ANNEXATION MEETING COUNCIL CHAMBERS FEBRUARY 26, 1962
CALL TO ORDER:
Meeting called to order at 8:20 P.M. by Honorable Mayor Raymond Hicks.
ROLL CALL:
By Clerk. Councilmen present were G. A. Grant, H. C. James, C. D. Kilbury, K. E. Moore, and
T. R. VanHoy. Absent, C. R. Combs and R. L. Greenlee. City Attorney R. G.. Patrick and City
Supervisor G. R. Fisher were also present. Meeting held in Squad Room of the Police Department.
ANNEXATION DISCUSSION:
Method to Be Followed: R.C.W. 35.13.130 -- 35.13.160 as amended:
Owners petition more than 75% of area, contiguous and unincorporated,, for Council action.
Questions No. 1, 2, 2A and 2B were read by Councilman Kilbury to inform the property owners present
the procedure necessary by law.
The answer to Question No. 1 is yes, more than 10% petitioned.
Question No. 2 --Legislative body meeting with petitioners within sixty (60) days --that meeting is
this date, February 26, 1962 to discuss the proposed annexation for acceptance (A). The (B) part
of Question No. 2 requires the assumption of existing City indebtedness (Sec 18, Ch 282, Laws 61).
At this point, Councilman Grant preferred that the meeting be conducted by the Mayor.
A discussion followed whereby the City Attorney thought the wording of some of the petitions should
be changed in regard to zoning, if petition expressly conditioned on a specified zone which may
not meet with the approval of the Planning Commission.
Motion made by Kilbury, seconded by Moore, to accept the petition without indebtedness. Motion carried.
Mrs. Plaggemeier stated her two sons, Dale and Lynn, did not want their property annexed.
Petition will be submitted to a Review Board, then to City Clerk for Public Hearing.. More study will
be made of each piece of property with regard to zoning.
ADJOURNMENT:
Motion made by Grant, seconded by Kilbury, to adjourn. Motion carried.
