Carter, L. R. Diemond, Ed Hendler, H. C. James, C. 0. Kilbury and A. D. Stanley. Absent R. L. Greenlee: City Attorney Richard G. Patrick and City Supervisor George R. Fisher were present. APPROVING OF MINUTES: Minutes'of meetings held October 1, 1962 and October 2, 1962 not completed on account of Registration rush. Motion made by Kilbury, seconded by Stanley, to withhold approving until received. Motion carried. COMMUNICATIONS: FIREMEN'S PENSION FUND, R.C.W. 41.04.060: A letter from City Clerk, Adah M. Perry, to Governor A. D. Rosellini was read stating that a copy of the Actuary's report and certified excerpts from the minutes of the Firemen's Pension Board meeting, approving and accepting the report, were being forwarded. Same data to the State Insurance Commissioner, the Franklin County Assessor and the City Attorney. BOND RESERVE FUND, ORDINANCE 920: $750.00 per month has been set aside for this fund which will be completed this month. All that is needed is $32.35. Water Superintendent C. F. Whetsler requests the Council to authorize the City Treasurer to make necessary changes. Motion made by Kilbury, seconded by James, authorizing change as requested.- Motion carried. TREE IN PARKING, 900 BLOCK ON PARK CAUSING TROUBLE: A letter was read from Linda Davidson, 923 W. Park, complaining about a tree in the parking causing a dangerous and dirty condition to exist. Details of previous complaints were also incorporated in this letter and she asks that consideration be given this matter as soon as possible. City's policy was discussed. City being liable -in case of injury was considered, also authorizing administration to set up a policy whereby requests would be valid if cause justified and that action be taken through the administration without further action. Motion made by Hendler, seconded by Kilbury, that this request be granted and further complaints be acted upon as they are submitted 'Admi,n.is't.rat'ion' to formulate a a -policy-. :Motion carried. (Amended 11-7-62 Page 3150) NORTHERN PACIFIC PERMIT NO. 74418,MOUNDS OF EARTH, FIRST AND EAST "A": A letter was read from Arthur D. Fiske, Assistant to Industrial Agent, regarding permit to remove two mounds of dirt at "A" and First. Motion made by Kilbury, seconded by James, authorizing Mayor to sign relinquishment. Motion carried. TERMINATION OF CONTRACT WITH FRANKLIN COUNTY FIRE DISTRICT NO. 3: Notice of :termination of contract with Franklin County Fire Protection DistH ct No. 3 was read. This was received from Chairman Ray Z. Simons. TRAFFIC COUNT, INTERSECTION OF N. FOURTH & YAKIMA STS.: A letter was read from District Traffic Engineer Hald L. Shahan stating that a 16 -hour count was made September 27, 1962. Copies of results attached to letter. The traffic department will observe this intersection periodically and signalization will be considered when volume justifies such an installation. STATE RECREATION SOCIETY CONFERENCE: A letter was read from Harold A. Wyman requesting permission to attend the above mentioned conference to be held in Yakima on October 29, and 30, 1962. He also requests use of City vehicle. Motion made by Kilbury, seconded by James, authorizing request. Motion carried. L.I.D. NO. 66: A letter was read from Roberts, Shefelman, Lawrence, Gay and Moch,.regarding Local Improvement District No. 66. Enclosed was original and five copies of Resolution of Intent; also original and five copies of form to be mailed to property owner at least fifteen days before hearing, directed to addresses shown on County Treasurer rolls. The writer requests a Certified copy of Resolution No. 518 with excerpts from meeting adopting the Resolution. If no changes are anticipated at the Hearing, an Ordinance can be prepared prior to the Hearing. PETITION TO VACATE NORTH & SOUTH ALLEY, BLK 24, WEHE'S FIRST ADDITION: F. E. Wright and Jule J. Howard have requested by petition in accordance with Ordinance No. 650 for the vacation of the North & Sooth alley in Block 24, Wehe's First Addition to Pasco, set out in Resolution No:5519. To be acted upon under "Reading of Ordinances and Resolutions". COUNCIL CHAMBERS ------..RE-GU-LAR ME.ELI-KG P-ASSLO,-MA51LLN-GLOa 0 B -E -&J6 1962 COMPLAINTS COUNCILMAN HENDLER'S STATEMENT; FOR AND IN BEHALF OF THE ENTIRE COUNCIL: (Amended 11-7-62 Page 3150) 'The City of Pasco has had and has a fine and outstanding Fire Department for a City of this size. Comparatively speaking, our record will compare favorably with any community of equal size. We are proud of the strides we have made to date and feel that the petty differences that currently exist in the Fire Department will be resolved in the immediate future. However, there are always those few who would like to make mountains out of mole hills. This Council has and will continue to have and hold open sessions whether they are official or not, but we do believe the Mayor, being the Chief Administrator of the City, has every right to conduct the business of the City as any other executive does in other businesses, without being challenged or harassed at every turn. Neither the Council nor the Fire Committee of the Council, met with the firemen this morning. It was the Mayor and City Supervisor in their rightful capacities as executives of the City, to determine what, if any, grievances exist in the Fire Department. This action was prompted by an article appearing fm the Sunday paper. I am certain that in due course they will report their findings to the Council. It is important that everyone understand that the Fire Department operates under the Civil Service regulations of this State. There are normal procedures that must be followed when any grievance exists. This Council as well as the Civil Service Board is always open to anyone; everyone is assured of fair and equitable treatment. Our Mayor and City Supervisor acted in the best interest of our City this morning in trying to determine what, if any, nrievances exist in our Fire Department. The charge of 'Secret Session' as appeared in tonight's paper is unjust and unwarranted." Jack Williams made a statement relative to the Mayor having a job to do and has a perfect right to hold meetings with City officials, Councilmen and citizens as he deems necessary without interference. LIGHTS ON SY LVESTER TO ROAD 28: Bruce Lee spoke of the need for street lights on Sylvester to Road 28. Motion made by Kilbury, seconded by James, to turn this to the Light Committee. Motion carried. FINANCE COMMITTEE HELD MEET ING,COUNC I LMAN KILBURY MADE REPORT: Regarding City Insurance. Motion made by Kilbury, seconded by James, that the Council meet October 30, 1962 with the Insurance Committee of the Council at 7:00 P.M. Chairman to be notified. Motion carried. OFFICE PROCEDURE STUDY: Local accountants to be contacted. Motion made by Kilbury, seconded by Stanley, that accountants submit proposals on programs not to exceed $500.00. Motion carried. The proposal to be submitted to the Finance Committee so d6cision can be reached. PARKING ALONG N. SECOND STREET --FIRST BAPTIST CHURCH: Police Committee to work out solution for parking space. Motion made by Kilbury, seconded by James, that this be turned to the Police Committee.. Motion carried. They request that the curb be painted on the west side of Second. ASSOCIATION OF WASHINGTON CITIES: There was a very successful meeting Friday, October 12, 1962 at the Black Angus. Several items pertaining to City were discussed in detail. AIRPORT LEASES: Two (2) leases presented: PASCO TRAVELODGE Section 3 in Terminal Bldg, (Advertising display case) October 1, 1962 to March 31, 1963; for purpose of advertising; $60.00 for full six months lease. OLIVER HYSLOP Room in SE section of Bldg 69; November 1, 1962 to October 31, 1963; for storage of personal property; $45.00 for each'.quarter. Motion made by Hendler, seconded by James, accepting Committee's recommendation and authorizing Mayor to sign. Motion carried. PURCHASES: The following purchases requested: Airport: Corrugated roofing, tax $12.48 Fire Department: Uniform pants, tax 320.32 Street Department: Signs, survey stakes, pipe, tax 857.48 Water Department: Gauge, nozzle, electric drill, memo paper 208.88 Total, all Departments $1,399.16 Motion made by Hendler, seconded by James, authorizing requests as tabulated. Motion carried by roll call vote of six (6). ' PASCO, WASHINGTON COUNCILMAN STANLEY GENERAL PURPOSE TRUCK, WATER DEPARTMENT (ONE BID RECEIVED & TURNED TO COMMITTEE): Councilman Stanley reports on Committee's recommendation regarding bid for general purpose truck for the Water Department. Motion made by Stanley, seconded by Kilbury, that the bid of .Smith Truck and Tractor for compact general purpose vehicle be accepted; the matter having been investigated and it being determined that the Water Department has good reason.f6r specifying the detachable top available on the bid submitted. Motion carried by roll call vote of four (4) to two (2). James abstained; Hendler voted "No"; Carter, Diemond, Kilbury and Stanley voted "Yes". 5,000,000 GALLON ADDITION TO PRESENT WATER RESERVOIR: Proposal as requested from Cornell, Howland, Hayes and Merryfield was received. Motion made by Stanley, seconded by James, that this proposal be referred back to Committee for further study. Motion carried. Motion made by Stanley, seconded by Kilbury, that signing of contract be deferred pending further study. Motion carried. SEWAGE TREATMENT PLANT: Councilman Stanley reports that the sewage treatment plant took a big load during the rain storm a few days ago. The cppacity is 6,000,000 gallons a day. During the load created by the storm, it was necessary to by-pass the plant. Roger James, of the State Pollution Control Department district office in Spokane was here and made'a.prellminecy study'of-pl-ant'a6d by-pass,•during the.sto'rm. Hendler asked if the City has ever requested assistance from the State for highway drainage going through the treatment plant. The answer was "No",: Motion made by Hendler, seconded by Stanley, authorizing the Mayor to request assistance on drainage flowing into treatment plant from the highways. Motion carried. STREET CLEANING, ORDINANCE NO. 1024, PARKING CONTROL: It was suggested that an item be submitted to the papers relative to meter tickets for cars violating Ordinance No. 1024 which sets out "No Parking between 3:00 and 5:00 A.M." on certain streets to enable the Street Department to clean streets during that time. The Street Committee wil look into the necessity of changing Ordinance No. 1024, if need be. Directional signs ht, -motels &'cafes show r)g,location of City parking lots might help. Motion made by Hendler, seconded by James, authorizing sufficient sign program for this. Motion carried. DELINQUENT LICENSE, ORDINANCE NO. 965: The Ace Music Co. has been reported delinquent. Chief of Police was asked if he had checked into this; he said Mr. Bailie was in the hospital. ENVELOPE TYPE PARKING TICKETS, CITY TO PAY POSTAGE: Chief of Police McKibbin would like to revise ticket, then place order. operation going by the first of the year. TRUCK ROUTE SIGNS: He would like to get this -f These signs are here and should be installed in the near future, reports Councilman Diemond. COUNCIL CHAMBERS EG.U_LAR NIEEZLNG PASCO, WASHINGTON OCTOBER 16,62 COUNCILMAN HENDLER REPORTS GOLF COURSE CLUB HOUSE: Construction is under way. CITY PROPERTY ON NO. ARTHUR: A triangular parcel of land adjacent to Sylvester Park should be curbed and beautified. A civic organization taking this on as a project was suggested. Motion made by James, seconded by Kilbury, to turn this to the Park Committee. Motion carried. NEW LIBRARY DIRECTIONAL SIGNS: A concrete slab should be adjusted by the contractor as it has settled, thus creating a bad condition. More lights are needed, along with directional signs. Motion made by Hendler, seconded by.Kilbury, to turn this to the Street Committee. Motion carried CITY PROPERTY, BLOCK "C": City Attorney reports nothing has been done on this. READING OF ORDINANCES AND RESOLUTIONS RESOLUTION NO. 518: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PASCO, WASHINGTON, DECLARING ITS INTENTION TO CONSTRUCT CERTAIN SANITARY SEWERS, TOGETHER WITH MANHOLES, WITHIN CERTAIN AREAS OF THE CITY AND TO CREATE A LOCAL IMPROVEMENT DISTRICT TO ASSESS THE COST AND EXPENSE OF SAID IMPROVEMENT AGAINST THE PROPERTIES IN SAID DISTRICT SPECIALLY BENEFITED THEREBY; AND NOTIFYING ALL PERSONS WHO MAY DESIRE TO OBJECT TO SAID IMPROVEMENT TO APPEAR AND PRESENT THEIR OBJECTIONS AT A MEETING OF THE CITY COUNCIL TO BE HELD ON NOVEMBER 7, 1962. Motion made by Kilbury, seconded by James, that a Public Hearing be set for 8:00 P.M. Wednesday, November 7, 1962. Motion carried. Motion made by Kilbury, seconded by Stanley, amending Sec. 2 of Resolution No. 518 by deleting five lines as indicated by City Supervisor. Motion carried. Motion made by Kilbury, seconded by James, to adopt Resolution No. 518 as amended. Motion carried by roll call vote of six (6). RESOLUTION NO. 519: A RESOLUTION FIXING A TIME FOR PUBLIC HEARING ON A PETITION TO VACATE NORTH -SOUTH ALLEY IN BLOCK 24, A.M. WEHE'S FIRST ADDITION TO PASCO, COUNTY OF FRANKLIN ACCORDING TO THE OFFICIAL PLAT THEREOF RECORDED IN PLAT BOOK "B" PAGE 55, RECORDS OF FRANKLIN COUNTY, WASHINGTON Motion made by Kilbury., seconded by James, that Resolution No. 519 be read. Motion carried. Resolution No. 519 was read. Motion made by Kilbury, seconded by James that Resolution No. 519 has been rea4 and Public Hearing set for 8:00 P.M., November 7, 1962. Motion carried. Motion made by Kilbury, .sg onded by James, to adopt Resolution No. 519. Motion carried by roll call vote of six (6). APPOINTMENTS: GAS BOARD: At this time Mayor Van Hoy appointed the following as members of the Gas Examining Board for three year terms: Burl.: Snoden of the Gas Company; Lex Schnettler, installer, 920 W. Opal and R. S. Brown, Pasco Housing Authority, 912 W. Park The Fire Chief and Building Inspector are permanent members. Motion made by James, seconded by Stanley, to concur with the Mayor's appointments. Motion carried. EAST SIDE ANNEXATION: The Annexation Review Board Hearing report was read in accordance with Resolution No. 516 and Chapter 282, Laws of 1961. Also a Resolution from the City Planning Commission was read. They concur and resolve that the Council proceed with the annexation in the most expeditious manner possible. Motion made by Hendler, seconded by James, that a transcript of the Hearing of the Review Board be submitted to the City Attorney for action. Motion carried. SCHOOL BOARD MEETING: Mayor reports a meeting of the School Board to be held Wednesday, October 17, 1962 at 8:00 P.M. Franklin County Regiomat Planner, George Plescher; Chief of Police McKibbin; City officials and Committees to be present. Pedestrian crossing to be discussed.
