ROLL CALL: By Clerk. Councilmen present were C. R. Combs, G. A. Grant, H. E. James, C. D. Kilbury, K. E. Moore and T. R. Van Hoy. Absent, R. L. Greenlee. City Attorney Richard G. Patrick and City Supervisor George R. Fisher were present. APPROVING MINUTES: Minutes of meeting held February 6, 1962. Motion made by James, seconded by Kilbury approving minutes as written. Motion carried. Motion carried. BOY SCOUTS REQUEST THE USE OF COUNCIL CHAMBERS: A letter was read from Jim Rabideau, Chairman of the Board of Review, requesting that the Board be granted the privilege of continuing to use the Council Chambers. A short discussion followed. Mayor Hicks stated that complaints had been received by him that the boys were not well supervised and expensive results have been experienced. Their meeting also interferes with Police Court regular meeting time and place. Motion made by Grant, seconded by Kilbury to turn this to the Park and Library Committees for study and recommendation. ,Motion carried. Mention was made relative to the building in Sylvester Park having been erected for the Scouts by the Trades Union. FRICKE TRUCKING SERVICE: A letter was read from Mr. Fricke asking permission to remove one tree, break down the curb on S. Fourth St. from the northwest corner of office building at 831 S. Fourth to.east and west, 'alley and black top for drive in. The short turn now experienced by large equipment is considered hazardous. Motion made by Combs, seconded by Van Hoy to turn this to the Street Committee for study and recommendation. Motion carried. CASCADE NATURAL GAS CORPORATION: A letter was read from Minor C. Lile, District Manager, inviting the Mayor and members of the City Council to attend their annual dinner to be held Wednesday, February 28, 1962 at the Desert Inn Hotel in Richland, Washington. The Mayor stated he intended to be there. ANNUAL ROAD BUILDERS CLINIC: A letter was read from City Supervisor George R. Fisher requesting permission to attend this clinic at the Washington State University on March 14, 15 and 16, 1962, also the Washington State Department of Highways to be held March 13, 1962. Motion made by James, seconded by Grant, granting permission as requested. Motion carried. 306 REGULAR MEETING PASCO, WASHINGTON ' COUNCIL CHAMBERS FEBRUARY 20, 1962 U.S. NAVAL RESERVE, BUILDING SITE REQUEST: A. letter was read from V. R. Saarela, Commander, U. S. Naval Reserve, Electronics Facility, stating the Thirteenth Naval District are requesting funds for the building of a new Naval Reserve Electronics Facility in this area. A site that is acceptable to the Navy is an area situated on the north side of Highway 8, between the Pasco Municipal Golf Course and the Columbia Basin College. They would need from 1 to 2 acres and this should not interfere with any future plans of the State Highway Department. Motion made by Moore, seconded by James, to turn this to the Property and Airport Committees for study and report. Motion carried. FIREWORKS: A letter was read from Hays Fireworks Co. relative to Fireworks Proposal called the "Safe and Sane". Motion made by Van Hoy, seconded by Kilbury, to turn this to the Fire Chief and the Fire Committee. Motion carried. VICTOR L. WULFF PASCO PUBLIC LIBRARY: A letter was read from Mr. Wulff certifying that the Murray Construction Company has completed the general construction work, according to plans.and specifications and requesting that their contract be accepted as of this,date. Also, the Empire Electric contractors have completed the electrical construction work according to plans and specifications. He recommends the acceptance of their contract completed as of this date. The Randolph Plumbing and Heating mechanical contractors have completed their contract according to plans and specifications. Mr. Wulff recommends that this contract be accepted as completed this date. Motion made by Kilbury, seconded by James, to accept the three (3) afore -mentioned companys' contracts on the Pasco City.Library as recommended by Architect Victor L. Wulff and the City Supervisor. Tax release forms to be submitted, to the Tax Commission and Department of Labor and Industries. Motion carried. PASCO PUBLIC LIBRARY: A letter was read from Librarian Robert S. Burrill stating the Library Board took formal action to thank the Mayor and Council for their part in the construction of the new and beautiful Library building. FEDERAL AVIATION AGENCY --AIRPORT AID: A letter was read from Richard T. Puckey, District Airport Engineer, stating Legislation extended the Airport Federal Aid Program, making $75,000,000.00 available for airport development during 1963 and setting out in Phase 1 and 2 application details. Request for aid Form ACA -1623 must be received at the Seattle office not later than March 16, 1962, original and three copies. Parkinson feels there will be no need for this program in 1962. WASHINGTON SURVEYING AND RATING BUREAU: A letter was read from David E. McAllister, Engineering Department, submitting for our files three copies of the results of the acceptance test conducted on the 1000 gpm pumper delivered to the fire district by Westland Fire Apparatus Company, two copies are for Fire Chief. TRANSFER: A letter was read from City Treasurer Mary E. Ellison requesting a transfer authorized to transfer $4,136.30 from L.I.D. #65 -to Current Expense. This is the amount owing Current,Expense for Engineering and office expenditures on L.I. D.165 construction. Motion made by James, seconded by Kilbury authorizing transfer as requested. Motion carried. 1962 CENSUS: A letter was read from Calvin F. Schmid, Executive Secretary, asking if the City intends taking the census this year or making an estimate. Motion made by Kilbury, seconded by Grant to turn this to the Finance Committee. Motion carried. PETITION OF PROPERTY OWNERS, INTENTION TO COMMENCE ANNEXATION PROCEEDINGS (Sec 18, Ch 282-1961): Mr. Jess Wynia submitted !petifi6ns requesting annexation of approximately 259 acres; petitions represent an excess of 75% of the assessed valuation of the area. A discussion with the City Attorney brought out the necessity of a meeting between the petitioner and the City Council for a general discussion to bring out the petitioners desire to assume or not assume the present indebtedness, zoning, etc, and then, if they deisre, to continue with the annexation proceedings. He read the law, R.C.W. :35.13.130 and 35.13.160 as amended, step by step. Motion made by Kilbury seconded by James, that the property owners signing petitions and all property owners in the area be invited to meet with the City Council for general discussion on Monday, 8:00 P.M., February 26, 1962, at the City Hall. Motion carried. This area, if annexed, would extend the Pasco City Limits west of the bypass highway to about Road 33. FIRE COMMAND SCHOOL: Fire Chief Lyle Cooney requests permission to attend this training school April 19, 1962. Motion made by Van Hoy, seconded by Kilbury, granting permission as requested. Motion carried. SUBLET BLDG #34 TO JERRY R I CKE L: H. W. Parkinson, requests permission to sublet gymnasium for ballroom dancing lessons from February 21 to June 30, 1962. Motion made by Van Hoy, seconded by Kilbury, granting request. Motion carried. 3064 , PASCO, WASHINGTON FEBRUARY 20, 1 THE CONLEY-PITMAN WATER FILTRATION SHORT SCHOOL: A letter was read from C. F. Whetsler, Water Superintendent, stating the State Health Department and Washington State University Extension Service would like to hold a short school in Pasco May 7 and 8, 1962. Motion made by Kilbury, seconded by James, that permission be granted. Motion carried. WATER SERVICE APPLICATION, 812 ROAD 36, ARBOGAST: A letter was read from Water Superintendent C. F. Whetsler, relative to water service. Assessment would be $214.81, water service line $96.25, total $311.06. Motion made by Van Hoy, seconded by James, granting water service as requested. Motion carried, Kilbury voting "No". MR. ARBOGAST WATER SERVICE WERNETT ROAD FROM ROAD 36: Water Superintendent requests permission to negotiate with Mr. Arbogast on needed services; expense of extension $1,589.64. Motion made by Van Hoy, seconded by James, that Water Superintendent be authorized to negotiate further with Mr. Arbogast and bring back findings to the Council. Motion carried, Kilbury voting "No". COURT VISTA ADDITION, 8" WATER LINE NORTH ON ROAD 36: Harry Moore has made inquiry relative to water line extension north on Road 36, estimated cost $571.77. Permission is requested to negotiate with Mr. Moore. Motion made by James, seconded by Van Hoy, that the request to negotiate be granted. K. E. Moore disqualified himself and refrained from voting. Motion carried, Kiilbury voting "No". REFUND, KENNETH DYER BUSINESS LICENSE: Mr. Dyer submitted a $30.00 check for airport rental and by error this was used for business license payment. City Clerk requests a refund so this can be placed in the Airport fund. Motion made by Kilbury, seconded by Moore, authorizing refund. Motion carried by roll call vote of six (6). QUIT CLAIM DEED --STREET PURPOSES --NORTH ARTHUR AND WEST COURT: William T. and Jessie M. Brogoitti deeded two tracts of property for street purposes, situated on the north side of Court at'the west corner of Arthur intersection, 30' for Arthur and 40' for Court St. Deeds recorded as of February 20, 1962. VISITORS --HAZARDOUS CONDITION AT FRANCES AND MARIE: Mr. Ray Eads states that stop signs in the area of Court and Frances, also Marie and Frances are badly needed on account of frequency of wrecks and accidents. Councilman Grant says a bad condition does exist at these locations. Motion made by Grant, seconded by Kilbury, that the Police Committee and Chief investigate and'make recommendations. Motion carried.= TAYLOR MAID DRIVE IN, NORTH THIRD & NIXON: Robert Gorham and Mr. Joe Browning have a petition prepared for rezoning his property at Third and Nixon from R-1 to C-3 and are requesting at this time that the Mayor be authorized to sign petition favoring rezoning for the City owned property in Volunteer Park which is within the 200' area. Motion made by James, seconded by Grant, authorizing Mayor to sign petition. Motion carried. CLAIM VOUCHERS, ELECTION OFFICERS: Claims in the amount of $954.00 presented for payment at this time. Motion made by James, seconded by Moore, authorizing vouchers as presented. Motion carried by roll call vote of six (6). AIRPORT LEASES: Two (2) leases presented for renewal as follows: MRS. FRANCES CAMPBELL; Airport Cafe; March 1, 1962 to February 28, 1963; $60.00 per month, first & last month paid; for operation of cafe. EMMONS ENTERPRISES, INC. Room #3, East Wing of Bldg #69; February 16, 1962 to February 15, 1963; $35.00 per month, first and last month paid; for storage of coin operated devices. Motion made by Van Hoy, seconded by Kilbury, authorizing Mayor to sign leases. Motion carried. PASCO; WASHINGTON BIDS ON POLICE CAR: A meeting will be held Thursday, 11:30 A.M. to study car bids for recommendation. MEALS FOR PRISONERS: Councilman Grant states the Committee has not obtained enough information yet on material needed for 'calling for bids. More time granted. STOP SIGNS FOR INTERSECTIONS IN L.I.D. #64 & #65 Requested by property owners in the aforementioned areas. Combs asked the City Supervisor to have four way stop signs installed as requested as soon as they are available. He reports that the Citizens Committee have been holding scheduled meetings and will report back in the near future. BIDS ON INTERIOR AND EXTERIOR PAINTING AND MAINTENANCE OF 200,000 GALLON STEEL WATER TANK: Motion made by Moore, seconded by Kilbury, to accept the lowest and best bid of the Tri -City Painters, Inc., Box 6, Richland, Washington, in the amount of $5,029.00. Motion carried unanimously. CIVIL DEFENSE: Bruce Lee, Civil Defense Director, reported on Phase 1-A and will have maps and programs for the Phase 2 program soon. PURCHASES: Requests presented as follows: Water Department: Propane Tank & Regulator, Wheel N Measure Meter, Sheeler Hydraulic Pipe Cutter $666.50 Motion made by Combs, seconded by James that purchases be allowed. Motion carried by roll call vote of six (6). CLAIM --BROODER: City Attorney reports that Mr. J. D. Brooder has dropped action against the City. PACIFIC NORTHWEST BELL TELEPHONE COMPANY'S FRANCHISE: City Attorney states that the Telephone Company's Attorney desires to meet with the Council body and City Attorney for a possible solution. He suggests that the Council go into this seriously after election. ALLEY, FROM SIXTH TO SEVENTH, BETWEEN LEWIS AND CLARK: City Supervisor wishes to meet with the Street Committee regarding T V cables, etc. in the alley from Sixth to Seventh, between Lewis and Clark: Sts. Motion made by Kilbury, seconded by Moore, that the Street Committee and City Supervisor hold a meeting and report at next regular meeting. Motion carried. READING OF ORDINANCES: ORDINANCE NO. 1047: AN ORDINANCE ESTABLISHING A FUND TO BE KNOWN AS "LIBRARY CONSTRUCTION AND ACQUISITION FUND" Motion made by Kilbury, seconded by Moore, that Ordinance No. 1047 be read by title only. Motion carried. Ordinance No. 1047 was read. Motion made by Grant, seconded by James that Ordinance No. 1047 has been read by title. Motion carried.
