Combs, H. C. James, C. D. Kilbury, K. E. Moore, Ed Thompson and T. R. VanHoy. Absent George A. Grant. City Attorney Richard G. Patrick and City Supervisor George R. Fisher were present. ° APPROVING THE MINUTES: Minutes of meeting held May 16, 1961. Motion made by James, seconded by Thompson approving the minutes. Motion carried. BILLS: Current bills against the City presented as follows. Motion made by Thompson, seconded by Kilbury that all vouchers properly signed and approved be paid. Motion carried;•,by roll call vote of six (6). Lewis, FARLEY CHEVROLET, INC.: A letter was read from R. H. Gisher, Vice President, requesting permission to construct a cyclone steel fence -at the above location. Motion made by Moore, seconded by Kilbury to turn this to the Planning -Commit -teen of the Council. Motion carried. ACCOUNTING PROCEDURE FOR �C FUEL TAX: A letter was,read from Robert V. Graham, Chief Examiner, State Auditor's Office, stating that cities wirll•be furnished accounting procedure to be used in regard to the additional kC fuel tax provided by Chapter 7, Laws of 1961. RUSSEL R. RIDENOUR, 106 NO. 5TH: A letter was read from Mr. Ridenour pertaining to a •remedy for street drainage correction at the north west corner of Lewis & 5th Avenue. Motion made by Moore, seconded by Kilbury to turn this to the Street Committee. Motion carried. U. S. PUBLIC HEALTH SERVICE ASSISTANCE: A letter was read from C. F. Whetsler, Water•Superintendent, requesting that the City apply for U. S. Public Health Service Assistance Grant to help construct a lift station and trunk line on Washington Street. Necessary forms are in the Water Office. Motion made by Kilbury, seconded by Moore approving the Grant and authorizing the Mayor to sign application. Motion carried. SEWAGE TREATMENT PLANT DATA: A letter was read from George R. Fisher and C. F. Whetsler in regard to a necessary study of the plant for data to determine what additional treatment,if any, is needed to meet any requirements the State Pollution Control Commission may establish. This will be discussed under reports. REPORTS FROM COMMITTEES: AIRPORT LEASES: One lease submitted for renewal. Mansfield Distributing Company for Beverage Storage. Motion made by VanHoy, seconded by Kilbury granting renewal and authorizing the Mayor to sign. Motion carried. PURCHASES: Purchases :submitted as follows: PARK DEPARTMENT: Tennis rackets, volley balls, playballs, basketball, pingpong balls, birds & bats - garbage cans $ 140.35 WATER DEPARTMENT: Fittings, yokes, meters, shovels, pipe, kerosene, pump, hose, couplings & steel plate 1,890.66 AIRPORT DEPARTMENT: Paint, printing, machine rental, concrete & misc material for remodeling 1,842.90 STREET DEPARTMENT:. ' Galvanized pipe 468.00 SPRAY DEPARTMENT: Malathion 478.50 Motion made by Thompson, seconded by James authorizing purchases. Motion carried by roll call vote of six .(6). Fisher wishes to purchase from Grant, Miner & Watts some ground testing equipment to cost approximately $600.00. He suggested that salary money be used by transfer of funds by resolution. City Attorney thought that an Ordinance would be needed. Motion made by Moore, seconded by James that Ordinance be drawn to release funds to purchase testing equipment. Motion carried. POLICE CAR BIDS: Bids on Police Car were opened and publicly read as advertised at 2:00 P. M., D.S.T. Motion carried by roll call vote of six (6). STREET COMMITTEE: City Engineer wants a meeting with the Street Committee on Street Oiling. Councilman Combs, suggests that the Engineer prepare data for consideration before the meeting is called. WATER COMMITTEE: SEWAGE TREATMENT PLANT DATA: Councilman Moore reports that letters have been received from Roger James, who is with the State Pollution Control, regarding the plant. Holly Cornell estimates it will take one man on the payroll to complete this data at a cost of approximately $5,600.00 gross. A discussion followed relativ a to other plants in the area, just what the State requires and the extent of algae content caused by the Pasco Plant. Recreation safety seemed to be the base of this program. It was thought that more information from James and area study would help. WATER SERVICE OUTSIDE CITY (MODERN HOMES): A request has been made by the Modern Homes Development Company for service to Road 36, north of Court.;;Thxs=--is..needed to obtain an F. H. A. loan. Motion made by Moore, seconded by Thompson to inform the F. H. A. and Modern Homes by letter that service will be made available at their expense. Motion carried. Councilman Kilbury voting "No". LIBRARY, PARKS & CEMETERY - Councilman reports that the Golf Course took in $5,002.90 during the month'of May 1961. BOAT BASIN - Superintendent Wyman states that Mr. John B. Owsley,.slessee at the Boat Basin wishes to make some improvements such as more docks, walks, etc., and will need a loan to so do. His lease agreement terminates on January 1, 1966; he has an option of renewal and would like a letter from the City to the effect that during the renewal process the fee would not be changed exorbitantly, thus assist him in obtaining a loan. Motion made by Kilbury, seconded by Moore that a letter of intent be written and the words "not exo.rbitant" be used in statement dealing with renewal. City Attorney to formulate letter for Mayor to sign. Motion carried. 1: -t eal PASCO, WASHINGTON REGULAR MEETING COUNCIL CHAMBERS JUNE 6, 1961 LIBRARY (COUNCILMAN KILBURY REPORTS): Contractor George Thompson and his Attorney Dean W. Loney submitted a letter to Councilman Kilbury stating that his understanding in behalf of a settlement between the City of Pasco and George Thompson, Contractor on Library remodeling job, we offer to settle the matter as follows: 1) The City of Pasco will pay to Mr. Thompson the sum of $2,562.33 which sum is arrived at as follows: Balance due on $3,500 contract - $ 599.33 Balance for extra work 1,963.00 $2,562.33 2) In addition, Mr. Thompson has expended -the additional sum of $5,346.70 as out of pocket costs in this matter and is willing to accept 50% of this amount or the sum of $2,673.35 payment in full for his account. This would mean the City of Pasco would pay Mr. Thomp- son the following: $ 2,673.35 $ 2,562.33 - balance on contract $ 5,235.68 - Total Councilman Kilbury suggested giving Mr. Thompson a letter of intent to pay by incorporating the amount agreed upon in the 1962 budget. The letter could be used for collateral. City Attorney wishes to take a look at the file before writing letter. There was no dissent. CEMETERY: Construction of a new dwelling and office building at the Cemetery was discussed also financing. Mayor thought the Cemetery Superintendent should be consulted on plans. Motion made by Kilbury, seconded by Moore that the City Engineer prepare specifications for the building and figure out method of financing. Motion carried. COUNCILMAN JAMES REPORTS ON PLANNING: Robert Clark of the Clark -Coleman & Associates and Val Rupelks met with the Council and the Planning Commission also representatives of the local School District, Port of Pasco, P. U. D., County and Regional Planning Commission and presented a draft of the first phase planning program which is approximately 95% complete. DISTRICT LEGISLATIVE COMMITTEE: James, Moore and City Superintendent attended a meeting of this Committee on June 2nd; a preliminary of the Association of Washington Cities meeting. A meeting or so ago annexation was discussed. Motion made by Kilbury, seconded by James .that the City Attorney inspect the annexation laws and advise the Council the steps necessary for annexation of the West portion of Pasco. Motion carried. Richard G. Patrick suggested that some one attend the Attorney's Session in Seattle at 11:00 A. M. if at all possible. CITY TREASURER AND CITY CLERK'S REQUEST for office equipment to be taken up with the Purchasing Agent. SWIMMING POOL: Park Superintendent reports 1100 attendance at the Pool on June 3, 1961 and had to close the doors. How to accommodate the swimmers creates a problem and he thought that maybe two sessions per day would help. Another Pool in the near future seems to be the answer. READING OF ORDINANCES: ORDINANCE NO. 1034: AN ORDINANCE AMENDING PASCO CITY CODE 3-2.08; 3-2.64 AND SECTIONS 2 AND 17 OF ORDINANCE NO. 989, BEING AN ORDINANCE RELATING TO TRADE STIMULATORS, PROVIDING FOR THE LICENSING THEREOF AND DEFINING OFFENSES AND PROVIDING PENALTIES FOR THE VIOLATION THEREOF Motion made by Combs, seconded by Thompson to read Ordinance No. 1034 by title only. Motion carried. Ordinance No. 1034 was read. Motion made by James, seconded by Thompson that Ordinance No. 1034 has been read by title. Motion carried. Motion made by Kilbury, seconded by Thompson to adopt Ordinance No. 1034. Motion carried by roll call vote of six (6). SIDEWALK AGREEMENT VAIVER OF ORDINANCE NO. 891: David and Evelyn Butcher, 308 No. Main present an agreement which would allow them to build on Lots 28 and 29, Block 105, Pasco Land Co's Addition without installing a sidewalk at this time. Motion made by VanHoy, seconded by Moore that the waiver be granted and Mayor be authorT- ized to sign the agreement. Motion carried. PARTIAL RELEASE OF MORTGAGE & AGREEMENT: Weston -Reda -Mix, Inc. - Erwen Construction Company. The Agreement deems the water holes on this property hazardous and desire having same filled. Erwen is desirous of having released a bond and portion of mortgage held as security. Following a discussion of the Mortgage and Agreement motion was made by Kilbury, seconded by James authorizing the Mayor to sign partial release of mortgage and agreement after Mr. & Mrs. Erwen have signed. Motion carried. REGULAR MEETING FISH POND AREA LEASE: PASCO, WASHINGTON COUNCIL CHAMBERS JUNE 6, 1961 Councilman VanHoy reports that the Fish Pond area which is situated in Oakley River Front Addition of the County and a smaller portion within the City limits creates a problem every year and algae is forming now. He suggests that this lease be turned back to the Corps of Engineers as the City does not need control.of this property. Motion made by Combs, seconded by VanHoy to terminate lease on the Fish Pond. Motion carried. Attorney to check. CLAIM WILLIAM MALLOY, 1714 W. CLARK: Mr. Malloy presents a claim in the amount of $35.00 to cover damages created by a Water leak in basement caused by water meter replacement. Motion made by James, seconded by Kilbury to turn this to the City Attorney. Motion darried. REPORTS: BUILDING INSPECTOR'S Report for May 1961 was read. City Clerk furnished each member a copy of the budget report for May 1961. ADJ=OURNMENT: Motion made by Combs, seconded by VanHoy to adjourn to next regular meeting, Tuesday, 8:00 P.
