REGULAR MEETING COUNCIL CHAMBERS MARCH 7, 1961
CALL TO ORDER:
Meeting called to order at 8:00 P.M. by Honorable Mayor Raymond Hicks.
ROLL CALL:
By Clerk. Councilmen present were C. R. Combs, George A. Grant, Harold C.
James, Charles D. Kilbury, K. E. Moore, Ed Thompson and T. R. VanHoy. Also
present were Richard G. Patrick,aCiity Attorney and City Supervisor George R.
Fisher.
APPROVING MINUTES:
Minutes of meeting held February 21, 1961. Motion made by VanHoy, seconded
by Thompson approving minutes as written. Motion carried.

Motion made by Kilbury, seconded by James that all vouchers properly signed
and approved be paid. Motion carried by roll call vote of seven (7).
BIDS: AIRPORT REVENUE BONDS $60,000.00:
No bids were received.
TERRY THOMPSON stated he is willing to take the responsibility of selling the
bonds; would like to negotiate at this time for the purchase and obtain an
answer yes or no; offered $97.00 for $100.00 Bond Value with 5z% interest for
twenty (20) year bonds. The Council seemed to feel that they needed a little
more time to study the situation; -thought Thompson should present his propo-
sition later since he did not bid.' A discussion followed relative to the
urgency of a decision at this time. Most everyone thought two weeks would not
hold up things too long. Motion made by Kilbury that the City enter into a
contract with Terry Thompson at this time for sale of bonds; City Attorney
stated Thompson could present his proposal to be considered with the negotia-
tion and be within provisions of the Ordinance and call for B;i:ds. Motion lost
for the want of a second.
Motion made by Kilbury, seconded by VanHoy that the City Finance Committee be
i:r:o,,empdwered to negotiate for a contract and bring in report and recommendation at
the next regular meeting. Motion carried by six (6) - Moore voting "No".
COMMUNICATIONS:
STATE HIGHWAY RE: PARCEL 10377 QUIT -CLAIM DEED:
On a strip of land on the southern boundary of the Airport property in Section
19 and Section224; Township 9, N. Range 29 E.W.M. 2.85 acres more or less. This
new deed incorporates the conditions imposed by the Federal Aviation Agency.
Authorized by City Council, Resolution No. 363, August 2nd, 1955.
Motion made by Kilbury, seconded by Moore authorizing the mayor to sign the five
(5) copies submitted by the State Highway Department. Motion carried.
CLUB HOUSE AT GOLF COURSE:
A letter was read from the PARK BOARD requesting the Council's consideration and
approval of the proposed Clubhouse. This would be financed by a Non -Profit
organization; details on management, dues etc. could be worked out by contract
or agreement. Motion made by Moore, seconded by Grant that the Park and Recrea-
tion Committee of the Council study this and report back to Council. Motion
Carried.
=s The Federal Aviation Agency would need to be contacted first regarding approval
or disapproval.
When requirements are obtained each Councilman to be furnished a copy.
Motion made by Combs,.seconded by Grant that the City Supervisor write the
Federal Aviation agency for needed information. Motion carried.

REGULAR MEETING COUNCIL CHAMBERS MARCH 7, 1961
PUBLIC HEARING: ANNEXATION, PROPERTY IN COLUMBIA RIVER ADDITION & COLUMBIA ADD:
Legal notice of hearing was read. Mayor Hicks declared the hearing open.
MR. WEIGE was present to speak in behalf of his mother, MRS. JULIA WIEGE,
owner of lots 11 to 16, inclusive, Block 9, Columbia Addition. His mother
favors being zoned C-1 and does not desire to do anything more about it at
this time. Property owners on either side of the Wiege property have ex-
pressed a desire to rezone from R-1 to C-1. One party obtained Resolution
setting up procedure to so do, but to date has not filed a petition. City
Attorney informed the Planning Commission and the Council that in follow-
ing the language of the Ordinances, the Wiege lots would either have to be
rezoned before annexation or come in as the most closely analogous use
(R-2 as it now is zoned) then petition to rezone to C-1. A discussion was
entered into and all seemed to favor taking the Wiege property in as Zone
C-1. The City Attorney questioned procedure on zoning Wiege property unless
the conditional language on zoning is removed from the petition for annexation.
Mr. Wiege stated his mother definitely wants C-1 zone, but right now is not
feeling very good and does not want to make any more changes. No objection
to the petition were received by mail and Mr. Weige was the only one present
in behalf of the hearing. Mayor declared the hearing closed. Motion made
by Grant, seconded by James, to accept all property that was in the petition
and public hearing as zone C -1 -owing to the fact th&s is agreeable to every-
one present and the comprehensive plan in process.now will be classifying
this property C-1 and receiving its acceptance into the City. City Attorney
is hereby requested to draw two Ordinances, one for annexation and one for
zone classification C-1. Motion carried unanimous.
REPORTS:
AIRPORT LEASES:
Three (3) leases submitted as follows:
RENTON AVIATION, INC.: South half of Hangar #142, October 10, 1960 to
(dba Tri -City Airways) October 9, 1961 for storage of airplanes and aero-
nautical equipment -- $125.00 per month, first and
last month's rent paid.
RENTON AVIATION, INC.: Hangar #71 and outside area, October 10, 1960 to
(dba Tr.i-City Airways) October 9, 1965, for flight training and associated
aeronautical activities -- $200.00 per month, first
and last month paid. ALSO 1¢ per gallon on aviation
fuel delivered, to be paid at end of each month.
OTIS RANDALL: East Wing of Building #84, February 15, 1961, until
not to exceed November 30, 1961. Lease may be can-
celled upon ten (10) day written notice. For storage.
$75.00 per month.
Motion made by VanHoy, seconded by Thompson, granting leases as recommended by
the Airport Committee and authorizing the Mayor to sign. Motion carried.

carried. Councilman Combs questioned the delay stated he would like to have
this disposed of soon as possible. Motion made by Grant, seconded by Thompson,
that the meeting recess following the regular order of business to consider the
bids. Motion carried.
STREETS:
No gravel. No report.
CIVIL DEFENSE:
Councilman Moore states a panel of six (6) met with the PTA and answered
questions from the audience.
WATER:
Water Committee reports no problems at this time.
LIBRARY:
Councilman Kilbury states there will be a meeting Thursday at the Library.
Architect Wulff will be present with plans.
PARK & RECREATION:

PLANNING COMMISSION:
James reports Robert Clark of Clark -Coleman and Assoc. reported that the
project was approximately 67% complete, has traffic count finished.
LEGISLATIVE:
Five (5) City Officials attended the Legislative Meeting held in Connell Thurs-
day, March 2nd. Legislative bills were discussed.
APPOINTMENT:
Mayor Hicks appoints RALPH OAKLEY to succeed himself on the Planning Commission,
for a six (6) year term starting April 7, 1961 and ending April 7, 1967. Motion
made by Kilbury, seconded by Moore, approving appointment. Motion carried
unanimous.
BUDGET:
February, 1961 Budget report of all Departments furnished each Council member.
BUILDING INSPECTOR:
Building Inspector's report for February, 1961 was re-:dd.

TRAFFIC, TRAVEL, AND TRANSPORTATION AND THEIR INCIDENTS
UPON THE PUBLIC STREETS, BICYCLE PATHS, AND OTHER WAYS
OPEN TO THE PUBLIC; PRESCRIBING THE POWERS AND DUTIES OF
OFFICERS AND OTHERS IN RELATION THERETO; DEFINING OFFENSES;

9:30 P.M. RECESS TEN MINUTES: to consider parking meter bids.
RE—CONVENE 9:42 P.M. Meeting called to order by Mayor Hicks.
Motion made by Grant, seconded by Kilbury, to accept the low bid of DUAL
PARKING METER CO. in the amount of $29,001.00 for installation of 217 double
head automatic meters; trade in old meters; two parking lots conditioned for
operation according to plans and agreement submitted with bid. Motion carried
by roll call vote of seven (7).
TWO (2) DRY WELLS:
George R. Fisher requests permission to construct two (2) dry wells, Irving
and Murray at the alley in Starr Addition the cost will be $350.00 or $400.00
according to depth of well; he will keep track of labor and material; Street
Department to do the work with probably some help from the Water Department.
Motion made by Moore, seconded by Kilbury, that permission be granted to the
Street Department as requested. Motion carried by roll call vote of seven (7).
POLLUTION CONTROL:
Pollution Control Commission informed Whetsler that surface drainage in the
Sewage Plant is causing trouble.
ADJOURNMENT:
Motion made by Grant, seconded by Kilbury to adjourn to next regular meeting,
Tuesday 8:00 P.M., March 21', 1961. Motion carried.
