ROLL CALL: By Clerk. Counc'.lmen present were C. R. Combs, G. A. Grant, R. L. Greenlee, H. C. James, C. D. Kilbury, K. E. Moore and f. R. Van Hoy. Also present were City Attorney Richard G. Patrick and City Supervisor George R. Fisher. APPROVING OF MINUTES: Minutes of meeting held November 21, 1961 approved as written. Motion so made by Van Hoy, seconded by James and carried: BILLS: Current bills against the City presented as follows: Current Expense Water Department Airport Department .Library Street Department Park Department Cemetery Building & Alterations Total $33,056.79 30,180.29 6,828.34 30,510.10 4,131.16 5,699.20 1,514.70 325.73 $1121246.31 Motion made by Combs, seconded by Moore that all vouchers properly signed and approved be paid. Motion carried by roll call vote of six (6), Grant arrived a little late. COMMUNICATIONS: AIRPORT HOME SHOW: A letter was read from H. W. Parkinson, Airport Manager, stating the Kirk's Marina, Inc, and Tri -City Airways have requested permission to sublet their sections of Hangar #142 for the purpose of holding the Annual Home Show.. The Manager recommends this request be granted subject to proof of Liability Insurance to the satisfaction of the City Attorney. Motion made by Kilbury, seconded by Van Hoy approving the Airport Manager's recommendation. Motion carried. PASCO GUN CLUB: A letter was read from the Pasco Gun Club Board requesting that their lease on the Gun Club site at the Airport be extended 15 yards, same terms and conditions, as they desire to make some improvements to the caretaker's quarters and the Club House heating plant. Motion made by Van Hoy, seconded by James, to turn this to the Airport Committee for study and recommendation. Motion carried. OLD PASCO-KENNEWICK BRIDGE: A letter was read from Rranklin County Engineer Pat Thompson, a member of the Cooperative Committee, in regard to the two counties and cities entering into a cooperative venture as to taking over.the bridge as a maintenance and operational project. No report was.available on the cond'it.ions of the pierage below waterline. As a guess, the amount of $15,000.00 should be budgeted by each agency for the year 1963. For future discussion on this matter, contact Engineer Dale Bean. Motion made by Moore, seconded by Kilbury that this be turned to the Street Committee for study and report. Motion carried. PLANNING COMMISSION, REZONING, COURT & ARTHUR, FROM—R-2 TO C-1, WM T. BROGOITTI: A letter was read from the Planning Commission submitting a petition and file on request by petition to rezone from R-2 to C-1 certain unplatted property situated at the Northwest corner of N. Arthur and W. Court Sts. The Commission, after Public Hearing, recommend the zone change, providing a dedication is made to establish a 30' street from the center line of Arthur St. to the property line and a 40' street from the center line of Court St. to the property line. Motion made by Kilbury, seconded by Moore that a Public Hearing be held Tuesday, December 19, 1961 at 8:00 P.M. Motion carried. ASSOCIATION OF WASHINGTON CITIES, RE: NATIONAL LAND RESERVES: A letter was read from Chester Biesen stating that the Federal Department of Interior recently announced that henceforth State and local governments in Public Land States will be able to purchase recreation land from National Land reserves for $2.50 per acre, or lease land for 25C per acre per year, provided such land is dedicated to new park use. Contact the Bureau of'L,Land Management office. Motion made by Grant, seconded by Kilbury to turn this to the Park and Recreation Committee. Motion carried. CALL FOR BIDS: Permission is requested to call for bids on the following items for the year 1962: Electric Lamps Gas, Fuel Oil and P S 300 Legal Advertising Soda Ash Aluminum Sulphate and Liquid Chlorine Also 6utstanding bills. Motion made by Kilbury, seconded by James that outstanding bills against the City be presented for payment on or before December 15, 1961. Bids on items as requested callable Tuesday at 8:00 P.M. January 2, 1962. Motion carried. REGULAR MEET�I:NG COUNCIL CHAMBERS DECEMBER 5,.1961 ._TRANSFERS: I Fire Department: Fire Chief requests transfer as per Ordinance 1040 from Capital Outlay to Capital Outlay', from Small Equipment for Truck to Hose Purchase --$200.00; From Maintenance & Operation to Maintenance & Operation, from Mtnce, Oper, Paint to Laundry & Coverall Rental $155.00 from Mtnce, Oper, & Paint to Radio Mtnce & Repair 25.00; Motion made by Kilbury, seconded by James authorizing transfers as requested. Motion carried. Engineer Department: City Supervisor George R. Fisher, requests transfer as per Ordinance No. 1040 from Salary, Engr. Aide II to Salary, Secretary -- $270.00. Motion made by Kilbury, seconded by Moore authorizing transfer, Motion carried. Park Department: As per Ordinance 1040, Park Superintendent Wyman requests transfer from allocation "City Tax" to allocation "State Tax" -- $110.00. Motion made by Kilbury, seconded by Grant authorizing transfer. Motion carried. Police Department: As per Ordinance 1040, Chief of Police McKibbin requests transfer from Meals and Laundry for Prisoners to Radio Mtnce & Parts -- $100.00 from Salary, Patrolmen to Salary, Matron Clerk -- $100:.00 Motion made by.Grant, seconded by James authorizing transfers as requested. Motion carried. NIGHT DEPOSITORY: Water Superintendent, C. F. Whetsler requests permission to install a depository in the Treasurer's office for after office hours payments to insure their safety. Motion made by Moore, seconded by Grant that the Water Superintendent be authorized to make installation as requested. Motion carried. REPORTS: AIRPORT LEASES: Four airport leases submitted for approval as follows: ROGER A. LAGERSTROM: Bldg 39 and outside area; February 1, 1962 to.January 31, 1963; $30.00 per month, first and last month paid; for storage. HERTZ SYSTEM INC. & L. W. HALES dba HERTZ RENTACAR: Three car stalls at terminal parking area, phone and desk space in terminal building; December 1, 1961 to March 31, 1965; for operation of rental cars; graduated rent rates, $110.00 paid for first and last months. EL PASO NATURAL GAS CO: Bldg 70 and area within cyclone fence; January 1, 1962 to April 30, 1963; $100.00 per month, first and last month paid; for repair and storage of equipment. WEST COAST AIRLINES: Renewal of lease January 1, 1962 to January 1, 1963. Motion made by Van Hoy, seconded by Combs approving leases for Mayor's signature. Motion carried. AIRPORT, 1954 CHEVROLET PANEL:." Park and Recreation Department wish to purchase this panel from the Airport. Motion made by Van Hoy, seconded by Kilbury that the 1954 panel no longer needed by the Airport be sold to the Park and Recreation Department for $400.00 and that payment be made as soon as funds are available but not later than April 1, 1963. No interest involved. Motion carried. PARKS, CEMETERY AND LIBRARY: Councilman Kilbury read the Golf Course report showing $33,874.95 receipts to date. Library will be open in the near future, about December 18, 1961. BUSINESS LICENSE APPLICATIONS: Four (4) applications submitted as follows: E. R. BARNETT LEE'S SECOND HAND STORE Lee E. Motion carried. MEALS FOR PRISONERS (BID): Grant suggested that the City Supervisor contact the Association of Washington Cities and other cities relative to the type of specifications that are used in their Call for Bids. Mote time asked to obtain necessary information. Motion made by Grant, seconded by Kilbury that the City Supervisor try to obtain information on this. Motion carried. PROPOSED CHANGES FOR STREETS WITH SPEED LIMITS: More time asked for further St6oy on anticipated changes. Same was granted. PASCO, WASHINGTON DECEMBER 5, 1961 RE.GULU MEETING COUNCIL CHAMBERS SIX YEAR STREET PROGRAM: Councilman Combs reports a Public Hearing was held on this program for discussion, on December 4, 1961 and data was compiled for Resolution purposes. He also states the meeting was very harmonious. The Resolution will be read at this meeting. CIVIL DEFENSE: Councilman Moore states the Bi -Counties on Civil Defense held a meeting. A lot of enthusiasm was expressed. The items needing attention were recognized and will be straightened out as soon as possible. Pasco has the best communication equipment but more equipment is needed in this department. Survival kits are to be displayed by merchants places of business. Bruce Lee asked for a short meeting following this meeting. NO WATER DEPARTMENT -REPORTS CITY DUMP: Councilman James states that John Dietrich would like to close the dump on Sundays as so few people are using it now --only two or three per Sunday does not pay to keep a man out there all day. Motion made by James, seconded by Grant authorizing Dietrich to close the dump on Sundays until March 1, 1962 or until the need arises in the spring, weather permitting. Motion carried. 1/20 of 1% SALES TAX: Legislators feel that this would not be a good time to try for a petition as there are several other issues to be on'the ballot, approximately eleven, majbe_more. STREET LIGHT PROGRAM: Councilman Greenlee states more time needed for study. Motion.carried by roll call vote of six (6). Moore out of the room. BUILDING INSPECTOR''S report for November, 1961 was read. MONTHLY BUDGET furnished each member,of all departments,by the City Clerk . LIBRARY: Mr. Burrill states.they expect the rest of the Library furniture by December 11, 1961. Large crews are working to get the Library opened by December 18, 1961. All are invited to visit any time. READING OF ORDINANCES AND RESOLUTIONS: RESOLUTION NO. 495: A RESOLUTION CLASSIFYING CITY STREETS OF THE CITY OF PASCO WHEREAS, R.C.W. 35.78.010 requires the cities of the State to establish a system of arterial streets, and WHEREAS, the City of Pasco desires to make use of Arterial Funds for the improvement of certain streets as listed in this Resolution No. 495. Motion made by Kilbury, seconded by James that Resolution No. 495 be read. Motion carried. Resolution No. 495 was read. RESOLUTION NO. 496: A RESOLUTION ADOPTING A COMPREHENSIVE STREET PROGRAM WHEREAS, Chapter 195, Laws of 1961, provides that each City, pursuant to one or more public hearings thereon, shall prepare and addpt: a comprehensive street program for the ensuing six years prior to January 1, 1962, and WHEREAS, the City Council held a public hearing on such street program on December 4, 1961. Reported on by Councilman Combs at this meeting. No protests received by mail and none registered at the Public Hearing. Motion made by James, seconded by Grant that Resolution No. 496 be read. Motion carried. Resolution No. 496 was read. Motion made by Kilbury, seconded by James that Resolution No. 496 has been read in full. Motion carried. PASCO, WASHINGTON REGULAR MEETING COUNCIL CHAMBERS DECEMBER 5, 1961 RESOLUTION NO. 497: A RESOLUTION AUTHORIZING TRANSFERS FOR THE FIRE DEPARTMENT UNDER THE 1961 BUDGET Transfers made in accordance with the provisions of R.C.W. 35.33.120 as follows: Under the Fire Department section of the 1961 Budget, the following amounts shall be transferred to Fire Hose: $100.00 from Equipment Repair and Tires; $250.00 from Fire Training Program; $600.00 from Maintenance, Operation and Paint Motion made by Kilbury, seconded by James that Resolution No. 497 be read. UNFINISHED BUSINESS: MEMORIAL PARK PAINT JOBS: Park Superintendent Harry Wyman stated the school students have offered to paint the buildings in the park and swimming pool to make nicer looking surroundings to the new Library. He would like"permission to invest approximately $95.00 in paint. Motion made by Moore, seconded by Kilbury that this expense be allowed. Motion carried unanimously.
