REGULAR MEETING COUNCIL CHAMBERS FEBRUARY 21, 1961
CALL TO ORDER:
Meeting called to order at 8:00 P.M. by Honorable Mayor Raymond Hicks.
ROLL CALL:
By Clerk. Councilmen present were C. R. Combs, G. A. Grant, H. C. James,
Chas. D. Kilbury, K. E. Moore, Ed Thompson and T. R. VanHoy. Also present
was City Attorney Richard G. Patrick. City Engineer George R. Fisher was
absent.
APPROVING MINUTES:
Minutes of meeting held February 7, 1961. City Clerk stated the date and
zone set out in the minutes for rezoning of three blocks in Riverside Addi-
tion were in error, this was detected and corrected. Motion made by Kilbury,
seconded by James, approving minutes as corrected. Motion carried.
COMMUNICATIONS:
YACHT BASIN $3,000.00:
A letter was read from G. W. VAIL, Chief, Debt Sec.; United States General
Accounting Office; Washington, D.C.; complying with City Attorney's request
to hold in abeyance for a reasonable length of time, the pursuit for the
collection of $3,000.00 representing the value of gravel removed from the
Yacht Basin, to allow the City time to present this matter to Senators
MAGNUSEN and JACKSON, in hopes that legislation can be introduced for a pri-
vate relief bill relieving the City of the indebtedness.
LEGISLATION MEETING -- CONNELL, THURSDAY MARCH 2, 1961:
A letter was read from Mayor DAN JOLLY, inviting all City Officials to a
meeting to be held in Connell, Thursday, March 2, 1961. Mayor :Hicks,
Councilman Grant, Moore and Kilbury and City Engineer George R. Fisher
signed the letter as intending to attend. City Clerk to so notify Town Clerk
of Connell.
(QUIT CLAIM DEED -- CONTINENTAL OIL COMPANY:
A letter was read from the Continental Oil Company, 519 Spokane & Eastern
Building, Spokane, with quit claim deed attached.for:
"A portion of Lot 3, Loney's Addition to Pasco,
Washington, whose boundary is more particularly
described as follows:
Beginning at a point on the East line of Lot 3,and
16:97 feet northerly of the SE corner of Lot 3;
thence southerly along the East line of Lot 3 a
distance of 16.97 feet to the SE corner of said
lot; thence westerly along the south line of Lot 3
a distance of 16.97 feet; thence northeasterly to
the point of beginning, for street and alley purposes."
for the sum of one dollar ($1.00). The deed to be recorded and copy for-
warded to the Continental Oil Company. Motion made by Kilbury, seconded by
Thompson to accept the Quit Claim Deed as executed and return one copy with
recorded information on the copy. Motion carried.
LADY OF LOURDES HOSPITAL AUXILIARY -- CANTEEN:
A letter was read from Mrs. F. M. Giles, requesting that the canteen be
exempt from City Business License -- account being a non-profit organiza-
tion. Motion made by James, seconded by Kilbury, granting the exemption
request. Motion carried.
FARLEY CHEVROLET INC. -- LOT LEASE:
A letter was read from K. C. Farley to terminate lease on Lots 11 and 12,
Block 22 as of March 1, 1961. Delinquent rent has been paid in the amount
of $500.00. Motion made by Kilbury, seconded by Moore, accepting the lease
termination as of March 1, 1961. Motion carried.
7 -UP BOTTLING CO. -- 928 W. Main Street, Walla Walla:
A letter was read from C. E. Robertson, Secretary, stating they would be glad
to sign a damage -coverage and hold -harmless agreement. Their insurance carrier
in Walla Walla will furnish all necessary proof of coverage. City Attorney or
the Bottling Co. will formulate agreement. Motion made by Kilbury, seconded by
James, that this be turned to the City Attorney for action. Motion -carried.
STREETS & SIDEWALKS -- 10th & Murray; Aur:ilia Between Lewis & Court:
A lengthy letter was received from W. W. Crater and R. D. Genung relative
to curbs, low places in the streets and water puddle conditions. Motion made
by James, seconded by Grant, to turn this to the Street Committee. Motion
Carried.
PASCO, WASHINGTON
REGULAR MEETING COUNCIL CHAMBERS FEBRUARY 21, 1961
CENSUS BOARD:
A letter was read from Calvin F. Schmid relative to census taking for the
year 1961, which would determine state allocation for 1962. Motion made
by James, seconded by Moore that the census not be taken this year, account
Federal Census taken in 1960. Motion carried.
POLICE CAR BID REQUESTED:
A letter was read from Chief of Police A. L. McKibbin, requesting call for
bid for one (1) new car and trade in the 1959 Nash Ambassador, account the
Nash needing considerable repair work. Motion made by Kilbury, seconded by
Grant, to call for bids Tuesday, 8:00 P.M. March 21, 1961, Chief to fur—
nish specifications. Motion carried.
CLEANING TWO (2) FILTER PLANT PUMP MOTORS:
A letter was read from Water Superintendent C. F. Whetsler stating that
after motors were tested one motor showed excessive leakage of current in
the winding whereby it will be necessary to rewind this motor at a cost
of $930.00. This is awaiting your approval. Motion made by Moore, seconded
by Kilbury, authorizing the work to be done. Motion carried.
PLANNING COMM.ISSION REPORT ON ZONING IN CONNECTION WITH ANNEXATION:
The report from Vice.Chairman Dale Bates was read and discussed.: The Com—
mission was determined that the most analogous city zone classification for
that portion of "Rep -]at of Columbia River Addition' involved was C-1. City
Attorney's opinri�on on Lots 11 to 16 inclusive, Columbia Addition was that
under City Ordinances the most analogous to the present County Zone which
zs is R-2. Motion made by Kilbury, seconded by Moore, that a Public Hearing be
held, at 8:00 P.M., Tuesday March 7, 1961 on Petitions for annexation. Motion
carried.
SIDEWALK AGREEMENT -- J. 0. HAMANN, LOT 1, BLOCK 2, STAR ADDITION:
An agreement submitted by Jack 0. Hamann, to construct a 5' sidewalk in
lieu of 9' on Chase and Cartmell was presented. Motion made by Kilbury,
seconded by Grant, approving agreement and authori:zing the Mayor to sign.
Motion carried.
PUBLIC HEARING -- ZONE CHANGE FROM C-2 to M-1, Blocks 25, 35 & 36 Riverside Add:
Legal Notice of Hearing was read. Mayor declared the hearing open. No
protests received by letter or in person. H. Kidwell present spoke favor—
ing the change. Motion made by Grant, seconded by Kilbury, to declaredhear—
ing closed. Motion carried. Motion made by James, seconded by Kilbury, that
the request for zone change be granted and City Attorney authorized to pre—
pare an Ordinance covering the change from C-2 to M-1; Motion carried.

Park & Recreation: Cash register and fertilizer with tax $ 1,998.88
Water Department: 35 meters, repair parts, tools, motor oil 2,206.75
Airport Department: Awnings, brackets, arborvitae, juniper,
lumber, paint, dustlayer, cold mix, cement,
door track, hangers & brackets, rolls valley
and tax 336.06
Cemetery Department: Miscellaneous repair parts for two (2)
gravely mowers, tax and freight 119.48

Motion made by Thompson, seconded by Kilbury, granting purchases as requested.
Motion carried by roll call vote of seven (7).
AIRPORT LEASE:
One Lease submitted as follows:
Room #3 (50x40) East wing of Bldg. #69. February 16, 1961 to February 15, 1962,
for storage of coin operated devices. $35.00 per month -- first and last month
paid ($70.00).
Motion made by VanHoy, seconded by Thompson authorizing Mayor to sign lease.
Motion carried.

Motion Made by Grant, seconded by Thompson, approving applications. Motion
carried.
ATHLETIC CLUB -- 503 S. MAIN:
James Johnson desires to make this an athletic club for amateur matches regu-
larly. Ordinance No. 990, Section 53 we feel should be sufficient, thus a
$15.00 annual business license plus admission tax. Your action on this will de-
cide the issue. Motion made by Grant, seconded by Kilbury, approving annual
fee for amateur matches as set out in Ordinance No. 990, Section 53. Motion
carried.
TRAFFIC CODE ORDINANCE IS BEING STUDIED.
STREETS:
Councilman Combs, reports the City is out of gravel. Vail is supposed to
get work underway this next week.
WATER:
Councilman Moore reports:
HONEYWELL MAINTENANCE CONTRACT:
This maintenance contract for Filter Plant Control System was discussed. Whetsler
read a portion of the contract which would cost $2,439.63 per year for four
periodical inspections. Motion made by Moore, seconded by Kilbury, to accept
the contract as presented by the Minneapolis Honeywell Regulator Co. and
authorize the Mayor to sign. Motion carried. (Contract filed in Water Dept. office).
CIVIL DEFENSE:
Civil Defense being criticized by the P.T.A. was mentioned. Councilman Moore
states a meeting will be held March 6, 1961 at the Airport and program ex-
plained.
LIBRARY:
Councilman Kilbury reports a meeting with the Library Board, State Library
Representative and Architect Wulff. The Architect will submit a report in
the near future.
PARKS:
Superintendent Wyman reports the Golf Course has been p-oked several days this
month -- good attendance all winter.
PLANNING COMMISSION -- Codncilman James:
Bob Clark was in attendance at the last Planning Commission meeting. Will have
a report for next meeting.
LEGISLATIVE:
Sales Tax percentage for cities -- in committee. Connell meeting Thursday
March 2, 1961.

Councilman Kilbury presented for study a proposed Ordinance regarding
residential requirements.for City Employees. Copies were furnished.
ORDINANCE NO. 1022:
AN ORDINANCE PROVIDING FOR THE ISSUANCE
OF $60,000.00 PAR VALUE OF "AIRPORT REVENUE
BONDS, 1961", FOR THE PURPOSE OF OBTAINING A
PART OF THE FUNDS WITH WHICH TO PAY THE COST
OF CARRYING OUT THE PLAN AND SYSTEM FOR MAK-
ING ADDITIONS TO AND BETTERMENTS AND EXTEN-
SIONS OF THE EXISTING MUNICIPAL AIRPORT OF
THE CITY, AS ADOPTED BY ORDINANCE NO. 1019;
FIXING THE FORM, DATE, MATURITIES, MAXIMUM
INTEREST RATE, COVENANTS AND TERMS OF SAID

Motion made by Kilbury, seconded by James, that Ordinance No. 1022 be read

adopt Ordinance No. 1022, Motion carried by Roll Call Vote of seven (7).

NO. 444, SECTION 1 OF ORDINANCE NO. -595, AND PASCO
CITY CODE 5-9.20 AND 5-9.28, AND BEING AN ORDINANCE
CHANGING THE ZONE CLASSIFICATION OF THE FOLLOWING
DESCRIBED PROPERTY SITUATED IN PASCO, FRANKLIN
COUNTY, WASHINGTON, FROM COMMERCIAL C-2 TO
MANUFACTURING M-1: BLOCKS 23, 35 AND 36, RIVERSIDE
ADDITION TO PASCO, ACCORDING TO THE PLAT THEREOF
RECORDED IN VOLUME "B" OF PLATS, PAGE 44, RECORDS
OF FRANKLIN COUNTY, WASHINGTON. .
Motion made by VanHoy,,seconded by Kilbury, that Ordinance No. 1023 be
