRS. REILLY, MANAGER, LEWIS HOTEL, THIRD & LEWIS:
An open letter to City Officials, issuing a complaint on parking ban from 3:00 to 5:00 A.M. Mrs. Reilly
to be advised that she. has the right to, petition the Council for a "No Parking" zone.•'City'parking area
is:available near by.
SCHOOL DISTRICT NO. I:
A letter to Mayor T. R. Van Hoy was read expressing appreciation to the Council for the cooperative
attitude exhibited at the joint meeting October 17, 1962. It was suggested that the School+Board
outline their problems to the City Council in writing ; they are as follows:
1. The vast majority of children who attend Captain Gray school cross Court Street.
2. We have many junior high school and some elementary students who must cross Court Street
at Road 22.
3. At the present time we have some children north of Court Street attending Emerson Elementary
school.
4. The Longfellow and Whittier school service areas make it necessary for some children
to cross Lewis Street.

The possible solution discussed in the joint meeting seemed to offer relief to the present situation.
1. To consider installing a traffic light on Court Street in the vicinity of Captain Gray.
2. To consider installing a traffic light on Court Street at Road 22.
3. To institute the use of movable "school=girl" or similar type signs before school, during
the lunch hour and after school on Lewis Street and on Sylvester in the school crossing areas.
4. Examine the possibilities of providing sidewalks on Court Street.
The long range development of Court Street as a four lane street seems to offer some additional problems
that affect achool traffic. As we discussed, the possibilities of pedestrian over -passes on Court Street
when this development ,does take place appeared to have real merit in solving the difficulties.
A discussion was entered into between the Council, Mayor and City Supervisor with Miles Patrick and
Lee Bonnett. Motion made by Kilbury, seconded by Stanley, that the Council Committee with the Police
Chief work out solution to problems. Motion carried.
STATE HIGHWAY COMMISSION (C.S. #1101, P.S.H. No. 11, PASCO VICINITY):
A letter was read from W. M. Foster, District Engineer, He advises that the results of a recent traffic
study made at the intersection of P.S.H. and Court indicates that warrants exist for the installation of
traffic signals. These will be installed as soon as financial arrangements can be carried out.
Following the installation, the City will institute such enforcement action as is necessary to preserve
the function of the painted left turn channelization on P.S. H. No. 11, which will be installed at the
time the traffic signal is activated.
JOINT COMMITTEE ON URBAN AREA GOVERNMENT:
A letter was read from Marvin B. Durning, Executive Director, stating a Hearing on the report of its
Citizen's Advi$ory Committee will be held in Richland on November 23, 1962 at 2:00 P.M. in the City
Council Chambers.
TELACOM - INSTALLATI.ON AND SERVICE:
A letter was read from Joe Thomason stating he would like the opportunity to negotiate a contract
with the Cityifor::the-maintenance of their mobile radio equipment. His name will be filed so that
he will be notified when bids are advertised.
RESIGNATION, STANLEY L. PERRY, PARK BOARD:
"A letter was read from Mr. Perry, tendering his resignation from the -Park Board. Motion made by Kilbury,
seconded by James, accepting the resignation and a letter of appreciation to be written. Motion carried.
JOINT FACT-FINDING COMMITTEE:
A letter was read from Nat Washington, inviting City Mayors, Councilmen, City Engineers..end all
highway users to attend a meeting in Tacoma on November 14 and 15, 1962 in the General Administration
Building,(first.floor), Olympia, Washington
BOOK PUBLISHING COMPANY:
New "Laws of Cities and Towns in Washington State --Annotated". Delivery date has now been set for
December 1, 1963.
REGULAR ORDER OF BUSINESS SET PLSIDE BY UNANIMOUS CONSENT:

REGULAR ORDER OF BUSINESS -RESUMED:
STATE HIGHWAY COMMISSION -AGREEMENT FOR COMPUTER PROCESSING:
The Department of Highways agrees to furnish its electronic computers to the using agency under certain
terms and conditions. In this case, the agent will be Mark Kask for Clark, Coleman & Rupeiks, Inc.,
Consulting Planners. The City will receive the bill and present it to the consulting engineer for
payment.
CLAIM RELEASE FOR 1958 INTERNATIONAL PICK-UP:
C. F. Whetsler, Water Superintendent, requests that the Mayor sign claim release and sell this damaged
truck to Smith Truck & Tractor, Inc, for $275.00. Motion made by Kilbury, seconded by Stanley, authoriz-
ing Mayor to sign cl'ai;m release and to sell truck for $275.00. Motion carried unanimously.
TRANSFERS, PARK DEPARTMENT:
Harold A. Wyman, Park Superintendent, requests the following transfer between budget items of the same
class: Transfer $415.00 from Maintenance and Operation to State Tax, $180.00; City Tax, $110.00 and
Industrial Insurance, $125.00.
Motion made by Hendler, seconded by James, authorizing transfer as requested. Motion carried.

' PUBLIC HEARING ON VACATING NORTH & SOUTH ALLEY, BLOCK 24, WEHE'S ADDITION:

Mpyor declared the Hearing open. No one present objected and no protests or objections received by mail.
Mayor declared the Hearing closed. Motion made by Kilbury, seconded by James, that the City Attorney
draw an Ordinance vacating alley as petitioned. Motion carried.
PUBLIC HEARING, L.I.D. NO. 66:
Legal Notice of Hearing was read. Mayor declared the Hearing open. John Beck spoke about sewer laterals
down the alley. Mr. Knox would like to know approximately when this construction could be completed.
City Engineer thought it could be under construction by the first of the year. Separate bid on risers
was discussed. Mrs. Tremble spoke of a low place on their property; Fisher stated this would be worked
out. Mr. Coffee spoke about his property being hooked up to the Government emergency service system.

Motion made by James, seconded by Kilbury, that the Bonding Attorney be notified to draw the necessary
Ordinance authorizing the L.I.D. This for adoption at the next regular meeting. Motion carried.
Motion made by Hendler, seconded by Carter, that the City Supervisor notify all owners of improved
property regarding installation of connection risers during construction period. Motion carried.
Mayor Van Hoy declared the Hearing closed.
MEMORIAL PARK PROPERTY:
A Statutory Warranty Deed, Grantor: Mildred M. Brown, for real estate situated in Franklin County,

VISITORS:
E.M. MAGEE read a letter from the New York City Division of the Association for the Advancement of
Colored People requesting that an Ordinance be drawn which would prohibit conviction of freedom fighters
arrested during demonstrations from being held against them in job placements. He was informed that
laws governing conduct was spelled out for everyone alike. The Coancil could see no need for additional
Ordinances;on this. A copy of the request will be turned to the City Attorney.
Motion made by Greenlee, seconded by James, that this be turned to the City Attorney for study and
recommendation and report back to the Council. Motion carried.

COUNCILMAN KILBURY
ACCOUNTANTS TO MAKE EFFICIENCY STUDY OF CITY OPERATION:
Office from which to conduct this work and other matters pertaining to same was discussed. Motion
made by Kilbury, seco-ided by '-'Hendler, to hire the firm of Frame, Whiting, Ridgeway & Worley to conduct
the survey on office efficiency. Finance and Accounting Committee to meet with the Council on this to
delineate the ground work for the study. Payment to be made from the 1963 Budget. Motion carried.

TERRY THOMPSON, REFINANCING 1957 WATER & SEWER REVENUE BONDS:
A letter was read from Terry Thompson to the Mayor and City Council confirming that he has accomplished
the refunding of $616,000.00 of outstanding Pasco Water & Sewer Revenue Bonds of 1957, all in accordance
with Agreement of September 18, 1962. A $5,000.00 certified check was enclosed as evidence of good faith
in this transaction, same to be applied on the purchase price of the new bonds when delivered to Mr.
Thompson January 2, 1963. He asked that we publish the Notice of Redemption of the outstanding Water
& Sewer Revenue Bonds, 1957 on January 1, 1963 in our publication duri.hg the week of November 19, 1962
and send a copy of the publication to him. He also asked that we authorize Roberts, Shefelman, Laweence,
Gay & Moch to prepare the bond Ordinance relating to the refund issue. Motion was made by Kilbury,
seconded by James, that Roberts, Shefelman, Lawrence, Gay & Moch be authorized to prepare ordinance
relating to the refunding issue as recommended by Terry. Thompson. Motion carried.
PLANNING COMMISSION:
Councilman James reports on Clark Coleman & Rupeiks, Inc. services rendered for October, 1962. The
Comprehensive Plan is 80% complete as of October, 1962.

City Attorney and Finance Committee for recommendation at the next Regular Meeting. Motion carried.

City Attorney explained difficulties involved in obtaining a clear title and explains two methods in
his letter of November 6, 1962 to Mr. M. H. Nixon, Western Manager, Industrial Development, N.P. Railway,
919 Smith Tower Building, Seattle, Washington. At the present time Mr. Patrick is waiting for an
answer to this letter.

Councilman Stanley reported on a Water Committee meeting studying a policy on possibility.of water and
sewer extension to the west of the City. Also phases of study on addition to the reservoir.

STREET DEPARTMENT, BURNING LEAVES:
Burning leaves in the street creates a bad condition as it melts the oil on oiled streets, causing abrupt
edges and holes, also deep slick holes where the oil does not reach. Giving this some publicity by news-
paper items was favored.
TRUCK ROUTE SIGNS
Have been installed east and west on Lewis St. and north on Fourth, Councilman Diemond
reports.

LONGIVITY RESOLUTION NO. 409:
Consideration of the committee should be given to:
1. Allowance of longivity at completion of each 5, 10, 15 and 20 years without having to wait to the
first of the year following.
2. Longivity pay should be allowed on base pay at the time recipient is entitled to receive same.
3. In the event of change of base pay during the period when an employee is receiving longivity, the
longivity pay shall be based on the then "new pay grade".
