ROLL CALL: • By Clerk. Councilmen present were Robert L. Greenlee, Harold C. James, Charles D. Kilbury, Allen D. Stanley and T. R. Van Hoy. George A. Grant was absent for Military Serv1de. City Attorney Richard G. Patrick and City Supervisor George R. Fisher were present. APPROVING OF MINUTES: Minutes of meeting held April 17, 1962. Councilman Kilbury pointed out a minor correction whereby Ed Hendler's name was used instead of Councilman Kilbury. Correction will be made. Motion made by Kilbury, seconded by James, approving minutes as corrected. Motion carried. BILLS: Current bills against the city presented as follows: Current Expense $24,330.16 Water Department 20,317.69 Airport 6,103.97 Park Department 8,018.20 Yacht Basin 9.80 Street Department 4,042.64 Cemetery 1,166.47 Library 2,634.68 Library Construction and Acquisition 14,657.62 Total 81,281.23 Motion made by James, seconded by Van Hoy, .that all vouchers properly signed and approved be paid Motion carried by roll call vote of five (5). COMMUNICATIONS: GOLF COURSE CLUB HOUSE BONDS: A letter was read from the Park Board requesting permission to retain a bonding attorney for issuance of Revenue Bonds in the amount of $70,000.00 for the following allocations: . " $11,000.00 Retirement of Firemen's Pension Fund Consumer Deposit Fund Cemetery Trust Fund 44,000.00 Club House Building 4,000.00 Earn i shJ ngs_`.� : i ._ ; . 5;000.00 Architect's Fee and Taxes 3,000.00 Landscaping 3,000.00 Discounting Bonds & Attorney.Fees Retirement of these bonds will be accomplished by the increase of green fees as follows: 9 hole $1.25 18 hole 1.75 Students .75 All Day2.75 Saturday, Sunday, Holidays 1.75 SeasonsTickets as follows: Man and Wife $100.00 Man 75.00 Woman 55.00 College Student 25.00 Student 15.00 This is an increase of•$.25 on daily admissions and a $5.00 increase on season tickets over the present rates. Student prices will not change. These fees will be effective June 1, 1962. If this is acceptable to you, we request permission to obtain an architect to start on preliminary drawings for the Club House." Motion made by Kilbury, seconded by James, authorizing the Park Board to obtain a Bonding Attorney and Architect. Motion withdrawn by James and Kilbury. Motion made by Kilbury, seconded by James, that the Council take necessary action to retain a Bonding Attorney. Motion withdrawn by James and Kilbury. A short discussion with the City Attorney followed. Motion made by Kilbury,. seconded by James, that the City -Attorney and City Supervisor be authorized to contact Weter, Roberts and Shefelman, Bonding Attorneys in Seattle to take necessary action in setting up revenue bond issue for Golf Course Club House, appurtenances and retirement of loans, in the amount of $70,000.00. Motion carried. George R. Fisher to contact attorneys by phone and furnish necessary information on the second request. Motion -made by Kilbury, seconded by James, that the Park Board.be authorized to interview and recommend the employment of an architect. Motion carried. PASCO, WASHINGTON ,REGU.(,AR_MEET ING COUNCIL CHAMBERS MAY 1. 1962 POLICEMAN'S BALL, MAY 12, 1962: A letter was read from the Chairman of the Dance Committee extending invitations to the Mayor and City Council and City Council Elect, their wives or guests, to be the Police Department's guests at the 11th Annual Ball on Saturday, May 12, 1962 at the Pasco Airport, from 9:00'P.I4a to 1:00 A.M. CHANGE ORDER PROPOSAL --PAINTING ELEVATED TANK: A letter was read from Water Superintendent C. F. Whetsler with proposal attached asking for an extension of time on contract to May 15, 1962 and replacement of Spider plates and rods at an additional cost of $1,530,10 to the Tri -City Painters, Inc. Motion made by James, seconded by Stanley, authorizing Mayor to sign change order as requested. Motion carried. George R. Fisher or Whetsler to check bond. WATER SERVICE FROM ROAD 36 to ROAD 35 ON HOPKINS: A letter was read from Water Superintendent C. F. Whetsler stating Herbert Ingram has requested this service --cost will be 0,042.61 plus the cost of one fire hydrant, $361.35, to serve Lots 10 through 13, Block One and Lots 20 through 23, Block 2 of Ingram's Subdivision. Permission is requested for the Water Department to make this extension. Motion made by Van Hoy, seconded by James, that the request be granted. Motion carried Four (4) to One (1); Kilbury voting "No". WATER EXTENSION SERVICE SOUTH FROM LIVINGSTON ROAD ON ROAD 36: Robert Haner requests water service.to serve 100"! frontage on the East side of Road 36 at a cost of $548.30 which he has agreed to pay.. Motion made by Van Hoy, seconded by Stanley, authorizing service extension as requested. Motion carried four (4) to one (1); Kilbury voting "No". WATER SERVICE, NORTHWEST CORNER OF CHASE AND HENRY: Dick Thrapp desires service to a lot, 104' by 125' at a cost of $202.80, meter $86.25 and paving replacement $20.00, making a total of $309.05. Motion made by James, seconded by Stanley, granting the request. Motion carried four (4) to one (1); Kilbury voting "No". RELINQUISHMENT OF PUBLIC UTILITY RIGHTS --MAX BROWN: A letter was read from Water Superintendent C. F. Whetsler with relinquishment attached, stating that Max Brown requests the Water and Sewer Department to relinquish its Public Utility rights on the southerly 10' of even width of Lot 7, Block 2, of Foster's Addition, except the west 10' thereof. City Supervisor and Water Superintendent feel there will be no need of the City ever using this easement for water and sewer lines and recommend that the Mayor be authorized to sign relinquishment. Motion made by Van Hoy, seconded by James, that the relinquishment be granted and the Mayor authorized to sign. Motion carried. FILTER PLANT SHORT SCHOOL, MAY 7& 8, 1962: A letter was read from Water Superintendent C. F. Whetsler requesting that the following people be given permission to attend the short school May 7 and 8, 1962 at the Filtration Plant, Pasco: Fisher, Bruce, Wartensleben, Butterfield, McKeever, Schultz, Ricard, Chen and Whetsler and also any Councilman or City official desiring to attend. Motion carried by roll call vote of five (5). WOOLWORTH BUILDING CONSTRUCTION, FOURTH & LEWIS STS,: - A letter was read from City Supervisor George.R. Fisher stating the H. Halverson, Inc., General Contractors expect to start work this week. 'The building will cover the entire area and have a basement requiring a 12' deep excavation.. He recommends that the alley be blocked to all traffic adjacent to the J.C.Penney building. The contractor has agreed to provide a four foot wide barricaded lane adjacent to the curb along N. Fourth and W. Lewis Sts. for pedestrians and will also provide the City with a hold -harmless agreement for property damage and bodily injury. He also requests that he be allowed to park an office trailer and construction tool house along N. Fourth St., near the alley. He also recommends that this be allowed. Close alley and put trailer in alley was suggested by Kilbury. Motion made by Kilbury, seconded by James that the contractor be permitted to do as requested. No parking allowed in construction area. Schmid, Executive Secretary of the Census Board, Seattle, Washington -- 15,197 14,522 (Federal Census, 1960) 675 Gain Annexation population was 929 by actual count. The gain and the annexation totals 16,126, if approved by the Board. REPORTS: AIRPORT LEASES: Two (2) leases approved by the Airport Committee as follows: MILLER & STORK: Bldg #139 and Fenced yard; May 1, 1962 to April 30, 1963; for storage of equipment and supplies; $53.00 per month, first and last month paid. CASCADE COLUMBIA BEVERAGES,INC Room in SE corner of A & R Bldg and two bins on east side of A & R Bldg; May 1, 1962 to April 30, 1963; for storage of bottled products; $144.00 per month. Motion made by Van Hoy, seconded by Stanley, authorizing Mayor to sign. Motion carried. COUNCILMAN KILBURY reports the Street Department did spread gravel at the library location for dust control purposes. MEMORIAL PARK: Two lots omitted in condemnation procedure when property was obtained for park purposes. These two lots are 17 and 18, Blk 16, Helm's Addition to Pasco, situated in the northwest corner of the park. Motion made by Kilbury, seconded by Greenlee, that the City Attorney be empowered to negotiate with property owner, Mrs. Mildred Brown, Lead, South Dakota, making inquiry relative to her desire to sell or the City's intent to purchase. POLICE CAR BID: Motion made by James, seconded by Van Hoy, authorizing Chief of Police A. L. McKibbin to advertise for Bids on a police car with trade-in; Bids callable Tuesday, May 15,1962, to be opened at 2:00 P.M. Motion carried. McKibbin to furnish specifications. Motion carried. STREET -COMMITTEE AND FISHER REPORTS: Stop signs have been installed and patch work done in needy places; 500 yards of top soil have been delivered to cemetery to level off following construction work out there. Motion made by Kilbury, seconded on Maitland overpass be started: Company and the Port District. Councilman Kilbury made a motion Construction Fund. A discussion people, but hethought it could fund. Fisher states an easement is needed from the Railroad to place $3,050.56 in the Arterial Street Fund from the Permanent Street followed. COUNCILMAN JAMES reports on the Association of Washington Cities meeting to be held in Yakima, May 9, 10 and 11, 1962. Motion made by James, seconded by Stanley, that any Councilman or officials wishing to attend the convention, may do so; their expenses will be paid. Motion carried. READING OF ORDINANCES: ORDINANCE NO. 1051: AN ORDINANCE CHANGING THE ZONE CLASSIFICATION OF CERTAIN PROPERTY WITHIN THE CITY OF PASCO FROM RESIDENTIAL R-1 TO COMMERCIAL C-3 Motion made by James, seconded by Kilbury, that Ordinance No. 1051 be read. UNFINISHED BUSINESS: TRAFFIC COMMITTEE: The Traffic Committee met two weeks ago with their Chairman, Mr. Weisman. City Super%r[or stated their report will be in May 15, 1962. CITIZEN STREET COMMITTEE: Councilman Kilbury suggests that this Committee make recommendation on the drainage problem, and also that this Committee with Mr. Green,Chairman, be reappointed and new members added if needed. Kilbury states that the Citizens report on arterial streets was accepted in total and that they be informed as to what part they are going to take in the next program --first step is to appoint the same committee and new members as required.
