REGULAR MEETING COUNCIL CHAMBERS JUNE 20, 1961
CALL TO ORDER:
Meeting called to order at 8:04 P. M., by Honorable Mayor Raymond Hicks.
ROLL CALL:
By Clerk. Councilmen present were C. R. Combs, G. A. Grant, H. C. James, C. D. Kilbury,
K. E. Moore, Ed Thompson and T. R. VanHoy. City Attorney Richard G. Patrick and City
Supervisor George R. Fisher were also present.
APPROVING THE MINUTES:.
Minutes of meeting held June 6, 1961. Amending minutes of May 16, 1961 as to bid call date
on Fire Pumper from 1:00 P. M., June 19th to 8:00 P. M., June 20, 1961 was approved.. Motion
made by James, seconded by Kilbury approving June 6, 1961 minutes and amendment of May 16,
1961 minutes. Motion carried.

Motion made by Thompson, seconded by Kilbury that bids be turned to the Fire Committee,
City Finance Committee of the Council and Fire Chief to report back. Motion carried.
COMMUNICATIONS:
RENT ONE DOUBLEHEAD METER IN PARKING LOT:
A letter was read from Leavy..& Taber making inquiry relative to renting one doublehead
parking meter by the week; $3.00 was suggested. Councilman Grant thought this should be
given some study as others may have similar requests. Motion made by Moore, seconded by
James to refer this to the Police Committee. Motion carried.
ARTERIAL STREET FUND -CHAPTER 7, LAWS 1961:
A letter was read from City Treasurer Mary Ellison asking that a Fund bee, established for the
receipt of monies allocated by this law. City Attorney states that a Resolution will be read
taking care of this.
REZONING SOUTHWEST CORNER MARGARET & ARTHUR FROM R-1 TO R-2FOR DENTAL OFFICE:
A letter was read from the Planning Commission with file on petition and public hearing,
also recommendation on rezoning the following property:
Lot 29 except the east 5 feet of the south 50
feet of said Lot and north 65 feet of Lots 30,
31 and 32, Block 7, Sylvester's Addition to
Pasco
The Commission favors this request. Motion made by Kilbury, seconded by Grant that a
public hearing be held Wednesday, July 5, 1961 at 8:00 P. M. Motion carried.

Motion made by Grant, seconded --- approving applications. Motion died for want of a second.
Lloyd Kestin's application was questioned by VanHoy and others as to type and volume of business
in R-1 zone. Motion made by James, seconded by VanHoy approving applications as listed with
the.exception of Lloyd Kestin which is to be held up for more study. Motion carried. Grant
voting "No".
ADDITIONAL PARKING METERS:
Ten (10) additional meter posts and $154.00 for concrete work at Columbia Street Parking Lot;
19,145 lineal feet of stripe painting at .06 per lineal foot. This is to be added to the
present contract. Mayor to write letter to the Meter Company with a copy for signature and
return.if accepted. The.additional amount of contract would amount to approximately $1,302.70.
Motion made by Grant, seconded by Kilbury that the plan for additional Parking Meters and the
painting be accepted as stated. Motion carried by roll call vote of seven (7).
PARKING METER PROGRAM:
Complaints issued since installation of new parking meters also suggestions were discussed at
an open meeting with the Chamber of Commerce -and others on Monday, June 19, 1961. It was decided
that no action be taken on the recommendation until the expiration of one month trial under the
present set up. Post Office parking and off street parking for street sweeping has caused some
concern.

This is to be a two -shot oil deal at an approximate cost of $11,000.00 applied on most needed
streets to be done by City labor from 1961 budget. The arterial streets can be taken care of
on the State.01 Excise Vehicle Tax with 25% matching money program as the fund accumulates.
Motion made by Moore, seconded by Kilbury that the Street Oiling Program as presented be
carried out and also call for bids to be opened July 5, 1961 at 8:00 P. M., Motion carried.
WATER:
Councilman Moore reports on broken water main and said that all departments assisting with
this accident were to be commended':•fdr efforts and interest in making correction and taking care
of the situation. The break is being investigated. Water consumption reported also the attend-
ance at Sewage School.
LIBRARY:
Councilman Kilbury reports that the Library is buying books at this time out of bond money.
A discussion was entered into relative to the Librarian's speedy use of this money and extra
help he is ;employing. Motion made by Combs that the discussion be closed until Mr. Burrill
could be present. Motion withdrawn. Kilbury states that the Library Board and the Library
Council committee are keeping a close check on all Library operations
The Golf Course report was read,

CEMETERY DWELLING & OFFICE BUILDING:

Motion made by Kilbury, seconded by Combs to call for bids on construction of a Dwelling and
Office Building at the Cemetery to be opened at 2:00 P. M., Tuesday, July 11, .1961 and awarded
pn Tuesday, July 18, 1961. Motion carried.
BOAT BASIN:
John B. Owsley presented an Amendment to Lease now held by him at the Boat Basin, dated October
18, 1955. The amendment would change dates, commencing on the 1st day of June,'1961 and ending
July 1st, 1973. "Lessee shall have an option to renew for five years, subject to conditions,on
same terms as expressed in the instrument with the exception of rate rental which is to be de-
termined at time of renewal". This term change is needed for financial purposes since he desires
to enlarge by adding three (3) docks and maks needed improvements. There would be a sub -lease
between Owsley and Jerry Eerkes and the Phillips Petroleum Company. Mr. Wm. Hollman of the Real
Estate Division of the Phillips Oil Company was present and states that their company definately
will sign the necessary forms for the sub -lease. A discussion was entered into. Forms and
drawings were furnished for study and in conclusion motion was made by Kilbury, seconded by Moore
for the acceptance and adoption of the Amendment to Lease as presented. Motion carried by roll
vote five (5). VanHoy voting "No". Councilman Combs had been excused from the meeting.
Motion made by Kilbury, seconded by Moore to revert from the regular order of business and
r read the Resolution in connection with this request. Motion carried.
RESOLUTION NO. 486:
THE FOREGOING ASSIGNMENT OF LEASE IS HEREBY
CONSENTED TO BY THE CITY OF PASCO, WASHINGTON,
PURSUANT TO AUTHORITY GRANTED AT A REGULAR
MEETING OF THE CITY COUNCIL OF PASCO HELD
JUNE 209 1961
Motion made by Kilbury, seconded by Moore to read Resolution No. 486. Motion carried.
Resolution No. 486 was read. Motion made by Kilbury, secondfid by Thompson that Resolution
No. 486 has been read. Motion carried. Motion made by Kilbury, seconded by Thompson to
adopt Resolution No. 486. Motion carried by roll call vote of six (6). Councilman Combs
had been excused. Other papers can be acted upon on July 18, 1961.
LEGISLATIVE:
Councilman James reported on the Association of Washington Cities meeting.
FARLEY FENCE:
Request to fence the rear of Lot 14, Block 3, Northern Pacific Addition. Motion made by
James, seconded by Kilbury to grant the fence installation as requested. Motion carried.
READING OF ORDINANCES:
ORDINANCE NO. 1035:
AN ORDINANCE CREATING AND PROVIDING FOR THE OPERATION
OF AN ARTERIAL STREET FUND
Motion made by VanHoy, seconded by Kilbury to read Ordinance No. 1035 by title only. Motion
carried. Ordinance No. 1035 was read by title. Motion made by Kilbury, seconded by Thompson
that Ordinance No. 1035 has been read by title only. Motion carried. Motion made by Kilbury,
seconded by James to adopt Ordinance No. 1035. Motion carried by roll call vote of six (6).
Combs had been excused from the meeting.
RESOLUTION NO. 483:
RESOLUTION AND REQUEST FOR THE DIRECTOR OF HIGHWAYS
TO PERFORM CERTAIN WORK
Motion made by Grant, seconded by Kilbury to read Resolution No. 483. Motion carried.

adopt Resolution No. 483. Motion carried by roll call vote of six (6). Councilman
Combs had been excused from the meeting.

Motion made by Kilbury, seconded by Moore to read Resolution No. 484. Motion carried.

DEPARTMENT UNDER'THE 1961 BUDGET
Motion made by Kilbury, seconded by Grant to read Resolution No. 485. Motion carried.
Resolution No. 485 was read. Motion made by James, seconded by Grant that Resolution No.
485 has been read. Motion carried. Motion made by Grant, seconded by Kilbury to adopt
Resolution No. 485. Motion carried by roll call vote of six (6). Councilman Combs had
been excused from the meeting.
SEWER SERVICE - LOUIS PAPI, 1525 W. COURT:
Mrs. Papi's property is unplatted and she has requested Sewer Service. Motion made by Kilbury,
seconded by Moore'that the'Mayor write Mrs. Papi that a sewer installation will be made when
property is platted. Motion carried.
DRY WELL - RICHARDSON PARK:
Councilman Moore reports a dry well is badly needed at this location and thinks -it will have
to be toodeep for city equipment to do. Motion made by Moore, seconded by Kilbury that the
City Supervisor draw up specifications for bids callable at 1:00 P. M., Tuesday, July 18,
1961. Motion carried.
