REGULAR MEETING COUNCIL CHAMBERS SEPTEMBER 5, 1961
CALL TO ORDER:
Meeting called'to order at 8:15 P.M. by Honorable Mayor Raymond Hicks.
ROLL CALL:
By Clerk. Councilmen present were C. R.- Combs, H. C. James, C. D. Kilbury,
K. E. Moore and T. R. VanHoy. Absent — G. A. Grant and City Attorney R. G.
Patrick.
APPROVING MINUTES:
Minutes of meeting held August 15, 1961. Motion made by James, seconded by
Kilbury, approving minutes as written. Motion carried.
BILLS:
Current bills presented for payment as follows:

Motion made by Kilbury, seconded by James that all vouchers properly signed
and approved be paid. Motion carried by Roll Call vote of five (5).
BIDS: F IRE TRUCK
One bid was received, opened and read as followsi and turned to the Fire Committee
and Chief for report at next
Westland Trailer Co. meeting, motion so made by Kilbury,
2300 N. W. Nicolai seconded by James and carried.

PASCO BOAT BASIN (John B. Owsley):
A Consent from Walla Walla• District U. S. Army, Corps of Engineers to allow
the City of Pasco to give its lessee of the Pasco Boat Basin, John B. Owsley,
permission to lease his property on that area to Phillips Petroleum Co. and a
sub—lease back from Phillips Petroleum Co. to John B. Owsley to obtain neces—
sary financing for improvements, signed by Max K. Tysor, was read.
CONSENT TO LEASE from the City of Pasco to John B. Owsley was read, and
RESOLUTION NO. 490 (APPROVING CONSENT TO LEASE). Motion made by Combs, seconded
by James that Resolution No. 490 be read. Motion carried. Resolution No. 490
was read. Motion made by James, seconded by Kilbury that Resolution No. 490 has
been read. Motion carried. Motion made by James, seconded by Kilbury, to adopt
Resolution No. 490. Motion carried by Roll Call vote of five (5). Motion made
by James, seconded by Kilbury, authorizing the Mayor to sign consent to lease.
Motion carried.
PREVIOUS RESOLUTION NO. 486:
Previous Resolution No. 486 adopted June 20, 1961: Motion made by Combs,
seconded by James that Resolution No. 486 be cancelled and turned to City
Attorney for proper action at the next regular meeting. Motion with—drawn
by Combs and James.
RIVERVIEW PARK: PONY & COLT LEAGUE, BASEBALL ASSOC.:
A letter was read from the Association''s President Royce H. Walters, stating
their desire to lease approximately 7 acres of the Cit.y of Pasco property of
Parcel 7, located in Sec. 31, Township 9 N., Range 30 E.W.M. for the purpose
of developing a Universal Youth Ball Park, prints of same submitted for re—
view, this requested for the consideration of $1.00 per year for five (5)
years on a renewable basis. All necessary requirements will be set up in the
lease to be approved Uy the Council and the City Attorney. They further
requested that the City furnish water for proper maintenance of the premises.

PARK BOARD:
A letter was read from the Park Board signed by all members approving the
plan and feels it would not interfere with any City Recreation program.
Motion made by Kilbury, seconded by James, that this matter be turned to
the Park Committee of the Council to report back suggested action at next
regular meeting. Motion carried.
Councilman James feels the group should be commended for this activity.
PARKING METER IN FRONT OF TOWN HOUSE MOTEL:
A letter was read from B. B. Horrigan issuing a complaint on the location
of a parking meter directly in front of the motel entrance. City Supervisor
advises that a loading zone could be had for an annual fee. Motion made by
James to turn this to the Police Committee and Police Chief to report back next
meeting (Motion Withdrawn). Chief McKibbin is working on this with Mr. Hor—
rigan. Motion made by James, seconded by VanHoy that the Mayor write to Mr.
Horrigan setting out verbal explanation as expressed here. Motion carried.
AUTOMOBILE CLUB OF WASHINGTON:
A letter was read from their assistant general manager requesting assistance
from the City in placing directional signs leading to their office at 1623
West Lewis. Motion made by James, seconded by VanHoy that the club be al—
lowed to install signs under the supervision of the City Engineer. Motion
carried.
UNIFORM COUNCIL MEETING DATES:
A letter was read from the Association of Washington Cit:i'es suggesting a
uniform meeting date and stating that most cities meet on the first and
third Monday of each month. Motion made by VanHoy, seconded by Kilbury,
recommending that Pasco remain the same (1st and 3rd Tuesday of each month)
and that the Mayor answer the letter. Motion carried.
ACTUARIAL STUDY (FIREMEN'S PENSION & RELIEF FUND):
A letter was read from Richard B. Wyman with the Marsh & McLennan—Gosgrove
& Co., expressing their desire to discuss Actuarial Services and fee cover—
ing Fund stated in caption. No action taken as the City has no problem or
complications with this fund.
SEWER EXTENSION 703 NORTH THIRD:
Two letters were read (1) from the Pollution Control Commission and (1) from
the State Department of Health both approving sewer extension, City of Pasco,
SW Quarter, Block 5 N.P. 1st Addition to serve 703 North Third.
STREET CONSTRUCTION -- SURFACE TREATMENT CLASS "A" -- L. W. VAIL CO.:
A letter was read from City Supervisor George R. Fisher stating L. W. Vail
Co. has completed contract in accordance with specifications, and recommends
that this project be accepted this date. Motion made by Combs, seconded by
Kilbury, that the street surfacing project be accepted as complete, according
to recommendation of the C,i-ty Supervisor. Motion carried unanimous.
AIRPORT RUNWAY EXTENSION FAA PROJECT 9-45-060-6103:
A letter was read from City Supervisor George R. Fisher stating the contract
with the Floyd Williams, Inc. for constructing a 500' Runway Extension has
been completed in accordance with specifications and recommends the accept—
ance of same subject to acceptanceby the F.A.A. Motion made by VanHoy,
seconded by Kilbury accepting Runway Extension project as completed in accord—
ance with City Supervisor's recommendation. Motion carried unanimous.
INTERNATIONAL NORTHWEST AVIATION COUNCIL:
H. W. Parkinson w=i;shes to attend the above mentioned meeting in Spokane,
October 8, 9 and 10, 1961. Motion made by VanHoy, seconded by James authoriz—
ing request. Motion carried.
PACIFIC NORTHWEST ANNUAL MEETING: POLLUTION CONTROL ASSOCIATION
C. F. Whetsler, Water Superintendent, requests that Ray Morrow be given
permission to attend the aforesaid meeting in Tacoma October 25, 26 & 27,
1961. Motion made by James, seconded by Kilbury, that permission be granted.
Motion carried.
PIPE BIDS REQUESTED:
C. F. Whetsler, Water Superintendent, requests permission to call for bids
on 6 car loads of cast iron pipe size 6, 8 and 12. Motion made by James,

PASCO, WASHINGTON

BROKEN SEWER LINE BETWEEN YAKIMA & SHO'SHONE ON THIRD:
A letter was read from C. F. Whetsler, Water. Superintendent, stating a
sewer trunk line on Third between Yakima and Shoshone has either settled
or broken, same has happened to sewer serving Cunningham Hotel. Permission
is requested to dig these up&necessary repairs b�e.made. Motion made by VanHoy,
seconded by James, permission be granted to dig:up;&repair trunk lines as re—
quested. Motion carried.
REPORT STREET PROJECTS NEEDED:
City Supervisor compiled and furnished copies to all Councilmen a four (4)
page detailed report or Comprehensive Street Program for the ensuing six
years in compliance with the State Laws of 1961 "Arterial Street Gas Tax
Funds". Motion made by Kilbury, seconded by James, that the Mayor appoint
a Citizen's Committee to work with City Supervisor and Engineer on Arterial
Street program and Street need, public hearings etc. Motion carried. A dis—
cussion followed, no further action taken.
3,962 TENTATIVE BUDGET:
A letter to Mayor Hicks from City Clerk Adah M. Perry was read submitting Pre—
liminary Budget for the year 1962, on August 25, 1961, he suggested furnishing
each Councilman a copy soon as possible. They were delivered as of August 25,
1961.
REPORTS:
AIRPORT LEASES:
Two (2) leases submitted as follows:
LON W. RIGBY: North apartment in Building #8; August 22, 1961 to August 21, 1962
for purpose of living quarters. $120.00 paid; $60.00 per month rate.
S. K. ROSE CO.: Building 97 -- The area included in this lease shall be defined as
follows: A point 20' westerly from the southwest corner of said
building 47, shall be known as the point of beginning; thence northerly
125' thence easterly 150' thence southerly 145' thence westerly 130'
thence northwesterly 28' to the point of beginning. From September 1,
1961 to August 31, 1962 for the purpose of equipment storage and repair.
$100.00 has been paid, $50.00 per month rate.
Motion made by VanHoy, seconded by Kilbury authorizing Mayor to sign. Motion carried.

Motion made by Kilbury, seconded by James, authorizing purchases as requested. Mo—
tion carried by roll call vote of four (4); Moore voting "No".
Councilman Moore discussed with the Councilt<Vembers a basketball court for Kurtzman
Park; it would take approximately $600.00 for black top material. Wyman to check
Capital Outlay expenses and advise. Councilman Combs will negotiate with Brickey
relative to getting court site in order.
Kilbury read the Golf Course Report. Receipts to September 1, 1961 including tax
$27,493.72.
LIBRARY FURNITURE BIDS:
The Library Board studied the bids for two weeks and recommend that the low bids be
accepted. Motion made by Kilbury, seconded by James, to accept the low bids as re—
commen'ded 4_06,'.Library Board in the amount of $13,086.29. Motion carried by roll
call vote of five (5).
The folding chair bid on 125 chairs was turned down. Motion made by Kilbury, seconded
by James that permission be granted to call for bids on 125 chairs and 11 music tables
callable on a lat6r date. Motion carried.
The Library Board requests that the Librarian be permitted to attend the Library's
Association meeting in Eugene, Oregon. Motion made by Kilbury, seconded by James,
that the permission be granted with $22.75 transportation; $18.00 lodging and $4.00
registration. Motion carried.

Kenneth Martin, Fuller Brush Co. Representative had his case stolen and is re—
questing replacement.
Dr. Glen V. Axford requests a change of address from 626 Clark to 704 West
Margaret. Motion made by James, seconded by Kilbury, that replacement and
change of address be granted. Motion carried.
STREET COMMITTEE reports the old City Cab location on West Lewis will'accomo—
date more meters. New cab location is at West Clark and North Fourth.
WATER DEPARTMENT REPORT: Councilman Moore read Water report consumption.
Low manholes will be raised.
SANITARY SEWER EXTENSION BIDS OPENED AUGUST 15, 1961: 300 BLOCK North Third
The Committee recommend the acceptance of the low bid of Warren Excavation
Co. Motion made by Moore, seconded by James, to accept the :low bid of Warren
Excavation Co. in the amount of $752.27. Motion carried.
FENCE ON SO. 10th and "A" STREET C-1 ZONE; DAN HURLEY, Jr.:
Motion made byJames, seconded by VanHoy authorizing the Building Inspector
to issue permit as requested. Motion carried.
