PASCO WASHINGTON
REGULAR MEETING COUNCIL CHAMBERS APRIL 17, 1962
CALL TO ORDER:
Meeting called to order at 8:00 R1.M. by Honorable Mayor Raymond Hicks.
ROLL CALL:
By Clerk. Councilmen present were George A. Grant, Robert L.. Greenlee, H. C. James, C.D. Kilbury,
Allen D. Stanley and T. R. Van Hoy. City Attorney Richard G. Patrick and City Supervisor
George R. Fisher were present.
APPROVING OF MINUTES:
Minutes of meeting held April 3, 1962. Motion made by James, seconded by Kilbury, approving
minutes as written. Motion carried.
PARK AND RECREATION DEPARTMENT:
A letter was read from the Park Board reporting on action taken at a meeting of the Park Committee
of the Council and the Citizen's Golf Committee. They recommend that Revenue Bonds be issued to
cover the cost of Club House facilities. They would need $60,000.00 which would be amortized
by raising green fees as fol4ows:
9 hole $1.25
18 hole 1.75
Students .75
All Day 2.75
and eliminating 9 hole tickets on week -ends and holidays.
Season Tickets as follows:
Man and Wife $100.00
Man 75.00
Woman 55.00
College Student 25.00
Student 15.00
This is a $.25 increase on daily admissions and a $5.00 increase on season tickets over the
present rates. Student rates will not change.
Submitted with this report is a letter from Richards, Merrill and Peterson, Inc., estimating maturity
schedule for bonds at an interest rate of 4'-27.. Also submitted is an approximate budget for 1963
in balance, providing the Council gives a moratorium on General Obligation Bonds until Firemen's Pension
and Consumer Deposit debt is repaid which would take a maximum of two years. Consideration of these
proposals and any suggestions the Council may offer will be appreciated.
Councilman Kilbury spoke regarding a luncheon meeting or special meeting withthe full Council present.
Following a short discussion,.motion was made by Kilbury, seconded by James, that this bond question
be placed on the agenda of work meeting Tuesday, Ap.ril 24, 1962, with Park Board invited to attend.
Motion carried.
Ed. Herid.ke:r spoke relative to the maturity payments. He thought the 1982 payment seemed too large.
This was answered by Fisher; S. L. Perry also spoke on maturit of bonds.
Correction- May 1: The name "Ed Hendler" be changed to Charles Kilbury.
DUST AT NEW LIBRARY LOCATION:
A petition signed by four property owners protest the adverse dust condition caused by construction
of the new library and feel that something must be done to stabilize the area adjacent to the library.
This sand blow condition exists just east of the library where a parking lot is being arranged.
Motion made by Grant, seconded by Van Hoy, that this be turned to the Street Committee. Motion
carried. Grant also suggests that Fisher take immediate action for relief by having a couple of
loads of gravel hauled in. Library construction money could be used for this, states the City Attorney.
POLICE CAR BIDS:
A letter was read from Chief of Police McKibbin requesting a call for bids on a new car and trade in
one 1960 Ford Sedan which has been driven 77,000 miles. Motion made by Grant, seconded by Killbury,
to turn this to the Police Committee. Motion carried.
ACQUIRING OWNERSHIP OF TWO LOTS 1N MEMORIAL PARK:
A letter was read from City Supervisor George R. Fisher stating the City had failed to acquire ownership
of Lots 17 and 18, Blk 16, Helm's Addition. The owner of record is Mrs. Mildred Brown of Lead, South
Dakota. Her son-in-law, R. G. Wayland, 435 Plumosa Drive, Pasadena, California, discovered this
situation while in the area checking in the interest of the mother-in-law. Motion made by James,
seconded by Grant, to turn this to the City Attorney and the Council Park Committee. Motion carried.
SIDEWALK WAIVER AND REFUND:
A letter was read from Harry A. Lee regarding a sidewalk waiver at 603 Ainsworth, Lots 1 and 2, and
vacated "D" St. in Gantenbiens Addition. Motion made by Grant, seconded by Kilbury, authorizing
the Mayor to sign agreement. Motion carried.
Mr. Lee also asks for a refund in the amount of $37.25 paid for sidewalk permit. Motion made by Grant,
seconded by Kilbury, authorizing refund in the amount of $37.25. Motion carried by roll call vote
of six (6) .

The Mayor declared the hearings open. A letter was read from the Planning Commission with zoning
maps attached; Exhibit "A" showing present County zoning and Exhibit "B" showing the zoning
recommended changes, with the most analogous uses to City zoning. No questions, objections or
discussions on the annexation as petitioned. A short discussion was entered into between the
City Attorney and the Council, on the most analogous zoning uses being closer to County uses
or City uses. 1v,'was deemed advisabBe to have that area which the Planning Commission had
designated as C-2; be designated instead as C-1. No objections were registered or received,
on the Annexation -or the recommended zoning, in person or in writing; zoning changes can be made
as the need arises. Mayor Hicks declared the Hearing closed.
Motion made by Grant, seconded by Greenlee, that the property in the area as petitioned be
annexed to the City and zoning as recommended by the Planning Commission be accepted with C-2
designated as C -i. Motion carried.
PUBLIC HEARING, REZONING LOTS 1, 2, and 3, BLK 1, SY LVESTER PARK ADDITION:
Notice of Public Hearing was read, also a letter from the Planning Commission recommending to the
Council that zone change from R-1 to C-3 as petitioned be approved. Mayor declared the Hearing
open. No objections registered in person or by mail. Motion made by Kilbury, seconded by Stanley,
granting the zone.change from R-1 to C-3 as petitioned. Motion carried. City Attorney to prepare
Ordinance.
REPORTS:
AIRPORT LEASES:
Six (6) airport leases submitted as follows:
WEST COAST AIRLINES, INC. Approx 1400 sq. ft. in terminal building; May 1, 1962 to
April 30, 1963; for operation of scheduled airline;
$155.00 per month.
FRANKLIN COUNTY P.U.D. Space in Bldg #91; April 1, 1962 to March 31, 1963;
for storage of explosive materils, $60.00 paid for
full term of lease.
MORRISON REFRIGERATION & HEATING INC Building #140; May 1, 1962 to April 30, 1963; for storage
of refjrigerating & heating supplies; $35.00 per month,
first and last month paid.

Two (2) leases were held up for action to be taken at work session Tuesday, 8:00 P.M., April 24, 1962:
BILL T. RICHARDS Approximately 18 acres; April 16, 1962 to April 15, 1963; for
removal and sale of top soil; $.10 per cubic yard of material removed,
payable before the 10th day of each month.
CASCADE COLUMBIA BEVERAGES, INC. Room in SE corner of A & R Building and 2 bins on East side of A &R
Building; May 1, 1962 to April 30,1963; for storage of bottled r
products; $144.00 per month.
Motion made by Van Hoy, seconded by Kilbury to turn leases submitted by Bill T. Richards and the Cascade
Columbia Beverages, Inc. to committee. Motion carried.
NAVY RESERVE BUILDING - ONE ACRE SITE:
The Navy Reserve has expressed the desire to acquire approximately one (1) acre of land across the
road from C.B.C., adjacent to the maintenance shop, on the South. City Supervisor, George R. Fisher,
said that if they (require a:,square area;;. it will extend into the golf course trees. No action
taken at this time. The Building Committee reports that the Reserve might not care if the corner is
reshaped.

COMMISSION HELD BY THE CITY OF PASCO AS A PUBLIC
DEPOSITORY FOR THE FRANKLIN COUNTY REGIONAL PLANNING
COMMISSION, AND REPEALING RESOLUTION NO. 492.
