HomeMy WebLinkAbout04-04-1961 MinutesCOUNCIL CHAMBERS REGULAR MEETING PASCO, WASHINGTON APRIL 4, 1961 CALL TO ORDER: Meeting called to order at 8:00 P.M. by Honorable Mayor Raymond Hicks. ROLL CALL: By Clerk. Councilmen present were C. R. Combs, H. C. James, C. D. Kilbury, K. E. Moore, Ed Thompson and T. R. VanHoy. G. A. Grant arrived a few minutes late. City Attorney Richard G. Patrick and City Supervisor were also present. APPROVING MINUTES: Minutes of meeting held March 21, 1961. Motion made by Kilbury, seconded by Thompson approving as read. Motion carried. BILLS: Current bills against the City were read as follows: Current Expense $ 35,928.66 Street Department 5,039.85 Cemetery Department 1,533.13 Park Department 8,294.76 Airport Department 5,228.32 Water Department 16,788.48 Library Department 2,673.72 L. I. D. #65 309.15 Total -- All Departments -- $ 75,796.07 Motion made by VanHoy, seconded by Thompson, that all vouchers properly signed and approved be paid. Motion carried by roll call vote of six (6). Grant had not ar— rived. COMMUNICATIONS: LEGISLATIVE COMMITTEE -- DINNER MEETING, BLACK ANGUS: To be held April 13th, 1961. James reports he has reserved five (5) places. Mr. Hansen of Kennewick would need to be notified by April 7th of others desiring to attend. STREET LIGHTS -- W. M. Wiper: A letter was read from Mr. Wiper, requesting the installation of a street light in the 1700 block on Sacajawea Drive. Motion made by Moore, seconded by James, to turn this to the Light Committee for report at next regular meeting. Motion carried. WESTON SAND & GRAVEL PROPERTY -- A PROPOSAL, PETITION TO REZONE FROM R-2 to M-1. Two letters were read from E. P. Erwen, one a proposal on grading and filling pit to an agreed elevation. The Erwen Construction Company would like to enter into an agreement with the City of Pasco and have the mortgage now 1�n force and any other claims on property released, upon completion of work so as to clear the property which he desires for a yard and office building, equipment storage and repair.Location of property is Block 9, 10, 13, 14, 15 and 16 Gray's Amended Ad— dition. The second letter requests a partial release of the City mortgage covering lots 1 to 26 inclusive, Block 14, so as to finance office building construction. Also submitted was a petition for rezoning signed by 72.76% of the property area (owners) not opposed to the zone change from R-2 to M-1. Motion made by James, seconded by Grant approving a partial release of mortgage as requested on lots 1 to 26 inclusive, Block 14, Gray's Amended Addition upon re— zoning; and that an agreement be entered into between the City of Pasco and the Erwen Construction Co., to the,,effect that the filling and grading be done ac— cording to specifications drawn by the City Engineer, this to be completed within six (6) months after agreement. Then upon completion of the work a release will be given. City Attorney to draw agreement. Motion carried. Mr. Erwen states he wi-11 raise by fill in case the water level changes. COLUMBIA TELEVISION SERVICE, CO.: A letter was read from C M. Kirkeeng, General Manager, regarding City Franchise, attached was assignment of Franchise from the City of Pasco, -Acceptance of Assign— ment and consent to assignment. He states Newell Priess one of the largest indi— vidual stockholders and Vice President has purchased the operating assets of the Company; they will continue under the name "Columbia Television, Inc." This is in conformity with the City Franchise. Motion made b'� Kilbury, seconded by Moore, authorizing the Mayor to sign, "Consent to Assignment. Motion carried. PASCO, WASHINGTON REGULAR MEETING COONCIL CHAMBERS APRIL 4, 1961 REFUND: MRS. FLOYD FUTTER, 707 North Third A letter was read from Water Superintendent, C. F. Whetsler, setting out the history and data relative to sewer servicing the Court Apartments, 707 N. 3rd Street; and tree root trouble to that service; whereby a refund is requested in the amount of $115.18. Motion made by Moore, seconded by James, to turn this to the Water Committee for report at next regular meeting. Motion carried. PROPOSED WATER MAIN EXTENSIONS & REPLACEMENTS: A report on two projects submitted by Water Superintendent, C. F. Whetsler was read. The first project set out the most critical which involved $44,800.00 6,580 feet of C.I.P. to cover 1;::24'62 miles, spotted locations. The second project in importance involves $21,600.00, 4,500 ft C.I.P. covering :,85'72 mi les replacement and new 1 ines, north and west. Material estimate on a main transmission pressure line for down town Pasco between 3rd and 7th; Colum bia and Yakima would be 35,332.09 to cover .7575 miles. The Superintendent set this up as a work schedule to guide work plans, develop— ment and improvements. Councilman VanHoy was of the opinion that this would tie up too much money, an emergency might come, some unforseen need; Follow— ing a short discussion, Motion made by Moore, seconded by Kilbury that the program as set up be placed on schedule to be done as he (the Water Supt.) can work them in with the budget and finances. (See Minutes of Meeting held April 18, 1961) TRANSFER BY TRAFFIC ORDINANCE NO. 1024 REGULATIONS: A letter was read from City Clerk, requesting transfer of $750.00 from the Street Department to the Current Expense (General Fund) account being deposited by the Police Judge Secretary to the wrong fund, thus not complying with Ordin— ance No. 1024. — Section 103. Motion made by Moore, seconded by James, to O turn this to the finance committee of the Council. Motion carried. APPOINTMENT -- R. S. BROWN, PARK BOARD: A letter was read from the Park Board Chairman, requesting that Mr. Brown be re—appointed, his term expires May 17, 1961, at this time the Mayor submitted Mr. Brown's name for re—appointment. Motion made by Thompson, seconded by Grant, to concur with the appointment. Motion carried. (Term will expire May 17, 1964) SPEED SIGNS ON NORTH LUCAS: Rev. Thurston Kimbrough was present and objects to a 35 mile—an—hour speed limit on Lucas North of Court. He says the college students race up there faster than 35 miles now, even with the lower limit sign. It was brought out that the change authorized by Ordinance No. 1024 had not been made ef— fective yet. No action taken at this time by the Council. Rev. Kimbrough stated a petition will be presented regarding this issue. REPORTS: AIRPORT LEASES: Two (2) leases presented as follows: Mackey Brothers: Three car stalls at Terminal parking area, phone and desk space in Terminal Building, April 1, 1961 to March 31, 1962, $35.00 per month, first and last month paid. For operation of Rental Cars. Cominco Products, Inc.: Underground tanks #3 1#4 and outside area for storage and mixing liquid fertilizer. From April lst, 1961 to March 31, 1966. $120.00 per month -- first and last month paid. Motion made by VanHoy, seconded by -Thompson authorizing the Mayor to sign leases. Motion carried. PURCHASES: Purchases requested as follows: Cemetery Department: Miscellaneous shrubs, plants, flowers and seed and 20 yards sand, plus tax $ 257.20 Airport Department: 2 cubic yards concrete, 25 sheets ply— wood,.-250 stakes, 250 stakes and tax 117.00 Park Department: Hole cutter, Toro mower, sprinkler, galvanized pipe, tees, plugs, bushings, compound & tax 845.39 Water Department: Meter repair parts and yokes; gate valves, recording charts, meter repair parts; pump repair parts, gas for tank at shop; oxygen and acetylene tank for sewer plant; welders supplies and repair on tractor backhoe, and tax 1,288.45 Total --All Departments — — — — — — — — — — — — — — — — — — —— $2,508.04 Motion made by Thompson, seconded by Grant authorizing purchases as requested. PARKING METERS: Councilman Grant reports installation going according to schedule, will be com— pleted in two or three weeks. STREETS: Councilman Combs has nothing to report other than report furnished each Council— man. WATER: Moore reports meeting with County Commiss:i=ers onuoaf of City Limits requests for services. CIVIL DEFENSE: Nothing to report. F I RE:. Councilman Thompson spoke on Resolution No. 481. to be acted upon under that part of the business. LIBRARY: Kilbury says nothing to report. PARKS & RECREATION: Kilbury gave the high—lights on the golf report for March, 1961 and the same for recreation and parks. GOLF COURSE CLUB HOUSE: ED HENDLER spoke to the Council about coming to a decision on this site and feels that time is running short for construction and use this year. Kilbury spoke of a meeting -- Mr. Hendler objected to another meeting, that would delay formulating an agreement as the season is close for the large play at the course. He represents the Pasco Golf and .',.Athletic'Association and states they are willing to negotiate an agreement to the satisfaction of'the City of Pasco. Motion made by VanHoy, seconded by Kilbury that this be turned to the Park Committee and the City Attorney todraw up an agreement for a Golf Course Club House. Motion carried. PLANNING: Councilman James reports the' -Clark & Coleman Associates report on Contract 110 as progressing on schedule. LEGISLATURE: Reported. BUILDING INSPECTOR REPORT: Report for March, 1961 was read. BUDGET: The monthly budget report €•or March, 1961 was furnished to each member.
