HomeMy WebLinkAbout01-16-1962 MinutesPASCO, WASHINGTON REGULAR MEETING COUNCIL CHAMBERS JANUARY 16, 1962 CALL TO ORDER: Meeting called to order at 8:00 P.M. by Honorable Mayor Pro Tem C. R. Combs. ROLL CALL: 'By Clerk: Councilmen present were C. R. Combs, Robert L. Greenlee, H. C. James, C. D. Kilbury, K: E. Moore and T. R. Van Hoy. Absent were Mayor Raymond Hicks and Councilman G. A. Grant. Richard G. Patrick, City Attorney and City Supervisor George R. Fisher were present. APPROVING MINUTES: Minutes of meeting held December 19, 1961 and January 2, 1962 were approved as written. Motion so made by Kilbury, seconded by James and carried. COMMUNICATIONS: APPOINTMENT OF POLICE JUDGE: A letter was read from Mayor Hicks.covering the appointment of Fred R. Staples., 1740 N. Arthur, Pasco, to the position of Police Judge for the City of Pasco succeeding Patrick V. Sullivan, effective date January 2, 1962. ELECTION MACHINES: Adah M. Perry, City Clerk, requests the Council's concurrence in using the voting machines for City Elections to be held February 13 and March 13, 1962. The machines are permanently situated so as not to involve the task of moving them from place to place. Motion made by Moore, seconded by James, authorizing the use of County owned voting machines for the City Election. Motion carried. EARNEST L. LOUK, SECRETARY OF SCHOOL BOARD: Mr. Louk was deputized by the City Clerk as Clerk of the School District No. 1 Special Bond Election to be held in conjunction with the City General Election on March 13, 1962. X.Resolution was read from the Board of Directors of Pasco School District No. 1 requesting the City Clerk to conduct a Special Election for the District in conjunction with the City General Election, March 13, 1962, No objection registered in regard to this request by Resolution. City Clerk will continue with arrangements for a joint ballot. PESTICIDE APPLICATORS TRAINING COURSE: City Supervisor George R. Fisher received a letter from the State of Washington Department of Health stating the 1961 Legislature passed an Act (chapter 249) governing applicators of insecticide and rodenticide to the effect that all persons involved in using power applicators to other than their own property must obtain an operators license from the Department of Agriculture. Public officials .do not have to pay the License fee 6f $10.00. There are courses scheduled at Skagit Valley Junior Eollege at Mount Vernon, January 31, February 1 and 2, 1962; also Washington State University at Pullman on January 29, 30 and 31, 1962. Course fee is $5.00. Application for the course and more 'information can be obtained from Mr. Leland Strait, Short Course Coordinator, Washington State University Pullman, Washington. Motion made by Moore, seconded by Kilbury, authorizing the Health Depat;tment to send'the Spray Equipment Operator to Pullman for the course. Motion carried. CITY PROPERTY AT WEST SIDE WATER TANK: Four letten;were received from the following property owners: Mr. & Mrs. C. W. Nay; Mr. & Mrs. Fred Jones; Mr. & Mrs. Carl F. Fredrickson; Royce A. Walters requesting that the City improve the'property'around the water tank on N. Arthur and Octave Sts., also install sidewalks. Motion made by Combs, seconded by Moore that this be turned to the Water Committee for recommendation. Motion carried. ROBERT L. YOUNG, BURBANK HEIGHTS: Mr. Young desires to place a trailer on Lot 10, Block 32, Hiland Park Addition, at -the corner of Adelia and Wehe Sts. temporarily while building a house on the same lot. This request has been denied by the Planning Commission account of not conforming with City Ordinances. Mr. Young was present and discussed the subject with the Council. He suggested that the Ordinance be changed or a temporary permit issued. Motion made by James, seconded by Kilbury to uphold the Planning Commission's ruling. Motion carried. TRANSFER: BUILDING & ALTERATIONS TO CURRENT EXPENSE: City Clerk, Adah M. Perry, requests that the City Treasurer be authorized to transfer $307.53 from Building and Alterations to Current Expense Fund account that allocation to spend from the Building and Alterations fund was not provided for in the 1962 Budget. Motion made by Kilbury, seconded by James authorizing transfer as 4eouested. Motion carried. VISITORS: LIGHT BULB CONTRACT: Wm. Mehan, representative for the A to Z store, a distributor for Westinghouselamps, protested contract bid submitted by the General Electric Company. He contends the 43% discount, plus 2°�0 on cash (30 day) payments is not legal. Following a short discussion, motion made by Greenlee, seconded by Van Hoy that awarding be" held up pending recommendation from the City Attorney. Motion carried. ej PASCO, WASHINGTON REGULAR MEETING COUNCIL -CHAMBERS JANUARY 16, 1962 i CLAIM, MARY ZOE DE HART, 710 W. BONNEVILLE: Mrs. DeHart presented a claim January 8, 1962 at 4:55 P.M. covering injuries received on December 13, 1961 by falling inside the front entrance of the City Hall. She states the floor was slick and wet. Her left arm was fractured above the wrist. Claim submitted in the amount of $800.00. Motion made by Combs, seconded by Kilbury, that this be turned to the City Attorney for appropriate action. Motion carried. REPORTS: PARK DEPARTMENT: No Report. Bi -County Oivil Defense are obtaining traffic handling from Police Chiefs and Fire Chiefs, also on auxiliary duties and authority. BIDS: ALUMINUM SULPHATE: Motion made by Moore, seconded by Kilbury to accept the low bid of General Chemical Division, Allied Chemical Corporation. $47.95 per net ton. Motion carried. - SODA ASH: Motion made by Moore, seconded by Kil'bury to accept the low bid of Van Waters & Rogers. $54.60 per ton. - Motion carried. LIQUID CHLORINE: Motion made by Moore, seconded by Kilbury to accept the low bid of Pennsalt Chemicals Corporation, 150# cylinders C@ $0.125/lb. FOB Del.; 2000 lb containers C> $95.00/ton. Ethyl Gasoline @ .247 City Supervisor to write Richfield Oil Co. that at the present time Ethyl is not needed for City equipment, however, if and when the need arises, they will be notified. Motion carried. BUILDING INSP.ECTOR'S'REPORT'for'the year 1961 was read and ordered filed. READING OF ORDINANCES AND RESOLUTIONS: ORDINANCE NO. 1045: AN ORDINANCE ESTABLISHING A FUND TO BE KNOWN AS "GENERAL OBLIGATION BOND FUND, 1961" Motion made by Van Hoy, seconded by Moore that Ordinance No. 1045 be read by title only. Motion carried. Ordinance No. 1045 was read. Motion made by Kilbury, seconded by Moore that Ordinance No. 1045 has been read by title. Motion carried. RESOLUTION NO. 500: THE CITY OF PASCO HAS RECEIVED AN OFFER FROM FRANKLIN COUNTY TO LEASE CERTAIN PROPERTY WITHIN THE CONFINES OF WHAT IS GENERALLY KNOWN AS THE PASCO AIRPORT Motion made by Kilbury, seconded by Moore that Resolution No. 500 be read in full. Motion made by Kilbury, seconded by James to adopt Resolution No. 500. Motion carried by roll call vote of six (6).
