property on North Seventh, occupied by Frank Stiverson's Upholstery Shop, stating that grading
would cause damage to the building's foundation. Motion made by Moore, seconded by Grant to answer
Mrs. Ochse's letter and inform her that the City is watching this development closely and property
in this alley will not be infringed upon. Motion carried. Mayor to answer Mrs. Ochse's letter.
AMERICAN WATERWORKS ASSOCIATION:
A letter was read from Water Superintendent C. F. Whetsler requesting permission for himself and
Pat Wartensleben to attend this annual meeting in Seattle on May 30, 31 and June 1, 1962. Motion
made by Kilbury, seconded by Moore, granting request. Motion carried.
FERTILIZER BIDS:
A letter was read from Park Superintendent requesting permission to call for bids on fertilizer for
Tuesday, 8:00 P.M., March 20,1962. Motion made by James, seconded by Greenlee authorizing call for
bids as requested. Motion carried.
LEASE CANCELLATION, BLDG 39, kOGER LAGERSTROM:
Airport Manager H. W. Parkinson recommends that Mr. Lagerstrom's lease on Building #39 be cancelled
effective as of March 31, 1962. Motion made by Van Hoy, seconded by Grant, accepting recommendation
as stated. Motion carried.
LEASE TERMINATED ON A ROOM IN BLDG 142:
A letter was read from Airport Manager H. W. Parkinson recommending this termination. Motion made
by Van Hoy, seconded by Kilbury, accepting the recommendation. Motion carried.
FINANCE COMMITTEE'S REPORT:
City Treasurer submitted the Finance Committee's report on meeting held March 1, 1962. Resolution
to follow.
CITY CLERK REQUESTS TRANSFER:
A letter was read from the Clerk requesting transfer for the Library Fund. Resolution to follow:

REGULAR MEETING COUNCIL CHAMBERS MARCH 6, 1962
*ANNEXATION PETITION, CORRECTIONS ON ZONE CONDITIONS:
Petitions presented by property owners were reviewed and zoning conditions and classifications studied.
Motion made by Kilbury, seconded by James, that the Council body indicate that they do accept the
petition for annexation. Motion carried. The petition constitutes 77.85% of the area, consisting
of approximately 259 acres. Motion made by Kilbury, seconded by Moore, that the Council indicate
they will accept the.annexation without requiring the area to .assume any of the City's present
indebtedness. Motion carried.
Motion made by Kilbury, seconded by Moore, now that the petition to annex has been approved, that it
be turned to the Review Board. Motion carried. Motion made by Kilbury, seconded by James, that the
Mayor invoke the Review Board to pass on annexation request. Motion carried.
RAILROAD MERGER PETITION:
A petition signed by approximately 400 signers was read by Howard Ritter opposing the merger and
requesting that a member of the Council body attend the Hearing in Spokane, April 4 to 12, 1962,
opposing this,,movement as it will be detrimental to Pasco and this area. Lee Fogg read a report
also supported by a'petition requesting support from the Council body opposing the merger. Motion
was made by Uan:_Hoy, seconded by K1,bury, that the City of Pasco intervene in merger at Spokane,
Apnil 12, 1962. Motion carried. Ralph Oakley stated this area would receive service as a branch
line and only as business permits were issued; he also urged local committees, etc. to protest:

CITY CENSUS:.
"City Clerk asked for action by the Council on census taking. Motion made by Van Hoy, seconded by
Kilbury, authorizing the City Clerk to take the census. Motion carried.
GOLF COURSE:
Councilman Kilbury read the Golf Course report.
LIBRARY BOARD:.
Librarian Robert S. Burrill requests permission to dispose of certain items of surplus furniture
and equipment used in the old Library building: "City Attorney states we are permitted to negotiate
sales up to $200.00 in value. We have an offer of $25.00 for one surplus table and eighteen children's
chairs and request permission to complete transaction on other sales when bonafide offers occur and
hereby inform the City Council of my intention to complete them." Motion made by Kilbury, seconded
by Moore, approving transaction presented and others as they come up for negotiation. Motion carried.
LIBRARY REPORT:
Circulation statistics report of January, 1962 was read by Councilman Kilbury.
BOY SCOUTS MEETING PLACE, OTHER THAN.CITY HALL:
Councilman Kilbury reports back on finding a meeting place for the Scouts. He states that they can
meet at the Community Center. Motion made by Kilbury, seconded by Moore, that the Mayor notify
C. J. Rabideau, authorizing the meetings in the Community Center. Motion carried.
FEDERAL HOUSING AUTHORITY BOARD, APPOINTMENT:
Mayor Hicks appointed Fred Rodkey to succeed himself on the Board, term to expire January 28, 1967.
Motion made by Van Hoy', seconded by Greenlee,to concur with the appointment. Motion carried. .
BIDS ON POLICE CAR:
Motion made by Grant,.seconded by Kilbury, to accept the low bid of Jerry Horrobin Ford, Inc.
in the amount of $1,331.03 --the Standard Model plus Cruise o Matic transmission. Motion carried.

SPEED LIMITS IN L.I.D. #64 and #65:
The Citizens' Committee have reported on meetings being held to Councilman Moore.
ARNOLD J. FRICKE, BLACK TOP, SOUTH FOURTH:
Mr. Fricke has asked for permission to remove one tree and break down curbing on South Fourth Street
from the northwest corner to East and West alley between "A" St., and "B" St. This was turned to the
Street Committee and discussed with Mr. Lovelace, the Building Inspector. At this time, the Building
Inspector's recommendation was read stating the sidewalk breakage should be taken care of by
Mr. Fricke. He would recommend two 30' driveways and black top new part of street, set back curb
11' and fill in length of property. Following a short discussion, motion was made by Moore, seconded
by Van Hoy, that the original request as per letter of February 14, 1962 be granted, with Mr. Fricke
responsible for sidewalk breakage and repair. Motion carried.
STREET DRAINAGE CORRECTION AT FIFTH AND LEWIS:
Councilman Grant thinks a.comprehensive survey should be made and program set up to correct this and
other like conditions in the City. Motion made by Moore, seconded by Kilbury, that repairs be made
at Fifth and Lewis Sts. by a procedure of shortening slope across the cross walk. Motion carried,
five (5) to one (1); Grant voting "No".
FLU SHOTS:
Water. Superintendent made inquiry about reimbursement for flu shots. This was frowned upon.
CIVIL DEFENSE, BRUCE LEE DIRECTOR:
Mr. Lee stated the Postmaster has applied for permission to allow.Civil Defense survey of the
Post Office Building for fallout shelter purposes. Motion made by Grant, seconded by James, that
the City Council take steps to obtain permission for the Civil Defense Director to survey the
Post Office Building for fallout shelter. Motion carried.
ASSOCIATION OF WASHINGTON CITIES MEETING:
Councilman James reports the annual meeting of the Association will be held Yakima, May 9, 10 1; 11,
1962 and urged everyone to make reservations early.
U.S. NAVAL RESERVE ELECTRONICS FACILITY:
With reference to request by V. R. Saarela for a Naval Reserve Site for Naval Reserve Electronic
Facilities, they will need one or two acres and this should not interfere with any future plans of
the State Highway Department. A $1.00 per year lease was mentioned for a period of fifty years;
it was also mentioned that this development would be approximately $100,000.00. They desire an
expression from the Council. Motion made by James, seconded by Van Hoy, authorizing Mayor to
proceed with application when presented. Motion carried. Councilman Grant concurs with the action
taken providing the property is not needed for other uses.
BUILDING INSPECTOR REPORT:
Building Inspector's report for February, 1962 presented, read and ordered filed.
CITY CLERK: submitted January and February, 1962 monthly budget report of all departments.
Each member was furnished a copy.
