HomeMy WebLinkAbout07-05-1961 MinutesPASCO, WASHINGTON SPECIAL MEETING COUNCIL CHAMBERS JULY 5, 1961 CALL TO ORDER: Meeting called to order at 8:00 P. M. by Honorable Mayor,Raymond Hicks. ROLL CALL: By Clerk. Councilmen present were C. R. Combs, G. A. Grant, H. C. James, C. D. Kilbury, and K. E. Moore. Ed Thompson and T. R. VanHoy were absent. City Attorney Richard G. Patrick and City Supervisor George R. Fisher were present. APPROVING THE MINUTES: Minutes of meeting held June 20, 1961. Motion made by Moore, seconded by Kilbury approving the minutes as written. Motion carried. B ILLS: Current bills against the city presented as follows: Current Expense $ 29,558.52 Water Department 19,698.64 Street Department 8,546.74 Cemetery Department 1,309.60 Library Department 22,452.55 Park Department 10,565.57 Airport Department 32,686.40 Bldg & Alterations 181.17 Total for all Departments $ 124,998.19 Motion made by James, seconded by Grant that all vouchers properly signed and approved be paid. Motion carried by roll call vote of five (5). CALL FOR BIDS: SANITARY SEWER TO KIRCHNER HILL ADDITION: Three (3) bids were received, opened and read as follows: Lincoln C. Mahaffey, Jr. $ 2,911.90 Brown Excavation Company 2,527.28 Warren Excavation Company 2,311.00 Motion made by Moore, seconded by Kilbury tonrefer bids to the Water & Sewer Committee of the Council and the Water Superintendent. Motion carried. CALL FOR BIDS - STREET OILING PROJECT, APPROXIMATELY 2 MILES: No bids received. Motion made by Combs, seconded by Moore that the Street Committee negotiate a contract. Motion carried. FENCE -T. SANDOVAL, 906 S0. 10TH, C-1 ZONE: Mr. Tommy Sandqval requests permission to build a double wire picket fence around his back yard. Building Inspector has no objections. Motion made by Kilbury, seconded by James that the request be allowed. Motion carried. ED THOMPSON'SSRESIGNATION: A letter was read from Councilman Ed Thompson tendering his resignation as of July 1, 1961. Motion made by James, seconded by Kilbury accepting the resignation. Motion carried. REFUND - WILBUR WRIGHT, 728 SO. BEECH: A letter was read from Building Inspector R. B. Lovelace requesting that Mr. Wright be refunded $12.00 on a Building Permit since upon inspection it was disclosed that the set back require- ment could not be obtained. Motion made by Combs, seconded by Kilbury-granting the refund of $12.00. Motion carried by roll call vote of five (5). PUBLIC HEARING ON PETITION: To rezone portions of Lots 29, 30, 31 & 32, Block 7, Sylvester Addition to Pasco from R-1 to R-2. The Mayor declared the hearing open. No protests rendered in person and none received by mail. No dissent by Council. Mayor declared the hearing closed. Motion made by Kilbury, seconded by Grant granting the zone change and authorize the City Attorney to draw ordinance for same. Motion carried. VISITORS: GOLF COURSE CLUB BUILDING: Ed Hendler spoke regarding construction of the proposed Club Building and stated that last April this was turned to Committee and Attorney to draw up an agreement suitable to the City but this has not been done. Kilbury spoke for the Committee - they are working on this agreement; trying to be PASCO, WASHINGTON COUNCIL CHAMBERS JULY 5, 1961 assured of a club desirable as a municipal club. Hendler would like to know right now one way or another as the season is growing short and there are many types of agreements available AND could probably find one needing very little changes. Kilbury asked for a meeting with the Athletic Association, Park Committee and City Attorney for Friday at 7:30 P. M. at the City Hall in the Council Chambers. Hendler agreed to this. REPORTS: AIRPORT LEASES: - Two (2) leases submitted as follows: C Goddard's Inc. Tri City Home Show Motion made by Combs, seconded by Grant authorizing the Mayor to sign. Motion carried. PURCHASES: Requests for purchases presented as follows: AIRPORT DEPARTMENT: Automatic -furnace & arc welder $ 458.00 WATER DEPARTMENT: Meters, pipe, tubes, printing, welder, switch, tires & tubes, first aid supplies 1,463.73 Motion made by Combs, seconded by Moore that purchases be allowed as requested. Motion carried. POLICE COMMITTEE PARKING METERS: Councilman Grant reports the meters have been in operation 30 days and seem to be doing fine.•,,iW:th reference to letter from Leavy & Taber the commission has no objection to their proposal and would favor giving this authority to the City Supervisor and thought that a six months trial basis. would give a true picture of the operation. Motion made by Grant, seconded by Kilbury authorizing the City Supervisor to negotiate with interested persons on meters - double head - at $3.00 a week on the six months trial basis for the Columbia Street Lot only. Motion carried. FIFTH & LEWIS (RIDENOUR): Councilman Combb feels that something should be done about the drainage at this location. SAND BLOW ( N. P. SUPT N. M. LORENTZSEN): 0 Mayor Hicks reports on letter received from Mr. Lorentzsen regarding sand blowing from the Airport account removal of cyclone•fence. Airport Manager stated he would erect another fence. Mayor to answer letter giving Mr. Lorentzsen this information. WATER COMMITTEE: WATER MAIN EXTENSION ON PEARL BETWEEN RICHARDSON PARK & CHASE: Before:?the oiling program gets under way the Water Superintendent thinks the water main should be extended on Pearl. Motion made by Moore, seconded by James that the Water Superintendent be authorized to make this extension as stated. Motion carried. PASCO, WASHINGTON SPECIAL MEETING COUNCIL CHAMBERS JULY 5, 19_6_1 - EAST SIDE SEWER EXTENSION: Some property owners on the east side are having septic tank trouble and want sanitary sewer service. The locations are Block 128, Pasco Land Company Addition; Blocks 31 & 32, Highland Park Homes Addition; Block 3, Wehe's First Addition. L. I. D. possibilities were discussed. Motion made by Moore, seconded by James to turn this matter to the Water & Sewer Committee for study. Motion carried. L. I. D. petitions have been furnished to interested people who tried to getton an L. I. D. for sewer service but the petitions were never returned for action. CEMETERY, LIBRARY, PARK & GOLF: Councilman Kilbury reports that the Cemetery Building spec- ifications are complete and the carpenters interested will be contacted. Bids will be opened July 11, 1961 at 2:00 P. M. Park Superintendent's report read on the Golf Course Receipts to and including June 30, 1961 - $19,281.90. PLANNING COMMISSION: Councilman James reports the "Pasco Comprehensive Plan Part 1" is 100% complete. Reports are in the Clerk's Office and the council members interested can obtain a copy by signing for it. BUILDING INSPECTOR'S REPORT FOR JUNE 1961 was read by the Mayor and ordered filed. FIRE CHIEF COONEY states that since Thompson resigned, James & Grant are left on the Committee without a Chairman. Motion made by Combs, seconded by Kilbury to appoint VanHoy on the Fire Committee with James to act as Chairman. Motion carried. The bids on Fire Truck should be studied. Chief Cooney will take this up with the Fire Committee and Finance Committee. APPROVING VOUCHERS: Councilman Moore states the signing of vouchers during the meeting complicates the business of the meeting by trying to review the vouchers before signing. Following a short discussion motiont,was made by Kilbury, seconded by Moore to try signing vouchers before the meeting. Motion carried. Clerk will have them shortly atter five o'clock and in the Council Chambers. ARMY DUTY, FORT LEWIS': Councilman Grant states he will be away on Army duty July 18, 1961. About two weeks. ADJOURNMENT: Motion made by Combs, seconded by Kilbury to adjourn to next meeting, Tuesday, 8:00 P. M., July 18, 1961. Motion carried.
