ROLL CALL: By Clerk. Councilmen present were C. R. Combs, G. A. Grant, H. C. James, C. D. Kilbury, K. E. Moore, Ed Thompson and T. R. VanHoy. City Attorney Richard G. Patrick and City Supervisor George*R. Fisher were also present. APPROVING THE MINUTES: Minutes of meeting held May 2, 1961 were approved. Motion so made by Combs, seconded by Thompson and carried. BIDS - STEAM BOILER FOR WATER DEPARTMENT: Three (3) bids were receiyed, opened and read as follows: Randolph Plumbing & Heating Pasco, Washington Head Plumbing & Heating Co..Inc. Pasco, Washington Mokler Plumbing & Heating Co Kennewick, Washington Rite Model 63S $ 2,714.00 Tax 108.56 Total $ 2,822.56 Rite Model 63S $ 2,980.00 Tax 119.20 Total $ 3,099.20 Ajax Model SGOX-600 $ 3,100.00 Tax 124.00 Total $ 3,224.00 Motion made by Moore, seconded by Grant that bids be turned to the Water Committee and Water Superintendent with power to act. Motion carried. Whetsler stated that he would like to have the State Inspector pass on the bids. $10,000.00 AIRPORT BONDS: A letter was read from Richards, Merrell & Peterson, Inc. stating they would like to be advised by the Council when and if they wish to have them deliver the remaining $10,000.00 of Bonds for the Airport Bond Issue. Motion made by VanHoy, seconded by Kilbury that Richards, Merrell & Peterson, Inc. be notified that the $10,000.00 in bonds will not be needed by the Airport. Motion carried. Clerk to so notify Mr. Merrell. STATE HIGHWAY ONE-HALF CENT FUEL TAX ALLOCATION: A letter was read from W. A. Bugge submitting information pertaining to the expenditure of proceeds from the one-half cent additional fuel tax. Statutes will be on file in the City Engineer's Office, also the City Clerk's.Office. TRAFFIC CONTROL SYSTEM AT W. LEWIS & CHASE: A letter was read from the City Planning Commission opposing the installation of a Traffic Control System at Chase & W. Lewis which would impede access to.the down town business ,district. It was suggested that the Clerk forward a copy of this letter to the Highway Department. SEVENTH BIENNIAL INLAND EMPIRE SEWAGE WORKS SCHOOL: C. F. Whetsler requests permission for Ray Morrow, Irvin Unruh and himself to attend this school at the Washington State University at Pullman on June 5, 6 & 7th, 1961. Motion made by James, seconded by Thompson granting the request. Motion carried. PUBLIC HEARING - REZONE FROM R-2 TO M-1: E. P. Erwen: Lots 9-13 inc. Block 13; Lots 1-26 inc. Block 14; Lots 1-10 inc. and Lots 13-32 inc. all in Block 15; Lots 1-15 inc. and Lots 21-32 inc. all in Block 16 and all in Gray's Amended Addition to Pasco Port of Pasco: That property situated in the East half (Ek) of Section 32, TWP 9, N., Range 30, EWM between Ainsworth Avenue on the South boundary of the Railroad spur track East of Gray Street and West of Ash Street. (That part in Owens Addition, according to the official plat thereof, recorded in Volume B of Plats, Page 35; and that part in Steffins Second Addition according to the official plat thereof recorded in Volume "B" of plats, page 48, Records of the County Auditor. Public hearing declared open. No one present opposed the change of zone. No protests received by letter. Motion made by Combs, seconded by Kilbury to declare the hearing closed. Motion carried. R, 2993 PASCO, WASHINGTON REGULAR MEETING COUNCIL CHAMBERS MAY 16, 1961 REPORTS: AIRPORT LEASES: One (L) lease presented, that of Htis Randall. Motion made by VanHoy, seconded by Thompson authorizing the Mayor to sign. Motion carried. PURCHASES: The following purchases requested: PLANNING COMMISSION: Envelopes $ 35.62 PARK DEPARTMENT: Sprinkler parts, power take -off, resuscitator, used mower, sharpener and drawbar 836.19 WATER DEPARTMENT: Signs, lights, book sheets,'parts, meters and meter boxes 1,677.80 CITY TREASURER: Adding machine & desk 658.00 CITY CLERK: Typewriter FIRE DEPARTMENT: POLICE DEPARTMENT: Permission to call for bids on pumper fire truck Permission to call for bids on Police Car Motion made by Thompson, seconded.by Kilbury authorizing the Planning Commission, Park Depart- ment and Water Department purchases and that the Fire.Department call for bids on Truck be opened at $:QQ o'clock P. M. June 1961. Motion carried by roll call vote of seven (7). Motion made by Thompson, seconded by Kilbury that the City Treasurer and City Clerk bring in prices or quotations from local dealers. NEW CAR- POLICE DEPARTMENT: The Chief of Police wishes to call for bids on a new car and has one to trade in. Motion made by Grant, seconded by James to call for bids to be opened at 2:00 P. M., Tuesday, June 6, 1961. Motian carried. MICKEY MUSGROVE'S DOG - PETITION: Councilman Grant reports that the Committee with the City Attorney Richard G. Patrick met with Mr. Musgrove who presented his side of the story regarding his dog and the neighborhood petition. No action was taken other than informing Mr. Musgrove of the serious trouble he would be in if the dog did get out and harmed anyone also that the neighbors are in no way prevented from bring- ing charges. STREET DEPARTMENT: Councilman Combs states the street and alley cleanup job is going along nicely. Combs would like to see Ainsworth extended from Ship to "A" Street; Street Department could make fills when excess material is available; additional dry wells could be installed where needed. A study will be made. Several locations were discussed also funds available. Motion made by Combs ,,secended-+.by-Ki.lbury that the C:ity:2Engfne6k­carry out the extension of Ainsworth as feasible. Motion carried. WATER COMMITTEE: Councilman Moore and Water Superintendent report that Mrs. Emma Hall, residing at 1016 East "A" Street is in need of sewer service. The assessments are not paid and she is short of funds and would like 90 days in which to pay the $140.00. The Council feels that this would start a president, therefor not favored by the Council; she does not want to make a loan. Motion made by Moore, seconded by VanHoy to refer this back to the Committee. Motion carried. WATER & SEWER: Mr. Frank Edgar has some unplatted property adjacent to Fire Station No. 2 on the east. Motion made by Moore, seconded by Thompson to turn this to the Water Committee. Motion carried. WATER SERVICE, ROAD 26 - REV. OLDS: Rev. Olds wants service outside the city limits. Motion made by Moore, seconded by Kilbury to turn this to the Water Committee with power to act. Motion carried. 3:a 2994 PASCO, WASHINGTON COUNCIL CHAMBERS SEWER QUESTION - MRS. FUTTER, NORTH 3rd: MAY 16, 1961 A solution is being worked out. Motion made by Moore, seconded by Kilbury that this be turned back to the committee with power to act. Motion carried. EASEMENTS: Two (2) Northern Pacific Easements located in the County Engineer's Office pertaining to "A" Street crossing the railway extending x&st and Ainsworth crossing the railway at Lucas (15th) extending on west to intersect with "A". Recorded at Court House under numbers 224442 and 224444. Councilman Moore read the bi-monthly report. LIBRARY -CEMETERY: Councilman Kilbury has nothing to .report on the Library Building. Building a house and office at the Cemetery was discussed, also funds available. Motion made by Kilbury, seconded by James that the matter of the Cemetery construction be turned to the Cemetery Committee for study and report back to the Council. Motion carried. LEGISLATIVE MEETING 16TH DISTRICT: Councilman James reported on meeting held in Richland on May 11, 1961 and states that there will be another one in Benton City on June 2, 1961 at 7:00 P. M. Voting delegates,to attend the Annual Association of Washington Cities meeting on June 7, 8 & 9th, 1961 will be determined. Motion made by Grant, seconded:)by Kilbury that the Mayor and Legislative Committee Chairman James be the voting delegates and in case they cannot attend some one else be appointed by the Mayor. Motion carried. ANNEXATION REVIEW BOARD: This board to consist of the Mayor, County Commission Chairman, one member of the Department of Commerce and Economic Development State Board, School Board Chairman and one property owner from area to be annexed. The area now in mind is bounded by the Airport, Road 36, Fishpond and the City Limits. Robert Clark of the Clark -Coleman & Associates explained the procedures set out by this bill following a planning commission meeting. Sewer problems to be encountered in this area were mentioned. A meeting will be held with the Irrigation District in an effort to resolve a few things. READING OF ORDINANCES: ORDINANCE NO. 1032: AN ORDINANCE OF THE CITY OF PASCO, WASHINGTON, RATIFYING THE ACCEPTANCE OF THE JOINT BID OF SEATTLE -FIRST NATIONAL BANK, BLYTH & CO., INC., AND PACIFIC NORTHWEST COMPANY, OF SEATTLE, JOINTLY, FOR THE ISSUE OF $350,000.00 PAR VALUE OF "GENERAL OBLIGATION BONDS, 1961"; FIXING THE INTEREST RATES ON SAID BONDS; AND PROVIDING FOR THE IMMEDIATE PRINTING, EXECUTING, DELIVERY AND SALE OF SAID BONDS AND FOR THE RETURN OF THE CHECKS DEPOSITED BY THE UNSUCCESSFUL BIDDERS Motion made by Kilbury, seconded by Thompson that Ordinance No. 1032 having been reviewed by the Council be read by title only. REGULAR MEETING PASCO, WASHINGTON COUNCIL CHAMBERS MAY 16, 1961 EXECUTIVE MEETING: VanHoy requests that Council members, Department Heads and Officers be notified to come at 7:00 P. M., May 23, 1961. ADJOURNMENT: Motion made by VanHoy, seconded by Thompson to adjourn to next regular meeting, 8:00 P. M., Tuesday, June 6, 1961..Motion carried.
