ROLL CALL: By Clerk. Councilmen present were C. R. Combs, R. L. Greenlee, H. C. James, C. D. Kilbury, K.E. Moore, and T. R. Van Hoy. Absent: G. A. Grant. City Attorney R. G. Patrick was present, also City Engineer G. R. Fisher and Building Inspector R. B. Lovelace. APPROVING OF, -MINUTES: Minutes of meeting held November 7, 1961. Motion made by James, seconded by Kilbury approving minutes as written. Motion carried. COMMUNICATIONS: RETAINING WALL, 2105 N. LUCAS: A letter was read from Building Inspector R. B. Lovelace relative to a permit obtained by Turner Worrell for the construction of a sidewalk 150' on Lucas and 121' on Lincoln Drive. There is a retaining wall 4' high and 20' long that separates a "U" driveway. This wall will project 6" into the sidewalk area, making sidewalk 42' wide for a distance of 20'. The City Supervisor and myself recommend that this variance be allowed account of this wall being of long standing and does not create an inconvenience to any one. The curb.line remains intact. Motion made by Kilbury, seconded by Van Hoy approving variance as recommended. Motion carried. SIDEWALK AGREEMENT, WALLACE W. PRESTON, 1124 W. AINSWORTH: A letter and agreement presented by Mr. Preston requesting sidewalk waiver. Motion made by Moore, seconded by James, approving waiver agreement and authorizing the Mayor to sign same. Motion carried. QUIT CLAIM DEED, GEORGE E. GAN.T , FOR STREET PURPOSES: A Letter„ sketch and deed presented by Assistant City Engineer Robert J. Bruce was read, covering a 30' strip 135' long for the North half of Alton Street from Elm, west. Motion made by Kilbury, seconded by Moore accepting the.Quit Claim Deed as approved by the City Attorney and requesting the clerk to record same at the Court House. Motion carried. CITY FINANCE COMMITTEE REQUESTS APPROVAL OF PAYMENTS: As follows: No. 1 --Park Fund indebtedness as provided by Resolutions No. 470 and 477. Resolution No. 470 To Consumers Deposit Fund, Principal & Interest $5,233.33 Resolution No. 477 To Consumers Deposit Fund, Principal & Interest 693.35 To Cemetery Trust Fund "" " 1,066.66 To Firemens' Relief and Pension " " 3,123.35 Total 1961 Payment $10;116.69 No. 2 --The following investments: Arterial Street Fund, 90 day U.S. Notes $20,000.00 Cemetery Trust Fund, 5 or 10 year U.S. Securities 3,000.00 Firemen's Relief & Pension, 5 or 10 year U.S.Securities10,000.00 Total $33,000.00 Motion,made by Van Hoy, seconded by Kilbury approving payments as requested-. Motion carried. TRANSFERS REQUESTED BY POLICE CHIEF A. L. MC KIBBIN: A letter was read from Chief McKibbin requesting that $250.00 be transferred from Salaries of Patrolmen to Overtime Salary. Motion made by Kilbury, seconded by Van Hoy allowing this transfer under Ordinance No. 1040. Motion carried. Chief McKibbin also requests a transfer of $100.00 from New Car allocation to Radio Maintenance. This was held up account of different allocations and could only be accomplished by a Resolution. Chief to be so notified. POLICE JUSTICE PATRICK V. SULLIVAN: Sullivan also requests a transfer of $10.00 from City Clerk's Vacation and Sick Leave Salary to Vacation and Sick Leave Salary, Police Judge Department. Motion made by James, seconded by Kilbury that this be allowed in accordance with Ordinance No. 1040. Motion carried. FALLOUT SHELTERS: Letter submitted by C. L. Schlagel and Gene W. Brown. (Not Read) VISITORS: None. PASCO WASHINGTON REGULAR MEETING COUNCIL CHAMBERS NOVEMBER 21, 1961 REPORTS: AIRPORT LEASES: One lease submitted as follows: Erron Williams: Bldg #67; December 1, 1961 to November 30, 1962, may be cancelled with 30 days written notice after the sixth month; .,$65.00 per month, first and last month paid; for use as sheet metal shop. Motion made by Van Hoy, seconded by Combs approving lease for Mayor's signature. Motion carried. BUSINESS LICENSE APPLICATIONS: Three (3) applications submitted as follows: GRIGG'S SELF SERVICE DEPT STORE 801 Columbia Dept Store (Add'] sq. footage) Charles F. Grigg JAMES A. MC KINNEY 2000 Fifth Ave Solicit --Grolier Seattle, Wash ELLS SHOES Shoe Store John Ells 408 W. Lewis Motion made by James, seconded by Kilbury approving applications for issuance. Motion carried. LIBRARY, PARKS, CEMETERY: Councilman Kilbury had nothing to report. SIX YEAR STREET IMPROVEMENT PROGRAM: Councilman Combs reports that the Street and Advisory Committee recommends the Public Hearing to be held on program as worked out to this time. Motion made by Combs, seconded by Van Hoy that a Public Hearing on the Six Year Street Improvement Program be held Monday, December 27, 1961 at 8:00 P.M. at the City Hall, Pasco, Washington in the Council Chambers. Motion carried. L. C. HAVSTAD WATER SERVICE DOWN ROAD 40: The Water Committee recommends a 6" water line down Road 40, south from Sylvester to serve Lots 1 to 9, Blk 5, Pierett's Sub -division. Motion made by Moore, seconded by Van Hoy authorizing this extension for Haystad as recommended by the Water Committee. Motion carried, Kilbury voting "NO". REFUND, LEONARD LEWIS: The Committee reports on refund in the amount of $400.00 as requested by the Water Superintendent. Motion made by Moore, seconded by Kilbury authorizing refund as recommended by Water Superintendent and Water Committee. Motion carried by roll call vote of six (6). REFUND, BEE LINE REFINING CO., OVERCHARGE OF $80.00: Motion made by Moore, seconded by Kilbury that, upon recommendation of the Water Superintendent and Water Committee, the $80.00 overcharge be refunded. Motion carried by roll call vote of six (6). CIVIL DEFENSE --BI COUNTY CIVIL DEFENSE ADVISORY GROUP: Councilman Moore reports a meeting at which time Marvin Winegar was appointed Chairman of this group; Councilman Moore, Vice -Chairman and Bruce Lee, Civil Defense Director appointed Secretary. A meeting with Building Inspectors and the group recommend that where individual shelters were desired that inspection by the Building Inspector be mandatory but that charges on permits be waived. Motion made by Moore, seconded by Kilbury that upon requests for individual fall -out shelter permits, the charge be waived but inspection of construction by the Building Inspector be mandatory. Motion carried. SALES TAX --1/20 of 1% --ASSOCIATION OF WASHINGTON CITIES: Councilman James refers to data furnished by the Association of Washington Cities relative to getting behind this movement to really put it over. The percentage stated would mean approximately $75,000.00 to Pasco. A ballot was submitted which the Association wanted returned as soon as possible'as time is important if the issue is to be placed on the next election ballot. Following discussion pro and con, motion was made by James, seconded by Kilbury that the Council favor accepting the responsibility of getting a petition through. On voice vote, Van Hoy and Combs voted "No"; Greenlee abstained; Moore, Kilbury and James voted "Yes". Motion lost account of not having affirmative vote. . PURCHASES: The following purchases requested: Police Department: 3 single head assembly model GS 4-A $107.40 Water Department: 200 #37 Meter Boxes 1320.00 Fire Department: 1 L-200 s.o.s. Mystery Nozzle, plus tax 74.93 Total all departments $1,502.33 Motion made by Greenlee, seconded by Kilbury authorizing purchases as requested. Motion carried by roll cAll.vote of six (6). PASCO, WASHINGTON ' REGULAR MEt ING COUNCIL CHAMBERS NOVEMBER 21, 961 CEMETERY SEPTIC TANK: A letter was read from. Cemetery Superintendent requesting permission to have the septic tank and dry well cleaned out for approximately $40.00. Motion made by Greenlee, seconded by Kilbury authorizing this work to be done. Motion carried. READING OF -RESOLUTIONS AND ORDINANCES: ORDINANCE NO. 1041: AN ORDINANCE CHANGING THE ZONE CLASSIFICATION OF CERTAIN PROPERTY WITHIN THE CITY OF PASCO FROM RESIDENTIAL R-1 TO RESIDENTIAL R-2 Motion made by Kilbury, seconded by Moore that Ordinance No. 1041 be read by title only. Motion carried. Ordinance No. 1041 was read by title. Motion made by Moore, seconded by Kilbury that Ordinance No. 1041 has been read by title. Motion carried. Motion made by Kilbury, seconded by Combs that Ordinance No. 1041 be adopted. Motion carried by roll call vote of six W. RESOLUTION NO. 493: A RESOLUTION AUTHORIZING THE CITY TREASURER TO INVEST CERTAIN MONIES Motion made by Kilbury, seconded by Moore that Resolution No. 493 be read. Motion carried. RESOLUTION NO. 494: A RESOLUTION AUTHORIZING TRANSFERS FOR THE TREASURER'S DEPARTMENT UNDER THE 1961 BUDGET Motion made by Kilbury, seconded by Moore that Resolution No. 494 be read. Motion carried.
