REGULAR MEETING COUNCIL CHAMBERS AUGUST 1, 1961
CALL TO ORDER:
Meeting called to order at 8:00 P.M. by Honorable Mayor Raymond Hicks.
ROLL CALL:
By Clerk. Councilmen present were H. C. James, C. D. Kilbury, K. E. Moore,
and T. R. VanHoy. C. R. Combs arrived at 8:35. City Attorney Richard G.
Patrick and City Supervisor George R. Fisher were present. George Grant, absent.
APPROVING.OF MINUTES; MEETING HELD JULY 18, 1961:
Motion made by VanHoy, seconded by James approving minutes as written. Motion carried.
BILLS:
Current Bills against the City presented as follows. Motion made by Kilbury,
seconded by James that all vouchers properly signed and approved be paid. Motion
carried by roll call vote of four (4).

A letter was read from JOHN E. HURLBERT, 201 North 8th, submitting his application
for consideration by the Council.
SEWER EXTENSION BID:
A letter was read from Water Superintendent C. F. Whetsler requesting permission to
call for bids on a sanitary sewer extension in the 300 block on Margaret. Motion
made by Kilbury, seconded by Moore, authorizing Water Superintendent to call for
bids up to 8:00 P.M., Tuesday August 15, 1961. Motion carried.
REFUND -- OVERCHARGE: (A. L. Reil, Evergreen Spray and Nursery Inc.)
City Clerk requests permission to refund $15.00 to the Evergreen Spray and Nursery
Inc. accountnover—,payment on Business License fee. Motion made by James, seconded
by Kilbury, authorizing refund as requested. Motion carried by roll call vote of
four (4).
CLAIM -- DEBRA WORSHAM (POOL CHLORINE FUMES):
Notice of Claim for damages received June 14, 1961 was filed by Willis G. Worsham
through Roger Olson, in the amount of $134.50. Motion made by Moore, seconded by
Kilbury that this be turned to the City Attorney. Motion carried.
REPORTS:
AIRPORT LEASES:
Two leased submitted as follows:
MURL M. KIRK (Kirk's Marine, Inc.):
Northeast room in Bldg. 142, East 50 feet of north half of hangar area;
$60.00 per month, first and last month paid; — storage and repair pur—
poses. August 1, 1961 to July 31, 1962.
BONNEVILLE POWER ADMINISTRATION (Contract Lease):
Lease contract #14-03-18272 Storage yard, September 15, 1961 to
June 30, 1962.
Motion made by VanHoy, seconded by Kilbury, authorizing the Mayor to sign.

Councilman Kilbury reports that the work has started on this project.
GOLF COURSE:
Receipts to date $23,795.70..
FURNITURE FOR THE LIBRARY:
Motion made by Kilbury, seconded by Moore, to call for bids on Library Furniture
at two (2:00) P.M. August 15, 1961, City Supervisor to furnish specifications. Motion
carried.
LIBRARY BOARD:
Library Board held a meeting today. City Treasurer to examine surplus funds. Kilbury
made the motion, seconded by VanHoy that this matter be turned to the City Finance
Committee and make recommendations as they see fit for short loan purposes. Motion
carried.
BUSINESS LICENSE APPLICATIONS:
Five (5) Solicitors and five (5) business license applications submitted as follows:

GOLF COURSE ROAD:
Oiling golf course road was discussed. Motion made by Moore, seconded by Kilbury,

STREET SWEEPING:
Mr. Noonan reports cars are being impounded. VanHoy states the sweeper is not sweep—
ing clean.
FIRE DEPARTMENT:
James reports the specks are not ready yet for recall on bids.
FIRE BUILDING SIDING:
It will 'cost approximately $75.00 to replace three squares of black marble. Motion
made by VanHoy, seconded by James authorizing City Supervisor to have this work done.
Motion carried.
WATER SUPERINTENDENT REPORT:
Water Superintendent report was read. Mayor to write the Mayor of Kennewick, MI- Felton
and Mr.: -Kelly, Mayor of Richland, thanking them for their support and interest in the
Water Follies parade. Also, answer two letters Mr. W. W. Wiper and John E. Hurlbert
for submitting their names to be considered for Council appointment.
READING OF ORDINANCES:
ORDINANCE NO. 1036:
AN ORDINANCE TRANSFERRING MONIES FROM THE GENERAL
FUND TO THE STREET FUND.
Motion made by VanHoy, seconded by Kilbury, to read Ordinance No. 1036 by title only.
Motion carried. Ordinance No. 1036 was read. Motion made by Kilbury, seconded by
James, that Ordinance No. 1036 has been read by title. Motion carried. Motion made
by James, seconded by Kilbury to adopt Ordinance No. 1036. Motion carrti:ed by -Roll

RESOLUTION NO. 487:
A RESOLUTION TO INITIATE AN ANNEXATION
ELECTION.
Motiontmade by Kilbury, seconded by Moore, to read resolution No. 487 in its en-
tirety. Motion carried. Resolution No. 487 was read in full. Motion made by
Kilbury, seconded by Moore that Resolution No. 487 has been read. Motion carried.
Motion made by Kilbury, seconded by Moore, to adopt Resolution No. 487. Motion
carried by Roll Call vote of four (4) VanHoy voting
RESOLUTION NO. 488:
A RESOLUTION PROVIDING FOR PAYMENTS ON
THE PARKING METER INSTALLATION DURING
THE YEAR 1961.
Motion made by Kilbury, seconded by Moore, that Resolution No. 488 be read. Motion
carried. Resolution No. 488 was read in full. Motion made by Kilbury, seconded by
VanHoy that Resolution No. 488 was given a reading in full. Motion carried. Motion
made by Kilbury, seconded by Moore to adapt Resolution No. 488,'Motion carried by
Roll Call vote of five (5).
AGREEMENT -- EDMUND P. ERWEN:
Edmund P. Erwen, Erwen Construction Co, and the City of Pasco signed and ready
to forward to Mr. Erwen. Partial Release of Mortgage on lots one (1) to twenty-
six (26) inclusive, Block 14, Gray's Amended Addition to Pasco is ready for the
Mayor's signature. Authorization has been granted. Clerk to furnish Mr. Erwen
with his completed forms.
ADJOURNMENT:
Motion made by Combs, seconded by VanHoy, to adjourn .to Tuesday, 8:00 P.M., August
fifteenth, 1961, the next regular meeting night. Motion carried.
