CALL TO ORDER:
Meeting called to order at 8:00 P.M. by Honorable Mayor T.R. Van Hoy.
ROLL CALL:
By Clerk. Councilmen present were G. E. Carter, L. R. Diemond, R. L. Greenlee, Ed Hendler, H.C. James,
and C. D. Kilbury. Absent, Allen D.'Stanley. City Attorney Richard G. Patrick and City Supervisor
George R. Fisher were present.
APPROVING OF MINUTES:
Minutes of Council meeting held August 21, 1962 were approved; motion so made by James, seconded by
Kilbury and carried.

Motion made by Kilbury, seconded by James that all vouchers properly signed and approved be paid.
Motion carried by roll call vote of six (6).
COMMUNICATIONS:
LIQUOR PERMIT REQUEST, 705 S. FRONT:
A letter was read from Raymond C. Walker stating he requested favorable approval on application to
the Washington State Liquor Control Board for a license to sell beer by the open bottle on the premises
and the same for wine by bottle or glass. He would like to have his application reconsidered by the
City Council. Chief McKibbin reports that Mr. Walker was arrested and fined $200.00 once for liquor
in possession. Motion made by Kilbury, seconded by Carter to turn this to the Police Committee.
Motion carried.
TRI CITY T.V. SERVICE ASSOCIATION, COMPLAINT:
A letter of complaint signed by seven association members was read, petitioning the City to take
necessary steps to curtail the operation of the "Pasco T.V. Radionand Appliance Service and Rentals"
at 18 West "A" St. which is in zone R-2 in violation of the city zoning ordinance. When a business
license was obtained, he was located on S. Fifth in Commercial zone 1; this building was dismantled
so Mr. Nunley moved to his residence at 18 West "A" St. He advertises for calls and business at that

Motion made by Carter, seconded by Kilbury, that James H. Nunley be notified that he cannot operate
a business from 18 West "A" St. Motion carried.
MEMORIAL PARK PROPERTY PURCHASE: (LOAN FROM WATER REVENUE FUND OF $1200.00.)
City Treasurer Mary Carpenter and Councilman C. D. Kilbury report that the Finance Committee met to
consider a loan from the Water Revenue Fund in accordance with Ordinance No. 1061 at 3% interest.
Ordinance to be considered under Agenda Item "Reading of Ordinances".'
NOTICE OF PUBLIC HEARING: PUBLIC USE OF MC NARY RESERVOIR PROJECT LANDS:
A Public Hearing is scheduled October 2, 1962 7:00 P.M. at Richland Community Hall to inform interested
parties of plans for use of McNary reservoir lands in the vicinity of Richland, Columbia Park and
adjacent to Sacajawea Park.
A general map of the reservoir area will be displayed. All interested parties are invited to be present
including private individuals, representatives of Federal, State, County, Municipal or other governmental
agencies, commercial, industrial, civic or property owners concerned. Signed by J.H. Beddow, Colonel,
C.E. District Engineer.
It was suggested that copies be mailed to local organizations and labor groups, Chamber of Commerce, etc.
Reminder before meeting will also help.

AMERICAN WATERWORKS CONFERENCE:
A letter was read from Water Superintendent C.F. Whetsler requesting permission to attend the Pacific
Northwest Conference to be held in Portland, Oregon on October 12 and 13, 1962. He is chairman of the
Purification Committee. The expense for same is set up in the present budget. He is also requesting
transportation. Motion made by James, seconded by Diemond, granting requests. Motion carried.
FALLOUT SHELTER SURVEY, PASCO WARNING POINT:
A letter of appreciation to George Fisher was read regarding information and plans furnished Carl J.Julius
with Gray & Osborne, Consulting Engineers, Yakima, Washington.

GRADE CROSSING, S.P.S. RAILWAY AT MAITLAND STREET:
In answer to a petition of July 24, 1962, by City of Pasco for consent of the Washington Utilities and
Transportation Commission for the construction of a grade cnosti.ng at the intersection of Maitland St.
and Port of Pasco industrial track spur. August 2, 1962 the Railway Company submitted a copy of the
petition together with a waiver of. hearing, conditioned upon certain matters contained in a letter
dated July 5, 1962, signed by H. F. Moy.
The Washington Utilities and Transportation Commission is of the opinion that the conditional waiver
of hearing was contingent upon certain ambiguous items in the letter of transmittal and therefore a
hearing should be held to clarify the matter of these conditions. A Hearing on the matter has been
set for September 7, 1962, 9:00 A.M. at the Community Center, Pasco, Washington, signed by Jack Taylor,
Secretary, Washington Utilities and Transportation Commission.
INTERNATIONAL NORTHWEST AVIATION COUNCIL:
A letter was read from Airport Manager H. W. Parkinson asking for transportation to Idaho Falls on
October 7, 8 and 9, 1962; he plans to use the family car. Motion made by Greenlee, seconded by Carter,
that 8� per mile be allowed for transportation. Motion carried.
LIBRARY BOARD EXTENSION MEETING --ROBERT S. BURRILL:
A letter was read from Librarian Robert S. Burrill to George R. Fisher with a copy of minutes of the
Library Board Extension Meeting, in which he states the important part of which covers transfers of
funds and requesting quick action as the Desk Clerk involved would like to be paid September 15, 1962.
eXPENSE VOUCHER ATTACHED, $62.10:
This covers expenses to the University of British Columbia on August 23, 24 and 25, 1962. The Library
Fund voucher was used; payment to be made from Mayor's Convention & Travel Fund, Current Expense;
receipts attached to verify the expenditure of $62.10. Motion made by Hendler, seconded by Carter, that
the reimbursement bs requested, be denied. Motion carried, Kilbury voting "No" by voice.vote. Council-
man Hendler reports there is no allocation in the Library Fund for convention expense and no request
from the Librarian for permission to use Mayor's travel fund.
WASHINGTON STATE POLLUTION CONTROL COMMISSION:
A letter to the Mayor and City Council from Charles R. Ogden was read stating the purpose and
importance of these meetings. Emil Jensen, State Sanitary Engineer will be speaking at this meeting
to be held September 14„ 1962 in t3iitzville, on a subject which should be interesting to all. Compulsory
Certification of sewagectreatment plant operations will also be discussed. It was suggested by
Greenlee that the Mayor, Supervisor, Water Superintendent and other City officials that can get away
to attend this meeting. Motion made by Hendler, seconded by Kilbury, that all expenses for Mayor,
Councilmen, and Department Heads attending be paid. Motion carried.
PUBLIC HEARING ON EMERGENCY ORDINANCE NO. 1061:
AN ORDINANCE DECLARING AN EMERGENCY IN THE PARK DEPARTMENT�FUND OF THE CITY OF PASCO,
APPROPRIATING THE SUM OF $1,200 FOR THE PURCHASE OF PROPERTY IN MEMORIAL PARK AND
PROVIDING FOR A TEMPORARY TRANSFER LOAN FROM THE WATER DEPARTMENT FUND.
Legal notice of hearing was read. Hearing declared open by the Mayor. No objections rendered by the
attending public; no objections received by mail. Hearing declared closed. Ordinance to be adopted
under "Reading of Ordinances".
COMPLAINT --SPEEDING WEST COURT AND ROAD 22:
Mr. and Mrs..John Allen made an oral complaint about cars racing down these streets causing a hazardous
condition for the children walking to school. Signs to slow up the traffic -at W. Court and Road 22
are badly needed and they request that something be done immediately. Motion made by Kilbury, seconded
by Carter, that 20 -mile per hour signs be installed at Court and Road 22 on each side of the cross walks
and that the City Supervisor take all necessary steps to make this crossing safe. Motion carried.
PRELIMINARY BUDGET, 1963:
A Resolution for the purpose of adopting the preliminary budget for 1963 was suggested. Councilmen
dmd not receive a copy of the proposed 1963 budget. Ten copies were presented to the Mayor on
August 9, 1962. A Resolution will be prepared for adoption and reading for publication at the next
regular Council meeting on September 18, 1962.

ANNEXATION WEST OF CITY:
Motion made by Kilbury, seconded by Hendler, that a list of property owners be compiled so they can be
contacted in regard to signing a petition to annex; request and information to be mailed direct to
owners that are out of the City; civic organizations to be requested to assist the City by participating
in the personal contact activity for property owner's signatures. Motion carried.
EAST SIDE ANNEXATION AND REPLATTING:

City Supervisor to call State Highway relative to overpass. Motion made by Hendler, seconded by Kilbury,
that the City Attorney be instructed to prepare a Resolution for Annexation by next regular meeting.
Motion carried. Kilbury suggested that we invoke the Review Board and they be so notified. The Planning
Commission is hereby requested to come up with a proposed replat of that area East of the N.P. track and
North of Bonneville ( The Land Company's First Addition')' and Frey's Addition; for East side development.
Motion made by Kilbury, seconded by Hendler that this be turned to the Planning Commi.ttee.of the Council
and Planning Commission for study. Motion carried. Access roads and interchanges were discussed.
WATER REVENUE BONDS ADDITIONAL WATER STORAGE:
The Finance Committee feels that Terry Thompson should be contacted relative to the feasibility of
selling $200,000.00 in Water and Sewer Revenue Bonds and that he advise, with no cost to the City.
Motion made by Kilbury, seconded by Hendler, that Terry Thompson be asked to advise the City, at no
cost, the feasibility of selling $200,000.00 in Water Revenue Bonds. Motion carried. This to be used
for additional water storage.
GROUP INSURANCE PROGRAM FOR EMPLOYEES:
Motion made by Kilbury, seconded by Hendler, that data be prepared for distribution to any interested
party requesting same on full time employees' major medical program and group life insurance. Motion
carried. This information is for bid purposes before the first meeting in October.
SALE OF CITY PROPERTY:
Selling City -owned property was discussed; in conclusion motion was made by James, seconded by Carter,
that for the best interest of the City and the people thereof, the following parcels of real property
owned by the City should be sold:
(1) Street Department property on Columbia St., between Seventh and Ninth, Tract C,
Pettit's Addition; minimum price fixed at $35,000.00.
(2) Old Library property on N. Fourth, Lots 17 and 18 and West 8' of Lot 19, Gerry's
Addition; mini.mum price fixed at $40,000.00.
Advertisement for Bids to be opened at 2:00 P.M., September 25, 1962. City Supervisor and City Attorney
to draw up Call for Bids. Possession by January 1, 1963. Motion carried.
PLANNING CONSULTANT ENGINEER'S REPORT:
Clark, Coleman & Rupeik's Inc. report of August 31, 1962 read by Councilman James, stating their
comprehensive plan is 60% complete.

Pasco Rifle & Pistol Club: Bldg #55 and approximately 3 acres; September 1, 1962 to August 31, 1963;
club room and shooting; $25.00 per month
Lester E. Harwood: Bldg #144, #146, and #150; September 1, 1962 to August 31, 1963; for living
quarters; $11110.00 per month
Motion made by Greenlee, seconded by James, authorizing Mayor to sign. Motion carried.
AIRPORT, TRANSFER TO PORT, REVENUE BONDS:
City Attorney working with Port Attorney on this.

Bids called for 2:00 P.M., D.,S.T., September 4, 1962. One (1) bid received, opened and read as
follows:

Turned to City Supervisor and Water Superintendent for checking and recommendation. The proposed
lines extend from Chase on Sylvester to Road 28, South on 28th to Hopkins and from Road 36 on Sylvester
east to Road 32. Motion made by Diemond, seconded by James, to refer this to the Water. -Committee.
Motion carried.

Three or four are still outstanding. They have been contacted from the Clerk's office by.letter and
phone. Councilman Carter suggests that they be contacted once more. Motion made by Carter, seconded
by Kilbury, that if successful results are not received that the list be turned to the City Attorney
for action by letter, to be paid by October 2, 1962 or legal steps will be taken. Motion carried.
EXPERIMENTAL ASPHALT STABILIZATION:
Experimental Street surfacing suggested by Contractor L. W. Vail and City Supervisor was discussed.
installing a trial section was requested. Motion made by Diemond, seconded by Kilbury, that the City
Supervisor be authorized to spend up to $2,000.00 on a test section. Motion carried. This is to be
constructed on Sacajawea Drive between Astor Way and Pearl

GOLF COURSE CLUB HOUSE:
SEPTEMBER 4. 1962
Councilman Hendler reports the plans are not completed. He would like to call for bids on construction
September 25, 1962 so that award can be made October 2, 1962. Motion made by Hendler, seconded by
Kilbury, that a special meeting be called Tuesday, 7:00 P.M., September 11, 1962 for the purpose of
reviewing the plans and seta date for opening bids. Motion carried.
COPY OF MINUTES OF COUNCIL MEETINGS TO DEPARTMENT HEADS:
Motion made by Hendler, seconded by Kilbury, that the City Clerk prepare the necessary copies of
City Council meetings for all Department Heads. Motion carried.
PARKS AND RECREATION:
Councilman Kilbury reports on Park Areas. He suggests that the Park Committee of the Council look for
Park sites and areas east of the tracks and in the western portion of the City.

Appointments by the Mayor at this time; the Mayor appointed Dr. F.F. Hulswit and Dr. R. V. Rose, M.D..
Appointments approved without dissent.
