COMMUNICATIONS:
ASSOCIATION OF WASHINGTON CITIES, STREET DESIGNS STANDARDS COMMITTEE:
Meeting will be held January 12, 1962. City Supervisor G. R. Fisher is requesting permission to attend.
Motion made by Grant, seconded by James granting the request. Motion carried.
WASHINGTON STATE LIQUOR CONTROL BOARD:
A lengthy letter was read from P. W. Sylvester, Chief Enforcement officer, expressing his appreciation
of the outstanding job done by City Attorney Richard G. Patrick in the prosecution of 37 persons
arrested October 29, 1961, charged with liquor violation.
CLEANING AND REPAIRS TO WATER TANK ON ARTHUR AND OCTAVE:
A letter was read from Water Superintendent C. F. Whetsler requesting permission to call for bids
on cleaning, scaling, inspecting, painting and repairs to 200,000 gallon elevated water tank,
callable February 6, 1962, so work can be done when weather permits. Motion made by Moore, seconded
by Kilbury authorizing call for bids Tuesday, 2:00 P.M. February 6, 1962. Motion carried.

jHE BAPTIST CHURCH EMMANUEL AFFILd.ATED SOUTHERN BAPTIST CONVENTION: (Unplatted)
A letter was read from Water Superintendent C. F. Whetsler stating this church located west of
Chase and north of Henry, outside the City limits have applied for water service to this property
which has a frontage of 145' on Chase, 196' on Henry and is 300' deep, making the front footage
charge $1,060.80. Two members of the church were present. The building is underway at this time.
Motion made by Moore, seconded by Kilbury to turn this to the Water Committee for study and
recommendation. The motion lost, 5 to 2; Combs, Grant, Greenlee, James and Van Hoy voting "no";
Kilbury and Moore voti:ng "yes". Motion made by Van Hoy, seconded by James that the Water Superintendent
be authorized to install service as requested. Motion carried, five (5) to two (2); Combs, Grant,
Greenlee, James and Van Hoy voting "yes"; Moore and Kilbury voting "no".
TRANSFERS: WATER DEPARTMENT FUNDS TO BOND REDEMPTION, INTEREST AND RESERVE, FOR YEAR 1962:-
Water

Water Superintendent, C.F. Whetsler requested authorization for the City Treasurer to make monthly
transfers from Water Department funds to Bond Redemption, Interest and Reserve funds, in accordance
with an attached schedule for the year 1962. Motion made by Moore, seconded by Kilbury, authorizing
transfers as tabulated..:. Motion carried.
TRANSFER: SOCIAL SECURITY FUND TO CURRENT EXPENSE FUND:
City Clerk requests permission to transfer from Social Security Fund $1,630.13 into Current Expense
Fund in accordance with the 1962 budget. Motion made by Grant, seconded by Kilbury authorizing
transfer. Motion carried.

REFUND: BUSINESS LICENSE:
Mr. Edward G. Foran will no longer be with the Legal Service Investigators, therefore, F. W. and
G. F. Kellett have requested a $15.00 refund which they paid for Mr. Foran. If he wishes to continue
independently, he will apply separately for his license. Motion made by Van Hoy, seconded by James
that the refund of $15.00 as requested be made. Motion carried by roll call vote of seven (7).
LOADING ZONE FOR LIBRARY:

A letter was read by Councilman Kilbury from Librarian Robert S. Burrill stating the Library Board
requests that the Council reserve a "No Parking and Loading Zone" 10' East and 25' West of the
book drop. Motion made by Kilbury, seconded by James that the City Supervisor make arrangements
for this zone as requested. Motion carried.
GOLF COURSE REPORT FOR DECEMBERS 1961:
Councilman Kilbury read the report showing total receipts, with tax $34,538.01
BUSINESS LICENSE APPLICATIONS:

$25.00 per year; for pasture

and read by Chairman Grant be adopted. Van Hoy questioned No. Chase and Empire Way. Motion placed
and carried six (6) to one (1), Van Hoy voting "no".
COUNCILMAN COMBS REPORTS ON STREETS:
120 Stop signs were renovated by the application of new reflective faces; damaged trees were removed;
gravel streets and arterial shoulders maj;ntained with motor grader; also sanding and patchwork when
weather permitted.
SIDEWALK WAIVER AGREEMENT, ORDINANCE NO. 688:
In November, 1951, an agreement was entered into between the City of Pasco and General Petroleum Corp.
granting a waiver of sidewalk on North Fourth and Court Sts. until such time as sidewalk installation
is requested by the Council. The City Council now feels that this installation is needed due to
building development adjacent to this property. Motion made by Combs, seconded by Greenlee that a
a request for sidewalk installation be made by the City Supervisor. Motion carried.
E.C.HAND, CURB CUT, 1732 W. MARIE:
City Supervisor G. R. Fisher states that Mr. Hand had complained to him that the curb cut at his
location was improperly made. The Engineering Department feels that correcting this is not the
City -'.s responsibility. Motion made by Combs, seconded by Greenlee accepting the City Supervisor's
recommendati.on and that the property owner be so notified. Motion carried.
CIVIL DEFENSE REPORT:
Councilman Moore reports that the Area Committee will hold ' meetings quarterly. First meeting to
be in January, 1962.
