ROLL CALL: By Clerk. Councilmen present were C. R. Combs, R. L. Greenlee, H. C. James, C. D. Kilbury, K.E.Moore and T.R. Van Hoy. George A. Grant was absent. City Attorney R. G. Patrick and City Supervisor G.R. Fisher were present. APPROVING MINUTES: Minutes of meeting held January 16, 1962.• Motion made by Kilbury, seconded by James.approv.ing minutes as written. Motion carried. BILLS: Current bills against the City presented as follows: Current Expense $32,586.97 Water Department 30,864.40 Street Department 4,364.44 Cemetery Department 1,518.71 Library Department 3,311.04 Airport Department, 5,572.66 Park Department 3,699.16 Total all Departments $81,917.38 Motion made by James, seconded by Kilbury that all vouchers properly signed and approved be paid except Library Vouchers. They are to be held up until February 15, 1962. Motion carried by roll . ca -11 vote of six (6). COMMUNICATIONS: CHIAWANA GRANGE, ELTOPIA: A letter was read from Mrs. Bonnie Holmes, Secretary, stating they would like to have the lounge frames or benches which are supolus to the City of Pasco. The Grange members have voted to take all available benches. Motion made by Kilbury, seconded by James that the •Eltopia Grange be allowed to take all benches or lounges not wanted by any of the City Departments. Motion carried. MID -COLUMBIA RIVER YACHTING ASSOCIATION: A letter was read, signed by six yacht or boat clubs -requesting the City Council to study a proposed Ordinance advertised -by the Franklin County Commissioners and the' Coast Guard Regulations, known as the United States Boating Law of 1958 (the "Bonner Act"), to ascertain the lack of need for an Ordinance of this kind and the detriment and hindrance it would be to the activity and existence -of the present boating clubs and associations. The reasoning is spelled out in this letter and Ordinance referred to as having been advertised for Hearing by the County on November 20, 1961 at 2:00 P.M. A copy of the letter and Ordinance will be furnished on request. Motion made by Kilbury, seconded by Moore that this be turned to the Park & Recreation Committee for study and report. Motion carried. WORK RELIEF PROGRAM: A letter was read from City Supervisor George R. Fisher stating that various projects might be worked up that could be carried through under this program. Three Departments --Airport, Park and Cemetery -- would like assistance through this program, starting March 1, 1962. Approval by the City Council is needed, authorizing these departments to submit applications under this program. All projects are for needed maintenance work in the three departments. Motion made by Moore, seconded by James that authorization be granted the departments needing this program to make application for same. Motion carried by majority, Kilbury voting "No". STREET DESIGN STANDARDS COMMITTEE: A letter was read from George R. Fisher, City Engineer, requesting permission to attend this meeting in Seattle, February 16, 1962. Motion made by James, seconded by Kilbury, granting the request. Motion carried. WATER HOLE, FIFTH & LEWIS: A letter was read from Russel R. Ridenour stating that they are still waiting for the City to remedy this situation. No action taken. f7i7111GTWihelZ A letter was read from Police Chief A. L. McKibbin requesting permission to call for bids on a patrol car and turn in the 1960 Ford. Motion made by Van Hoy, seconded by Kilbury to call for bids as requested Tuesday, February 20, 1962 at 8:00 P.M. Motion carried. PUBLIC HEARING C S #1101 P.S.H. NO. 11 SAGEMORE TO ELTOPIA: A letter was read from State Highway Commission signed by R. H. Pyle confirming a phone conversation granting permission to use the City Council Chambers on March 7, 1962 from 10:00 A.M. until noon and on March 8, 1962 from 10:00 A.M. Motion made by Greenlee, to turn this to the Water Committee for study. Discussion followed. Greenlee withdrew his motion. Following the discussion and opinion expressed by the City Attorney, motion was made by Kilbury, seconded by Greenlee, authorizing the Committee to study bids and return certified check if Committee desires or sees fit to so do. Motion carried. REFUND --BUSINESS LICENSE PAID TWICE: Continental Oil Co. paid their Business License from the Spokane office and Mr. Bankhead paid later for the same business. City Clerk requests that the City Treasurer be authorized -to refund $30.00 to Mr. Bankhead as requested by the Oil Co. Motion made by James, seconded by Kilbury authorizing refund as requested. Motion carried by roll call vote of six (6). REFUND --EDWARD JACKSON, 630 S. OREGON: A letter was read from C. F. Whetsler, Water Superintendent, requesting that the Treasurer be authorized to refund $200.00 to Mr. Jackson for front footage reimbursement due him following payment by Johnnie Mangum. Motion made by Kilbury, seconded by James, authorizing the Treasurer to refund $200.00 as requested. Motion carried by roll call vote of six (6). PETITION FOR THROUGH & STOP STREETS: A petition was presented to the Council by Neal Smiley, signed by approximately 250 people living in the area .bounded on the north by Court St., on the south by Sylvester, west by Chase and on the east by Mead, requesting that Illinois and Meridian. be made through streets from Sylvester to Court;/en ering Illinois and Meridian, stop streets,on account of numerous accidents and the need for immediate action. A discussion between visitors and Council was entered into. Each person desiring to speak was given the opportunity. Following this meeting, a discussion will continue in the Mayor's Committee Room. Mr.. Moore, under his report, made a motion which was seconded by Kilbury, that the Mayor be empowered to appoint a Citizen's Committee to study and recommend possible solutions to the traffic problems now existing in L.I.D. Nos. 64 and 65 locations, consisting of the following citizens who have all expressed a wil::lingness to work: Reverend Harold Blackwell; Mr. Art Glasow; Mr. Earl Halverson; Mr. Parlan Betts; Mr. Ralph Oakley; Mr. Russ Wiseman; Mr. Harry Hudlow; Mr. Miles W. King. A copy of this petition to be submitted to the committee. Motion carried. A number of the citizens wished to know when committee would make recommendations, when and where they would meet. Not all persons present favored arterial or through streets as designated in residential districts. Chief of Police McKibbin ran a radar check in this area last June. Ed Hendler was also in favor of quick action. Motion made by Combs, seconded by Van Hoy authorizing George Fisher to install eight (8) signs on Illinois and Brown, Meridian and Marie as designated in petition, Wednesday A. M., February 7, 1962. PASCO, WASHINGTON REGULAR MEETING COUNCIL CHAMBERS FEBRUARY 6, 1962 PETITION: ANNEXATION WEST OF CITY LIMITS: Petitions involving approximately 300 acres were presented to start annexation procedure. The annexation law of 1961, Chapter 282, Sec. 17 was read in part by Councilman Kilbury. Motion made by Kilbury, seconded by James that the City Supervisor assist in getting legal description of property in order as set out by the 1961 law. Motion carried. Following is an outline showing proposed annexation: Beginning at Chase and Hopkins, west to State Highway No. 3, follow to approximately 100' east of Road 28 on Sylvester, thence West to Road 28, thence North to the Section line which would be Henry St. extended West, to embrace the Riviera Trailer Court, thence South to alley between Sylvester and Chlora, thence East to U.S.Highway 395, thence South to mid -way of the River, East to a straight line of the City Limits, thence North to Washington St., west to Illinois, North to "A" St., West to Chase, thence North to point of beginning. (Outline furnished by Assistant Engineer Robert Bruce.) Total valuation, $204,740.00; 75% of total valuation, X153,570.00. DEPOT LUNCH, C. W. ALBERG: Mr. Alberg was present and wanted to know when bids would be called on furnishing meals for prisoners. He was advised that the Chairman of that Committee was absent, but that something would be done in the near future. AIRPORT PLANS FOR 1966: Airport Manager H. W. Parkinson reported on jets which would be on a through route by 1966. Extension of runways would be necessary to approximately 2200' taxiway at a cost of approximately $200,000.00. Motion made by Van Hoy, seconded by Kilbury that the Airport Committee start study on this improvement and make recommendation on their findings. Motion carried. REPORTS: AIRPORT LEASES: Two airport leases submitted as follows: COLUMBIA BASIN NEWS 1200 sq ft leanto between Bldgs 60 & 61; January 20, 1962 to January 19, 1963; for storage of paper supplies; $35.00/mo. PASCO GUN CLUB Outside area, Building #90 and Jeep garage; February 1,1962 to September.30, 1978; $1.00 per year; for Club use. Motion made by Van Hoy, seconded by Kilbury authorizing Mayor to sign leases. The Gun Club lease has been extended to 1978 with a 90 -day cancellation clause. Motion carried. LIBRARY, PARKS, GOLF AND CEMETERY: Councilman Kilbury reports Golf Course continues doing business. `.. ;'BUSINESS LICENSE APPLICATIONS: Read by Councilman James. WATER ACTIVITY REPORT: Councilman Moore presented the 1961 program report. APPOINTMENT LIBRARY BOARD: Mayor Hicks appointed Scott Roff to the Library Board succeeding Esther Nelson as of December 31, 1961; term expiring December 31, 1966. Motion made by Van Hoy, seconded by Greenlee to concur with the Mayor's appointment. Motion carried. PLANNING COMMISSION AND LEGISLATIVE COMMITTEE: Councilman James reports Planning progressing O.K. Legislative quiet at the present time. GRADE 1 OIL AT AIRPORT: The City has three departments using stoves for heat, 'therefore need a small amount of stove oil. Motion made by Greenlee,.seconded by James that the Conoco contract for stove oil be extended for use by the Street, Cemetery and Airport. Motion carried. BUILDING INSPECTOR: Building Inspector's report for Uabuar,y;)962 presented, read and ordered filed. STREET LIGHTS INSTALLED: The Light Committee reports that the installation of street lights on Court and Sylvester has made a big improvement. READING OF ORDINANCES AND RESOLUTIONS: ORDINANCE NO. 1046: AN ORDINANCE CHANGING THE ZONE CLASSIFICATION OF CERTAIN PROPERTY WITHIN THE CITY OF PASCO FROM RESIDENTIAL R-2 TO COMMERCIAL C-1 Motion made by Kilbury, seconded by James that Ordinance No. 1046 be read by title only.
