REGULAR MEETING
CALL TO ORDER:
PASCO, WASHINGTON
COUNCIL CHAMBERS
Meeting called to order at 8:00 P.M. by Honorable Mayor Raymond Hicks.
ROLL CALL:
OCTOBER 3, 1961
By Clerk: Councilmen present were C. R. Combs, G. A. Grant, H. C. James, C. D. Kilbury, K. E. Moore,
and T. R. Van Hoy. City Attorney R. G. Patrick arrived late. G. R. Fisher, City Supervisor was present.
APPROVING OF MINUTES:
Minutes of meeting held September 19, 1961. Motion made by James, seconded by Moore that the minutes
stand approved as written. Motion carried.
BIDS:
CAST IRON PIPE:
Tfhree (3) Bids were received, opened and read as follows:
Pacific States Cast Iron Pipe Co. $36,779.54
United States Pipe and Foundry Co.. 36,581.59
Waterworks Supplies Co. 37,256.12
Consolidated Supply Co. returned specs (no bid).
Motion made by Moore, seconded by James that bids be turned to Water Committee and Water Superinthndent
for extensions and recommendation at next meeting. Motion carried.
AIRPORT CAR:
Two (2) bids were received, opened and read as follows:
Jerry Horrobin Ford 1962 Galaxie Fordor Sedan net $2,350.04
Farley Chevrolet, Inc. 1962 Chevrolet, Model 1169 net $2,192.90
Motion made by Van Hoy, seconded by James that bids be turned to the Airport Committee and Airport
Manager for study and recommendation at next Council meeting. Motion carried.

Current bills against the City were presented and read as follows:

Motion made by Kilbury, seconded by James that all vouchers properly signed and approved be paid.
Motion carried by roll call vote of six (6).
COMMUNICATIONS:
SAGE TAVERN, LIVE MUSIC AND DANCING:
A letter was read from Duane Emery, owner, requesting permission to install a dance floor and have
live music at his tavern located at 1836 W. Court St. Clearing through'the Building_'Inspector„
City Council and Police Department is necessary before applying to the Washington State Liquor Board.
Motion made by Grant, seconded by James to turn this to the Chief of Police and Police Committee
for study and recommendation. Motion carried.
STATE DEPARTMENT OF HEALTH:
A letter was read from Roger James, Supervis1ng Public Health Engineer, Spokane, in behalf of
Mr. Leaver, Mr. Roebeck and himself, expressing appreciation to Mr. Whetsler and Mr. Wartensleben
for excellent arrangements made for the meeting in Pasco on September 27, 1961. All guests learned
a great deal about the Conley Pitman process and its application to water supplies. All are anxious
to learn the finding following testing which will be done in Cincinnati.
CEMETERY OFFICE AND DWELLING - GARRISON CONSTRUCTION COMPANY:
A letter was read from City Supervisor, George R. Fisher, stating that this contract has been
completed in accordance with specifications and recommends that the job be accepted and the
30-day.withholding period start with the State Tax.Commission. Motion made by Kilbury, seconded
by Van Hoy to accept contract completed this date as recommended by City Supervisor. Motion carried.

REGULAR MEETING COUNCIL CHAMBERS OCTOBER 3, 1961
RANDOLPH PLUMBING SANITARY SEWER LINE, S. 13th AND "A":
A letter was read from City Supervisor George R. Fisher stating -that this contract has been completed
in accordance with specifications and recommends that job be accepted as of this date and the Tax
Commission be so notified so the 30 -day retaining fee date will start. Motion made by Grant, seconded
by Kilbury to accept job complete this date as recommended by City Supervisor. Motion carried.
EARL WARREN EXCAVATION CO., SANITARY SEWER; KIRCHNER HILL ADDITION:
A letter was read from City Supervisor George R. Fisher stating this contract has been completed in
accordance with specifications and recommends acceptance of the contract this date. Motion made by
James, seconded by Kilbury to accept this contract as completed as recommended by City Supervisor.
Motion carried.
CONFERENCE - AMERICAN PUBLIC WORKS ASSOCIATION:
City Supervisor George R. Fisher requests permission to attend this conference in Spokane on
October 11, 12 and 13, 1961. Motion made by James, seconded by Grant that the request be granted.
Motion carried.
.. :.APPOINTMENT, PARK BOARD:•
A letter was read from the Park Board to Mayor Raymond Hicks requesting the,appointment of Stanley
L. Perry to the Park Board succeeding Robert Worley, who resigned. Motion made by Grant, seconded
by Van Hoy approving appointment. Question by Kilbury, that this be turned to a committee. During
the short discussion, Grant withdrew his motion, Van Hoy withdrew the second. Mayor appointed
Stanley L. Perry as a member of the Park Board. Motion made by James, seconded by Van Hoy to consur
with the appointment. Motion carried by voice vote. Kilbury voting "No".
APPOINTMENT REQUESTED TO CITY COUNCIL:
A letter was read from Harry T. McCall, 1011 Pearl, touching on his history as a Pasco resident,
and requesting to be appointed on the City Council to succeed Ed Thompson, who resigned July 1, 1961.
Silence prevailed, no action was taken. Motion made by James, seconded by Van Hoy to proceed with
the regular order of business. Motion carried.
REFUND - SAM NOYES BUSINESS LICENSE:
Mr. Noyes went to work at the Ford garage, 117 S. Fifth; decided not to set up a business and requests
a refund of fee paid with application. Motion made by Grant, seconded by James authorizing refund
as requested. Motion carried by Roll Call vote of six (6).
REZONING LOTS 1 &1, BLK 22, PETTIT'S ADDITION TO PASCO FROM R-1 TO R-2:
A letter was read from the Planning Commission stating they had held a Public Hearing, received no
protests. The owner desires to use this for the construction of four or five dwelling units. The
Commission recommends the zone change. Motion made by Van Hoy, seconded by Kilbury that a Public
Hearing on this Rezoning'be held Tuesday, October 17, 1961. Motion carried.
VISITORS - PONY LEAGUE:
Mr. Royce Walters stated•that more Northern Pacific property was needed adjacent to Riverview Park
and asked the Council to acquire by negotiation with the Northern Pacific Railway Co., then turn
same to the League along••with the City property needed for this activity. Motion made by Kilbury,
seconded by Grant that the City write the Real Estate Division of the Northern Pacific Railway Co.,
re}ative to acquiring more property adjacent to Riverview Park for recreation purposes. Motion carried.
REPORTS:
AIRPORT LEASES:
One lease presented: .
LEWIS HOPKINS CO: Hangar #73; October 1, 1961 to October 31, 1961; for display
and sale of contracting equipment; $300.00 for period of lease.
Motion made by Van Hoy, seconded by Kilbury approving lease for Mayor's signature. Motion carried.

turn-off notices, vouchers, glass for pickups, tapping machine,

Shaw wants to dismantle the old
house and landscape the grounds.
Motion made by Kilbury, seconded by Moore
authorizing Roy Shaw to
dismantle the old house, as requested.
Motion carried.

He was informed that the
license would not be issued until
bond was
in order and on file.
CIVIL DEFENSE:
Councilman Moore reports that Bruce Lee, Civil Defense Director, attended the Governor's conference
in Olympia. Bruce Lee spoke a few words on fall out shelters and recommends holding close to pamphlet
put out by the Office of Civil Defense Mobilization PM - 15. Building Inspector supports this
pamphlet too, along with yard area and setbacks provided for in Ordinances now in effect. They
should be treated as an excess building --using same for other purposes not to be allowed. In
conclusion, motion was made by Grant, seconded by Kilbury to turn this to the Civil Defense Director,
Building Inspector, Civil Defense Committee of the Council and the Engineer for study on material
for use in compiling data for Ordinance. Motion carried. Moore stated that all Departments, Boards,
and Commissions must consult the Civil Defense Director on matters concerning Civil Defense operation
as we have a paid Director.
LEGISLATIVE MEETING, 16th DISTRICT:
Councilman James states he will try to assist the Mayor in finding out how many people from neighboring
cities intend to be present at the meeting on October 25, 1961 at the Pancake House.
Councilman Moore asked the City Attorney how the NOi:sance Ordinance was progressing. He was advised
that he (R.G.Patrick) was still working on it.

Motion -made by Combs, seconded by Kilbury to adjourn to next regular meeting Tuesday, 8:00 P.M.
