CALL TO ORDER:
PASCO, WASHINGTON

Meeting called to order at 8:00 P.M. by Honorable Mayor Raymond Hicks.
ROLL CALL:
By Clerk. Councilmen present were George A. Grant, Harold C. James, Charles D. Kilbury, Kenneth E.Moore,
and T. R. Van Hoy. Councilman C. R. Combs was absent. City Attorney. and City Supervisor were present.
APPROVING OF MINUTES:
Minutes of meeting held August 1, 1961. Motion made by James, seconded by Kilbury approving minutes
as written. Motion carried.
BIDS: SANITARY SEWER EXTENSION, 300 BLOCK ON MARGARET:
Four bids were received, opened and read as follows:

Motion made by Moore, seconded by Kilbury to turn bids to Water Committee, Water Superintendent
and City Engineer for checking and report back on Tuesday, September 5, 1961.
COMMUNICATIONS:
FINANCE COMMITTEE - (INVESTMENTS):
A letter was read from the Secretary of the Finance Committee, City Treasurer Mary Ellison, and
signed by the Finance Committee requesting approval of the investing of funds as follows:
General Obligation Bond Fund of 1947
Water and Sewer Reserve Fund of 1957
Library
Firemen's Relief and Pension Fund
$10,000.00
15,000.00
90,000.00
40,000.00
Pending the Firemen's Relief and Pension Board approval.
City Attorney states these investments must be authorized by Resolution which will be presented
later in the meeting.
FRANKLIN COUNTY SCHOOL DISTRICT NO. 1 ADMINISTRATION BUILDING - MEAD AND OCTAVE:
A letter was read from Water Superintendent C. F. Whetsler stating the District will have to connect
an 8" sewer line for 570 feet and feels that the front footage assessment should not be charged.
A discussion followed. Grant feels that front footage charge should be paid to prevent precedent.
George R. Fisher explained the situation and history of construction up to this point. In conclusion
motion was made by Moore, seconded by James that the Water Superintendent advise the School District
that connection was allowed as requested. Motion carried.
JUVENILE FISHING AREA - N.P.W.R.M..-1 McNARY LOCK AND DAM PROJECT, PASCO, WASHINGTON:
A letter was read from Max K. Tysor, Chief, Real Estate Division, Corps of Engineers, Walla Walla,
Washington, in answer to a request for relinquishment by the City of Pasco of the Department of
the Army license, dated January 14, 1954 and supplemental agreement No. 1 dated August 2, 1957.
Attached Form, Engineers No. 1368 which terminates city's interest in the above referenced license
effective August 10, 1961. Motion made by Grant, seconded by Kilbury authorizing Mayor to sign
necessary forms. Motion carried.
AMERICAN WATER WORKS TRUSTEES CONFERENCE:
A letter was read from C. F. Whetsler, Water Superintendent requesting permission to attend this
convention in Portland, Oregon on October 27 -and 28, 1961. Motion made by James, seconded by Kilbury
that request be granted. Motion carried.
INTERNATIONAL CONFERENCE OF BUILDING OFFICIALS:
R. B. Lovelace, Building Inspector requests permission to attend this annual business meeting in
Seattle on September -25 - 29, 1961, also .with authority to use city owned car. Motion made'by
James, seconded by Kilbury authorizing request. Motion carried.
APPLICATION.000NCILMAN:
A letter was read from Arch G. Minor submitting his name to be considered for Councilman. No action
was taken.
CONGRATULATIONS, FIRE CHIEF:
Two letters congratulating Chief Cooney on the success of the fire conference held in Pasco:
Virgil Morehouse,-R6chester and Frank C. Hauser, past president, Washington State Association of
Fire Chiefs.
NEW FIRE TRUCK BIDS REQUESTED:
Specifications and request presented by Lyle Cooney for second Bid Call. Motion made by Grant,
seconded by James authorizing Call for Bids, Tuesday at 8:00 P.M., September 5, 1961. Motion carried.
WATER WORKS SCHOOL:
C. F. Whetsler, Water Superintendent requests permission for three Water Department personnel to attend
the Inland Empire Water -works School at Pullman on September 18 - 20, 1961. Motion made by James,
seconded by Moore granting request. Motion carried.
REGULAR MEETING
FIRE SCHOOL:
PASCO, WASHINGTON
COUNCIL CHAMBERS
AUGUST 15, 1961
Fire Chief Cooney would like permission to send the Assistant Fire Chief, Francis Z. Rickenbach
to the Arson School in Pullman on September 12, 1961. Motion made by James, seconded by Grant
that permission be granted. Motion carried.
FENCE C- I. DAN HURLEY:
A letter was read from Mr. Hurley stating he would like to construct a 36" ornamental fence
at S. Tenth and "A" Sts. He had requested a permit of the Building In for a wooden fence
across the back, therefore, was,'referred to the City Council as per Ordinance. Motion made by
Grant, seconded by Moore that this be brought before the Planning Commission and Plann.ing Committee
of;.the Council. Motion carried.
TELEPHONE FRANCHISE:
A letter from City Attorney Richard G. Patrick to Mayor Hicks submitting a letter from McMicken,
Rupp and Schweppe pertaining to the Telephone Company's franchise which expired February 15,. 1957.
All terms of the franchise came to a stand -still; the City has -not paid on phones which had been
free. This action taken by the City Attorney pending franchise renewal or reconstruction. This
being a lengthy letter and several hundred dollars involved, motion was made by Grant, seconded by
James to turn this to the City Attorney, Building Committee of the Council and City Supervisor
with everyone receiving a copy for study. Motion carried.
SWIMMING POOL:
Whetsler reports that Roger James of the State Sanitation Department was here all day working with
Wyman and himself on swimming pool purification. Roger James will return August 28, 1961 for the
annexation meeting.
REPORTS:
AIRPORT LEASES:
Two leases were submitted as follows:
Lester Harwood - Bldg 144, garage and small utility building; $100.00 per month, first and
and last month paid; September 1, 1961 to August 31, 1962, for living quarters.
Vista Aerial Spray - One room, northwest corner Bldg 142; $15.00 per month, first and last
month paid; August 1, 1961 to July 31, 1962; for storage of fertilizers,etc.
Motion made by Van Hoy, seconded by:Ki.lbury, authorizing Mayor to sign. Motion carried.
PURCHASES:
Requests for purchases.requested as follows:
Airport: paint for runway and taxiway markings, plus tax $132.60
.__Building Inspector: 2 tires, plus tax 37.11
Street Department: Paint, thinner and tax 152.26
Health Department: 30 gallons malathion, plus.tax 453.96
Water Department: paint, tubing, lab supplies, reducers, tee; leak
detector, meter parts, repair clamp, pipe locator, assorted
bolts and nuts fan, sewer rods, propane gas, seat cushions,
screen, etc. for pump house, Rust-1=Cide, Penta -Phosphate #1,
plus freight. 1,980.22
Street Department: Chain saw and extension cords 100.00
Total -- all departments: $2,856.15
Motion made by Kilbury, seconded by James granting purchases as requested. Motion carried by
Roll Call vote of five (5).

Motion made by Grant, seconded by James approving all applications. Motion carried.
LIBRARY FURNITURE BIDS:
Councilman Kilbury reports that fourteen (14) bids were received, opened and read at 2:00 P.M.
as per legal notice and all turned to the City Supervisor for extensions and tabulation by groups.
Copies will be furnished all Council members, Library Board members and also each bidder.

REGULAR MEETING COUNCIL CHAMBERS AUGUST 15, 1961
BOMB SHELTER:
Bruce Lee spoke on locations of bomb shelters --a definite plan must be worked out. Mr. Lee and
Mr. Lovelace to consult the Planning Commission on this.
REPORTS OF OFFICERS:
Councilman James reports that the specs for the Fire Truck have been worked out.
Planning Commission to have a noon meeting Friday.
STREET CROSSING BLOCKED:
Councilman Kilbury reports the "A" St. crossing was bldcked for a considerable length of time by
the Great Northern Railroad Company's train, causing a hazardous condition for the Fire Department
and also blocking passage for persons desiring to attend a funeral. There is an Ordinance on
file stating the crossings shall not be blocked more than five minutes. Motion made by Kilbury
seconded by Grant that the City Attorney write the Great Northern Railroad Company regarding the
violation. Motion carried.
AIRPORT RUNWAY:
City Supervisor reports the new runway at the airport is in operation -- everyone is very happy with it.
WATER SHUT OFF: -
Water Superintendent reports there will be a shut-off in a portion of the Northwest of Pasco from
1:00 A.M. until noon on Thursday.
1962 BUDGET:
Councilman Moore states the City Supervisor will set up the anticipated receipts by departments and
furnish copies to all Councilman and the Mayor.
READING OF ORDINANCES AND RESOLUTIONS:
RESOLUTION NO. 48-9-
A RESOLUTION AUTHORIZING THE CITY TREASURER TO INVEST CERTAIN MONIES
Motion made by Grant, seconded by James that Resolution No. 489 be read in full. Motion carried.
Resolution No. 489 was read in full. Motion made by Kilbury, seconded by Moore that Resolution
No. 489 has been given a full reading. Motion carried. Motion made by Grant, seconded by Kilbury
to adopt Resolution No. 489. Motion carried by roll call vote of five (5).
PROPOSED ANNEXATION TO ROAD 36:
A meeting will -be held at the Recreation Building, 1125 N. Fourth on Monday, at 8:00 P.M., August 28,
1961. As many -as possible are urged to attend.
ADJOURNMENT:
Motion made by Kilbury, seconded by Grant to adjourn to next regular meeting on Tuesday, 8:00 P.M.
September 5, 1961. Motion carried.
